Public capex builds the infrastructure platform; private capex turns that platform into productive capacity and corporate earnings. For investors, the distinction matters because the two flows have different objectives, funding models, timelines and risks. Central-government capital spending increased from about ₹3.4 lakh crore in FY20 to ₹10.5 lakh crore in FY25 (provisional actual), while enterprise surveys show private investment plans are being implemented at a high rate. These figures are not one national total: public data are budget or government-execution measures, whereas private data come from surveyed companies and use intended, actual or provisional values.
What public and private capex mean
Public capex
Public capital expenditure is government spending that creates or upgrades assets expected to last for years. Typical examples include highways, railways, ports, airports, power networks, irrigation, water systems, defence equipment and digital infrastructure. The immediate buyer is the public sector, but the intended benefits include lower transport costs, more reliable utilities, improved connectivity and higher economy-wide productivity.

Investors should judge public capex by more than the amount announced in a budget. A useful sequence is allocation, release of funds, tendering, construction progress, commissioning and eventual use of the asset. Land acquisition, environmental approvals, contractor capacity, cost overruns and changes in policy can all delay the point at which spending produces economic benefits.
Private capex
Private capex is corporate spending on productive assets such as factories, machinery, mines, warehouses, logistics fleets, software and technology systems, renewable-energy equipment and data centres. A company undertakes it when expected future cash flow and returns justify the investment. The decision therefore depends on demand visibility, capacity utilisation, pricing power, project cost, financing terms and the company’s balance sheet.

Private projects can be smaller and commissioned faster than major public works, but they can also be cancelled quickly if orders weaken or returns fall below the company’s hurdle rate. A project that is announced is not the same as one that is funded, under construction or generating revenue.
How large are the two capex flows?
Recent official figures show a strong public-investment push alongside a measurable improvement in private investment. They should be read separately because their coverage, weighting and accounting status differ.
| Measure | Figure | What it represents |
|---|---|---|
| Central-government capital spending | About ₹3.4 lakh crore in FY20 to ₹10.5 lakh crore in FY25 | FY25 is a provisional actual reported by the Ministry of Finance in 2026 |
| Public capex estimate | ₹15.5 lakh crore, equal to 4.3% of GDP | NITI Aayog estimate for FY2025–26 |
| Central capex share of expenditure | About 12.5% in FY20 to 22.6% in FY25 | Economic Survey 2025–26; effective capex was roughly 4.0% of GDP |
| Capex in key infrastructure sectors | Up 38.8% from FY20 to FY24 | Economic Survey 2024–25 comparison |
| Surveyed private-company capex | Aggregate unweighted increase of 66.3% from 2021–22 to 2024–25 | MoSPI enterprise survey published in 2025 |
| Private capex per surveyed enterprise | ₹172.2 crore in 2024–25 | MoSPI provisional figure |
| Private capex intended versus actual | ₹180.2 crore intended and ₹173.5 crore actual in 2024–25 | NSO 2026 survey estimate; 96.3% realization ratio |
The Economic Survey 2024–25 says capex improved continuously from FY21 to FY24 and grew 8.2% year over year after the general elections. The later Economic Survey 2025–26 records effective public capex at roughly 4.0% of GDP in FY25. Those figures indicate policy priority, not a guarantee that every rupee has already become a functioning asset.

Public objectives: access and productivity
Government capex is justified by benefits that may not be captured in a project’s direct financial return. A rail corridor can reduce travel time and freight costs, a transmission line can unlock new generation, and a water project can support households and farms. The state can therefore approve projects with broad social or strategic value even when a private owner could not earn a commercial return from the asset alone.
Private objectives: cash flow and returns
Companies normally invest to generate income, lower unit costs, replace obsolete equipment or increase capacity where demand is visible. In the NSO survey for 2025–26, 60.13% of surveyed private enterprises cited income generation as a capex objective and 42.12% cited capacity upgrading. These are corporate-return objectives, even when the investment also produces employment or wider supply-chain benefits.

How public capex reaches the economy
From budget to construction
- Allocation: Parliament approves a ministry or department’s capital budget.
- Release and approvals: Funds are released as administrative, land, environmental and financial conditions are met.
- Tendering: Agencies invite bids, select contractors and sign work orders.
- Execution: Contractors purchase materials, hire labour and build the asset; progress is measured physically and financially.
- Commissioning: The completed asset begins providing transport, power, water, defence or digital services.
Each stage creates a different investment signal. A large budget allocation can lift expectations for engineering, procurement and construction companies, but order books and cash collection provide stronger evidence that work is actually moving. Delayed payments, disputes or cost escalation can weaken the benefit to contractors even while headline government spending remains high.
What investors should monitor
- Capital outlay and the share of total expenditure devoted to it.
- Release rates, tender awards and the value of work under execution.
- Physical completion and commissioning dates rather than only sanctioned cost.
- Cost overruns, land-acquisition issues and contractor receivables.
- Fiscal space and policy continuity, especially when debt-servicing costs rise.
How private capex becomes earnings
The corporate investment chain
- Demand assessment: Management evaluates orders, market growth, exports and existing capacity utilisation.
- Project approval: The board sets a budget, expected return and commissioning schedule.
- Funding: The company combines internal cash, bank debt, bonds, external commercial borrowings or equity.
- Build-out: Equipment is ordered, installed and tested; delays can defer depreciation and revenue together.
- Ramp-up: Sales and operating margins determine whether the asset earns its planned return.
In the NSO’s 2026 survey, average intended capex per enterprise for 2024–25 was ₹180.2 crore and actual capex was ₹173.5 crore. The resulting 96.3% realization ratio suggests that, among the surveyed enterprises, plans were being executed rather than remaining only announcements. It does not mean every listed company achieved that rate, nor does it measure the profitability of the assets.
The same survey found that 4,203 of 5,366 respondents, or 78.3%, reported plans for capex in 2026–27. This is an indicator of continuing intent in the surveyed population, not a forecast of economy-wide spending.
Public versus private capex: the investor’s comparison
| Dimension | Public capex | Private capex |
|---|---|---|
| Primary objective | Public services, strategic needs and economy-wide productivity | Income, capacity, efficiency and shareholder returns |
| Typical assets | Roads, rail, power, water, defence and digital networks | Factories, machinery, logistics, mines, technology and data centres |
| Funding | Taxes, government borrowing and budget transfers | Internal accruals, bank or market debt, external commercial borrowing and equity |
| Timing | Often multi-year, subject to approvals and public procurement | Set by corporate hurdle rates, demand and project payback |
| Main risks | Political change, approvals, land, cost overruns and fiscal constraints | Demand, margins, leverage, interest rates, execution and technology obsolescence |
| Direct beneficiaries | Engineering and procurement contractors, construction suppliers, utilities and users of infrastructure | Asset owners, equipment suppliers, logistics providers, lenders and employees |
| Best evidence of progress | Funds released, awarded contracts, physical completion and commissioned capacity | Orders, utilisation, funded projects, commissioning and return on capital |
Is private capex recovering?
The available enterprise evidence points to strengthening private investment and a high conversion of plans into actual spending. MoSPI reported a 66.3% aggregate unweighted increase in surveyed private-company capex between 2021–22 and 2024–25. Average gross fixed assets per surveyed enterprise rose from ₹3,151.9 crore in 2021–22 to ₹4,183.3 crore in 2023–24, while provisional capex per enterprise was ₹172.2 crore in 2024–25.
The NSO’s later estimate of ₹173.5 crore actual capex per enterprise for 2024–25, against ₹180.2 crore intended, gives a 96.3% realization ratio. The 78.3% share of respondents planning capex for 2026–27 adds evidence that investment intentions remain broad within the survey sample.

These statistics do not establish a single private-capex total for India. They are enterprise-survey results, and the MoSPI increase is an aggregate unweighted panel estimate. Large companies, sectors and survey participation can influence the result. Investors should therefore combine the survey with company-level order books, utilisation, project financing and commissioning data.
How public spending can crowd in private investment
The crowd-in mechanism is the central connection between the two forms of capex. Public roads, railways, ports, reliable electricity, transmission, water and digital networks can lower the cost and uncertainty of private projects. A manufacturer may be more willing to build a plant when freight is faster, power quality is dependable and suppliers can reach the site. A logistics operator can add warehouses when a new corridor expands the addressable market.
The process can run in both directions:
- Government builds or upgrades infrastructure.
- Travel time, energy losses, logistics costs or connection delays fall.
- Private companies see better expected returns and commit to factories, equipment or services.
- New private activity raises demand for additional transport, power, housing, water and digital capacity.
The Economic Survey states that public-sector investment alone cannot meet India’s infrastructure requirements and that private participation is crucial to bridge the gap. It also says government capex has begun to crowd in private investment. Crowd-in is not automatic: weak demand, high financing costs, regulatory uncertainty or poor project execution can prevent the expected response.
Financing changes the risk profile
Private funding mix
Internal cash flow reduces refinancing risk but can constrain investment when operating profits fall or working capital needs rise. The NSO reported that internal accruals supplied 65.35% of private-capex financing in 2025–26. That high share indicates that surveyed companies were relying primarily on their own cash generation rather than solely on new borrowing.
Debt and equity can accelerate expansion but introduce interest, currency, dilution and market-access risks. The Reserve Bank of India recorded ₹26,308 crore of external commercial borrowing and IPO funding for capex in the second quarter of FY2024–25, after ₹36,489 crore in the previous quarter. These are quarterly flows for the specified funding channels, not the entire private-capex market.

Public financing and fiscal capacity
Public investment is ultimately constrained by revenue, borrowing capacity, debt-service costs and the government’s ability to maintain spending through the project cycle. A larger capital budget can support growth, but investors must distinguish productive asset creation from transfers or routine expenditure. Effective capex, execution quality and the durability of the fiscal programme matter more than an announcement alone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which sectors benefit first?
Early public-capex beneficiaries
- Engineering, procurement and construction: Receive orders for roads, rail, airports, water and power projects.
- Construction materials: Cement, steel, aggregates, cables and pipes gain when physical work accelerates.
- Capital goods: Equipment makers benefit from public utilities and infrastructure procurement.
- Transport and logistics: Freight operators and warehousing can gain as corridors and ports improve.
- Utilities: Transmission, generation, water and urban systems receive direct or linked investment.
Later private-capex beneficiaries
- Industrial manufacturers: Add capacity when order books and utilisation justify new plants.
- Specialised equipment suppliers: Sell machinery, automation, electrical systems and software to expanding factories.
- Commercial real estate and data infrastructure: Follow corporate expansion and digital demand where power and connectivity are available.
- Financial institutions: May see demand for project loans, working capital and equipment finance, subject to credit quality.
- Consumer and business services: Gain when new capacity creates jobs, incomes and supply-chain activity.
The sequence is not guaranteed. A supplier can receive a public order without earning an adequate margin, and a manufacturer can build capacity that remains underutilised. Sector analysis must therefore move from announced spending to cash flow, utilisation and returns.
How government capex can affect stocks
Use a transmission checklist
- Identify the budget line: Determine whether the company’s market is directly covered by the announced programme.
- Check conversion: Look for tenders, awarded orders, work completed and receivables, not just targets.
- Test economics: Examine order margins, working-capital intensity, debt and cash conversion.
- Separate volume from price: Higher material prices can inflate reported order values without improving real profitability.
- Assess duration: A multi-year project pipeline is more valuable when the fiscal programme and approvals are credible.
- Look for private follow-through: Industrial bookings, utilisation and funded projects show whether infrastructure is producing crowd-in.
Metrics for companies exposed to public projects
- Order-book value relative to annual revenue.
- Order inflow, execution rate and unbilled revenue.
- Receivable days and dependence on a small number of government customers.
- Operating margin after commodity, labour and financing costs.
- Net debt, guarantees and the ability to fund working capital.
Metrics for companies undertaking private capex
- Capacity utilisation and confirmed demand before expansion.
- Return on capital employed versus the cost of debt and equity.
- Project cost, commissioning date and expected ramp-up.
- Internal accrual coverage and refinancing requirements.
- Incremental revenue and margin after the asset becomes operational.
Common analytical mistakes
Combining unlike numbers
Do not add the ₹10.5 lakh crore FY25 provisional central-government figure to the surveyed private-capex figures and call the result India’s total capex. The public number is a government measure; the private numbers are survey estimates with their own sample and weighting. NITI Aayog’s ₹15.5 lakh crore for FY2025–26 is also a separate estimate and fiscal year.
Treating intention as spending
An intended ₹180.2 crore per enterprise is not the same as the ₹173.5 crore actually estimated for 2024–25. The 96.3% realization ratio is useful precisely because it compares the two. For an individual company, verify purchase orders, capital work in progress, cash paid and commissioning.

Assuming public capex guarantees private returns
Infrastructure can improve the economics of a region, but private investment still requires demand, pricing power and acceptable returns. Overcapacity, weak exports, expensive credit or regulatory delays can interrupt the crowd-in process.

Ignoring execution and balance sheets
Public contractors can be hurt by delayed certification or payment; private manufacturers can be hurt by leverage and a slow ramp-up. The same headline capex cycle can therefore produce very different shareholder outcomes.
A practical framework for investors
Use the following sequence when evaluating an infrastructure-led investment theme:
- Classify the spending: Mark it as public allocation, released funds, awarded work, private intention, funded project, construction or commissioned capacity.
- Define the beneficiary: Distinguish direct contractors from second-order suppliers and eventual asset owners.
- Check the time lag: Map when orders, revenue, cash collection and earnings should appear.
- Stress-test risks: Model lower utilisation, cost inflation, delayed completion, higher interest rates and weaker government releases.
- Compare returns: Prefer projects whose expected return on capital remains above the funding cost after realistic delays.
- Demand evidence: Use company filings, tender awards, utilisation data and cash-flow statements to confirm the narrative.
What the current evidence says
India’s public-capex cycle is materially larger than it was in FY20: central-government capital spending rose from about ₹3.4 lakh crore to ₹10.5 lakh crore in FY25 on a provisional-actual basis, and capex now represents a much larger share of central expenditure. Private investment is also showing implementation, with a 66.3% increase in the MoSPI surveyed aggregate between 2021–22 and 2024–25, a 96.3% intended-to-actual realization ratio in the NSO’s 2024–25 estimate and 78.3% of respondents planning capex for 2026–27.

For investors, the strongest signal is not either number alone. It is the interaction: public infrastructure should reduce the cost and risk of private projects, while profitable private capacity creates demand for further infrastructure. Track both sides separately, preserve each figure’s fiscal year and status, and judge companies by execution, utilisation, cash flow and returns rather than by announcements.
