Pension, 401(k), IRA, and Taxable Accounts: How to Prioritize Retirement Savings

For many U.S. workers, the most useful starting order is: capture the full employer match in a workplace plan, then evaluate an IRA, then direct additional savings to the 401(k), a taxable brokerage account, or both. That sequence is a framework—not a law. High-interest debt, a missing emergency reserve, vesting rules, plan fees, tax status, liquidity needs, and the value of a pension can change the answer.

The right priority depends less on an account’s label than on what each option gives you: employer money, tax timing, investment costs, investment choice, withdrawal access, and a predictable income benefit.

What each retirement account actually is

These accounts are not interchangeable. A pension usually promises an income benefit under a formula; a 401(k) and IRA build an investment balance; a taxable brokerage account provides flexibility but fewer tax advantages.

Defined-benefit pension

A traditional defined-benefit pension promises a plan-defined retirement benefit, often based on pay, years of service, and a formula selected by the plan. The employer generally bears the investment risk inside the plan. You normally do not choose individual investments or decide how much to contribute from each paycheck in the way you do with a 401(k).

Read the plan’s benefit formula, normal and early-retirement rules, survivor options, cost-of-living provisions, vesting schedule, and financial-strength information. A pension can be valuable retirement income, but its value is not measured by the account balance shown on a brokerage statement because it is not usually an individual account.

401(k) workplace plan

A 401(k) is a defined-contribution plan. You choose contributions from your compensation, select investments from the plan menu, and receive an account value that rises or falls with contributions, investment performance, and fees. You bear the investment risk.

An employer match can make the first dollars contributed especially valuable. Investor.gov gives one example: “If, for instance, an employer contributes 50 cents for every dollar you save, that’s an immediate 50% return.” That is an illustration of one match formula, not a description of every employer plan. Read your plan’s matching formula, contribution percentage required to receive the maximum match, per-paycheck rules, and vesting schedule at Investor.gov’s First Job guide and in your Summary Plan Description.

Traditional IRA

A traditional individual retirement arrangement may provide a tax deduction for eligible contributions, and investment growth generally is not taxed until money is withdrawn. Deductibility can depend on income, filing status, and whether you or a spouse are covered by a workplace plan. Withdrawals can create ordinary income tax and, in some circumstances, an additional penalty before the applicable age exceptions.

Roth IRA

Roth IRA contributions are made with after-tax money. Qualified withdrawals are generally tax-free, and the account can offer valuable tax diversification. Direct Roth IRA eligibility depends on income and filing status; contribution limits also apply. Roth rules are different from traditional IRA rules, so confirm eligibility for the tax year in question.

Taxable brokerage account

A taxable account has no special retirement label. You invest money after tax, and interest, dividends, and realized capital gains can create current tax bills. In return, you generally have broad access to the money without the retirement-account tax and penalty framework. That flexibility can be useful for goals before retirement, an early-retirement bridge, large purchases, or savings beyond retirement-plan limits.

A practical priority order

Use the following sequence as a starting point, then adjust it for your plan documents, tax situation, and cash needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Protect the foundation first

Keep enough cash for near-term bills and emergencies before committing every available dollar to retirement accounts. Pay particular attention to high-interest debt: a guaranteed interest cost can outweigh the uncertain return from investing additional money. Continue at least enough workplace-plan saving to obtain an available match unless a severe cash-flow problem makes even that impossible.

  2. Contribute enough to earn the full 401(k) match

Find the exact contribution needed for the maximum match. A plan might match a percentage of pay, a percentage of your contribution, or use a tiered formula. Determine whether the match is calculated each paycheck or after a year-end “true-up.” If you leave before vesting, some or all employer contributions may be forfeited while your own contributions remain yours.

Do not assume a plan’s headline match is the same as your effective benefit. A 6% match may require you to contribute 6% of pay; a 50% match on the first 6% of your contributions is a different formula. Record the required contribution rate and the vesting date in your savings plan.

  3. Evaluate an IRA for tax treatment, cost, and investment choice

After capturing the match, compare an IRA with additional 401(k) contributions. An IRA may offer a wider investment menu or lower fund expenses, but you must verify eligibility and choose investments yourself. Compare the tax value of a deductible traditional IRA with the future tax-free treatment of qualified Roth withdrawals.

Do not use an IRA automatically if you cannot deduct the traditional contribution, cannot make a direct Roth contribution because of income limits, or would give up a materially better workplace-plan feature. The best choice depends on your current marginal tax rate, expected retirement tax rate, filing status, and access to other tax-free income.

  4. Direct further savings to the 401(k), taxable account, or both

Once the match and IRA decision are made, compare the marginal benefit of another dollar in the workplace plan with a taxable account. Favor additional 401(k) saving when the plan has reasonable fees, suitable investments, valuable tax deferral, and you are primarily funding retirement. Add taxable savings when you need flexibility, have filled or nearly filled tax-advantaged space, want a bridge to an early retirement, or the plan’s costs and investment menu are unattractive.

  5. Integrate the pension rather than treating it as another account balance

Estimate the pension’s expected income at different retirement dates and compare it with essential spending. A pension that covers core expenses can reduce the amount of portfolio income you need; a small or uncertain benefit may not. Include survivor elections, inflation protection, early-retirement reductions, and the consequences of leaving the employer before full vesting.

Traditional versus Roth: decide when to pay tax

The central distinction is tax timing, not whether one account is universally better.

Feature Traditional 401(k) or IRA Roth 401(k) or Roth IRA
Tax on contribution 401(k) contributions generally reduce taxable income; traditional IRA deductibility depends on eligibility. Contributions are made after tax.
Tax on qualified withdrawal Generally taxed as ordinary income. Generally tax-free when distribution rules are satisfied.
Best fit to investigate Higher current tax rate than the rate you expect on withdrawals, or a need for a current deduction. Lower current tax rate, a long investment horizon, or a desire for tax-free qualified income later.
Key eligibility issue IRA deduction can be limited by income, filing status, and workplace coverage. Direct Roth IRA contributions can be limited by income and filing status; Roth 401(k) availability depends on the employer plan.

Your future tax rate is unknowable. A diversified tax strategy can combine traditional and Roth contributions instead of making a one-time all-or-nothing bet. Consider expected pension income, Social Security and other taxable income, future required distributions, state taxes, and whether you may need taxable income in a particular year.

2026 contribution limits

The Internal Revenue Service announced the following limits on November 13, 2025, for tax year 2026. These are federal limits; your plan can impose stricter operational rules, and eligibility requirements still apply.

Account or contribution 2026 limit Who should verify eligibility
Regular employee deferrals to most 401(k), 403(b), governmental 457, and Thrift Savings Plan arrangements $24,500 All participants; confirm the specific plan and payroll rules.
General 401(k) catch-up $8,000 Eligible participants age 50 or older.
Higher 401(k) catch-up $11,250 Eligible participants ages 60 through 63.
IRA contributions $7,500 Traditional and Roth IRA eligibility, income, compensation, and filing-status rules apply.
IRA catch-up $1,100 Eligible people age 50 or older.

These figures can change for later tax years. Check the applicable IRS limit announcement and your plan documents before setting payroll elections. Catch-up contributions are not automatic: you must be within the relevant age range and satisfy the plan’s rules.

Compare the choices on the factors that change the answer

Decision factor Questions to ask Why it matters
Match and vesting What contribution earns the maximum match? When do employer dollars vest? Is there a true-up? Unvested employer contributions may not belong to you if you leave, and missing the match gives up compensation.
Tax treatment Can you deduct an IRA contribution? Are you eligible for a Roth IRA? Is a Roth 401(k) offered? Tax paid now versus later can materially affect spendable retirement income.
Fees What are administrative, recordkeeping, advisory, and investment expenses? Fees reduce the return that remains invested. Compare total costs, not just a fund’s stated expense ratio.
Investment menu Does the plan offer diversified, low-cost funds and an appropriate default investment? A tax advantage does not compensate for an unsuitable or unnecessarily expensive menu.
Limits and eligibility What are the current IRS limits? Do compensation, income, age, or plan rules restrict contributions? A contribution can be excess or nondeductible if you overlook an eligibility rule.
Access When can you withdraw? Are taxes, penalties, holding periods, or plan restrictions involved? Money needed before retirement should not automatically be locked into a retirement account.
Pension value What income does the pension provide, when does it start, and what happens to a survivor? A formula-based benefit affects how much portfolio risk and withdrawal income you need.

When a taxable account belongs in the plan

A taxable account is not merely a backup after “better” accounts. It solves a different problem: accessible capital. It may be appropriate when:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • You are saving for an early-retirement period before retirement-account access is practical.
  • You expect a major expense whose date is uncertain or falls before traditional retirement age.
  • You have used available tax-advantaged contribution room and still have a long-term investment horizon.
  • Your workplace plan has unusually high fees, limited investments, or restrictive features, and you need to weigh those drawbacks against the tax benefit.
  • You want assets that can be sold without the retirement-account withdrawal rules, accepting that sales may create capital gains and that dividends or interest can be taxable each year.

Choose investments with the account’s tax characteristics in mind. Frequent trading can realize gains; interest-producing investments can generate ordinary taxable income; and losses may have tax implications. Your brokerage’s tax forms do not replace tax advice, so coordinate taxable investing with your filing situation.

Pension decisions that can change the priority

Leaving before vesting

If the pension has a vesting period, leaving employment early may reduce or eliminate the promised benefit. Compare the value of staying to vest with other career and compensation considerations; do not assume a pension shown in a projection is guaranteed before vesting.

Starting early or later

Early commencement may permanently reduce the monthly benefit. Delaying can increase the payment but may require more 401(k), IRA, or taxable assets to fund the waiting period. Model cash needs for each start date rather than choosing solely by the largest monthly figure.

Single-life versus survivor payments

A survivor option can reduce the worker’s monthly payment while continuing income to a spouse after death. Compare the household’s insurance, savings, health expectations, and survivor income needs before making an irrevocable election.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inflation and purchasing power

Some pensions include cost-of-living adjustments and others do not. A fixed nominal pension may cover less of your spending decades after retirement, increasing the need for a growth-oriented portfolio or other inflation-sensitive income.

How the priority changes in common situations

You have a generous match and high-interest credit-card debt

Contribute enough to obtain the match if your cash flow permits, then direct additional money toward eliminating the high-interest balance and building an emergency reserve. The match is valuable, but allowing expensive revolving debt to grow can undermine the rest of your plan.

Your 401(k) has high fees but offers a match

Take the match, then compare an IRA with the plan’s all-in costs and investment choices. If the IRA is eligible and materially cheaper, it may be the next destination. Keep enough in the 401(k) to preserve the match, and reassess whether additional payroll contributions are worthwhile after accounting for tax benefits and convenience.

You expect a higher tax rate later

Roth contributions may deserve a larger share if you can contribute directly and the current tax cost is manageable. A traditional contribution can still be useful for current deductions, so evaluate a blend using projected pension income, other retirement income, and future tax brackets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You plan to retire early

Do not put every dollar into accounts that are difficult or costly to access before traditional retirement age. Keep an intentional taxable-account allocation for the bridge years, while considering the tax cost and investment risk of that flexibility.

You have a large pension covering basic expenses

Because the pension may cover essential spending, your investment portfolio can be designed around discretionary spending, liquidity, and legacy goals. That does not eliminate market risk; it changes how much portfolio income you need and how much volatility your household can tolerate.

Implementation checklist

  1. Obtain the Summary Plan Description and identify the match formula, vesting schedule, true-up policy, fees, investment menu, distribution rules, and Roth availability.
  2. Write down monthly essential expenses, emergency cash, high-interest debt, and any goals before retirement.
  3. Calculate the payroll percentage that earns the full match and verify it is applied each pay period.
  4. Check IRA income, filing-status, compensation, and workplace-coverage rules before contributing or claiming a deduction.
  5. Choose traditional, Roth, or a combination based on current and expected future tax circumstances.
  6. Compare total 401(k) costs with available IRA costs and investment choices.
  7. Set a taxable-account purpose, such as an early-retirement bridge or a pre-retirement goal, and select a risk level consistent with its time horizon.
  8. Request a pension estimate at several retirement dates, including survivor and inflation features.
  9. Automate contributions, then review percentages after raises, job changes, marriage, divorce, inheritance, or a major debt payoff.
  10. Recheck federal limits every year; the 2026 amounts do not automatically apply to later tax years.

Common mistakes and how to correct them

  • Stopping at the match: The match is a starting point, not a complete retirement plan. Set a target savings rate after reviewing expenses, pension income, and other assets.
  • Assuming “Roth” always wins: Roth contributions can be costly when your current tax rate is high and your retirement tax rate will be lower. Compare tax timing.
  • Ignoring vesting: Track the date employer contributions become yours and account for it when evaluating a job change.
  • Comparing only fund expense ratios: Include recordkeeping, administrative, advisory, and transaction costs where applicable.
  • Overlooking liquidity: Keep money for near-term needs out of investments whose value can fall or whose withdrawals create tax consequences.
  • Treating a pension like a 401(k): Analyze the promised formula, commencement choices, survivor benefit, and inflation protection instead of looking for an individual account balance.
  • Exceeding annual limits: Coordinate payroll elections and IRA deposits, especially when changing jobs or using catch-up contributions.

A yearly review keeps the order useful

Review the sequence after each open-enrollment period and at least once a year. Recalculate the match, vesting progress, fees, investment options, pension estimate, tax bracket, emergency reserve, debt costs, and need for accessible savings. A priority that was sensible early in your career may change after a promotion, a pension vesting date, a move to a lower-cost plan, or a new early-retirement goal.

The durable principle is to assign each dollar to the account that best matches its job: capture valuable employer compensation, use tax treatment deliberately, keep costs and investments suitable, and preserve enough flexibility for the years before and during retirement.
