A monthly pension annuity provides predictable income for life and can continue part of that income to a spouse. A lump sum gives you control, liquidity and the possibility of leaving money to heirs, but you take responsibility for investing, withdrawing and preserving it for the rest of your life.
Choose by comparing your plan’s written quote with your essential spending, Social Security and other guaranteed income, health and longevity expectations, survivor needs, taxes, debt, savings and ability to manage investments. The plan’s rules and the exact offer—not a generic break-even calculator—determine the sound choice.

What you are choosing
Monthly annuity: income you cannot outlive
A defined-benefit pension normally pays an annuity: regular payments, typically monthly, for an extended period and usually for life. The Pension Benefit Guaranty Corporation describes the benefit as a steady income that functions like keeping part of a paycheck for life. The payment continues according to the form you elect, even if investment markets fall.

The common forms are a single-life annuity, which generally pays the largest monthly amount but normally ends at the participant’s death, and a joint-and-survivor annuity, which continues a stated percentage to a surviving spouse. Survivor percentages such as 50%, 75% or 100% are described in PBGC pension guidance, but the available percentages, reduction to the initial payment and election procedure are specific to your plan. Some plans also offer a guarantee period; read the plan’s definition of who receives payments and for how long.

An annuity is therefore longevity insurance. It transfers much of the risk of living a long time from your household to the pension arrangement. Its trade-offs are less access to capital, less control over investment and withdrawal timing, and potentially limited inheritance.
Lump sum: control with investment responsibility
A lump sum is a one-time payment representing the plan’s calculated present value of future benefits. You can roll it into a tax-deferred account, invest it, use part of it to pay debt or spend it under your own schedule. Any amount still invested or unspent may be available to heirs, subject to beneficiary rules and applicable taxes.
The Consumer Financial Protection Bureau states that when you choose a lump sum, responsibility for managing money to provide future income shifts from the employer to you. You must decide how much to withdraw, how to invest, how to respond to market declines and how to fund a long retirement or expensive care needs. If returns are poor early in retirement or withdrawals are too high, you may outlive the money.
Compare the options against the risks that matter to your household
| Decision axis | A monthly annuity tends to help when… | A lump sum tends to help when… |
|---|---|---|
| Essential cash flow | Social Security and other guaranteed income do not cover core bills. | Core bills are already covered by Social Security, another pension or dependable assets. |
| Longevity and health | Your lifespan is uncertain and insurance against living a long time is valuable. | Health is poor and a lifetime payout may have less expected usefulness, after individualized professional advice. |
| Investment capability | You prefer not to make market, allocation and withdrawal decisions. | You can maintain a diversified, tax-aware withdrawal plan through market downturns. |
| Spouse protection | A continuing income for a spouse is important and the payment reduction is affordable. | You have another survivor-income plan and accept the loss of pension continuation. |
| Legacy and liquidity | Lifetime income is more important than access to a large account balance. | Access to capital, debt payoff or a potential inheritance is a priority. |
| Taxes and timing | The household wants the simpler cash-flow pattern of periodic pension payments. | You can execute a direct rollover and manage future withdrawals and tax planning. |
PBGC’s decision checklist highlights the same practical inputs: the health of both spouses, living expenses, savings, other steady income, debt, taxes and investment skills. A choice that looks attractive on one axis can be unsuitable when the full household budget is considered.
Start with the plan’s written offer
Do not compare a headline monthly amount with a lump sum from memory. Ask the plan administrator for a current, written comparison and the governing election materials. Confirm the quote date and the deadline because a lump-sum value can move even when the formula-based monthly benefit appears stable. PBGC notes that interest rates and other calculation assumptions can make the present lump-sum value fluctuate.

Information to request
- The single-life monthly annuity.
- Every available joint-and-survivor form, including 50%, 75% and 100% survivor percentages when offered.
- Any cost-of-living adjustment, indexing provision or other escalation rule.
- The lump-sum amount, calculation date, interest-rate basis and mortality assumptions.
- Any guarantee period, death benefit or beneficiary provision attached to each annuity form.
- The election deadline, revocation rules and the date payments would begin.
- Whether participant and spouse written consent is required.
Under current IRS guidance, a defined-benefit plan generally pays an annuity but may offer other forms. When applicable, distributions above $5,000 generally require written consent from the participant and spouse. A plan may cash out an entire vested benefit without that consent when the benefit is $5,000 or less. The plan document controls the exact rule and exceptions, so ask the administrator rather than relying on the threshold alone.
Build the income floor before comparing returns
Make a bare-bones monthly budget that includes housing, food, utilities, insurance premiums, transportation, taxes and expected healthcare costs. Separate these necessities from discretionary travel, gifts and upgrades. Then subtract Social Security and other income that is genuinely guaranteed for life.
If the remaining essentials depend on investment withdrawals, a lump sum exposes those bills to market and spending risk. An annuity can fill that gap directly. If guaranteed income already covers necessities with room to spare, the value of liquidity and investment control becomes more significant. Include debt payments in the calculation: using a lump sum to eliminate high-cost debt may improve cash flow, but taking a taxable distribution to do so can create a separate tax cost.
Price survivor protection explicitly
For a married participant, the relevant comparison is rarely a single-life annuity versus a lump sum. It is usually a lump sum versus a joint-and-survivor annuity at a specified continuation percentage. A joint form normally starts with a smaller payment than a single-life form because the plan is covering two lifetimes.
Write down the first payment, the survivor’s payment, and the reduction from the single-life amount. Check whether the survivor payment is a percentage of the original amount or is recalculated under the plan’s rules. Confirm what happens if the spouse dies first, whether a guarantee period applies and whether a beneficiary receives anything after both deaths.

Then identify the survivor’s other resources: Social Security survivor benefits, the survivor’s own pension, insurance, investment accounts and housing assets. A household with little other survivor income may place a high value on the joint annuity even if the starting payment is lower.

Understand the tax mechanics before signing
Monthly annuity taxation
IRS Publication 939 explains how taxable and nontaxable portions of annuity payments are determined. The tax treatment depends on the plan and the participant’s basis, so use the plan’s tax information and a tax professional to estimate the after-tax monthly amount rather than comparing gross figures.
Lump-sum rollover
The Department of Labor advises that a lump sum should generally be moved to a tax-deferred account within 60 days to avoid current income taxation, subject to the distribution and rollover rules. When preserving tax deferral is the goal, ask for a direct rollover to an eligible retirement account or plan instead of taking a check payable to yourself and attempting to redeposit it later. Confirm the receiving account, paperwork and deadline before the distribution is issued.
A rollover does not make the money tax-free forever. Future withdrawals can be taxable, and you must understand required distributions, withholding and the effect of withdrawals on other income. A taxable cash distribution can also push income into a higher tax bracket or affect income-based premiums and credits. Get a year-by-year estimate before choosing cash.
Stress-test a lump sum rather than assuming an average return
A lump-sum plan should survive several unfavorable conditions at once:

- A large market decline in the first years of retirement.
- Inflation that raises food, housing and healthcare costs.
- A longer-than-expected life for either spouse.
- Higher withdrawals for home repairs, family support or long-term care.
- A need to keep enough cash while investments are temporarily down.
Use a written withdrawal policy: the amount or percentage you will take, how you will refill cash reserves, which assets will be sold after a decline and when spending will be reduced. Include investment fees, taxes and the cost of professional management. The purpose is not to find a universal safe-withdrawal number—no such number applies to every pension quote—but to see whether the household can maintain essential spending without relying on optimistic returns.

Annuity-leaning situation
Suppose a household’s Social Security covers only part of rent, utilities, food and insurance, and neither spouse wants to manage a portfolio through a downturn. A joint-and-survivor annuity may match the need for dependable cash flow and continued protection, even if the lump sum appears attractive on a statement.
Lump-sum-leaning situation
Suppose guaranteed income already covers the essential budget, the household has substantial liquid savings, and one spouse has a strong need for capital to pay debt or support a planned move. A direct rollover can preserve tax deferral while allowing a diversified investment and withdrawal plan. The household must still accept market and longevity risk.
Health-driven situation
If the participant or spouse has a materially shortened life expectancy, a lifetime annuity may provide payments for fewer years than expected under standard mortality assumptions. That can make a lump sum worth examining, but health information should be discussed with a fiduciary adviser and tax professional; it does not automatically make the lump sum better.

A lump sum can leave an account for heirs if it is not spent, while many single-life annuities leave no continuing value after death. Compare that potential inheritance with the amount of income surrendered and the household’s need for lifetime security. Do not value an inheritance by the account balance alone: investment losses, withdrawals and beneficiary tax rules affect what heirs receive.

A step-by-step decision process
- Collect the quote. Obtain the monthly single-life and joint-survivor amounts, lump sum, escalation provisions, guarantee terms, calculation assumptions and election deadline in writing.
- Map the income floor. Build the essential budget and subtract Social Security and other guaranteed income. Identify any monthly shortfall that investments would need to cover.
- Model both spouses’ futures. Use realistic health and longevity assumptions, survivor income and the possibility that one spouse will manage finances alone.
- Compare after-tax cash flow. Estimate the taxable portion of annuity payments, the tax effects of withdrawals and the consequences of a cash distribution versus a direct rollover.
- Stress-test the lump sum. Examine poor early returns, inflation, long life and large care expenses. Test whether essential spending can continue without selling depressed assets.
- Check liquidity and debt. Decide how much cash is needed for emergencies and whether debt repayment justifies giving up guaranteed income.
- Review the election with professionals. A fiduciary or fee-only retirement adviser can analyze the quote; a tax professional can review rollover and withdrawal consequences. Verify fiduciary status, compensation, conflicts, geographic availability and program terms.
- Confirm the paperwork. Recheck the deadline, spouse consent, rollover destination, beneficiary designations and payment start date before signing.
Common mistakes and how to avoid them
Using a universal break-even age
There is no authoritative break-even age that applies to every plan. The result depends on the quote, interest-rate assumptions, mortality assumptions, taxes, investment returns, inflation, survivor form and how long payments last. A calculator that ignores those inputs can create false precision.
Comparing gross amounts
A gross monthly annuity and a pretax lump sum are not equivalent spending resources. Estimate taxes, withholding and future withdrawals for both paths.
Ignoring the spouse’s payment
Choosing a single-life form because it has the largest first check can leave a spouse with a major income loss. Put the survivor payment and its reduction in the same worksheet as the participant’s payment.
Missing a rollover deadline
Taking possession of the check can create avoidable tax and administrative risk. Arrange the receiving account and direct-rollover instructions before requesting the distribution, and document the 60-day rule when a rollover is not direct.
Treating the quote as permanent
Ask how long the lump-sum quote is valid and what changes after the deadline. Interest-rate movements can change the present value even when the plan formula for the monthly pension does not change.
Overlooking inflation
Find out whether the annuity has a cost-of-living adjustment. A level payment may buy less in later decades, while a lump-sum portfolio can potentially grow but is exposed to market losses and withdrawal mistakes.
Questions to put in writing before you elect
- What exact monthly amount would each annuity form pay, and when would it start?
- What percentage would continue to my spouse, and how is that payment calculated?
- Does any cost-of-living adjustment or guarantee period apply?
- What interest-rate and mortality assumptions produced the lump-sum quote?
- How long is the quote valid, and what happens if I miss the election deadline?
- Is spouse consent required, and what form must be signed?
- Can the lump sum be sent by direct rollover, and which receiving accounts qualify?
- What portion of each annuity payment is taxable?
- What beneficiary and death-benefit rules apply to each option?
- How would each choice affect the household if one spouse lives substantially longer than expected?
Where to get a second opinion
PBGC encourages people who need help with this decision to consult a financial professional. Look for a fiduciary or fee-only retirement adviser who will analyze the pension quote rather than sell an investment product. Ask how the adviser is paid, whether the adviser has conflicts, what services are included and whether the adviser is available in your location. Have the adviser coordinate with your tax professional before any distribution is requested.
Decision rule
Select the annuity when the household needs its guaranteed lifetime income and survivor protection more than it needs control of a large account. Select the lump sum only when the household can cover essential spending through other resources or a disciplined withdrawal plan, understands the tax and rollover mechanics, and is prepared to bear investment and longevity risk. The final election should match the plan’s written terms and the household’s ability to live with the result through both market downturns and a very long life.
