An API can send you to your bank for authentication, return a limited authorization token, record what you approved, and support revocation without giving a fintech your reusable online-banking password. Screen scraping usually requires a third party to log in as you, which can expose credentials, reveal more data than the product needs, and break or misread information when the bank changes its website.
That advantage is not automatic. An API provider can still retain too much data, share it onward, request unnecessary permissions, or respond poorly to a breach. The practical question is not simply “API or scraping?” It is whether the connection uses scoped consent, strong authentication, limited retention, clear revocation, and an accountable provider.

What the two methods actually do
Open-banking API access
An open-banking API is a structured connection between an account provider and an authorized third party. In a mature implementation, you select the institution and are redirected to its own authentication page, or complete a decoupled approval flow through the bank. The bank authenticates you and issues an authorization token to the third party. The token represents the permissions you approved; it is not your normal online-banking password.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOpen Banking Limited defines read and write APIs as secure connections made with customer consent. Its standards use OAuth-based authorization and the Financial-grade API (FAPI) security profile. Current guidance adds certificates for transport security and message signing. Authentication guidance supports redirection and decoupled methods, including strong customer authentication, so the third party does not need to collect your banking credentials.

Credential-based screen scraping
Screen scraping generally means giving an aggregator your online-banking username and password. The aggregator logs in to the bank’s ordinary consumer portal on your behalf, retrieves pages, and parses the visual interface into transaction or balance data. The Consumer Financial Protection Bureau (CFPB) describes this as a typical scraping practice.
Because the aggregator is logging in as you, the credentials may provide broad access to every account and function available through that portal. The exact result depends on the bank, the aggregator and the login flow, but a scraper can often see considerably more than the one balance or account needed for a particular feature.
Security and privacy comparison
| Issue | Open-banking API | Credential-based screen scraping |
|---|---|---|
| Who authenticates you | The bank or account provider, through a redirect or decoupled flow | The third party, by automating the bank’s consumer login |
| What the third party receives | An authorization token with defined permissions | Often a reusable username and password, plus data collected from the portal |
| Data controls | Scopes, account selection, consent records and purpose limits can restrict access | The scraper may view and collect everything exposed by the portal session |
| Authentication security | OAuth, FAPI, certificates, signed messages and strong customer authentication are available in mature standards | Depends on portal automation; multi-factor prompts and interface changes can interrupt or weaken the process |
| Data format | Structured, versioned fields reduce parsing ambiguity | Visual pages must be parsed, so layout changes can create errors |
| Revocation | Consent dashboards and token invalidation can stop future access | Stopping a connection may not delete stored credentials or copies already collected |
| Accountability | Consent, logs and defined roles can make responsibility clearer | Shared credentials, automated login and unclear data custody make liability harder to assign |
The comparison describes controls that a well-run system can provide, not a guarantee about every company using an API. A poorly governed API can still expose sensitive financial information.

A bank password is usually a standing key. If a third party stores it, an attacker who obtains that credential may be able to try it repeatedly until the bank detects and blocks the activity. The same password may also be reused at another service. Even when a provider says it encrypts credentials, the provider must still be able to retrieve or use them to perform future logins.
API authorization changes that exposure. The bank can issue a token for a defined purpose and duration while keeping the password inside the bank’s authentication system. A token can be limited to account information, particular accounts, or payment functions. If the token is revoked, later API requests can be refused without changing your bank password.
Neither design removes all credential risk. You still need to protect your bank account, email, phone and authentication device. A compromised fintech account or an attacker who tricks you into approving a malicious authorization can misuse an otherwise legitimate token.

Data minimization: can a scraper see all your transactions?
Potentially, it can see every transaction and account that the logged-in portal makes available to that session. Whether it actually collects all of them depends on the scraper’s code and the service’s terms. A budgeting product may request several years of history, pending transactions, account numbers, balances and profile details even if its main feature needs only current balances.
An API can request narrower categories, such as balances and posted transactions for one checking account. Consent screens can show which accounts, data types and purposes are included. That does not prove the provider will use data responsibly, but it gives you a concrete permission boundary to inspect.
Data minimization also limits the damage from a breach. A provider that never receives your savings account, investment history or full account number cannot expose those fields from its own systems. Ask whether optional accounts can be left unchecked and whether the product works with read-only access.
Authentication and authorization controls
Redirect and decoupled approval
In a redirect flow, the connection window should identify your bank and place you on the bank’s domain or official application before you enter a password or approve multi-factor authentication. In a decoupled flow, you may approve a request inside the bank’s app or with another bank-controlled method. These patterns keep the authentication event at the account provider.
OAuth and FAPI
OAuth supplies the authorization framework; FAPI adds stricter requirements for high-value financial transactions. The UK Open Banking Standard describes FAPI as a higher-security OAuth profile and its guidance requires certificates for transport and message signing. Those controls help establish who is communicating, protect messages in transit and reduce the chance that an intercepted request can be altered.
Read-only versus write access
Read-only permission lets a service retrieve balances and transactions. Write permission can initiate payments or other changes. Open Banking Limited’s standards treat read and write access as distinct capabilities. If a product does not need to move money, do not approve payment initiation. Write access carries a materially higher financial consequence because a compromised or misused connection may be able to send funds, not merely display information.

Accuracy and reliability differences
APIs deliver named fields—such as transaction date, amount, currency and merchant description—according to a documented interface. Versioning and validation reduce the chance that a visual change will shift a value into the wrong column. Provider-side mapping errors remain possible, so reconcile important balances with your bank.
A scraper depends on the bank’s page structure. A redesigned login screen, a new consent prompt, an added advertising panel or a changed date format can cause the automation to fail. Worse, it can continue running while misreading a field. An incorrect category in a budgeting app is inconvenient; an incorrect balance used for a credit or payment decision can be serious.
Multi-factor authentication can also interrupt scraping. A bank may require a one-time code, biometric approval or device confirmation each time the scraper logs in. Repeated prompts encourage weaker workarounds, such as longer-lived sessions or asking you to disable protections. An API can use a formal authorization and refresh-token process instead.
What revocation really does
With an API, you should be able to see an active connection in your bank’s security or third-party-access dashboard, the fintech’s settings, or both. Revoking access normally invalidates the token so the provider cannot make new requests. The CFPB’s personal financial data rights rule, finalized on October 22, 2024, also includes revocation and deletion protections for covered data-sharing arrangements.
Revocation does not necessarily erase every historical copy instantly. A provider may need to retain records for legal, security or accounting reasons, and backups can persist for a limited period. The important questions are what data is deleted, when deletion occurs, which records are retained and whether onward recipients receive a deletion request.
Stopping a scraping connection is less complete. You may have to change your bank password, answer security questions again, remove trusted devices and contact the aggregator. Those steps can stop future logins, but they do not automatically erase credentials already stored or transaction files already exported. Ask the service for a written deletion process rather than assuming that disconnecting the tile deletes its database.

Tokenized screen scraping: safer, but not equivalent to an API
Some aggregators use a token or intermediary so the fintech does not receive your raw password. That reduces direct password exposure and can make credential rotation easier. It does not change the underlying method if the intermediary still logs into the bank’s visual portal and parses pages.

The CFPB’s final-rule analysis says tokenized scraping does not eliminate privacy, accuracy or overcollection risks. The intermediary may still possess a credential or session that enables broad access, collect more fields than the product needs, and misread a changed interface. Treat tokenization as a risk reduction, not as proof that the connection has API-level controls.

The CFPB finalized its Personal Financial Data Rights rule on October 22, 2024. For covered providers, the rule requires specified data to be made available at a consumer’s request, limits third-party use to what is needed for the requested product, and provides mechanisms for revocation and deletion. The CFPB framed the rule as a move away from insecure, unstructured credential sharing.
CFPB Director Rohit Chopra said on October 23, 2024: “Screen scraping is risky, since it can involve unencrypted credential sharing and massive overcollection of data.” The statement describes the risk category; it is not a finding that every scraping connection is unencrypted or that every API is secure.
The U.S. Treasury has likewise said credential-based scraping can involve aggregators storing login credentials for unlimited access and can create privacy and liability concerns. It described tokenized API access as part of a transition toward more secure sharing.

In the United Kingdom, Open Banking Limited’s standards specify OAuth and FAPI controls, certificates for transport and message signing, and authentication methods that support strong customer authentication. These standards improve the technical baseline, while the provider’s implementation, monitoring and governance determine how well the controls work in practice.

How to evaluate a connection before you approve it
- Check where authentication occurs. Select your bank from the provider’s connection screen. The password page should be operated by your bank or its official app. Do not type a bank password into an unrelated page that merely displays a bank logo.
- Read the consent scope. Confirm the exact accounts, transaction history, balances, identity fields and other categories requested. Look for the stated purpose and whether payment initiation or other write functions are included.
- Set the narrowest duration. Prefer a time-limited authorization when the product does not need continuous access. If recurring updates are necessary, understand how often the provider will refresh data and how you will be notified.
- Review retention and deletion terms. Find out how long raw transactions and derived profiles are kept, what is deleted after revocation, how backups are handled and whether legal retention exceptions apply.
- Identify onward sharing. Check whether data goes to analytics vendors, advertisers, lenders, affiliates or other partners. A provider should explain those recipients and whether your information is used for advertising or eligibility decisions.
- Locate the revocation control. Before approving, find the bank dashboard or provider setting where you can view and cancel the connection. Save the support contact and the steps for changing credentials if the connection uses scraping.
- Verify the provider. Look for a legal entity, customer-support channel, security documentation, breach-notification process and the financial-data obligations that apply in your jurisdiction.
- Choose read-only access when possible. Decline payment initiation when the feature only needs account information. Recheck the consent screen after an app update because requested permissions can change.
Warning signs that justify stopping
- The service asks for your bank password on its own page instead of sending you to the bank.
- The requested accounts or data categories are broader than the feature requires.
- There is no clear explanation of retention, deletion, onward sharing or breach response.
- You cannot see active connections or revoke access without contacting support.
- The provider pressures you to disable multi-factor authentication or approve write access for a read-only feature.
- A connection repeatedly fails after bank login changes, yet the provider cannot explain what data it collected or whether failed attempts were logged.
When screen scraping may still appear
Some banks or account types do not yet offer a usable API. A service may therefore present scraping as the only way to connect a legacy institution. That limitation explains availability; it does not make the method equivalent in safety.
If you decide to use such a service, reduce exposure: use a unique bank password, enable every bank-supported multi-factor control, connect only the necessary account, monitor login alerts and transactions, and set a calendar reminder to review or remove the connection. Ask whether the provider stores the password, whether it uses a tokenized intermediary, how often it logs in and what happens when the bank changes its interface.
Use a scraper only when the benefit is meaningful and you understand the recovery plan. You should be prepared to change your bank password and review trusted devices if the provider suffers an incident or you no longer need the service.

API authorization is not a blanket security certification. A provider can request an excessive scope, retain data indefinitely, sell derived insights, fail to protect refresh tokens, or mishandle a breach. A bank can publish an API with implementation errors or outages. Consent records are useful only if they are accurate and visible to you.
Evaluate the company behind the connection as carefully as the protocol. Ask whether encryption is used in transit and at rest, who can access production data, how keys and tokens are rotated, whether independent security testing occurs, and how quickly the company will notify customers. These operational controls are not replaced by the words “open banking” or “OAuth.”
What the available evidence can and cannot prove
Open Banking Limited reported 9.79 million active users and more than £4 billion in economic value in 2024. Those figures show ecosystem adoption and economic activity, not a safety score, breach rate or percentage advantage over scraping.
Primary sources do not establish a universal incident-rate study showing that APIs are a specific percentage safer. The defensible conclusion is control-based: an API is generally safer when it keeps reusable credentials at the bank, limits data through scopes, records consent, uses strong authentication and supports revocation. A provider that ignores those controls can still create serious harm.
A practical decision rule
Prefer an API when
- The bank authenticates you directly and the consent screen names the accounts and data categories.
- The connection is read-only unless payment initiation is essential.
- The provider states a limited purpose, retention period, deletion process and onward-sharing policy.
- You can view and revoke the authorization from a bank or provider dashboard.
Treat scraping as a last resort when
- The institution has no functional structured interface for the account you need.
- The service cannot explain whether credentials are stored or how sessions are protected.
- The requested access is broader than the product’s stated purpose.
- You would not be able to detect or recover from an unauthorized login quickly.
For most consumers, a transparent, scoped API authorization with read-only permissions is the safer default. The deciding evidence is the actual consent, retention and revocation design—not the marketing label attached to the connection.
