Short answer: Japanese Government Bonds (JGBs) generally provide the stronger payment-security profile because the Japanese government is responsible for interest and principal. Rakuten corporate bonds can offer higher coupons or yields, but that extra return compensates for corporate-credit, refinancing, structural and liquidity risks. Neither product guarantees that you can sell at your purchase price before maturity.
The comparison is meaningful only after matching maturity, currency, seniority, call terms, tax treatment and the way you plan to exit. A senior, yen-denominated Rakuten bond is a different risk from an undated subordinated bond or a dollar bond, while a marketable JGB is different from a retail JGB with a one-year redemption rule.

What you are actually comparing
“Rakuten bonds” is not one product. Rakuten Group has issued several structures, each with a different combination of payment priority, maturity, currency and optionality. “JGBs” also covers ordinary marketable government bonds and retail JGB products with distinct purchase and redemption rules.

Rakuten corporate bonds
- Senior unsecured bonds: These rely on Rakuten Group’s ability to pay and rank ahead of subordinated obligations, but they are not government obligations.
- Sustainability bonds: The sustainability label describes the intended use of proceeds; it does not remove issuer-credit or market-price risk.
- Foreign-currency bonds: Dollar coupons can look high to a yen investor, but the yen value of interest and principal changes with the exchange rate.
- Undated subordinated bonds: These have no contractual maturity date, may be called at the issuer’s option, can defer interest and rank behind senior obligations.
Japanese Government Bonds
- Marketable JGBs: These trade in the market and can be sold before maturity, with a price determined by current yields, credit conditions and demand.
- Retail JGBs: These are sold from ¥10,000, carry a 0.05% annual minimum rate under the Ministry of Finance’s current product description and can be redeemed under the government’s rule after one year.
The safest choice depends on what “safe” means to you. If it means the lowest issuer-default risk in yen, a JGB is the relevant benchmark. If it means a stable account value over a short period, even a JGB can disappoint when sold during an unfavorable interest-rate move.

Current Rakuten bond examples and what they show
The following issues illustrate why comparing a single Rakuten coupon with a single JGB yield can mislead. Dates and availability matter: an issue may no longer be offered, and a broker’s secondary-market inventory can change.
| Issue | Key terms | Risk feature to notice |
|---|---|---|
| 25th unsecured bond | Issued 4 August 2025; matures 4 August 2028; ¥130 billion outstanding; 2.336% coupon | Senior unsecured corporate exposure with a 2028 maturity |
| 24th sustainability bond | Issued 29 July 2025; matures 29 July 2030; ¥15 billion outstanding; 3.260% coupon | Longer duration and corporate-credit exposure; sustainability label does not make it a JGB |
| 23rd sustainability bond | Issued 29 July 2025; matures 28 July 2028; ¥15 billion outstanding; 2.336% coupon | Similar coupon to the 25th issue but a much smaller issue size |
| 2029 yen-denominated unsecured bond | Five-year issue dated 24 April 2024; 6.00% coupon; due 2029 | Do not compare this historical coupon with a current JGB without matching date, price, maturity and call terms |
| 2027 and 2029 dollar-denominated unsecured bonds | Coupons listed at 7.21712% and 6.03930% | Foreign-exchange gains or losses can outweigh the coupon for a yen-based investor |
| First series undated subordinated bond | ¥82 billion; 4.691% through 23 October 2030; no maturity date; optional redemption | Interest may be deferred; the bond is subordinated and designed to receive 50% equity credit from rating agencies |
The 4.691% figure on the undated issue applies through 23 October 2030, not necessarily for the life of the bond. “No maturity date” means you cannot rely on a scheduled principal repayment date; redemption depends on the issuer’s option and applicable terms.
Are Rakuten bonds safer than JGBs?
For issuer-payment risk, JGBs have the stronger position. The Ministry of Finance describes JGBs as bonds issued by the government of Japan, which is responsible for interest and principal payments. A Rakuten bond is a claim on Rakuten Group, and repayment depends on the company’s financial capacity, refinancing access and the specific issue’s ranking.
Senior unsecured versus subordinated claims
A senior unsecured Rakuten bond has no collateral pledge in the ordinary sense, but it ranks ahead of subordinated debt in a restructuring or liquidation. An undated subordinated bond sits behind senior obligations. If the issuer’s assets are insufficient, subordinated investors absorb losses earlier. The bond’s documents can also allow interest deferral, so a high stated rate is not equivalent to a guaranteed cash payment on every scheduled date.
Rakuten states that its undated subordinated bonds are structured to receive 50% equity credit from rating agencies because they have equity-like characteristics, including no maturity date, optional interest deferral and subordination. That accounting or rating treatment is a warning about structure, not a promise of equity-like upside.
What “government-backed” does and does not mean
Government payment responsibility addresses the issuer’s obligation. It does not freeze the market price of a JGB. A fixed-rate JGB bought today can trade below your purchase price if market yields rise, even though the scheduled principal and interest remain payable according to its terms.

Why Rakuten coupons and yields can be higher
A coupon is the contractual interest rate applied to a bond’s face value. Your expected return depends on the price you pay, the cash flows you receive, the reinvestment of those cash flows and the amount you recover when you sell or reach maturity. For a bond bought above or below face value, yield to maturity (or yield to call when a call is relevant) is more informative than the coupon.

In a 2025 presentation, Rakuten showed domestic unsecured-bond yields ranging from 5.591% to 3.116% over a chart period from April 2024 through July 2025. The same presentation showed an interpolated 3.9-year JGB yield ranging from 0.280% to 0.911% over that period. These are historical ranges displayed in a presentation, not a current quote or a guaranteed spread.
The spread is consistent with investors demanding a credit and liquidity premium for lending to a corporation rather than to the Japanese government. Rakuten described its credit profile as improving while the spread narrowed. That is an interpretation of the documented difference, not a guarantee that a future Rakuten bond will outperform a JGB.
Coupon, yield and total return example
Suppose two bonds each have a ¥1 million face value and a 3% coupon, but one trades at ¥980,000 and the other at ¥1,020,000. The cash coupon is ¥30,000 per year in both cases, yet the discounted bond has potential price appreciation toward face value at maturity and the premium bond has potential price loss. A proper comparison therefore uses each issue’s current clean price, accrued interest, maturity, call schedule and yield calculation.
Interest-rate risk: payment security is not price security
Fixed-rate bonds generally fall in market value when comparable market yields rise and rise when yields fall. The longer the duration, the more sensitive the price is to a given yield change. Corporate bonds add a credit-spread component: if investors demand a larger spread over JGBs, an existing Rakuten bond can decline even when government yields are unchanged.

If a solvent issuer pays every scheduled amount and you hold a fixed-rate bond to its contractual maturity, interim market-price movements do not by themselves change the scheduled redemption amount. This statement does not apply in the same way to an undated subordinated bond, where there is no scheduled maturity, or to a bond affected by default, restructuring or permitted interest deferral.

When selling early creates a loss
Early sale converts an unrealized market movement into a realized result. The Ministry of Finance explicitly notes that marketable JGBs may sell for more or less than the original purchase price depending on market conditions. The same duration principle applies to fixed-rate corporate bonds, with bid–ask spreads and issuer-credit changes layered on top.
Liquidity and how you get out
Liquidity is not simply “can I sell?” It includes whether a buyer is available, how quickly a quote arrives, how wide the bid–ask spread is and how far the executable price is from an indicative valuation.
Marketable JGBs
Ordinary marketable JGBs trade in the market. The Ministry of Finance says you do not need to wait until maturity because JGBs are financial products traded in the market. You still accept the market price at the time of sale; a liquid market does not guarantee a sale at par.
Retail JGBs
Retail JGBs use a different exit design. The current Ministry of Finance product page states a ¥10,000 minimum purchase and a 0.05% annual minimum rate. Redemption is available after one year, subject to the prescribed adjustment based on the previous two interest payments. That rule provides a defined government redemption route, but it also means you cannot use the product as a one-day or one-month cash substitute.
Rakuten corporate bonds
A Rakuten corporate bond normally exits through a broker’s secondary-market quotation. The practical result depends on the issue’s outstanding amount, the broker’s inventory, current investor demand, the issuer’s credit spread and the quoted bid–ask difference. Before buying, ask the broker how it handles a sale; before selling, request a live executable quote rather than relying on the original offering price or a screen valuation.
Issue size can matter. The 25th unsecured bond had ¥130 billion outstanding, while the 23rd and 24th sustainability bonds each had ¥15 billion. A larger issue may have more potential trading interest, but issue size alone does not establish a guaranteed secondary market.

Structural risks that change the answer
Call and extension risk
An issuer call is an option for the issuer, not an obligation to redeem when it is convenient for you. Calculate yield to call as well as yield to maturity when a call is permitted. An undated bond can remain outstanding after the first optional redemption date, leaving you exposed to its ongoing terms and market value.
Interest-deferral risk
Some subordinated structures permit the issuer to defer interest. Read whether deferred amounts accumulate, whether they must be paid before dividends or senior distributions and what events trigger or end the deferral. A headline coupon cannot be treated as an unconditional annual cash yield when deferral is allowed.
Currency risk
For a yen-based investor, a dollar bond has two returns: the dollar bond return and the yen–dollar exchange-rate movement. A 7.21712% or 6.03930% dollar coupon may be offset by a yen appreciation, while a weaker yen can increase the yen value of interest and principal. Compare a foreign-currency issue with a yen liability only after deciding whether you will hedge the currency and counting the hedge cost.
Label and purpose risk
A sustainability designation concerns the use-of-proceeds framework. It does not convert a corporate obligation into a government obligation, remove duration risk or guarantee a secondary-market buyer.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare a specific Rakuten bond with a JGB
- Set the currency. Compare yen with yen unless you intentionally want foreign-exchange exposure.
- Match the time horizon. Align maturity or expected call date and compare duration, not just calendar years.
- Identify seniority. Mark the Rakuten issue as senior unsecured, subordinated or another ranking. Confirm whether interest deferral is permitted.
- Use the right yield. Obtain yield to maturity and yield to call from the current price. Do not substitute the coupon for either figure.
- Check the price and spread. Record the clean price, accrued interest, bid, ask and any brokerage or custody charges. A quoted yield without an executable price is incomplete.
- Read redemption terms. Confirm call dates, make-whole provisions, puts, sinking-fund terms and whether a JGB is marketable or a retail product.
- Check issuer and issue information. Date the credit information, outstanding amount, rating and offering availability. Terms can change between issues.
- Model the exit. Decide whether you can hold through the contractual maturity. If not, test a sale at a wider spread and a higher market yield rather than assuming par value.
- Compare taxes and account rules. Use the tax treatment and account costs that apply to your residence and account type; do not assume a coupon percentage is an after-tax return.
- Write down the failure case. For a corporate bond, consider default, restructuring, spread widening and refinancing stress. For a marketable JGB, consider a price loss from rising yields. For a retail JGB, include the one-year holding condition and interest adjustment.
Which bond fits common investor objectives?
Priority: highest yen payment security
Start with a JGB, then choose between a marketable issue and a retail JGB based on whether you need market liquidity or the retail redemption rule. A JGB can still lose market value before maturity, so reserve it for money whose timing matches your holding plan.
Priority: higher income with a known maturity
A dated, yen-denominated senior Rakuten bond may be more suitable than an undated subordinated issue if you want a contractual maturity and can tolerate corporate-credit and liquidity risk. Compare its yield—not merely its coupon—with a JGB of similar duration.

- Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
Priority: flexibility to sell
Marketable JGBs generally offer the clearest market-sale route. A Rakuten bond can also be sold through a broker, but the executable price and inventory must be checked for the individual issue. Retail JGBs offer a defined redemption mechanism only after the one-year condition is met.
Priority: avoiding foreign-exchange exposure
Use yen-denominated instruments. A dollar Rakuten bond is not a like-for-like alternative for a yen liability unless you deliberately accept or hedge currency risk.
Priority: maximizing the headline coupon
Do not select on coupon alone. The 6.00% 2024 yen-denominated issue, the 3.260% 2025 sustainability bond and the 4.691% undated subordinated issue have different dates, maturities and structures. Their coupons cannot establish which one offers the best risk-adjusted return.
Before placing an order: a practical checklist
- Is the bond yen-denominated, and if not, how will exchange-rate movements affect your goal?
- What is the exact maturity or first call date?
- Is the claim senior unsecured or subordinated?
- Can interest be deferred, and does deferred interest accrue?
- What are the current bid, ask and estimated proceeds if you sell today?
- What minimum denomination applies? Rakuten examples listed by Rakuten Securities include a ¥1 million unit for a domestic issue, while retail JGBs start at ¥10,000.
- What fees, taxes and custody charges reduce the quoted yield?
- Can you tolerate holding through a credit downgrade, spread widening or a period with no attractive secondary-market quote?
- For a JGB, is it a marketable bond or a retail product subject to the one-year redemption condition?
- Are the coupon, price, rating, outstanding amount and availability dated to the day you buy?
Bottom line for the “safest yen bond” question
For the narrow question “what is the safest yen bond I can buy in Japan?”, a JGB is the natural baseline because payment responsibility rests with the Japanese government. That does not make every JGB a stable-price asset: marketable fixed-rate JGBs can fall in price before maturity, and retail JGBs impose their own one-year redemption and interest-adjustment rules.
Rakuten corporate bonds are a deliberate trade: potentially higher income in exchange for issuer, spread, refinancing, structural and liquidity risk. Choose one only after matching its currency, ranking, duration, call and exit terms with a comparable JGB and with the date you may need your money.
