OpenSecrets is usually the faster way to understand a political-action committee (PAC), spot donor or spending patterns, and compare categories in readable language. FEC.gov is the federal disclosure record: use it to verify the committee’s legal identity, filing period, amended status, transaction details, report image, and downloadable data. If a figure will be quoted, published, or used in a consequential analysis, treat the FEC filing as the final authority and OpenSecrets as a discovery and interpretation layer.
The two sites can show different totals without either being wrong. Reporting periods, original versus amended reports, processing delays, and OpenSecrets’ categorization rules all affect what appears on screen. The workflow below shows how to move from a quick overview to a defensible, reproducible number.

What OpenSecrets and FEC.gov actually are
FEC.gov: the federal disclosure record
The Federal Election Commission (FEC) is the federal regulator and publisher of campaign-finance disclosures. Its Browse Data system covers receipts, spending, candidates, committees, filings and reports, loans and debts, independent expenditures, electioneering communications, communication costs, downloadable CSV data, bulk data and the OpenFEC API.
For PAC research, the FEC provides committee lists, receipt and disbursement rankings, itemized contributions, contributions to candidates, enforcement actions, audits, advisory opinions and historical reports. The FEC identifies PAC and party filings as available from 1993 to the present. That long run matters when you are comparing several election cycles or checking whether a committee changed its behavior over time.

OpenSecrets: a processed research and presentation layer
OpenSecrets builds a more readable research interface from campaign-finance filings. It adds category labels, explanatory pages and comparisons that help a reader see who is giving, where money is going and which industries or sectors are prominent. Its campaign-expenditure methodology says, “We are usually able to assign 90 to 95 percent of the money to a category, depending on the cycle.”
That categorization is an analytical aid, not a replacement for the original report line. OpenSecrets also says, “We typically download the expenditures data a week or two after every major FEC filing deadline and finish processing it a few days after that.” Its pages can therefore be easier to interpret while lagging the newest FEC filing or grouping a transaction differently from the raw disclosure.

Which site should you open first?
Start with OpenSecrets when your question is exploratory: Which PACs are active in this sector? Who are the largest donors? Has spending shifted toward advertising, lobbying-related vendors or candidate support? Its labels and comparisons reduce the time needed to form a useful hypothesis.

Start directly at FEC.gov when you already know the committee, need a filing for a specific date, or are checking a claim that must withstand scrutiny. A journalist, researcher, compliance professional or analyst should not rely on a rounded category total when the exact report and transaction are available.
Authority and proximity to the original filing
FEC.gov is the closest public source to what a PAC legally reported. The committee’s filing identifies the committee, reporting period, receipts, disbursements, debts, cash on hand and other required fields. The record can also show whether a document is original or amended and provide the report image. Those details let another person reproduce your result.

OpenSecrets is one step removed because it imports and processes those filings. That distance is useful: the site can normalize names, group transactions and present an understandable story. It also means you should not assume that an OpenSecrets label is the legal description of a transaction or that its total is identical to a particular FEC report line.
Freshness, filing windows and processing lag
The FEC says required filings are made available online within 48 hours of receipt, or within 24 hours for electronically filed designations, statements, reports or notifications. Separately, the FEC warns that newly filed summary data may not appear for up to 48 hours. These are publication guidelines, not a guarantee that every page, aggregate, search index and downloadable file will update simultaneously.

It typically downloads expenditure data a week or two after each major FEC filing deadline and finishes processing it a few days later. A committee may therefore have a new report visible at FEC.gov while the corresponding OpenSecrets category page still reflects the previous processing cycle.
For breaking developments, check the FEC report list and filing date first. For a broad historical comparison where a short delay does not change the conclusion, OpenSecrets may be the more efficient starting point.
Finding a committee and seeing the pattern
OpenSecrets for discovery
Search the PAC or committee name in OpenSecrets to get a quick map of the landscape. Look for prominent donors, recipients, industries, spending categories and cycle-level changes. Category labels can make it easier to compare committees that use different vendor names or have many small transactions.

Use the result as a set of leads. Record the committee’s exact name, cycle and, when shown, its committee identifier before moving to the FEC. If several committees have similar names, do not assume they are the same entity; confirm the legal committee and type in the federal record.

FEC.gov’s committee and PAC search lets you narrow results by committee type and receipt dates. PAC and party report search adds report-version choices and fields for original versus amended documents, total receipts, total disbursements, ending cash on hand and independent-expenditure totals. Those filters are especially important when a committee files multiple reports for the same period or when an amendment changes a previously published amount.
Raw records, report images and reproducible downloads
When precision matters, open the relevant FEC filing rather than copying a headline figure. Check the coverage dates, document type, filing date, version and totals. Open the report image if you need to see the filed form as submitted, and inspect transaction-level data when a total needs to be explained.
For repeatable work, download the relevant CSV or bulk file and note the committee identifier, election cycle, reporting period and retrieval date. The OpenFEC API can support scripted queries and documented analyses. A reproducible record should allow another analyst to apply the same committee, date and report-version filters and obtain the same result, subject to later amendments or corrections.
OpenSecrets can remain in your notes as the place where you found the pattern or category. The underlying FEC download is the stronger attachment for a published table, audit trail or high-stakes claim.

A five-step workflow for tracking PAC money
- Map the subject in OpenSecrets. Search the PAC or committee name. Review donors, recipients, industries, spending categories and the election cycle so you know which questions to test.
- Capture the committee identity. Record the exact committee name, committee ID if available, committee type and cycle. Similar names, affiliated committees and renamed entities can otherwise lead you to the wrong record.
- Open the matching committee on FEC.gov. Use the committee search and PAC or party report search. Set the same cycle and relevant receipt or filing dates used in the OpenSecrets view.
- Inspect the filing history. Check coverage dates, filing date, document status, original versus amended version, total receipts, total disbursements, ending cash on hand and independent-expenditure totals. Open the report image when the form itself matters.
- Download and document the evidence. Save the FEC CSV, bulk-data extract, API response or report image used for the final number. In your notes, preserve the committee ID, cycle, reporting period, version and retrieval date, then explain any difference from the OpenSecrets display.
Why the numbers can differ
Different reporting periods
A cycle total on one site may include reports through a later date than a monthly or quarterly figure on the other. Compare the exact coverage dates before comparing amounts. A number that looks inconsistent may simply measure a different slice of time.
Original versus amended filings
A PAC can amend a report. FEC.gov may expose both the original and amended documents, while a processed site may reflect one version after its next data update. Select the current report status and record which version you used. Do not combine an OpenSecrets cycle total with an original FEC report and call the difference an error without checking the amendment history.
FEC publication and indexing timing
The FEC’s 24-hour and 48-hour posting guidance concerns receipt and publication processes; summary tables, search results and downloads can update on different schedules. OpenSecrets has its own download and categorization timetable. A recent filing can therefore appear on one site before it is incorporated into the other.
Category rules and transaction treatment
OpenSecrets assigns most, but not all, expenditure dollars to categories. Its published estimate is 90 to 95 percent depending on the cycle. A raw FEC vendor or purpose line may not map neatly to the category a reader sees. Use the FEC transaction detail to explain an individual payment, and use OpenSecrets categories for a clearly labeled analytical comparison.
How to compare PACs without creating a misleading ranking
- Match the time frame. Use the same election cycle or identical reporting dates.
- Match the committee universe. Decide whether you are comparing a single PAC, affiliated committees, party committees or a broader network, and apply that definition consistently.
- Separate receipts from spending. A PAC can raise substantial receipts while holding cash, paying debts or transferring money later. Do not treat receipts as expenditures.
- Check independent expenditures separately. They are reported and summarized distinctly from ordinary committee disbursements.
- Preserve amendments. If a report changed, cite the version that is current for your purpose and note the amendment rather than silently mixing versions.
- Label categories as categories. An OpenSecrets industry or spending label is an analytical grouping, not necessarily a field printed on the FEC form.
Historical research and current monitoring
For long-term work, FEC PAC and party filings identified as available from 1993 to the present provide the broadest official history. Use the FEC’s historical reports and committee records to establish continuity, legal identity and exact totals across cycles.

For monitoring a live cycle, OpenSecrets can help you notice a developing pattern, while FEC.gov confirms when the committee actually filed the relevant report and what it contained. Because each service updates on its own schedule, record the date you viewed both when publishing a time-sensitive analysis.

How to cite a PAC-money claim responsibly
For a high-stakes statement, cite the FEC committee record and the specific filing or report image supporting the number. Include the committee name or ID, election cycle, reporting period, report type, version and the date you retrieved it. If you use an OpenSecrets category or comparison, identify it as a processed classification and state the cycle or date shown on that page.
Do not present an OpenSecrets category total as though it were a verbatim FEC field. Conversely, do not dismiss a useful category comparison merely because it is not printed on the form; use it for interpretation and use the FEC record for verification.

Bottom line: the better choice depends on the question
OpenSecrets is better for readable discovery: it helps you find a committee, recognize patterns and frame the question quickly. FEC.gov is better for authority, freshness at the filing level, raw-data control and reproducibility. The reliable practice is not to choose one permanently. Use OpenSecrets to decide what deserves attention, then use FEC.gov to prove what happened, when it was reported and which version of the record supports your conclusion.
