PMAY-U 2.0 eligibility is based on annual household income, house ownership and the specific housing vertical you use. The income bands are up to ₹3 lakh for EWS, above ₹3 lakh up to ₹6 lakh for LIG, and above ₹6 lakh up to ₹9 lakh for MIG. In general, the household must not own a pucca house anywhere in India, not merely in the city where it applies.
The permitted carpet area is not the same for every benefit: up to 45 square metres (sqm) for Beneficiary Led Construction (BLC) and Affordable Housing in Partnership (AHP), up to 60 sqm for Affordable Rental Housing (ARH), and up to 120 sqm for the Interest Subsidy Scheme (ISS). A ₹35 lakh property can fit the ISS property-value ceiling, but it still has to meet the income, loan, ownership and carpet-area tests.

What PMAY-U 2.0 covers
Pradhan Mantri Awas Yojana-Urban 2.0 is the urban Housing for All mission. Its four verticals address different housing needs rather than providing one universal subsidy. The programme is intended to support one crore additional urban families over five years, subject to approved projects, state or Union territory participation and the applicable eligibility checks.
- Beneficiary Led Construction (BLC): assistance for an eligible EWS family constructing a new pucca house on its own available land.
- Affordable Housing in Partnership (AHP): purchase of an affordable home delivered through an approved partnership project.
- Affordable Rental Housing (ARH): access to supported rental housing rather than ownership of a subsidised home.
- Interest Subsidy Scheme (ISS): an interest subsidy attached to a qualifying home loan for purchase or construction.
Each vertical has its own use, area ceiling and financial conditions. A 45 sqm limit in BLC or AHP cannot be combined with the 120 sqm ISS limit; they apply to different forms of assistance.

PMAY-U 2.0 income limits
The relevant figure is annual household income, not the applicant’s salary alone. The bands used for PMAY-U 2.0 are:
| Category | Annual household income | What the band means |
|---|---|---|
| EWS | Up to ₹3 lakh | Households at or below ₹3 lakh a year |
| LIG | Above ₹3 lakh and up to ₹6 lakh | Income greater than ₹3 lakh, but no more than ₹6 lakh |
| MIG | Above ₹6 lakh and up to ₹9 lakh | Income greater than ₹6 lakh, but no more than ₹9 lakh |
These are household thresholds. If income changes, use the income evidence required by the state, urban local body (ULB) or participating lender and report the household position accurately. A lender or local authority can ask for documents beyond the basic list shown on the central FAQ.
The no-pucca-house requirement
The central eligibility principle is that an EWS, LIG or MIG household must have no pucca house anywhere in the country when seeking to purchase or construct under PMAY-U 2.0. The test is national: owning a pucca home in another state or city can matter even when the applicant has no house in the present municipality.

Applicants also have to declare that the household has not received a housing-scheme benefit in the previous 20 years. The declaration is a formal eligibility check, so do not treat the application as a way to regularise an undisclosed property or earlier benefit.

Carpet-area limits by PMAY-U 2.0 vertical
“Carpet area” means the area enclosed within the walls where a carpet could be laid. It excludes the thickness of the inner walls. It is therefore different from a property’s super built-up or saleable area, which can include common areas, external walls and other components.
| Vertical | Primary use | Supported carpet area | Key financial or asset condition |
|---|---|---|---|
| BLC | Build a new pucca house on the beneficiary’s available land | Minimum 30 sqm; maximum 45 sqm | EWS; assistance up to ₹2.5 lakh; own available land |
| AHP | Buy in an approved affordable-housing partnership project | Up to 45 sqm | Project, state and ULB eligibility rules apply |
| ARH | Rent a supported dwelling | Up to 60 sqm | Tenancy and project conditions apply; it is a rental option |
| ISS | Purchase or construct with a qualifying home loan | Up to 120 sqm | Household income up to ₹9 lakh, loan up to ₹25 lakh and property value up to ₹35 lakh |
The area figure is a ceiling, not a promise that every project or lender will offer that size. Check the carpet area stated in the sanctioned plan, agreement and lender records rather than relying on a broker’s “built-up” or “super area” description.
BLC: building on your own land
BLC is aimed at EWS families that have land available and want to construct a new pucca home. The current eligibility information describes assistance of up to ₹2.5 lakh. The supported dwelling must have a carpet area of at least 30 sqm and no more than 45 sqm, include basic civic amenities and social infrastructure, and comply with National Building Code safety and design standards.
What to establish before applying
- You fall within the EWS income band of up to ₹3 lakh in annual household income.
- The household has no pucca house anywhere in India.
- You can show ownership or legally acceptable control of the land on which the new house will be built.
- The proposed plan stays within the 30-to-45-sqm carpet-area range and local building permissions.
- The ULB or state accepts the project and releases assistance according to its process.
BLC is not a cash payment for renovating any existing dwelling. Ask the ULB how instalments, construction milestones, inspections and local contribution requirements operate before starting work, because implementation details can differ by state and municipality.

AHP: buying through a partnership project
AHP supports purchase of an affordable home delivered through an approved partnership between public agencies and private or other eligible entities. The central carpet-area ceiling is up to 45 sqm. The project must be one recognised for PMAY-U 2.0, and the state or ULB determines how beneficiaries are identified, what price and allotment conditions apply, and which documents are needed.
Do not assume that any apartment advertised as “affordable” qualifies. Obtain the project approval or beneficiary notice from the implementing authority, confirm the stated carpet area, and check whether the allotment is in your household’s eligible category before paying a booking amount.
ARH: a rental route, not an ownership subsidy
ARH is for supported rental housing, with a carpet-area ceiling of up to 60 sqm under the central FAQ. It addresses households that need a place to live but are not using PMAY-U 2.0 to acquire a title to a home. Rent, deposit, tenancy duration, renewal, maintenance and occupancy rules come from the approved project and local implementing agency.

Because ARH is project-based, an applicant should verify the landlord or agency, the written tenancy terms and the total monthly cost. The 60 sqm ceiling should not be used to judge eligibility for an ISS purchase or a BLC construction proposal.

ISS: the loan-linked subsidy in detail
ISS is the relevant vertical when you are buying or constructing a home with a loan. The principal limits are:
- Annual household income of up to ₹9 lakh.
- Home loan of up to ₹25 lakh.
- Property value of up to ₹35 lakh.
- Carpet area of up to 120 sqm.
- No other pucca house anywhere in India, apart from the home being acquired or constructed.
- No housing-scheme benefit received by the household in the previous 20 years.
How the interest subsidy is calculated
For a qualifying case, the official ISS terms provide a 4.0% subsidy on the first ₹8 lakh of the loan for a tenure of up to 12 years. The maximum interest subsidy is ₹1.80 lakh. The subsidy is not 4% on the entire loan balance: if the loan is ₹12 lakh, the amount above ₹8 lakh does not receive this subsidy.
A loan below ₹8 lakh, or a tenure shorter than 12 years, receives a reduced amount on a pro-rata basis. A loan can be as high as ₹25 lakh, but that larger borrowing limit does not expand the subsidised portion beyond the first ₹8 lakh.
When the money is released
The subsidy is released in five yearly instalments through direct benefit transfer (DBT), provided the loan is standard and live at the time of each release and more than 50% of the principal remains outstanding. A borrower who prepays aggressively, has a non-performing or otherwise non-standard account, or has reduced the balance below that threshold may not receive a later instalment. Ask the participating lender how the credit will appear in your loan account and how it affects the outstanding principal.

Can you get PMAY subsidy for a ₹35 lakh house?
Possibly, under ISS, but the price alone does not establish eligibility. ₹35 lakh is the stated maximum property value for ISS, so a property at exactly ₹35 lakh is at the ceiling rather than above it. You must also remain within the ₹25 lakh maximum loan, the ₹9 lakh household-income limit and the 120 sqm carpet-area limit. The household must satisfy the no-pucca-house and previous-benefit declarations, and the loan must be processed through a participating lender under the scheme.
For example, a ₹35 lakh home financed with a ₹25 lakh loan could meet the numerical ISS ceilings if every other test is met. The subsidy would still be calculated only on the first ₹8 lakh, at the scheme’s 4.0% rate for up to 12 years, subject to the ₹1.80 lakh maximum and the five-instalment release conditions. A ₹35 lakh property with a 130 sqm carpet area, an ineligible ownership history or a loan above ₹25 lakh would fail the relevant ISS test even though its price is within the headline ceiling.
How to apply for PMAY-U 2.0
Applications can be submitted through the Unified Web Portal, a Common Service Centre (CSC), or the concerned ULB or municipality. Use the route that can verify your documents and, for ISS, coordinate with a participating primary lending institution (PLI).

Decide whether you are building on your land (BLC), buying in an approved project (AHP), seeking supported rent (ARH) or using a home loan (ISS).
- Check the income and ownership tests. Calculate annual household income, confirm the applicable EWS, LIG or MIG band, and review property ownership across India.
- Check the physical and financial ceilings. Match the sanctioned carpet area to the vertical. For ISS, verify the ₹25 lakh loan and ₹35 lakh property-value limits before signing loan documents.
- Prepare identity, banking and property evidence. Keep Aadhaar, bank-account details and the required eligibility undertaking ready. BLC applicants should also prepare land-ownership documents.
- Submit through the portal, CSC or ULB. Enter names, Aadhaar details, income, address, ownership declarations and bank information exactly as shown on supporting records.
- Complete local or lender verification. The ULB, state agency or PLI may request additional documents, inspect the site, confirm the project, or seek clarifications.
- Track the application and retain records. Save the acknowledgement, application number, uploaded documents and every communication. For ISS, confirm with the lender that the loan has been tagged for the subsidy process.
Documents and checks that commonly matter
The central FAQ identifies Aadhaar, bank-account details, an eligibility undertaking and, for BLC, land-ownership documents among the documents that may be required. States, ULBs and PLIs can ask for more. Depending on the vertical, be prepared to provide income evidence, address and family details, property or project papers, a sanctioned building plan, loan documents and proof of any earlier housing assistance declaration.
Make sure the name and date of birth on Aadhaar, bank records, land papers and the application are consistent. A mismatch can delay verification even when the household otherwise qualifies. Never submit a false no-house declaration: ownership checks and lender due diligence can expose an inaccurate statement.
Common mistakes and how to avoid them
- Using individual income instead of household income: combine the household income information required by the application and use the authority’s accepted evidence.
- Checking ownership only in the current city: the no-pucca-house test applies across India.
- Confusing carpet area with super built-up area: obtain the wall-enclosed carpet-area figure in the approved plan and agreement.
- Assuming a ₹35 lakh price guarantees ISS: the loan, income, area, ownership and prior-benefit conditions all apply.
- Expecting subsidy on the whole ISS loan: the 4.0% benefit applies only to the first ₹8 lakh, with pro-rata reduction for a smaller loan or shorter tenure.
- Ignoring the live-loan condition: later yearly DBT instalments require a standard, live loan with more than 50% principal outstanding at release.
- Applying to an unapproved project: AHP and ARH benefits depend on approved projects and local implementation, not merely on a private advertisement.
- Starting BLC construction without local confirmation: verify the plan, permissions, milestones and assistance schedule with the ULB first.
Which PMAY-U 2.0 route fits your situation?
| Your situation | Likely route to investigate | First eligibility question |
|---|---|---|
| EWS household with available land and a plan to build | BLC | Is the land acceptable and is the planned home 30–45 sqm carpet area? |
| Household seeking an affordable home in a government-recognised project | AHP | Is the project approved and is the allotment category open to your household? |
| Household needing supported accommodation without buying | ARH | What are the project’s tenancy, rent and occupancy rules? |
| Household buying or constructing with a home loan | ISS | Are income, loan, property value, carpet area, ownership and previous-benefit tests all satisfied? |
State and Union territory participation, portal counters, lender participation and local document lists can change. Before submitting, confirm the current instructions on the Unified Web Portal and with your ULB or participating PLI. That local confirmation is especially important when a project, construction plan or loan sits close to a scheme ceiling.
