Freelancing is usually the better fit for control over your work, the possibility of choosing clients and projects, and people who can tolerate uneven income. Neither option guarantees higher take-home pay or lifelong security. The fair comparison is the value left after taxes, benefits, unpaid time, business costs and the risk of gaps between assignments.
The strongest evidence in this article is U.S. data, largely collected in July 2023 and published by the U.S. Bureau of Labor Statistics (BLS) in 2024, plus a 2024 household survey discussed by the Federal Reserve in 2025. Tax rules, health coverage, labor protections and contract law differ by country, so use the framework—not the U.S. figures—as the basis for a local decision.

What “permanent employment” and “freelancing” mean
Here, permanent employment means an ongoing wage-and-salary job with an employer. “Permanent” describes the expected relationship, not a guarantee that the employer can never restructure, dismiss staff or close.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFreelancing is used as a reader-friendly term for independent contracting, consulting and project work. The BLS definition of independent contractors includes “independent contractors, consultants, and freelance workers, regardless of whether they are self-employed or wage and salary workers.” That broad statistical category does not map perfectly to every person who calls themselves a freelancer.

The BLS also defines a contingent job as work a person does not expect to last or that lacks an implicit or explicit contract for continuing employment. The categories overlap but are not identical: a freelancer may keep an ongoing client for years, while a contingent worker may be in a temporary wage job rather than running a business.
How common is independent contracting?
In July 2023, 11.9 million people were independent contractors on their sole or main job, representing 7.4% of total U.S. employment, according to the BLS release published November 8, 2024. The same release says 84.6% of independent contractors were self-employed. This is a substantial part of the labor market, but it is not the majority of workers.
Pay: compare net value, not the headline rate
A salary is generally quoted as a predictable gross amount paid through payroll. A freelance rate is often a price for billable work, not for every hour spent finding clients, writing proposals, handling revisions, invoicing, collecting late payments, training or taking leave. Comparing the two without adjusting for those differences can make a high hourly rate look better than it is.
What the latest BLS comparison shows
| Measure | Contingent workers or contractors | Noncontingent workers | Source and qualification |
|---|---|---|---|
| Median weekly earnings for full-time workers (July 2023) | $838 | $1,137 | U.S. Bureau of Labor Statistics, 2024; the contingent figure was 74% of the noncontingent figure |
| Employer-provided health insurance coverage | 19.9% | 51.2% | U.S. Bureau of Labor Statistics, 2024 |
| Independent contractors | 11.9 million people; 7.4% of total employment | U.S. Bureau of Labor Statistics, July 2023 data, released November 8, 2024 | |
| Independent contractors preferring their current arrangement | 80.3% | U.S. Bureau of Labor Statistics, 2024 | |
| Independent contractors preferring a traditional arrangement | 8.3% | U.S. Bureau of Labor Statistics, 2024 | |
| Contingent workers preferring a permanent job | 44.8% | U.S. Bureau of Labor Statistics, 2024 | |
| Contingent workers preferring contingent work | 40.8% | U.S. Bureau of Labor Statistics, 2024 |
The $838-versus-$1,137 comparison is a group statistic, not proof that freelancing causes lower pay. The BLS notes that the groups differ in demographic and occupational composition. Some freelancers earn far more than employees in their field, while others earn less or experience long unpaid intervals. Occupation, experience, specialization, location, client mix and the ability to sell work all matter.

- Income and self-employment taxes required in your jurisdiction.
- Software, equipment, workspace, insurance, professional fees and other business expenses.
- Health coverage and out-of-pocket medical costs that an employer would otherwise pay or subsidize.
- Retirement contributions you must make yourself.
- Unpaid holidays, sick days, parental leave, training and time spent marketing or waiting for payment.
- A reserve for cancellations, late invoices and months with little or no work.
For a permanent job, start with salary and employee taxes, then add the value of employer-paid health coverage, paid leave, retirement contributions or matching, disability or life insurance where offered, and paid training. Subtract employee premiums and other payroll deductions. The result is not a perfect accounting valuation, but it puts both arrangements on the same basis.
Do not apply a universal percentage for freelance overhead. A consultant working from home, a photographer buying equipment and a contractor who travels to client sites have completely different cost structures. A country, household and occupation are needed before any dollar estimate is credible.

Benefits can outweigh a higher freelance rate
In the BLS data, employer-provided health insurance covered 19.9% of contingent workers compared with 51.2% of noncontingent workers. The gap does not mean every freelancer lacks coverage, but it shows why a rate comparison that ignores benefits is incomplete.
Health coverage
Ask what coverage you would lose by leaving employment, who would pay the premium, what deductible and network you would receive, and how a gap between contracts would be handled. In countries with public coverage, the key issue may shift from insurance premiums to eligibility, supplementary coverage, waiting periods or income-related contributions. Do not assume U.S. arrangements apply elsewhere.
Paid time off and leave
An employee may receive paid holidays, vacation, sick leave or parental leave. A freelancer normally has to price those days into the rate and maintain enough cash to take them. If you need 20 days away from work, the revenue target must be met in fewer billable days unless the contract pays a retainer during leave.

Retirement and protection against interruption
Employees may receive an employer contribution, payroll deduction or access to a workplace plan. Freelancers need their own contribution schedule and must decide how to continue saving during slow months. They also need to examine disability, professional-liability and business-interruption risks that an employer may partly absorb.
Stability: continuity is different from certainty
A permanent job normally carries an expectation of ongoing employment. A contingent job is explicitly temporary or lacks an expectation of lasting. A freelancer can have a long-running client relationship, but the work can still end when a project, budget or business need changes.
What makes freelance income more resilient
- A pipeline with signed work at different stages rather than one client or one project.
- Written scopes, payment dates, cancellation terms and a process for approving extra work.
- Several clients whose budgets and business cycles do not all move together.
- Cash reserves sized for the time it could take to replace a client, plus taxes and benefits due during the gap.
- Skills that solve an expensive or urgent problem and can be demonstrated with credible work samples.
These practices reduce risk; they do not turn freelance work into a salary. A client can delay payment, cancel a project or reduce scope. Conversely, a permanent employer can freeze hiring, reorganize or eliminate a role. Treat “stable” as a probability and a cash-flow pattern, not a promise.
Flexibility and autonomy: control without guaranteed balance
The Federal Reserve’s 2024 household survey, discussed in its 2025 report, found that most people who performed gig work agreed that gigs gave them flexibility. Smaller shares said the work gave them work-life balance. The distinction matters: choosing when or where to work does not automatically produce shorter hours or less stress.
Where freelancers often gain control
- Selecting projects, clients, industries and the amount of work accepted.
- Negotiating working hours, location, delivery method and communication windows.
- Taking time between assignments without asking an employer for permission.
- Changing rates or specializing as demand and expertise develop.
What can reduce that control
- Client deadlines, time-zone requirements and urgent requests.
- Income pressure that makes it difficult to refuse a poor-fit project.
- Administrative work that expands into evenings and weekends.
- Unpredictable demand, which can encourage overbooking when work arrives.
Some employees have substantial flexibility through remote or hybrid policies, compressed schedules or negotiated hours. Some freelancers work fixed shifts for one client. Evaluate the actual schedule, response expectations and ability to decline work rather than relying on the label.

Administration, taxes and legal responsibilities
Employment usually bundles payroll withholding, timesheets, benefits enrollment and employer compliance into an established system. Freelancing moves more of that work to you. Depending on your jurisdiction and business form, you may need to register, issue invoices, track expenses, set aside tax, file returns, manage contracts and chase overdue accounts.
Questions to answer before accepting freelance work
- Which entity or individual will sign the contract and pay you?
- When is payment due, and what happens if an invoice is late?
- Who owns the work product and underlying intellectual property?
- What liability, confidentiality, data-protection or professional standards apply?
- Can the client terminate immediately, and is any notice or cancellation payment owed?
- Are you legally an independent contractor under local rules, or does the arrangement resemble employment?
- What records must you keep for tax, insurance and regulatory purposes?
Classification rules differ by country and can depend on control, exclusivity, substitution rights, equipment, economic dependence and other facts. A contract calling someone a freelancer does not necessarily settle the legal question. Obtain local professional advice for a high-value or long-term arrangement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Skill development and bargaining power
A permanent role can provide a manager, colleagues, formal feedback, internal mobility and paid training. It may also give you access to larger systems or projects that are difficult to obtain independently. The trade-off is that your development path is partly controlled by the employer and can narrow if the role becomes specialized in one internal process.
Freelancing can accelerate learning because you solve problems for different organizations and must explain your value directly to buyers. You choose which skills to develop and can raise rates when your market position improves. You also pay the opportunity cost of training, and a weak pipeline may force you to accept work that does not build your desired specialty.
Bargaining power comes from alternatives. An employee with savings, scarce skills and competing offers can negotiate salary or conditions. A freelancer with multiple prospects, clear outcomes and clients who are not all dependent on one account can negotiate scope, price and timing. Without alternatives, either worker may have little leverage.

Which arrangement fits your priorities?
Permanent employment is often the stronger fit when you prioritize
- Predictable pay on a regular schedule.
- Employer-supported health coverage, retirement saving or paid leave.
- Minimal sales, invoicing and tax administration.
- Structured mentorship, training and an internal career ladder.
- Lower tolerance for income gaps or delayed client payments.
Freelancing is often the stronger fit when you have
- A marketable skill and evidence that customers will pay for it.
- A credible, diversified client pipeline rather than only a hope of future work.
- Savings to cover slow periods, taxes, benefits and business expenses.
- Comfort with selling, negotiating, record-keeping and collecting payment.
- A high value on choosing projects, clients, location or schedule.
- The ability to set boundaries so flexibility does not become constant availability.
Personal risk tolerance, health needs, family obligations, debt, immigration status, local labor law and the volatility of your occupation can change the answer. Two people with the same rate can rationally choose opposite arrangements because the value of stability and benefits is different for each.
A decision process you can use
- Build an annual employee baseline. Record salary, expected bonus only if it is genuinely likely, employee taxes, premiums, paid leave, retirement contributions and other benefits.
- Estimate collectible freelance revenue. Base it on realistic billable days, signed or highly probable work and your actual rate—not on every weekday in the calendar.
- Subtract the freelance obligations. Include taxes, operating costs, health coverage, retirement saving, insurance, unpaid leave and time spent on sales and administration.
- Stress-test a gap. Model a period with no new contract, a late-paying client and an unexpected business expense. Check whether essential bills and tax payments remain covered.
- Value control explicitly. Decide what schedule, location and client choice are worth to you. If flexibility is the main reason to leave employment, specify the hours and boundaries you actually want.
- Check legal and contractual limits. Review noncompete, confidentiality, intellectual-property, moonlighting and conflict-of-interest terms before freelancing alongside a job.
- Choose a review date. Set objective measures such as net monthly cash flow, reserve size, client concentration, unpaid administrative hours and health-coverage continuity.
Why worker preferences do not settle the question
Among people already classified as independent contractors, 80.3% preferred their arrangement and 8.3% preferred a traditional arrangement in the BLS data. That is strong evidence that many contractors value what they have chosen, but it is not a controlled comparison showing that freelancing is objectively better. People who dislike independent work may be less likely to enter it or may leave it quickly.
Across the broader contingent category, preferences were nearly split: 44.8% would have preferred a permanent job and 40.8% preferred contingent work. This wider result includes temporary wage workers and other arrangements, so it should not be read as a direct survey of all freelancers.
Using a hybrid path to reduce transition risk
Where your employment contract and local law permit it, keeping a permanent role while testing a small freelance practice can reveal whether clients will pay, how much administration the work creates and whether you actually enjoy the sales cycle. Start with work that does not use confidential employer information, employer time or employer equipment.
Set a workload cap, keep separate records and accounts, reserve money for taxes, and disclose conflicts where required. A hybrid arrangement can reduce the danger of leaving a salary before demand is proven, but it can also create exhaustion and contractual risk. If the side work starts affecting performance or violates an agreement, stop or renegotiate rather than assuming the arrangement is harmless.
What the evidence can and cannot tell you
The figures cited here are U.S. survey estimates based mainly on July 2023 data, with releases published in 2024 and 2025. They describe groups, not your occupation or household. They do not establish a universal freelance pay premium or penalty, and they do not provide a country-neutral estimate of taxes, benefits or legal protection.
International databases, including OECD labor-market and permanency data, can support a country-specific comparison, but a valid international freelance-pay comparison requires selecting the country, worker definition and year first. Do not transplant U.S. tax, insurance or employment-protection assumptions into another jurisdiction.
