The 2027 Social Security cost-of-living adjustment (COLA) is 3.6% under current law. That number is settled; the coming political fight is over which inflation measure should set future adjustments, how well it reflects older households’ expenses, and whether slower growth is worth the federal savings.
What is the Social Security COLA for 2027?
The Social Security Administration (SSA) determined a 3.6% COLA for 2027. The increase affects nearly 72 million Social Security beneficiaries and about 7.3 million SSI recipients, according to the SSA’s 2026 announcement.

How the COLA formula works
Current law ties COLAs to the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The SSA’s official explanation says the Social Security Act specifies a formula based on increases in the CPI-W.

- The SSA calculates the average CPI-W for July, August and September.
- It compares that third-quarter average with the applicable third-quarter average from the last year in which a COLA became effective.
- If the comparison shows an increase, that percentage becomes the December COLA, which is paid in the following January.
CPI-W measures a broad basket associated with working-age wage earners and clerical workers. That is why the index is written into current law, and also why critics argue it may not mirror the spending patterns of older households.

The legal payment month for the 2027 Social Security increase is January 2027. SSI’s increase starts December 31, 2026. Your exact deposit date can depend on the program’s normal payment schedule, but the COLA itself is determined by those effective months.

How much will your monthly check increase?
For a rough estimate, multiply your current gross Social Security benefit by 1.036. The estimated dollar increase is your current gross benefit multiplied by 0.036. The Associated Press, reporting the SSA announcement, described the average increase as about $75 per month; that is an average, not a promise for every beneficiary.
Use your official SSA COLA notice or your my Social Security account for the exact amount. Medicare premiums, tax withholding and other adjustments can change the net payment that reaches your bank account, and the 3.6% percentage alone does not establish anyone’s after-deduction amount.

Why the index is becoming a political battleground
The disagreement is not about arithmetic; it is about which households the arithmetic should represent. The main proposals sit on different sides of four questions: whose expenses the index tracks, how quickly benefits grow, what happens to people with low incomes or long retirements, and how much the program spends.

Would chained CPI cut your benefits?
A chained CPI-W option would generally produce smaller annual COLAs because it assumes some substitution among goods as relative prices change. The SSA’s policy estimate for one design is about 0.3 percentage point less annual COLA on average. A smaller annual increase can compound into a meaningful gap over a long retirement, particularly for someone who cannot easily reduce housing, food or medical spending.

That is the adequacy argument. The budget argument runs in the opposite direction: the Congressional Budget Office models lower Social Security spending when alternative, slower-growing indexes are used. Whether that trade-off is acceptable is a policy judgment, not something the 2027 calculation resolves.

CPI-E is best understood as a policy proposal for an elderly-focused index, not the index used for the 2027 COLA. Its case rests on the possibility that older households allocate money differently from working-age households. Supporters say an index built around those patterns could better protect purchasing power. Opponents would need to weigh that goal against the resulting benefit growth and federal cost.

No index can settle every household’s experience: retirees differ in housing, health-care use, geography and income. The practical question is whether Congress wants the statutory target to remain a broad worker basket or to prioritize a measure designed around older consumers.
Will Congress change the COLA formula?
Congress could change the formula, but the 2027 COLA is already determined under existing law. Any move to chained CPI-W, CPI-E or another measure would require legislation. That debate combines three priorities:
- Purchasing power: prevent benefits from falling behind the costs recipients actually face.
- Benefit adequacy: protect people with low incomes and those who receive benefits for long retirements.
- Budget and solvency: slow projected spending growth through a different index or other changes.
Those priorities can point to different answers. A formula that saves money may also deliver smaller increases; a formula designed to track older households more closely may cost more. The “COLA wars” are therefore a fight over values as much as over statistical methodology.
