Productivity-linked bonus (PLB) and non-productivity-linked ad-hoc bonus are different schemes. PLB is paid only in departments and establishments covered by a notified PLB scheme, such as specified Railway and Postal employees. The ad-hoc bonus is the fallback annual payment for eligible Central Government employees who are not covered by PLB. A Group C or Group B label by itself does not settle the question: gazetted status, department, scheme coverage, qualifying service and the applicable accounting-year order all matter.

The figures below distinguish the 2024-25 ad-hoc order, the 2024-25 Postal PLB order and the Railway decision for 2025-26. Bonus orders are issued for particular years, so do not treat any figure as a permanent entitlement. The Department of Expenditure published a new 2025-26 ad-hoc circular on 15 October 2026; employees should read that memorandum for the exact current-year conditions.

At a glance: the two bonus routes

Question Ad-hoc bonus Productivity-linked bonus (PLB)
Who is covered? Group C and non-gazetted Group B Central Government employees who are not covered by a PLB scheme. Employees in a department or establishment with a notified PLB scheme; coverage is not universal.
Reference payment 30 days’ emoluments under the Department of Expenditure’s 2024-25 order. Department-specific: 78 days for eligible Railway employees for 2025-26; 60 days for specified Postal employees for 2024-25.
Calculation ceiling ₹7,000 monthly emoluments for the 2024-25 order. ₹7,000 monthly ceiling in the cited Postal order; the Railway release states a maximum payment of ₹17,951 per eligible employee.
Service test Generally in service on 31 March 2025 and at least six months’ continuous service during 2024-25; six months to a full year was paid pro rata. Set by the relevant departmental scheme and annual order.
Special coverage The 2024-25 order extended eligibility to qualifying Central Para Military Forces, Armed Forces personnel and Union Territory administrations following the Central Government emolument pattern. Postal rules separately addressed Gramin Dak Sevaks and casual labourers; Railway coverage named numerous non-gazetted categories.

Ad-hoc bonus: who can qualify?

The core eligibility rule

The Department of Expenditure’s 2024-25 memorandum sanctioned ad-hoc bonus to “all Central Government employees in Group ‘C’ and all non-gazetted Central Government employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme.” The phrase “not covered” is decisive. An employee cannot claim the ad-hoc payment merely because their post is Group C or non-gazetted Group B if their establishment has its own PLB scheme.

This makes ad-hoc bonus a residual category. First identify whether the establishment is covered by PLB. Only then should you test the Group, gazetted status and service conditions in the ad-hoc order.

Service and date conditions

For the 2024-25 order, an employee generally had to be in service on 31 March 2025 and complete at least six months of continuous service during the financial year. Service of six months or more but less than a full year attracted a pro-rata payment rather than the full annual amount. The relevant order controls how qualifying service, interruptions and the pro-rata fraction are counted, so payroll records should be checked instead of relying on an appointment date alone.

These dates belong to the 2024-25 accounting year. They should not be copied into a claim for 2025-26 without checking the Department of Expenditure memorandum issued on 15 October 2026.

How the ad-hoc amount is determined

The 2024-25 sanction was 30 days’ emoluments, calculated subject to a monthly emoluments ceiling of ₹7,000. “Emoluments” is not automatically the same as every item on a payslip: the annual memorandum and the employee’s payroll interpretation determine which components enter the calculation. An employee whose actual monthly pay exceeds the ceiling does not calculate the bonus on the entire salary under this order.

Where the employee had between six months and one completed year of qualifying service, the sanctioned amount was reduced proportionately. The order, rather than a general bonus formula remembered from another year, should be used for the exact payroll calculation.

Forces, Union Territories and related administrations

The same 2024-25 order extended eligibility to eligible Central Para Military Forces and Armed Forces personnel. It also covered qualifying Union Territory administrations that follow the Central Government emolument pattern. These extensions do not eliminate the other conditions: the employee must fall within the covered category, must not be under a PLB scheme and must satisfy the service and date rules in the applicable order.

Who is not automatically covered?

  • Group B gazetted staff: the ad-hoc wording covers non-gazetted Group B employees, not Group B employees simply because they are in Group B.
  • Employees already under PLB: being in a department with a PLB scheme generally takes the employee out of the ad-hoc route.
  • Staff outside the order’s service pattern: state-government employees, autonomous bodies and other employers do not become eligible merely because their duties resemble Central Government work.
  • Employees missing the qualifying date or minimum service: a shortfall must be tested against the annual memorandum; it cannot be cured by assuming a full-year payment.

Productivity-linked bonus: why department and scheme matter

PLB is establishment-specific

PLB is attached to a notified department, production unit or other establishment and is normally tied to that organisation’s performance or an approved productivity measure. The Seventh Central Pay Commission recorded that the bulk of covered employees were in PLB schemes implemented in Railways, Posts and Telecommunications, production units under the Ministry of Defence and other establishments. That description identifies the main sectors; it is not a blanket promise that every employee in each ministry receives PLB.

To qualify, an employee must fit the categories and service conditions in the particular scheme and annual sanction. Two employees with the same Group designation can therefore receive different types of bonus—or no bonus—because they work in different establishments.

Railway PLB for 2025-26

On 14 October 2026, the Cabinet approved 78 days’ PLB for 1,140,770 non-gazetted Railway employees. The release set a maximum of ₹17,951 per eligible employee and said the performance basis was Railway results for 2025-26. This is a PLB decision, not the general ad-hoc payment.

The named categories included track maintainers, loco pilots, train managers or guards, station masters, supervisors, technicians, technician helpers, pointsmen, ministerial staff and other Group C staff. “Railway employee” alone is not enough: the employee must be in an eligible non-gazetted category and satisfy the scheme’s service and other conditions.

The Ministry of Railways stated that PLB is paid each year before the Durga Puja or Dussehra holidays. That timing is an administrative practice described in the release, not a reason to assume that every Railway employee qualifies or that the number of days is unchanged in another year.

Average emoluments × bonus days ÷ 30.4

The order applied a ₹7,000 monthly ceiling to the emoluments used in that calculation. The ceiling and the 30.4 divisor belong to that Postal order; they should not be transplanted into a Railway or future-year calculation without an express provision.

The same Postal order treated other groups separately. Regularly engaged Gramin Dak Sevaks received an ex-gratia payment under the terms specified for them, while full-time and temporary-status casual labourers were addressed through an ad-hoc bonus provision. These labels matter: a GDS payment is not automatically the same thing as employee PLB, and a casual labourer’s provision should be read separately from the MTS, Group C and non-gazetted Group B PLB sanction.

Telecommunications, defence production and other establishments

The Seventh Central Pay Commission’s 2015 account also identified Telecommunications, production units under the Ministry of Defence and other establishments as PLB areas. The commission recorded combined expenditure of ₹1,847.08 crore for the two bonus schemes in 2013-14. That historical expenditure figure is useful context, not a current entitlement or a forecast of present-day outlay.

For an employee in one of these establishments, the decisive document is the current departmental PLB order. It should identify the covered unit, employee categories, performance period, qualifying service, calculation method, ceiling and payment date.

Side-by-side eligibility test

Eligibility axis Ad-hoc bonus PLB
Establishment Central Government establishments not covered by a PLB scheme, subject to the annual order. Only establishments and units named or incorporated by the notified PLB scheme.
Gazetted status Group C and non-gazetted Group B under the cited DoE order. Depends on the departmental scheme; Railway and Postal orders cited here focus on non-gazetted categories.
Departmental performance link No departmental productivity condition is stated in the cited sanction. Payment is linked to the establishment’s approved productivity or performance framework.
Bonus days Annual figure set by the DoE order; the cited 2024-25 sanction was 30 days. Annual and departmental: 78 Railway days for 2025-26 and 60 Postal days for 2024-25 in the cited orders.
Calculation basis Emoluments subject to the applicable ceiling and order formula. Departmental formula; the cited Postal order used average emoluments × bonus days ÷ 30.4.
Payment ceiling ₹7,000 monthly emoluments in the cited 2024-25 DoE order. ₹7,000 monthly ceiling in the cited Postal order; the Railway release stated ₹17,951 as the maximum payment.

How to determine your own eligibility

  1. Identify your legal employer and establishment. Record the ministry, department, Railway zone or production unit, Postal unit, Union Territory administration or force. A similar job title in another employer does not establish eligibility.
  2. Find the bonus order for the correct accounting year. Use the Department of Expenditure order for general ad-hoc bonus or the current departmental PLB sanction. For 2025-26 ad-hoc bonus, use the memorandum published on 15 October 2026 rather than relying on the 2024-25 figures.
  3. Check for PLB coverage first. Look for your establishment and employee category in the PLB order. If covered, follow that scheme; do not claim the general ad-hoc route as a fallback merely because it pays fewer or more days.
  4. Verify Group and gazetted status. For the cited ad-hoc rule, Group C and non-gazetted Group B are the relevant categories. Confirm the service book or appointment order, especially where a promotion changed gazetted status during the year.
  5. Check the qualifying date and continuous service. Compare joining, resignation, transfer, deputation, leave and interruption records with the order’s service test. For the cited 2024-25 ad-hoc order, the reference date was 31 March 2025 and the minimum was six months of continuous service.
  6. Separate employee categories that have their own treatment. GDS, casual labourers, Armed Forces personnel, Central Para Military Forces and Union Territory staff may be covered by different clauses. Do not use a Postal employee formula for a GDS ex-gratia payment or a Railway figure for another department.
  7. Recalculate using the prescribed ceiling and formula. Use qualifying emoluments, not an assumed gross salary. Apply the annual order’s divisor, bonus days, ceiling and pro-rata rule, then compare the result with the payroll statement.
  8. Escalate a disputed result with documents. Ask the establishment or accounts section to identify the exact paragraph used, the emoluments admitted, the service period counted and the reason for any exclusion. Keep the sanction order, service record and payslip together.

Common situations and the correct route

“I am Group B. Do I get ad-hoc bonus?”

Only if you are non-gazetted, satisfy the annual service conditions and are not covered by PLB. Group B gazetted status does not fit the quoted ad-hoc wording. A Group B employee in a department with a PLB scheme must instead check the departmental scheme and category list.

“I am Group C in the Railways. Is my payment ad hoc?”

Not necessarily. The 2025-26 Railway decision is PLB for eligible non-gazetted Railway categories, including several Group C roles. Railway establishment and category coverage take precedence over the general Group C label.

“I work in a post office. Is my bonus the same as GDS payment?”

No. The 2024-25 Postal order gave PLB to specified MTS, Group C and non-gazetted Group B employees, while separately providing ex-gratia for regularly engaged GDS and ad-hoc bonus treatment for specified casual labourers. Your engagement category must be identified before the payment is classified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“I completed six months, so must I receive the full ad-hoc amount?”

No. Under the cited 2024-25 rule, six months or more but less than a full year resulted in a pro-rata payment. The minimum service test establishes potential eligibility; it does not automatically produce the full-year amount.

“Can I use last year’s bonus days to estimate this year’s payment?”

Use last year only as historical context. The 2025-26 Railway decision and the 2025-26 Department of Expenditure circular demonstrate why the accounting year matters: days, ceilings, qualifying dates and covered categories can change.

What to check on your payslip or office order

  • The payment is labelled PLB, ad-hoc bonus or ex-gratia, rather than being treated as interchangeable.
  • The accounting year matches the sanction order.
  • Your establishment and employee category appear in the order.
  • The payroll calculation uses the stated emoluments ceiling and divisor.
  • Any pro-rata fraction reflects the qualifying service actually counted.
  • A separate rule has not been overlooked for GDS, casual labour, Armed Forces, Central Para Military Forces or Union Territory administration staff.

The practical rule is simple: determine PLB coverage first, then apply the exact annual order for your establishment. If no PLB scheme covers you, test the ad-hoc conditions for your Group, gazetted status, service and employer pattern. That sequence prevents the two most common errors—claiming ad-hoc bonus despite PLB coverage and assuming that a Group label alone guarantees payment.
