For many teachers, PSLF is the stronger long-term option when a large Direct Loan balance remains after 120 qualifying payments and the teacher can stay with a qualifying government or nonprofit employer. Teacher Loan Forgiveness may be faster when the teacher completes five consecutive years at an eligible low-income school or educational service agency and the capped award—up to $5,000 or $17,500—meaningfully reduces the debt. The same teaching-service period cannot be used for both programs. Your decision should be based on your loan types, disbursement dates, employer, school eligibility, repayment plan, payment history, expected total paid and projected balance at forgiveness.
PSLF and TLF at a glance
| Eligibility or outcome | Public Service Loan Forgiveness (PSLF) | Teacher Loan Forgiveness (TLF) |
|---|---|---|
| Main qualifying basis | Eligible Direct Loans, full-time work for a qualifying government or nonprofit employer, an eligible repayment plan and qualifying monthly payments | Five complete and consecutive academic years of full-time teaching at an eligible low-income school or educational service agency |

| Forgiveness amount | Remaining eligible Direct Loan balance after all requirements are met | Up to $5,000 or $17,500, depending on teacher qualifications and subject |
| Low-income school required? | No, if the employer otherwise qualifies | Yes; the school or agency must meet the program’s eligibility rules |
| Eligible loan types | Direct Loans; some Federal Family Education Loan (FFEL) and Perkins loans generally must be consolidated into a Direct Loan | Direct Subsidized or Unsubsidized Loans, Subsidized or Unsubsidized Federal Stafford Loans and eligible portions of consolidation loans |

| Overlap rule | The same teaching-service period cannot also support TLF | The same teaching-service period cannot also support PSLF payment credit when TLF is received |

How PSLF eligibility works for teachers
1. You need qualifying Direct Loans
PSLF applies to eligible Direct Loans. FFEL and Perkins loans generally need to be consolidated into a Direct Consolidation Loan before they can qualify. Consolidation can change how prior qualifying-payment credit is treated and can affect other loan benefits, so do not consolidate solely because you see a PSLF headline. Review each loan separately, including its program, balance and payment count.

2. Your employer, not your school, controls the employment test
A teacher can qualify through full-time employment with a U.S. federal, state, local or tribal government or with an eligible nonprofit organization. PSLF does not require the teacher to work at a low-income school. A public school district, state education agency or qualifying public university may satisfy the employer test even when the particular school is not listed in the Teacher Cancellation Low Income Directory.
Employment must be full time under the PSLF rules, and the employer must qualify during the months for which you seek payment credit. Use the PSLF Help Tool to search for the employer and submit an employment-certification form. Keep the confirmation and compare it with the payment history in your federal account.
3. Payments must be qualifying months
PSLF requires 120 qualifying monthly payments. The payments do not need to be consecutive, but each month must line up with qualifying employment, an eligible loan and repayment-plan requirements. A month when you were not working for a qualifying employer cannot become qualifying merely because you later return to public service.
Payments generally must be made on time and in full under the rules that apply to your loans and repayment plan. Your account’s PSLF payment count is the practical record to monitor; retain copies of submitted forms and resolve discrepancies promptly instead of waiting until the 120th payment.
4. The repayment plan is a moving target
Repayment-plan eligibility is especially time-sensitive in 2026. Federal Student Aid guidance effective July 1, 2026 says that if any of your loans were disbursed on or after that date, the Repayment Assistance Plan is the only PSLF-eligible repayment plan available under the stated transition rules. Payments must be on time and in full, and the Tiered Standard Plan does not qualify for PSLF.
If all of your loans were disbursed before July 1, 2026, the qualifying-plan and payment rules depend on your loan circumstances and the plan you use. The Department’s current guidance includes additional conditions for borrowers using the Repayment Assistance Plan. Check the live guidance and your disbursement dates before changing plans; a plan that was eligible under an earlier rule may not be eligible under the current transition.
5. What PSLF can be worth
Unlike TLF, PSLF is not limited to a teacher-specific dollar cap. After you complete the required payments and employment certification, the remaining eligible Direct Loan balance can be forgiven. That makes PSLF potentially valuable for a borrower whose balance remains substantial after ten years of qualifying payments.

The tradeoff is that you must keep qualifying employment and satisfy the plan and payment rules for the full 120-payment path. A teacher who leaves qualifying public or nonprofit work, uses a nonqualifying plan or has payment months rejected may need additional time before forgiveness. Federal Student Aid states that forgiven PSLF amounts are not considered taxable by the Internal Revenue Service; other tax treatment should be checked for your own circumstances.
How Teacher Loan Forgiveness eligibility works
1. Five complete and consecutive academic years
TLF is based on service rather than a payment count. You generally must complete five complete and consecutive academic years of full-time teaching at an eligible elementary or secondary school or educational service agency. Full-time status follows the employment standard used by your state.
The application instructions allow an academic year to be constituted in specified ways across schools or half-years and describe limited circumstances in which a qualifying interruption does not break the five-year sequence. Do not assume that a midyear move, leave or part-time arrangement qualifies; have the authorized official for the school or agency document the exact service period.
2. The school or agency must qualify for the claimed years
The relevant school or educational service agency must be included in the Teacher Cancellation Low Income (TCLI) Directory or otherwise meet the program’s stated eligibility rules. The application instructions describe a general low-income-school basis involving a Title I-eligible district and a Department determination that more than 30% of the enrollment consists of children eligible for Title I services.

School status can change, so verify the listing for the exact academic years you intend to claim rather than relying on a current listing alone.
3. Your teaching category determines the cap
The maximum TLF benefit is $5,000 for eligible teachers generally. The maximum can be $17,500 for specified highly qualified secondary mathematics or science teachers and for qualifying special-education teachers.
The higher special-education amount has additional conditions. Your primary responsibility must be special education, and the disabilities of the students you teach must correspond to your training, among other requirements in the application instructions. A teacher who does not meet the higher-tier criteria cannot receive $17,500 merely because the school is low income.

4. Only certain loans and dates qualify
Eligible debt includes Direct Subsidized and Unsubsidized Loans, Subsidized and Unsubsidized Federal Stafford Loans and eligible portions of consolidation loans. PLUS and Perkins loans are not forgiven through TLF.
The loan for which you request TLF must have been made before the end of your five-year qualifying teaching period. A loan disbursed after that period cannot be added retroactively to obtain the benefit. Check the disbursement date and loan type for every balance before applying.
5. The award is capped, not a promise to clear the balance
TLF pays no more than the applicable $5,000 or $17,500 cap. If your eligible balance exceeds the award, you remain responsible for the remainder and for any ineligible loans. The program can therefore be attractive when the cap removes a large share of a modest balance, but less powerful than PSLF for a borrower carrying a much larger balance and able to complete the longer public-service path.
The same teaching years cannot count twice
Federal Student Aid’s PSLF FAQ states: “However, you can’t receive a benefit under both the Teacher Loan Forgiveness Program and PSLF for the same period of teaching service.” This is the rule that most often changes the apparent answer.
If you complete five years at a qualifying low-income school and receive TLF for those years, the payments you made during that same period do not also count toward PSLF. You cannot describe the programs as automatically stackable or claim both benefits for one five-year block.

The Department illustrates a borrower receiving TLF after five years and PSLF after 15 years when the service and payment periods are separately qualifying. In practice, that means identifying the exact years assigned to TLF, excluding those months from the PSLF count and then completing a separate period of qualifying employment and payments. Whether that path is worthwhile depends on your expected remaining balance, ability to stay in qualifying work and total payments over the entire sequence.
Which program is usually better in different situations?
PSLF is often stronger when the projected balance is high
- You have eligible Direct Loans or can reach Direct Loan status without unacceptable consolidation consequences.
- Your employer is a qualifying government or nonprofit organization.
- You can remain in qualifying employment long enough to reach 120 payments.
- Your projected balance after those payments is materially higher than the TLF cap.
- You are prepared to monitor repayment-plan changes and certify employment regularly.
PSLF does not require a low-income school, so a teacher who changes schools within a qualifying public employer may preserve eligibility even when the new school would not qualify for TLF.

TLF may fit when a capped award solves the immediate problem
- You can document five complete, consecutive academic years at an eligible low-income school or agency.
- Your loan types are eligible and were made before the end of the qualifying teaching period.
- You qualify for the $17,500 category as a highly qualified secondary mathematics or science teacher or as a qualifying special-education teacher, or the $5,000 award is still substantial relative to your balance.
- You do not expect to remain in qualifying PSLF employment for the additional years needed to reach 120 payments.
- You understand that the TLF years will not also produce PSLF payment credit.
A simple financial comparison
For each path, estimate the total required payments from today through forgiveness, then estimate the balance that would remain at the point of forgiveness. Under TLF, subtract the applicable cap from the eligible balance, subject to the program’s loan and service rules. Under PSLF, model the full 120-payment path and the remaining eligible Direct Loan balance. Do not compare the $5,000 or $17,500 cap with your current balance without accounting for interest, scheduled payments, plan changes and the years of service involved.
Federal Student Aid recommends using Loan Simulator for borrower-specific repayment comparisons. Its result depends on the information entered and the repayment rules in effect, so save the assumptions and revisit the estimate when your income, family size, loan balance or plan changes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsA step-by-step decision process
- Inventory every loan. In your StudentAid.gov account, record the loan program and type, current balance, disbursement date, repayment plan and PSLF payment count. Do not assume that loans issued at different times have identical rules.
- Verify the employer and employment dates. For PSLF, search the employer with the PSLF Help Tool and submit employment certification. Confirm that each month you want counted overlaps qualifying full-time employment.
- Verify the TLF school or agency. Check the TCLI Directory and the applicable school status for each claimed academic year. Ask the authorized chief administrative officer to confirm full-time service, dates and any qualifying interruption.
- Determine your TLF category. Establish whether you meet the general $5,000 limit or the requirements for the $17,500 mathematics, science or special-education category. Keep records of subject assignments, qualifications and primary responsibilities.
- Run both repayment scenarios. Use Loan Simulator and your actual balances to estimate total payments, remaining balance and the date each benefit could be received. Treat the result as an estimate, not an eligibility decision.
- Assign the service years. If you choose TLF, write down the exact five-year period used for the award. Remove those months from any PSLF projection; only later or otherwise separate qualifying months can be considered for PSLF.
- Check consolidation and plan changes before acting. Consolidation, a new loan disbursement and a repayment-plan change can alter eligibility or payment treatment. Review the current Federal Student Aid guidance and account-specific terms first.
- Submit and retain documentation. Submit PSLF forms periodically so employment and payment eligibility can be tracked. For TLF, submit the application with certification from the school or agency’s authorized chief administrative officer, and keep copies of the form and supporting records.
Common mistakes and how to avoid them
Assuming every teacher must work at a low-income school for PSLF
That requirement belongs to TLF. PSLF turns primarily on the employer, loan, plan and payment tests. A teacher at a public or qualifying nonprofit employer can pursue PSLF even when the school is not low income.
Counting five TLF years as 60 PSLF payments
Receiving TLF for a five-year period prevents those same teaching years from also earning PSLF payment credit. Decide which program owns the period before treating the months as part of a forgiveness projection.
Waiting until the end to certify employment
PSLF forms submitted only at the end of a ten-year path can expose employer or payment-record errors when correction is harder. Periodic certification creates a contemporaneous record and lets you challenge a rejected month sooner.
Consolidating without checking the payment-count effect
FFEL or Perkins borrowers may need Direct Consolidation for PSLF, but consolidation can affect prior payment credit and other benefits. Certify qualifying employment and obtain current account-specific terms before consolidating.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using a school listing from the wrong year
TCLI Directory status is tied to the program’s school-eligibility rules and the service years being claimed. A school appearing in a current search does not, by itself, prove that every earlier year qualifies.

Expecting TLF to cover PLUS or Perkins debt
TLF excludes PLUS and Perkins loans. Separate those balances before calculating the amount that a $5,000 or $17,500 award could address.
Ignoring the 2026 plan transition
A plan that worked under older PSLF guidance may not work for a loan disbursed on or after July 1, 2026. Check disbursement dates, the current plan name and the requirement that payments be made on time and in full.
What to document before applying
- Loan type, disbursement date, balance and current repayment plan for each loan.
- PSLF employment-certification submissions and responses from the employer-search tool.
- Monthly payment history and the payment count shown in your federal account.
- School or agency name, address, academic years served and TCLI Directory evidence for TLF.
- Full-time status under the state’s standard and any documentation for an allowed interruption.
- Teaching subject, grade level, qualifications and primary special-education responsibility when seeking the $17,500 category.
- The TLF application signed by the school or agency’s authorized chief administrative officer.
- Loan Simulator assumptions and the date on which each estimate was produced.
Frequently asked questions
Can a teacher at a private nonprofit school qualify for PSLF?
Potentially, yes. PSLF evaluates whether the employer is a qualifying nonprofit or government organization and whether the other loan, plan, full-time and payment requirements are met. The school does not have to satisfy the TLF low-income-school test.
What happens if I leave a TLF school before five years?
TLF generally requires five complete and consecutive academic years. The application instructions describe limited qualifying interruptions, but an ordinary departure can break the sequence. Have the authorized official review the dates and circumstances before assuming the service qualifies.
Can a loan made after my five-year teaching period receive TLF?
No. The loan for which you request TLF must have been made before the end of the five-year qualifying teaching period. Check each disbursement date rather than relying on the date you entered repayment.
Are PSLF payments required to be consecutive?
No. PSLF uses 120 qualifying monthly payments, and the months need not be consecutive. Each month still must satisfy the employment, loan, repayment-plan and payment rules that apply at that time.
Bottom line
Choose PSLF when a large eligible Direct Loan balance, qualifying public or nonprofit employment and a realistic path to 120 qualifying payments make uncapped remaining-balance forgiveness more valuable than a capped teacher award. Choose TLF when you can document the required five consecutive years at an eligible low-income school or agency, qualify for the applicable $5,000 or $17,500 cap and do not need those same years for PSLF. Before committing, verify your records in official federal tools, model both paths with your actual loan data and assign the teaching years so they are never counted twice.
