OpenAI teams up with SoftBank and Oracle on $500B data center project

OpenAI’s Stargate project is a planned $500 billion U.S. AI-infrastructure buildout involving SoftBank, Oracle, MGX and major technology partners. Here is what the figure means, where the sites are, and what it means for investors.

OpenAI, SoftBank, Oracle and MGX announced Stargate on January 21, 2025, as a plan to invest up to $500 billion over four years in U.S. artificial-intelligence infrastructure. The announcement included an initial target of $100 billion and a goal of 10 gigawatts of infrastructure by 2029.

Despite the shorthand headline, Stargate is not one $500 billion data center, and the companies have not already spent $500 billion. It is a privately financed, multi-site buildout involving data centers, cloud capacity, chips, power systems and related infrastructure for OpenAI workloads.

Who is involved in Stargate?

The project has two different groups of participants: equity funders and technology partners. That distinction matters because a company named in the announcement is not necessarily contributing cash or receiving an ownership stake in Stargate.

Company Role
OpenAI Provides the AI workloads and has operational responsibility for Stargate.
SoftBank Lead financial partner, with financial responsibility. Its group companies, including SB Energy, are also developing infrastructure.
Oracle Provides cloud infrastructure and is developing major U.S. Stargate capacity with OpenAI.
MGX Initial equity funder. MGX is an Abu Dhabi investment firm.
NVIDIA Supplies AI chips and systems used at the campuses. It is a technology partner, not an initial equity funder.
Microsoft Continues as an OpenAI cloud partner, including through Stargate-related services.
Arm Listed as an initial technology partner.

That structure also explains why describing Stargate as only an OpenAI–SoftBank–Oracle partnership leaves out MGX, Microsoft, NVIDIA and Arm.

What does the $500 billion figure mean?

The $500 billion figure is a planned investment commitment over four years, not a bill that has already been paid. The initial announcement described $100 billion as being deployed first, with the broader buildout expected to reach 10 gigawatts of U.S. AI infrastructure by 2029.

Later announcements continued to use forward-looking figures. In September 2025, OpenAI said five additional U.S. sites represented nearly 7 gigawatts of planned capacity and more than $400 billion of investment over the following three years. Those numbers included the Abilene site and ongoing CoreWeave projects; they described planned investment, not completed spending.

For a household investor, the practical distinction is important:

  • Announced investment means the parties intend to commit capital if financing, construction, equipment and demand support the plan.
  • Capacity measures planned or operational computing infrastructure, not money sitting in a bank account.
  • Deployment means infrastructure is being built or placed into service, but it does not necessarily mean the full project budget has been spent.

The project was presented as a private-sector initiative announced with presidential support. The announcement did not say that the U.S. government was providing $500 billion in taxpayer funding.

Where is Stargate being built?

Stargate is a network of campuses rather than a single facility.

Location What has been announced
Abilene, Texas Flagship site. OpenAI said it was operating on Oracle Cloud Infrastructure, with early training and inference workloads using NVIDIA GB200 systems.
Shackelford County, Texas One of five additional sites announced in September 2025.
Doña Ana County, New Mexico One of the September 2025 sites.
Wisconsin Later identified as being developed by Oracle with Vantage Data Centers.
Lordstown, Ohio One of the September 2025 sites.
Milam County, Texas One of the September 2025 sites.
Saline Township, Michigan The location of “The Barn,” a multibillion-dollar Stargate campus whose construction was celebrated in June 2026.

OpenAI’s January 2026 community update said the Abilene site was training and serving frontier AI systems, while other sites were under development in Texas, New Mexico, Wisconsin and Michigan. An April 2026 infrastructure update said OpenAI was planning beyond the initial 10-gigawatt goal and evaluating additional U.S. locations. It also said GPT-5.5 was trained at Abilene.

What happened to the Abilene expansion?

In March 2026, reports said Oracle and OpenAI abandoned a proposed additional expansion at the Abilene campus. The decision was attributed to financing negotiations and changes in OpenAI’s capacity requirements.

That was not a cancellation of Stargate as a whole, or of the existing Abilene build. The broader Oracle–OpenAI agreement for up to 4.5 gigawatts of additional U.S. capacity was reported as continuing. The distinction is a useful reminder that large infrastructure announcements can change site by site while the wider program remains active.

What Stargate could mean for personal finances

Stargate is primarily a corporate infrastructure story, not a consumer investment product. There is no indication in the announcement that ordinary investors can buy a “Stargate” fund, bond or project share directly. OpenAI and MGX are private organizations, while several technology partners have separate businesses and financial results that should not be treated as identical to Stargate.

The project may affect personal finances indirectly in several ways:

  1. Public-company exposure: Investors may encounter Stargate through public companies such as Oracle, SoftBank Group or NVIDIA. Any investment would be in the entire company, not in Stargate alone. Share prices can be affected by many other businesses, debts, valuations and risks.
  2. Energy and construction demand: Data centers require land, electricity, cooling equipment, networking hardware and construction services. That can create regional jobs and supplier demand, but it can also increase competition for power and infrastructure.
  3. Local property and utility effects: A major campus can change commercial activity, employment and demand for housing near the site. The effect depends on the location and on how much infrastructure is ultimately completed.
  4. AI-service pricing: More computing capacity could help OpenAI and its partners offer AI services at greater scale. It does not guarantee lower consumer prices; capital, electricity, chips and operating costs remain significant.

How to assess Stargate-related investment claims

Before acting on a headline or social-media stock tip, use this checklist:

  1. Identify the legal investment. Ask whether you are buying shares in a public company, a bond, an exchange-traded fund or nothing at all. A project announcement is not itself a security.
  2. Separate direct from indirect exposure. A supplier may benefit from data-center spending, but its revenue from Stargate may be only one part of its business.
  3. Check the time frame. “$500 billion over four years” is a target spread across future construction and equipment purchases, not current revenue or profit.
  4. Look for execution risks. Financing, electricity availability, permits, chip supply, construction delays and changing AI demand can all alter the schedule.
  5. Read company filings before investing. For a public company, review its latest annual and quarterly reports rather than relying on the project’s promotional announcement.
  6. Avoid concentration. Do not treat a single AI infrastructure theme as a replacement for a diversified portfolio and an emergency fund.

The most important failure mode is confusing a large dollar figure with a guaranteed return. Stargate could generate substantial business for its partners, but the announcement does not establish how profitable the project will be, how costs will be divided or what return investors in each company will receive.

What to watch next

Useful progress indicators include campuses entering service, confirmed financing, power and permitting milestones, equipment deliveries and disclosed revenue or capital spending in company filings. New capacity announcements should be read alongside cancellations, delays and revised demand forecasts.

For now, the clearest description is: Stargate is a large, privately backed U.S. AI-infrastructure program led operationally by OpenAI and financially by SoftBank, with Oracle as a major cloud and infrastructure partner. Its headline figure is ambitious planned investment, not money already spent on one data center.

Is the U.S. government paying the $500 billion?

The announcement described Stargate as a private-sector initiative announced with presidential support. It did not state that the government was providing $500 billion in taxpayer funding.

Was Stargate canceled after the Abilene expansion was dropped?

No. A proposed additional Abilene expansion was abandoned in March 2026, reportedly over financing negotiations and changing capacity needs. The existing Abilene campus, other sites and the broader Stargate program continued separately.
