Neither PPF nor ELSS is automatically better. Choose only after checking your income-tax regime. Under the default new regime for Assessment Year (AY) 2026–27, Section 80C deductions generally cannot be claimed, subject to the exceptions in the Income Tax Department’s guidance. If you use the old regime and still have room under the shared ₹150,000 Section 80C limit, the choice becomes a trade-off: PPF offers a government-administered structure, tax-free interest and a very long horizon; ELSS offers equity-market exposure and a three-year lock-in, but its value can fall and the lock-in does not guarantee a profit.
The right decision depends on five questions: which tax regime applies, how much 80C room remains after other eligible payments, when you may need the money, how much volatility you can tolerate, and whether your overall portfolio already has enough equity or fixed-income exposure.

PPF or ELSS—which is better?
Start with the tax regime, not the product brochure. The Income Tax Department’s AY 2026–27 guidance describes the new tax regime as the default and says deductions under Section 80C generally cannot be claimed under it, apart from listed exceptions. If you file under that regime, buying PPF or ELSS does not normally create a Section 80C deduction. You may still choose either for investment reasons, but the tax-saving argument is materially different.

The deduction is subject to one combined ceiling of ₹150,000 for the financial year across all eligible items. It is not ₹150,000 for PPF plus another ₹150,000 for ELSS. Existing payments such as life-insurance premiums, employees’ provident-fund contributions, tuition fees or eligible loan-principal repayments can already use part of that ceiling.

After the regime and available 80C space are clear, compare the products on risk and access. PPF is a long-duration government savings account whose interest rate is periodically revised. The current government scheme listing accessed in 2026 displays 7.1% per annum and states that PPF interest is tax-free. ELSS is an equity-linked mutual fund. Securities and Exchange Board of India (SEBI) describes a three-year lock-in, but that is only a minimum holding restriction; it is not a promise that the fund will be profitable or suitable to redeem as soon as the lock-in ends.
First check whether the tax benefit is available to you
How the new tax regime changes the decision
For AY 2026–27, the Income Tax Department identifies the new regime as the default and says most Section 80C deductions are not available under it, subject to the exceptions specified in its current guidance. That means an investment can remain financially useful without producing a deduction. A person choosing the new regime should evaluate PPF for its saving discipline, government administration, long horizon and tax-free interest, and evaluate ELSS for its equity allocation and potential long-term growth, rather than assuming either purchase will reduce taxable income.
The Income-tax Act, 2025 framework applies from 2026. The broad distinction between the regimes is clear in the department’s current material, but the exact transition mapping and filing treatment for Tax Year 2026–27 should be confirmed against the latest statutory instructions or a qualified tax professional before making a detailed filing decision. Do not carry an older Section 80C rule into the new framework without checking the current year’s forms and guidance.

If you are eligible for and choose the old regime, both PPF contributions and ELSS investments can count toward Section 80C, within the shared ₹150,000 annual limit. The deduction reduces the income on which tax is calculated; it is not a cash rebate equal to your contribution. The value of the deduction depends on your taxable income, applicable slab, surcharge and cess, and how much of the shared limit was unused before this investment.
For example, a taxpayer who has already filled the entire Section 80C limit through other eligible payments gets no additional 80C deduction by adding PPF or ELSS. Someone with only ₹40,000 of unused room cannot claim the full amount of a ₹100,000 investment under Section 80C. The product choice should therefore follow an inventory of existing eligible payments, not the headline limit alone.

How PPF works
Contribution limits and account horizon
The government’s current PPF scheme listing states a minimum annual deposit of ₹500 and a maximum annual deposit of ₹150,000 per financial year. The maximum is an account-level annual contribution limit, not a separate Section 80C deduction. A deposit above the scheme’s annual maximum does not create extra PPF eligibility or extra 80C capacity.

The National Savings Institute describes PPF maturity as occurring after 15 complete financial years from the end of the financial year in which the account was opened. This calendar is longer than simply counting 15 years from the deposit date. Someone opening an account during a financial year starts the maturity count from that year-end, so the practical waiting period depends on the opening date. Extensions and withdrawal conditions should be checked in the current scheme rules before committing money needed for a nearer-term goal.

The government scheme listing accessed in 2026 displays a PPF rate of 7.1% per annum and says the interest is tax-free. The rate is periodically revised, so 7.1% is a current listed rate, not a promise for the entire 15-year account term. A long-range projection that applies 7.1% unchanged to every future year would overstate what the scheme information establishes.
Tax-free interest can make PPF useful for the fixed-income portion of a long-term plan, particularly when the investor values predictable government administration over market pricing. It does not remove inflation risk, reinvestment-rate risk or the opportunity cost of holding less equity. The account’s long maturity also means that a tax-free return may be less useful than accessible money when a major expense is approaching.
Where PPF fits well
- You are using the old regime and have unused Section 80C capacity.
- You want a government-administered savings structure rather than a market-valued fund.
- You can leave the money for the PPF maturity horizon and do not need to treat it as an emergency reserve.
- You value the government-stated tax-free interest treatment.
- Your broader portfolio already has substantial equity and needs a long-term fixed-income component.
How ELSS works
Equity exposure and the three-year lock-in
SEBI’s investor guide defines ELSS as a type of mutual fund designed for people seeking Section 80C tax savings. The same guide describes a three-year lock-in. During that period, the investment cannot be redeemed under ordinary circumstances. The end of three years removes the minimum lock-in; it does not turn the investment into a guaranteed-return product.
Because ELSS invests in equities, its value can move sharply in either direction. A three-year date is therefore an administrative milestone, not a reliable recovery date for a market decline. An investor whose goal is only three years away may have to sell during an unfavorable market cycle. Someone choosing ELSS for a long-term goal should be prepared to hold beyond the lock-in when the goal and risk capacity allow it.
Tax treatment that should not be assumed
The Section 80C eligibility of an ELSS investment under the old regime does not by itself establish the tax payable when units are redeemed. The cited official material confirms the lock-in and Section 80C purpose, but it does not provide current capital-gains guidance for ELSS redemption. Check the tax rules applicable in the year of sale, including any current distinction between short- and long-term gains, before estimating an after-tax outcome.

Where ELSS fits well
- You are using the old regime and still have room within the combined Section 80C limit.
- You need an equity allocation for a long-term objective and can accept temporary losses.
- You can remain invested beyond three years if the market is weak or the goal is farther away.
- Your existing portfolio is too conservative for the time horizon and risk capacity.
- You understand that the lock-in is shorter than PPF’s maturity horizon but does not make the investment liquid on demand or risk-free.
PPF versus ELSS on the decisions that matter
Tax-regime eligibility
For an old-regime taxpayer, both products can use the same Section 80C bucket. There is no special 80C advantage that makes one product eligible for a larger deduction. For a new-regime taxpayer, the current department guidance generally removes the deduction, subject to listed exceptions. The first filter is therefore regime selection, not an assumption that one product is automatically more tax-efficient.
Risk of losing capital
PPF’s stated rate is government-notified and its interest is described as tax-free, but the rate can be revised. ELSS has direct equity-market risk: its net asset value can decline, sometimes substantially, and neither the three-year lock-in nor the Section 80C label protects the principal. A person who cannot tolerate seeing the value fall should not select ELSS solely because its lock-in is shorter.
Time horizon and access
PPF is designed around 15 complete financial years from the end of the opening year, making it unsuitable as a near-term spending account. ELSS has a three-year lock-in, which provides earlier access than PPF’s stated maturity structure but still prevents redemption during the lock-in and does not make a three-year holding period appropriate for every goal. Match the product’s access rules to the date the money is actually needed.

Portfolio role
The choice should not be made in isolation. PPF can add a long-term government-administered savings component; ELSS can add diversified equity exposure through a mutual fund. If your retirement or other long-range portfolio already has a high equity allocation, adding ELSS may increase concentration in market risk. If the portfolio is mostly deposits and other fixed-income assets, PPF may reinforce an existing low-growth allocation rather than solve a need for equity.
A step-by-step decision process
- Identify the filing regime. Check whether you will use the old or new regime for the relevant tax year. For AY 2026–27, the Income Tax Department describes the new regime as the default and says 80C deductions generally cannot be claimed under it, subject to listed exceptions.
- Calculate unused Section 80C room. Add eligible contributions and payments already made during the financial year. Subtract that total from the combined ₹150,000 limit. Treat the result as the remaining room for all eligible products together, not as a separate limit for PPF and ELSS.
- Define the money’s earliest required date. Do not place emergency reserves, a planned tuition payment or a known near-term purchase into an investment whose access rules conflict with that date.
- Set a loss tolerance. Ask whether you could continue holding if an ELSS value fell just before the three-year lock-in ended. If the answer is no, the tax deduction is not a sufficient reason to accept equity exposure.
- Check the portfolio allocation. Compare the proposed investment with your existing equity, debt and cash holdings. Choose the product that addresses the portfolio gap rather than duplicating it automatically.
- Verify current rules and rates. Recheck the current PPF rate, scheme terms, Section 80C treatment and redemption tax rules at the time of investment and filing. The PPF rate displayed in 2026 is periodically revised, and the transition to the Income-tax Act, 2025 warrants current-year verification.
- Invest only after the decision survives a non-tax test. If the deduction disappeared, would the product still suit your horizon, liquidity needs and risk capacity? If not, the tax benefit is doing too much of the work in the decision.
Worked choices for common situations
Old-regime investor with a full 80C limit already used
If other eligible payments already total ₹150,000, neither an additional PPF deposit nor an ELSS purchase creates more Section 80C deduction. Choose between them on horizon, risk, liquidity and portfolio role. PPF may suit a long-term fixed-income objective; ELSS may suit a deliberate equity allocation. The tax label does not settle the choice.
Old-regime investor with unused room and a 15-year goal
Both products can potentially use the remaining 80C room. PPF may be the closer fit if capital stability, government administration and tax-free interest matter more than equity growth potential, and the money can remain tied to the PPF horizon. ELSS may be the closer fit if the investor has the risk capacity to stay invested through market cycles and needs equity exposure for a long-term goal.

New-regime investor seeking tax reduction
Do not buy either product expecting the ordinary Section 80C deduction under the new regime. Compare PPF and ELSS as investments instead. PPF’s current listed rate and tax-free interest may appeal to a conservative saver; ELSS may appeal to someone who needs equity exposure and accepts losses. Confirm the specific exceptions and filing treatment for the relevant tax year.
Investor who may need the money in three to five years
PPF’s 15-complete-financial-year maturity framework is usually too long for a known three-to-five-year liability. ELSS becomes eligible for redemption after the three-year lock-in, but equity volatility can make the timing unsafe if the goal date is fixed. A shorter lock-in is not the same as reliable access to a stable amount.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to avoid them
Treating the ₹150,000 figure as two separate limits
Section 80C has a combined ₹150,000 ceiling. A taxpayer cannot claim ₹150,000 for PPF and another ₹150,000 for ELSS. Keep a running total of every eligible payment before investing.
Assuming the new regime gives the same deduction
The current AY 2026–27 guidance makes the new regime the default and says 80C deductions generally are unavailable, subject to listed exceptions. Confirm the regime before treating a contribution as tax-saving.
Calling 7.1% a 15-year guarantee
The government listing accessed in 2026 shows 7.1% per annum, while the scheme rate is periodically revised. Use the figure as the current listed rate and recheck it before publication, investment or long-term projection.

Calling ELSS safe after three years
Three years is the SEBI-described lock-in, not a guarantee of positive returns. The fund remains exposed to equity prices after the lock-in and can be worth less than the amount invested.

Assuming the tax deduction equals the contribution
A deduction reduces taxable income subject to the applicable rules; it does not return the contribution in cash. The actual tax effect depends on regime, slab and unused 80C capacity.
Ignoring the tax on redemption
Do not infer ELSS redemption tax from the lock-in. Obtain current capital-gains guidance for the sale year. PPF’s cited government material states that its interest is tax-free, but that does not answer every tax question about every transaction or product held alongside it.
Using either product as an emergency fund
PPF’s long maturity and ELSS’s lock-in and market volatility make both poor substitutes for readily accessible emergency cash. Keep liquidity needs separate from long-term tax planning.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat to verify before investing or filing
- The tax regime selected for the relevant year and whether the filing rules have changed under the Income-tax Act, 2025 framework.
- Your total eligible Section 80C contributions, including amounts outside PPF and ELSS.
- The PPF rate and deposit conditions currently displayed by the government, since the rate is periodically revised.
- The PPF opening-year maturity calculation and current extension or withdrawal rules.
- The ELSS fund’s offer documents, equity mandate, costs, risk disclosures and redemption process.
- The tax treatment that applies when ELSS units are sold in the relevant tax year.
- Whether the proposed holding period matches the date and flexibility of your financial goal.
Bottom line: which one should you choose?
Choose PPF when you are comfortable with a very long horizon, value a government-administered savings structure and tax-free interest, and want less direct exposure to equity-market swings. Treat the displayed 7.1% as the current listed rate accessed in 2026, not a rate fixed for all 15 years.
Choose ELSS when you are eligible to use the old regime’s remaining 80C room, need equity exposure, can withstand a fall in value and can hold beyond the three-year lock-in if your goal requires it. Do not treat the lock-in as a return guarantee, and verify the redemption tax rules separately.
If you use the new regime, the usual Section 80C deduction is generally unavailable, subject to the department’s listed exceptions. In that case, decide between PPF and ELSS on risk, horizon, liquidity and portfolio construction—not on an assumed deduction. Neither product is universally superior; the better choice is the one that remains suitable after the tax benefit is set aside.
