Railway Productivity Linked Bonus (PLB) is a centrally approved, Railway-wide wage payment for eligible non-gazetted employees. It is linked to the Indian Railways system’s aggregate productivity, not to an individual appraisal score. A conventional performance bonus is a separate employer payment usually tied to personal, team or departmental targets under a written policy. For 2025–26, the approved PLB rate is 78 days’ wages, subject to a maximum of ₹17,951 per eligible employee.
What Railway PLB is—and what “performance bonus” means
Railway PLB is an annual payment sanctioned at the central level. The Union Cabinet approves the broad payment and the Railway Board issues the implementation order for the relevant financial year. The payment is made to qualifying non-gazetted Railway employees under the PLB scheme.

The word “productivity” does not mean that a supervisor assigns each employee an individual score. The published scheme description measures Railway-wide output and inputs. Output is expressed through equated net tonne kilometres, while the input side reflects non-gazetted staff strength and changes in rolling-stock capital. The resulting productivity assessment supports a common number of bonus days for the eligible group.

It is normally created by an employer, department, contract or appraisal policy. The Railway orders identified for the current PLB do not establish a separate Indian Railways-wide individual performance-bonus schedule.

PLB and performance bonus compared
| Question | Railway PLB | Conventional performance bonus |
|---|---|---|
| Who authorises it? | Union Cabinet approval followed by a Railway Board implementation order. | The employer, department, contract or appraisal authority sets the policy. |
| What is measured? | Aggregate Railway productivity, using system output and workforce/capital inputs. | Usually individual, team or departmental objectives; the exact measure depends on the employer’s policy. |
| Who can qualify? | Eligible non-gazetted Railway employees. The cited 2024–25 order excludes all RPF and RPSF personnel. | Employees who satisfy the applicable written policy; eligibility can vary by role, grade, service status and contract. |
| How is the amount expressed? | A number of days’ wages. The 2025–26 rate is 78 days, with a ₹17,951 maximum per eligible employee. | A policy-defined amount or percentage. No Railway-wide figure is established in the cited material. |
| Does an individual appraisal score determine it? | No individual score is described in the PLB scheme; the published basis is Railway-wide productivity. | Often yes, although some plans use team or company results instead. |
| When is it paid? | Each year before the Durga Puja/Dussehra holidays, according to the 2025–26 announcement. | According to the employer’s payroll or appraisal cycle. |
How much is Railway PLB for 2025–26?
The Prime Minister’s Office announcement dated 14 October 2026 reports the following for the 2025–26 financial year:
- Rate: 78 days’ wages.
- Maximum: ₹17,951 for one eligible employee.
- Employees covered: 11,40,770 non-gazetted Railway employees.
- Total amount approved: ₹2,009.61 crore.
- Payment timing: Before the Durga Puja/Dussehra holidays.
“Maximum” is important. ₹17,951 is not an automatic payment to every person working for the Railways. The employee must fall within the eligible category and satisfy the service and leave conditions in the applicable order. Employees whose qualifying wage is below the calculation ceiling, or whose service circumstances fall under special rules, can receive a different amount.
How the latest PLB compares with 2024–25
| Financial year | PLB rate | Maximum per employee | Employees covered | Total approved amount | Announcement or order |
|---|---|---|---|---|---|
| 2025–26 | 78 days’ wages | ₹17,951 | 11,40,770 | ₹2,009.61 crore | Prime Minister’s Office, 14 October 2026 |
| 2024–25 | 78 days’ wages | ₹17,951 | 10,91,146 | ₹1,865.68 crore | Press Information Bureau, 2025; Railway Board order dated 24 September 2025 |
The same 78-day rate and ₹17,951 maximum appear for both years in the cited announcements, but the headcount and total approved cost changed. A previous year’s rate should never be treated as a permanent entitlement: each financial year requires its own Cabinet decision and Railway Board order.

Non-gazetted Railway employees are the central eligible group
The 24 September 2025 Railway Board order sanctions PLB for eligible non-gazetted Railway employees. “Non-gazetted” describes the service category; it is not the same as saying every worker who is paid by a Railway establishment automatically qualifies. The relevant cadre, appointment status and the year’s order must all match.
RPF and RPSF are excluded in the cited order
The order expressly excludes all RPF/RPSF personnel. An employee should therefore check the organisation and cadre named in the order rather than relying only on a Railway identity card or place of work.

Service events affect payment
The order refers to employees who were not suspended and who did not quit, retire or die during the financial year, together with the stated leave-pay condition, as cases that could receive the full ₹17,951 where the other requirements are met. Cases involving suspension, resignation, retirement, death or a leave condition are handled under the extant instructions rather than by assuming the full amount.
There is no wage ceiling for eligibility, but there is a calculation ceiling
The order’s sanction is described as being “without any ceiling on wages for eligibility.” That removes a wage cut-off from the question of whether a non-gazetted employee can be considered. It does not mean that a higher wage produces a higher PLB. For calculation, the 2024–25 order says that wages above ₹7,000 per month are treated as ₹7,000.
How the ₹17,951 PLB amount is calculated
Start with the approved number of days
The annual order sets the wage-equivalent rate. For 2025–26, that rate is 78 days. “78 days” means a bonus calculated by reference to wages; it is not 78 days of leave and does not add 78 days to an employee’s service record.
Apply the wage basis stated in the order
For the 2024–25 calculation, the Railway Board order specifies that monthly wages above ₹7,000 are treated as ₹7,000. That rule limits the wage amount used in the calculation even when the employee’s actual monthly pay is higher.
Use the official rounding and case rules
The published order gives ₹17,951 as the maximum payable for the 78-day rate. The maximum is the result of applying the order’s wage basis and the extant PLB calculation instructions, including their treatment of qualifying service and other cases. It should not be reverse-engineered with an assumed 30-day divisor and presented as an official formula.

What different wage levels mean
- An eligible employee whose wage is ₹7,000 or more for the calculation can reach the stated maximum, provided all service and leave conditions are satisfied.
- An eligible employee whose wage is below ₹7,000 is calculated on that lower wage basis and will generally receive less than the maximum; the cited order does not provide a single universal amount for every lower wage.
- An employee earning more than ₹7,000 does not receive more than ₹17,951 merely because the actual wage is higher.
- Cases involving partial service, suspension, resignation, retirement, death or the specified leave condition must be settled under the applicable extant instructions.
Is Railway PLB based on individual performance?
No individual performance rating is identified as the basis of the Railway PLB. The published scheme description measures the productivity of the Railway system as a whole.

How output is represented
The scheme description says that annual output is reckoned through equated net tonne kilometres. It combines goods-revenue net tonne kilometres with converted passenger kilometres. This allows freight and passenger activity to be represented in one output measure rather than judging an employee by a personal sales or production target.
How inputs are represented
The input side uses non-gazetted staff strength, adjusted for incremental rolling-stock capital. The published description assigns weights of 0.50 to tractive effort, 0.20 to wagon capacity and 0.30 to seating capacity when making that adjustment.
Those details explain why PLB is a collective productivity scheme: the result depends on network output, staffing and rolling-stock capacity, not on whether one clerk, technician, driver or station employee received a particular appraisal grade. The description is an older published explanation of the scheme; the current year’s Railway Board order remains the controlling document for payment.
When and how the payment is made
The annual announcement says PLB is paid before the Durga Puja/Dussehra holidays. The exact payroll date can vary by administrative processing, so an employee should use the establishment’s pay advice or notice for the confirmed date.

Payment normally appears through the employee’s regular payroll or the establishment’s authorised disbursement process. The annual order, not an informal message or a prior-year payslip, determines the applicable rate, eligible categories and treatment of exceptional service cases.
What a separate performance bonus would require
If an employee is asking about a “performance bonus” in addition to PLB, the first question is whether a separate written scheme exists. A genuine performance bonus should identify its decision-maker, measurement period, eligible population and payment formula.
Questions to ask the employer or establishment
- Is the payment an individual, team or department incentive?
- Which targets or appraisal ratings control eligibility?
- Does the plan require a minimum period of service or active employment on the payment date?
- Are probationers, contract staff, deputed staff or employees on leave included?
- Is the amount a fixed sum, a percentage of salary or a variable award?
- Can the employer withhold or prorate it after a transfer, resignation, suspension or rating appeal?
- Which document and approval authority govern disputes?
Without that policy, it is not possible to state a Railway-wide performance-bonus amount. PLB entitlement cannot be used as a substitute for missing performance-bonus rules.

- Identify your service category. Confirm that your post is non-gazetted and that you are covered by the establishment named in the current Railway Board order.
- Check exclusions. If you are RPF or RPSF personnel, the 2025 order’s express exclusion applies.
- Read the order for the correct financial year. Confirm the approved number of days, wage treatment, covered categories and any special instructions.
- Review service events during the year. Note any suspension, resignation, retirement, death, interruption of service or leave condition that may move the case away from the full-payment rule.
- Check the wage basis. If monthly wages exceed ₹7,000, the cited order uses ₹7,000 for calculation; if wages are lower, the lower basis applies under the extant instructions.
- Compare the payslip with the order. Verify the bonus days, wage basis and any prorating or recovery shown by payroll.
- Request a written clarification. Ask the personnel or accounts office to identify the rule used if the amount differs from the announced maximum.
Common mistakes that lead to wrong expectations
Assuming every Railway worker receives ₹17,951
The figure is a maximum for an eligible employee under the stated conditions. It is not a flat payment for every person associated with the Railways.

Confusing eligibility with the calculation ceiling
“Without any ceiling on wages for eligibility” concerns who may be considered. The ₹7,000 figure concerns the wage used for calculation when wages are higher. Treating those as the same rule produces the wrong conclusion.

Calling PLB an individual appraisal reward
The published formula is based on aggregate Railway output and inputs. A manager’s personal rating is not identified as the PLB formula.
Using a prior year’s order indefinitely
The number of days, headcount, total approved cost and implementation details are authorised for a particular financial year. Check the order for the year in question.
Ignoring cadre exclusions and service events
RPF/RPSF exclusion and the rules for suspension, resignation, retirement, death and leave can change the result even when the headline rate remains 78 days.
Bottom line for employees comparing the two payments
Railway PLB is a centrally sanctioned, collective productivity payment. For 2025–26 it is 78 days’ wages, capped at ₹17,951 for an eligible employee, with payment scheduled before the Durga Puja/Dussehra holidays. A conventional performance bonus is a separate, policy-driven award whose eligibility and amount depend on the employer’s written appraisal or incentive rules. If someone quotes a “Railway performance bonus,” ask for the specific department, cadre or establishment order before treating it as an entitlement.
