PayPal’s October 28, 2025 announcement covered wallet payments, processing, merchant catalogs and Agentic Commerce Protocol (ACP) support. By August 2026, OpenAI was emphasizing product discovery and merchant-owned checkout, while retaining limited, conditional Instant Checkout for some products and merchants.
What PayPal and OpenAI announced
On October 28, 2025, PayPal said it would adopt OpenAI’s Agentic Commerce Protocol, make its wallet available in OpenAI Instant Checkout, process payments for participating merchants and connect products from its merchant network to ChatGPT. PayPal also described roles in merchant routing, payment validation, orchestration and post-purchase support. The companies said the integration would expand during 2026. (PayPal announcement)

That makes PayPal a payments and commerce-infrastructure partner, not the retailer and not the company that originally launched ChatGPT shopping. OpenAI announced Instant Checkout on September 29, 2025, initially for eligible U.S. Free, Plus and Pro users and selected merchants, beginning with Etsy sellers and a planned Shopify expansion. What “agentic commerce” means
Agentic commerce is shopping in which an AI assistant interprets a request, finds products, passes order information to a merchant, obtains payment authorization and may help manage the transaction. The term describes the software workflow; it does not automatically mean an AI can spend money without asking.

OpenAI’s original flow required the user to confirm the order, shipping and payment details before the merchant accepted the purchase. ACP was developed with Stripe and merchant partners to standardize product data, order creation, merchant acceptance, shipping information, payment authorization, delegated payments, order status and support across processors and business types. - You ask ChatGPT for a product or comparison.
- ChatGPT returns product results based on relevance, availability, price, quality, reviews and other context.
- An eligible listing may show a Buy option, or a link to the merchant’s site.
- You review the item, price, shipping, tax, delivery and payment details.
- If PayPal is offered, its wallet can fund the approved purchase from an eligible bank account, balance or card.
- The merchant accepts the order and remains responsible for fulfillment, returns and customer service.
OpenAI says product results are organic and separate from advertisements; partnerships are not supposed to determine ranking. Instant Checkout availability can nevertheless be one factor among several. (OpenAI shopping help)
Is PayPal available inside ChatGPT now?
There is no universal switch that enables PayPal checkout for every ChatGPT user or product. PayPal’s March 2026 consumer guidance described the integration as rolling out gradually and potentially being limited by user, region and merchant. (PayPal’s consumer guide)
OpenAI’s current merchant page says it is moving away from a standalone Instant Checkout experience and prioritizing product discovery that sends shoppers to merchant-owned websites or apps. Shopping is described as live in the United States, with additional regions planned, but availability can change. (OpenAI merchant page) OpenAI’s help documentation still says some eligible products and merchants may show Instant Checkout, so it is more accurate to call the feature limited or transitional than either universally live or completely discontinued.

Who is responsible when something goes wrong?

OpenAI’s model keeps the merchant as merchant of record. ChatGPT and PayPal should not automatically be treated as the seller. PayPal may provide transaction history, dispute tools and buyer or seller protections, but eligibility depends on the specific transaction and PayPal’s applicable terms. A product defect, wrong item or late shipment will generally require the retailer’s return or support process.
What happens to payment and personal data?
OpenAI describes encrypted payment tokens authorized for specific amounts and merchants and shared only with user permission. PayPal describes tokenization that avoids giving merchants the underlying card or account number while preserving access to PayPal receipts, account support and dispute processes. Tokenization reduces credential exposure; it does not eliminate phishing, account takeover, incorrect recommendations, stale inventory, fraudulent merchants or disputes. Before approving, check the merchant name, exact item, quantity, total price, shipping terms and whether the final screen is hosted by PayPal, the merchant or another provider.

What products appear, and how are they ranked?
PayPal’s announcement named apparel, fashion, beauty, home improvement and electronics, along with small businesses and major brands in its network. That is not a promise that every merchant or category is currently listed. A product can appear in search without supporting in-chat purchase, and catalog or inventory data can lag behind the merchant’s store.
OpenAI says ranking can consider relevance, availability, price, quality, reviews, whether the merchant is the maker or primary seller and whether Instant Checkout is enabled. Product results are described as unsponsored and distinct from ads. The strategic appeal is distribution: a merchant can make products discoverable in an AI interface and potentially use PayPal’s catalog, payment and orchestration infrastructure rather than build a separate connection for every AI platform. Benefits and trade-offs
For shoppers
- Convenience: conversational search can narrow choices without visiting multiple stores.
- Payment safety: tokenization can limit exposure of card or account numbers.
- Less certainty: recommendations and inventory may be stale, and responsibility can span several companies.
- Complex purchases: merchant checkout may be better for subscriptions, bundles, warranties or detailed returns.
For merchants
- Potential reach: products can be discovered through a new shopping interface.
- Lower integration burden: PayPal may provide catalog, routing and payment components.
- Less control: merchant-owned checkout generally preserves more control over branding, customer data, upsells and post-purchase relationships.
- New risks: prompt manipulation, poisoned feeds, mistaken product matches, unauthorized orders and harder attribution.
Common misconceptions
- Finding a product in ChatGPT does not prove it is in stock or purchasable in chat.
- A PayPal partnership does not automatically list every PayPal merchant or catalog item.
- “Agentic” does not mean the AI can spend without confirmation in the original Instant Checkout design.
- PayPal’s involvement does not transfer product returns and fulfillment obligations from the retailer.
- A partnership does not make product results sponsored; OpenAI says ads and organic shopping results are separate.
How PayPal fits the wider ecosystem
Stripe co-developed ACP and powered the initial OpenAI Instant Checkout launch. OpenAI’s current direction favors merchant-owned checkout, while PayPal is positioning its wallet, processing, catalog and orchestration services across multiple AI shopping surfaces. Merchants can therefore choose among a managed PayPal route, a Stripe or direct ACP integration, or their own website checkout. The right choice depends on engineering resources, processor relationships, data ownership, fraud tolerance and the complexity of the post-purchase experience.
The bottom line
PayPal and OpenAI announced a substantial agentic-commerce partnership on October 28, 2025, and it created a path for PayPal wallets, processing and merchant catalogs to participate in ChatGPT shopping. But as of August 18, 2026, it is not evidence of a universal PayPal-powered marketplace inside ChatGPT. Most shoppers should expect a mix of AI product discovery, merchant-site checkout and limited Instant Checkout, with availability determined by the account, region, merchant and item.
