Prequalification vs. Preapproval: Which Loan Check Uses a Hard Inquiry?

Either one can use a hard inquiry. “Prequalification” and “preapproval” are not standardized labels, so the name of the letter does not tell you whether the lender will pull your credit in a way that can affect your score. The Consumer Financial Protection Bureau (CFPB) says, “Lenders may check your credit when issuing a prequalification or preapproval letter.” Ask the lender whether the specific request will be a hard or soft inquiry before you authorize it.

A hard inquiry is generally associated with a lender evaluating an application and can affect your credit score. A soft inquiry does not affect your score. Mortgage rate shopping receives special treatment: the CFPB says mortgage checks made within a 45-day period are recorded on your credit report as one inquiry for scoring purposes. That rule is for mortgage shopping, not every type of credit application.

Why the label does not answer the hard-inquiry question

Lenders use “prequalification” and “preapproval” differently. One lender may call an early, self-reported estimate a prequalification and reserve preapproval for a review of documents and verified income. Another may use the terms in the opposite order or use one term for both stages. The CFPB’s explanation of the distinction is available at What’s the difference between a prequalification letter and a preapproval letter?.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because the terminology is inconsistent, the only reliable answer is the lender’s process for your particular request. A lender can use a soft inquiry for an initial preapproval and later make a hard inquiry when you submit a full application. Another lender can make a hard inquiry at the prequalification stage. An answer about what the lender normally does is not enough if the check you are requesting has different documentation or authorization requirements.

The question to ask before you submit anything

Ask this exact question: “Will this specific prequalification or preapproval request create a hard inquiry or a soft inquiry on my credit report?” If the answer is soft, ask when a hard inquiry would occur if you continue. If the answer is hard, ask whether the lender can explain the timing and what information it needs before making the inquiry.

Hard inquiries and soft inquiries explained

What a hard inquiry means

A hard inquiry, also called a hard pull, is a credit check a lender commonly obtains after you apply for credit to help decide whether to approve a loan. The CFPB says this type of inquiry can affect your credit score and is visible to other lenders that obtain your credit report. Its explanation of lender credit checks is at When will my lender run or obtain a copy of my credit report?.

A hard inquiry is only one part of a credit decision. It does not, by itself, approve or deny a mortgage, establish the interest rate, or determine the maximum loan amount. The lender still evaluates the information required for its underwriting process, such as income, assets, debts, property details, and the loan program. The practical concern is that a hard pull can have a negative effect on a score, even though the CFPB describes the effect of an individual inquiry as typically small.

What a soft inquiry means

A soft inquiry can occur for purposes such as a review, prescreening, or a consumer checking their own report or score. The CFPB says soft inquiries do not affect credit scores. A soft pull may still allow a lender to see credit information, but it is not treated as a hard application inquiry for scoring.

Checking your own credit report or score is therefore different from authorizing a lender to evaluate an application. The CFPB’s overview of inquiry types is at What is a credit inquiry?.

How lenders use prequalification and preapproval

Prequalification can be an early estimate

Some lenders base a prequalification on information you report without independently verifying every item. The lender may ask about income, debts, assets, desired purchase price, and down payment, then provide an estimate of the amount you might qualify to borrow. That process can be useful for setting a price range, but the label does not prove that the lender used a soft inquiry. A hard pull is still possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preapproval can involve more verification

Some institutions reserve preapproval for a review of verified information, such as pay documentation, tax information, bank statements, and a credit report. A preapproval letter can make an offer more credible to a seller because it indicates that the lender has reviewed more of your information than an informal estimate. It remains a lender-specific process: another institution may call a similar review a prequalification.

A lender’s workflow can change the inquiry timing

Equifax’s mortgage materials show one example in which a product called “Pre-Approval” uses a soft inquiry at that stage and a hard inquiry later for the full application, final underwriting, and closing. That is an example of one workflow, not a rule for all lenders. The example is described in the Equifax mortgage lifecycle infographic.

For your lender, ask what event changes the inquiry from soft to hard. It could be an online request, submission of a complete application, permission to verify documents, or a later underwriting step. Do not assume that a letter headed “preapproval” means the hard pull has already happened or that a letter headed “prequalification” means it has not.

Questions to get a precise answer from a lender

Use the following checklist before providing authorization or submitting a mortgage request:

  1. Identify the check. “Will this specific prequalification or preapproval request create a hard inquiry or a soft inquiry?”
  2. Locate the timing. “If it starts as a soft inquiry, at what exact stage will you make a hard inquiry if I proceed?”
  3. Clarify verification. “What income, asset, debt, employment, and other financial information will you verify for this letter?”
  4. Ask about authorization. “What form or consent authorizes the credit check, and does signing it authorize a hard pull now?”
  5. Confirm the letter’s life. “How long will the letter be valid, and could you need another credit check before closing?”
  6. Request the answer in writing. Save the lender’s email, disclosure, or application screen showing the inquiry type and the point at which it occurs.

“Will you check my credit?” is too broad. A lender may check it with a soft inquiry at one stage and a hard inquiry at another. The useful question names the request you are making and asks about the specific inquiry that will be recorded.

Mortgage rate shopping and the 45-day window

Comparing lenders is important because a letter alone does not tell you whether the loan has the best rate, fees, repayment structure, or available program. The CFPB recommends seeking at least three preapprovals and comparing loan terms, interest-rate structures, and programs. Its mortgage-shopping guidance is at Shopping for a Mortgage.

The CFPB says multiple mortgage credit checks made within a 45-day period are recorded on a credit report as a single inquiry for credit-score purposes. The agency’s explanation appears at What happens when a mortgage lender checks my credit?. The 45-day treatment is guidance for mortgage rate shopping; do not extend it to credit-card, auto-loan, personal-loan, or other unrelated applications.

How to use the window without overreading it

  • Plan your lender comparisons close together rather than spacing applications over many months.
  • Ask each lender whether its request is a mortgage inquiry and when it will be submitted to the credit bureaus.
  • Keep records of the date each request is made and whether it is described as hard or soft.
  • Understand that the CFPB describes the effect of an inquiry as typically small, not nonexistent.
  • If a mortgage check falls outside the shopping period, compare the cost of the inquiry with the potential benefit of a better loan; the CFPB says shopping can still be worthwhile.

The 45-day treatment concerns scoring records for mortgage shopping. It does not make every application harmless, and it does not prevent a lender from using the resulting credit information in its underwriting decision.

Protecting your credit while seeking a mortgage

Avoid unrelated applications

The CFPB advises avoiding applications for other kinds of credit, such as a new credit card or car loan, immediately before or during the mortgage process. Those applications can create additional inquiries outside the mortgage-shopping treatment and can also change your debt profile while the lender is evaluating you.

Check your own report separately

You can check your own credit report or score without affecting your score. Reviewing it can help you spot inaccurate information before a lender evaluates your mortgage application. A self-request is a soft inquiry, not the hard inquiry associated with a lender’s credit decision.

Do not rely on an advertised score impact

No single score-drop number applies to every borrower, bureau, scoring model, or inquiry history. The CFPB says an inquiry typically has a small negative effect, but the available guidance does not establish an average point change for every prequalification or preapproval. Ask how the lender’s check will be coded and concentrate mortgage applications within the applicable shopping period.

What a preapproval letter does—and does not—promise

A preapproval letter is a tentative indication that a lender is generally willing to lend up to a stated amount under stated assumptions. It is not a guaranteed loan offer. The lender can require additional documents, recheck information, complete property and underwriting reviews, and impose conditions before final approval. The CFPB’s explanation is available at Get a preapproval letter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Amount and assumptions

The amount on the letter reflects the lender’s assumptions about your finances, the proposed loan, and the property. It is not a recommendation that you spend the full amount. A seller may view the letter as evidence of financing capacity, but the letter does not remove the need for an accepted purchase contract, appraisal or other property review, final underwriting, and closing conditions.

Documentation can differ

One lender may issue a letter after reviewing a limited set of documents; another may verify more of your income, assets, debts, and employment. Ask exactly what was verified and what remains outstanding. More verification can make the letter more informative, but it does not convert the letter into a guaranteed approval.

Expiration and a possible later check

The CFPB says preapproval letters typically expire after 30 to 60 days. Confirm the expiration date printed on your letter, the process for renewing it, and whether renewal requires another credit check. A new check may be soft or hard depending on the lender’s policy and the stage of your application.

How to compare lenders beyond the inquiry type

The inquiry question protects your credit-shopping strategy, but it is only one comparison point. Before choosing a lender, collect the same information from each institution:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Inquiry timing: whether the initial request is hard or soft and when any later hard check occurs.
  • Verification level: which income, asset, debt, employment, and credit items are verified for the letter.
  • Letter validity: the expiration date and renewal procedure.
  • Loan terms: the proposed loan amount, term, down-payment assumptions, and other conditions.
  • Interest-rate structure: whether the rate is fixed or adjustable, whether it is locked, and the period and conditions of any lock.
  • Programs: which mortgage programs the lender offers that may fit your circumstances.
  • Costs and conditions: the fees, required reserves, documentation, and conditions that could change before closing.

Compare like with like. A lender that issues a letter quickly after limited verification is not necessarily offering the same level of review as one that requests complete documentation. Conversely, a more detailed letter does not automatically mean its rate, fees, or program is better.

Practical situations and what to do

Two lenders use different labels

Lender A calls its self-reported estimate a prequalification and uses a soft inquiry. Lender B calls a similar first step a preapproval and uses a hard inquiry. The names do not make the processes equivalent. Ask both lenders what they verify, what inquiry they use, and what remains before a full application.

A “preapproval” starts soft and becomes hard

A lender may issue a preliminary letter after a soft inquiry, then make a hard inquiry when you authorize a complete application or final underwriting. Before accepting the letter, ask when that transition occurs and whether you can compare other lenders first.

You shop several mortgage lenders close together

Request the lenders’ timelines and keep the applications within the CFPB’s mortgage-shopping period when possible. Record each date and avoid adding unrelated credit applications during the same period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your letter expires before you find a property

Contact the lender before expiration. Ask whether it can reissue the letter from existing information, what documents must be updated, and whether a new credit check will be hard or soft. Do not assume renewal is automatic or inquiry-free.

You want to see your own credit first

Obtain your own report or score before contacting lenders if you want to review the information. The CFPB says a consumer’s own request does not affect the score, so it is separate from authorizing a lender’s inquiry.

A concise decision process

  1. Review your credit yourself. Note errors, current debts, and any recent applications before seeking letters.
  2. Choose at least three lenders. The CFPB recommends comparing at least three preapprovals rather than relying on one lender’s terms.
  3. Ask the inquiry questions first. Obtain a clear hard-versus-soft answer for the exact request and a second answer for any later stage.
  4. Submit comparable information. Give each lender the same purchase price, down payment, income, debts, and loan assumptions so the letters and offers can be compared fairly.
  5. Track dates. Record the date of each mortgage check, the letter’s expiration, and any planned renewal or underwriting check.
  6. Compare the loan, not just the letter. Evaluate rate structure, terms, programs, costs, documentation, and conditions after confirming how the credit checks are handled.
  7. Pause unrelated credit applications. Wait on new cards, auto loans, and other credit unless a financial emergency requires them.

Bottom line for borrowers

Neither “prequalification” nor “preapproval” guarantees a soft inquiry. Either label can involve a hard pull, and a lender can change from a soft inquiry to a hard inquiry later. Ask about the specific request, the exact timing of any hard check, the information being verified, and the letter’s expiration before you authorize the lender. You can still compare lenders: the CFPB recommends at least three preapprovals, and mortgage checks within its 45-day shopping period are treated as one inquiry for scoring purposes. A preapproval remains tentative until the lender completes the rest of the mortgage process.
