PPF maturity: should you withdraw the money or extend the account?

At PPF maturity, you have three choices: close the account and take the full balance, keep it open without making deposits, or elect a further five-year extension that allows new deposits. The right route depends on when you need the money, whether you want to keep contributing, the extension’s withdrawal ceiling, the currently notified PPF rate and your own tax and cash-flow position.

What happens when a PPF account matures?

The Public Provident Fund (PPF) does not mature simply 15 calendar years after the day you opened it. The National Savings Institute describes maturity as the completion of 15 complete financial years counted from the end of the financial year in which the account was opened. For example, an account opened at any point during a financial year is measured from that year’s closing point, not from its opening date.

Use your passbook, bank or post-office records, or the accounts office to confirm the account’s actual maturity date. Do not rely on a calculation based only on the opening day, because a one-day difference can put a closure or extension request in the wrong period.

Once the 15-year period is complete, the Scheme gives you three practical routes:

  • Close the account: apply in Form-3 and withdraw the entire balance, including interest due under the Scheme up to the last day of the month before closure.
  • Continue without deposits: leave the account open for any period, make no further contributions, and retain the ability to withdraw once in each year.
  • Extend with deposits: elect a new five-year block in Form-4 within one year after maturity, allowing fresh contributions but applying the Scheme’s withdrawal ceiling.

These are account options, not an automatic recommendation. Your liquidity needs and the rules that apply to the relevant period should determine the decision.

Compare the three maturity choices

Choice New deposits Access to the balance Rule to check
Close and withdraw No The full balance can be taken when the account is closed Submit Form-3; interest is due through the last day of the month preceding closure
Keep without deposits No One withdrawal in each year, of any amount up to the balance The balance continues to earn the rate applicable to the Scheme
Extend with deposits Yes Withdrawals are allowed subject to the Scheme’s conditions Submit Form-4 within one year of maturity; total withdrawals over the five-year block cannot exceed 60% of the block’s opening balance

The important differences are immediate liquidity, the ability to keep contributing, the one-year election deadline and the 60% ceiling during a contribution extension. The interest rate and your personal tax position must be checked separately; neither should be assumed from an old statement or a general internet calculation.

Option 1: close the PPF and withdraw everything

When closure is sensible

Closure is the clearest choice when you have a defined use for the money, need unrestricted access, or no longer want the account’s rules to govern your savings. Once closed, the entire balance is available rather than being subject to an annual withdrawal limit or the 60% extension ceiling.

It can also be appropriate when you have a higher-priority financial need, such as replacing an emergency reserve or paying a liability, and the PPF is the only realistic source of funds. Whether that is financially wise depends on your alternatives, risk tolerance and tax circumstances; the Scheme itself does not decide that for you.

How the closure amount is calculated

Under the Scheme, the closure payment includes the account balance and interest due up to the last day of the month preceding closure. The relevant amount is therefore not necessarily the balance shown on an older passbook entry or a statement issued before your application.

Closure procedure

  1. Confirm the maturity date from your account records or the servicing accounts office.
  2. Complete and submit Form-3 through the bank or post office where the account is maintained, following that institution’s identification and payment requirements.
  3. Ask for confirmation of the closure date and the amount payable, including interest calculated to the Scheme’s specified cut-off.
  4. Retain the acknowledgement, final statement and payment record with your tax and investment documents.

Processing details can differ by servicing institution. If the office asks for additional documentation, resolve that before assuming the account has been closed.

Option 2: keep the account open without making deposits

What deposit-free continuation means

Paragraph 11(2) of the Public Provident Fund Scheme, 2019 states: “The account holder may retain his account after maturity without making any further deposits for any period and the balance in the account will continue to earn interest at the rate applicable to the Scheme.”

This route is useful when you do not need the entire corpus now but also do not want to commit to another contribution block. You can leave the money in place for an open-ended period rather than choosing another fixed five-year contribution cycle.

Withdrawal access under this route

You may make one withdrawal in each year, for any amount up to the balance in the account. The rule is annual access, not unlimited withdrawals whenever you want. Plan the timing and amount of a withdrawal if you expect several expenses in the same year.

Deposit-free continuation does not require a new contribution commitment. It also avoids the 60% five-year ceiling that applies to an extension with deposits, although it does not provide the unrestricted, all-at-once access available after closure.

What happens to interest

The balance continues to earn the rate applicable to the PPF Scheme. That wording does not guarantee one rate for the whole future holding period. Official rate notifications can change, so check the current notification for the quarter or period relevant to your decision rather than using a historic rate as a forecast.

Option 3: extend the account and keep depositing

The election deadline

If you want to contribute after maturity, you must elect a further five-year block by submitting Form-4 before the expiry of one year from the maturity date. Treat this as a firm planning deadline. Waiting for a later year to decide can eliminate the ability to make new deposits under that extension option.

How the five-year block works

An extension with deposits runs for a further five-year block. During that block, the Scheme permits withdrawals but limits the total amount withdrawn to 60% of the balance at the beginning of the block, subject to the Scheme’s other withdrawal conditions.

The 60% figure is calculated from the opening balance of the extension block, not from whichever balance happens to be visible when you request a withdrawal. Keep the statement or certificate showing that starting balance so you can check the institution’s calculation.

When this route fits

Choose this structure only when you genuinely want to continue contributing and can live with restricted access. It may suit a long-term retirement or education objective where you expect to add money but do not need to withdraw the whole corpus during the next five years.

It is a poor fit if you may need most of the account soon. A contribution extension does not turn the PPF into an on-demand account: the five-year aggregate ceiling can prevent a large withdrawal even when the account has grown substantially.

If you miss the one-year window

If the one-year period after maturity passes without the Form-4 election, new deposits cannot be made under that extension option. The balance continues under the Scheme’s stated provisions, but you should not assume that a late contribution will be accepted or that a later form can restore the missed election.

A practical decision process

Step 1: verify the date and account status

Write down the financial year in which the account was opened, the maturity date shown by the servicing institution and any existing extension status. If the records conflict, ask the accounts office for a written clarification before withdrawing or depositing.

Step 2: identify your access requirement

  • If you need the whole corpus now, compare closure with the costs and risks of your other funding sources.
  • If you need occasional money but not the whole balance, assess whether one withdrawal per year is sufficient.
  • If you can leave the money invested and want to add contributions, test your plan against the 60% five-year ceiling.

Step 3: decide whether further deposits are actually needed

Do not select an extension merely to avoid making a decision. A contribution extension is relevant only if you intend to make fresh deposits during the next five-year block. If you want no new deposits, deposit-free continuation preserves the account without the Form-4 election.

Step 4: check the current rate and your alternatives

Use the latest official PPF rate notification when comparing continued holding with other permitted savings choices. A rate quoted for an earlier quarter is not evidence of a guaranteed future return. Compare on an after-tax, risk-adjusted basis where you have reliable information, and account for how quickly you may need the money.

Step 5: obtain personal tax advice if the amount is material

The Scheme rules do not establish the tax result for an individual’s wider financial plan. Tax treatment can depend on facts outside the account itself. For a large maturity amount, a professional who is qualified to advise on Indian tax should review your circumstances rather than applying a generic online answer.

Step 6: submit the correct form before acting

Form-3 is the closure route. Form-4 is the election for a five-year extension with deposits. Confirm the form version and submission channel with your bank or post office, because operational requirements can change even when the underlying Scheme rule remains the same.

Common mistakes to avoid

  • Counting 15 years from the opening date: maturity is measured from the end of the opening financial year.
  • Assuming the extension is automatic: the contribution extension requires Form-4 within one year of maturity.
  • Confusing deposit-free continuation with an extension with deposits: the former allows no new deposits and one withdrawal each year; the latter permits deposits but applies the 60% five-year ceiling.
  • Using the current balance as the 60% base: the cap is tied to the balance at the start of the extension block.
  • Waiting past the election deadline: once the one-year window has expired, new deposits cannot be made under that extension option.
  • Treating a historic interest rate as permanent: the Scheme refers to the applicable rate, so check official notifications for the relevant period.
  • Assuming the article answers your tax question: your individual tax result requires facts and advice beyond the account rule.

Documents and checks to keep

Before submitting a request, assemble the passbook or account statement, identity and bank details requested by the servicing institution, the maturity-date confirmation and copies of any Form-3 or Form-4 submission. After the transaction, retain the acknowledgement, revised statement and payment record. These documents make it easier to prove the election date, the extension-block opening balance and the amount paid on closure.

Bottom-line choice

Withdraw after maturity when you need unrestricted access to the entire corpus. Keep the account without deposits when you want the balance to remain under the Scheme, need only occasional access and do not want to commit to another contribution period. Elect the five-year extension only when you want to keep depositing and can accept the 60% aggregate withdrawal ceiling. In every case, verify the account-specific maturity date, the current notified rate and your own tax position before filing the form.
