PayPal and Venmo outage on October 16, 2025: What happened and when service returned

PayPal and Venmo experienced a real, simultaneous service disruption on Thursday, October 16, 2025. Reports rose sharply around 11 a.m. Eastern Time, with users describing login failures, blank account pages, missing balances or activity, delayed transfers and payment problems. PayPal later said the “brief service disruption” affecting both platforms had been resolved. The company did not publicly disclose a technical cause in the available reporting.

This is a retrospective explanation of that October incident—not a claim that PayPal or Venmo are currently down.

What happened to PayPal and Venmo?

The outage affected both PayPal and Venmo during the late morning and early afternoon of October 16, 2025. The available reporting is primarily based on U.S. user reports, so it does not establish that every country, account, merchant or payment type was affected.

The incident became apparent through a sharp increase in user complaints, social-media reports and outage-monitoring data. PayPal’s status page initially showed systems as operational, despite widespread reports of problems. It later listed a disruption affecting areas including Homepage, Account and Venmo, before returning those categories to operational status.

PayPal and Venmo operate under the same corporate umbrella, which made a shared service or infrastructure issue a reasonable hypothesis. However, PayPal did not confirm that the platforms failed for the same technical reason. There is no evidence in the cited reporting that the outage was caused by a cyberattack, Braintree or any other specific component.

TechRadar’s contemporaneous outage coverage reported the timeline, symptoms and status-page changes. Forbes separately reported the outage-monitoring figures and PayPal’s confirmation.

What functions were affected?

The disruption was uneven: not every user experienced every failure, and some functions began working before others. Reported problems included:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Login and authentication: Some users could not sign in or experienced unusually slow authentication.
  • Account access: Dashboards were blank, slow to load or unavailable.
  • Balances and activity: Users reported difficulty viewing balances, recent transactions and account activity. A stale or missing activity feed does not by itself mean that money was lost.
  • Venmo feed and search: Social-feed and search functions were delayed or unavailable for some users.
  • Peer-to-peer transfers: Sending or requesting money, and checking transfer status, reportedly failed or took longer than usual.
  • PayPal payments: Some users reported trouble completing PayPal checkout or other payment flows, although the evidence does not support saying that all PayPal payments failed.

These symptoms can also occur during an account-specific problem, such as a card decline, account limitation, two-factor-authentication failure, poor connection, outdated app, merchant checkout error or fraud review. The unusually large spike in independent reports supported the conclusion that a broader service issue was occurring, but it did not diagnose every individual account.

How widespread did the outage appear to be?

Downdetector reports peaked at nearly 10,000 for PayPal and more than 8,000 for Venmo. Forbes reported that Venmo exceeded 8,300 reports around 11:50 a.m. EDT, while PayPal approached 10,000 shortly after noon.

Those figures are reports submitted by users—not a count of affected customers. They do not reveal how many unique people were affected, what percentage of all users experienced an error, or whether the same person submitted multiple reports. They are useful for showing the scale and timing of the disruption, but not for calculating its exact reach.

What did PayPal say?

A PayPal spokesperson said: PayPal and Venmo experienced a brief service disruption that has since been resolved.

That statement confirms the two-platform disruption and the company’s view that service had been restored. It does not provide a root cause, affected-region breakdown, incident classification or detailed postmortem. It also does not mean that every individual transaction immediately completed once the platforms became accessible again.

When did service return?

Reports declined sharply during the early afternoon, and the PayPal status page eventually returned the affected categories to operational. Some users were able to log in and complete transfers while others still encountered slowness or delayed account data during recovery.

A practical timeline is:

  • Around 11 a.m. ET: Reports of PayPal and Venmo problems began rising sharply.
  • Late morning: Thousands of users reported access, payment and transfer issues.
  • Around noon: PayPal reports approached 10,000; Venmo reports exceeded 8,000.
  • Early afternoon: Reports fell and access began returning for many users.
  • Later: PayPal’s status categories returned to operational, and the company confirmed resolution.

No official start and end times were documented in the available sources, so it would be misleading to state an exact outage duration. A green status page is also not definitive proof that every user has recovered, particularly when account data, notifications or transaction records may update at different speeds.

For future checks, use the official PayPal service-status portal alongside the app, website and independent user reports.

Before you retry a payment or transfer

The most important risk during an outage is creating a duplicate payment. A checkout or transfer screen can time out after the provider has accepted the transaction. Resending immediately may produce a second authorization or transfer.

  1. Check transaction history first. Look for a status of completed, pending, failed, declined, reversed or refunded.
  2. Check outside confirmation. Review email receipts, push notifications, bank activity, the merchant’s order page and the recipient’s account.
  3. Do not repeatedly resend. Wait until the original attempt is clearly marked failed or reversed before trying again.
  4. Record the evidence. Save screenshots, timestamps, confirmation or transaction numbers, merchant order numbers and recipient details.
  5. Try the other interface. If the app is failing, try the website; if the website is failing, try the app. This may help with an interface-specific problem, but it cannot guarantee access during a provider-wide outage.
  6. Avoid reinstalling immediately. Deleting and reinstalling an app does not fix a provider-side outage and may create additional authentication or device-verification friction.

Pending, failed, reversed or completed?

Use the exact status shown by PayPal or Venmo rather than treating all errors as failures:

Status What it generally means What to do
Failed or declined The platform says the payment did not complete. Confirm there is no separate authorization or duplicate attempt before resending.
Pending The transaction may still settle, be canceled or be reversed. Do not resend until the first transaction’s outcome is clear.
Reversed or refunded Funds were returned after an earlier authorization or transfer. Confirm the return in the account and, where relevant, with the bank or merchant.
Completed The platform records the transaction as completed. Confirm the recipient or merchant received it before taking further action.

If you see two completed payments, document both transaction IDs and contact PayPal or Venmo as well as the merchant or recipient. Contact support with the exact status and evidence. Avoid prematurely filing a bank chargeback for a transaction that is still processing; first determine whether it will complete, reverse or be refunded.

Alternative Best for Important limitation
Cash App Peer-to-peer payments and receiving money from another individual. The recipient may need an account; verification, limits and transfer fees may apply. Check the current fee information.
Zelle Bank-linked payments when both parties’ banks or credit unions support it. It is not a universal merchant-checkout replacement, and payments may be difficult to reverse. See Zelle’s fee FAQ.
Apple Pay and Apple Cash Supported checkout on Apple devices and compatible person-to-person payments. Requires compatible devices, eligibility and setup. Apple says it does not charge an extra fee for Apple Pay purchases, though other providers may charge separately.
Google Pay Supported online and in-store checkout, particularly for Android users. It may not support Venmo-style peer-to-peer payments and requires merchant compatibility.
Debit or credit card Merchant purchases where card checkout or a terminal is available. It does not solve every peer-to-peer repayment and may face separate issuer or network problems.
Cash or direct bank transfer Rent, local purchases, invoices and other payments accepted by the recipient. May be slower, less convenient or less trackable, depending on the method.

For comparison, PayPal’s current U.S. consumer fee page lists a 1.75% fee for an instant transfer to an eligible linked debit card, with a $0.25 minimum and $25 maximum. That is a PayPal-specific fee, not a standard for competing services. Venmo says standard transfers can be free while instant transfers are subject to applicable fees and limits; consult its current U.S. User Agreement for details.

What remains unknown?

  • The technical root cause.
  • The exact number or percentage of affected users.
  • Whether all regions, apps, websites, merchants and payment types were affected.
  • Whether any transactions were permanently lost, rather than delayed, declined, reversed or displayed late.

The October 16 incident should also not be confused with a separate PayPal and Venmo-related outage reported on August 1, 2025. The August event was distinct from the October incident covered here.

Watch for outage-themed phishing

When a payment service is unavailable, scammers may send fake “account recovery” messages or claim to be support representatives. Do not click unsolicited recovery links or share passwords and one-time passcodes. Open the official app or type the provider’s address yourself, and contact support through the platform’s official channels.

Frequently Asked Questions

Were PayPal and Venmo actually down on October 16, 2025?

Yes. User reports for both services rose sharply around 11 a.m. ET, and PayPal later acknowledged and resolved a brief disruption. The outage was uneven, so not every user or feature necessarily failed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Did the outage mean money was lost?

Not necessarily. Missing balances or activity can reflect delayed account data. Check the exact transaction status, bank activity, receipts and recipient or merchant confirmation before concluding that funds were lost.

Should I retry a payment that timed out?

Check transaction history and external confirmations first. A timeout can occur after a payment is accepted, so retrying too quickly can create a duplicate transaction.

What caused the PayPal and Venmo outage?

The available reporting does not identify a technical cause. Shared corporate ownership made a common issue plausible, but PayPal did not confirm that the platforms failed because of shared infrastructure.

The Bottom Line

The October 16, 2025 PayPal and Venmo outage was genuine but partial and temporary. PayPal confirmed that service had been restored, while leaving the cause and exact scope undisclosed. If a payment failed or timed out, verify its status and your bank, merchant and recipient records before trying again.
