There is no single cheapest renewable-electricity choice for every Indian factory. Renewable open access can suit a large, predictable load that can absorb contracted power after wheeling, surcharge, banking and scheduling costs. Rooftop solar can reduce purchases from the grid when a facility has a strong daytime load and a suitable roof, but it requires an asset or a long-term service contract. A green tariff is the simplest route when construction and operations are unacceptable, although the buyer remains exposed to the distribution utility’s tariff and renewable-accounting rules.

Make the decision using delivered rupees per kilowatt-hour, the facility’s interval load shape, capital and contract tenor, reliability requirements, regulatory exposure and the quality of the renewable claim—not a headline generation price.

The three procurement routes at a glance

Decision factor Renewable open access Rooftop solar Green tariff
Physical supply arrangement Power is generated off site and delivered through the grid under an open-access or captive/PPA structure. Photovoltaic modules, inverters, mounting, protection and metering are installed at the factory. The distribution licensee continues supplying the site under a renewable-labelled tariff or green-energy product.
Main commitment Power-purchase or captive contract plus regulated network, scheduling and settlement obligations. Capital expenditure, lease or EPC contract, roof access and ongoing maintenance. Tariff enrolment or supply contract with the distribution licensee.
Load profile that generally fits Large, steady demand that can consume a contracted quantity across the permitted settlement period. Significant daytime demand that coincides with solar production and a structurally sound roof. Any load for which simplicity and utility supply are more important than control of the generation asset.
Principal cost uncertainty State-specific wheeling, cross-subsidy and additional surcharges, losses, banking, scheduling, taxes and curtailment treatment. Installed cost, financing, self-consumption, export value, degradation, maintenance and inverter replacement. Utility tariff changes, eligibility, the green component and the rules governing renewable attributes.
Control over the project Control is shared among the buyer, generator, network operator and regulators. The owner or contracted EPC/operator controls the on-site system within interconnection rules. Limited: the utility controls sourcing and operations under its approved tariff.

These are procurement categories, not mutually exclusive technologies. A factory may use on-site generation for daytime consumption and procure another portion through an approved off-site or utility arrangement, but the metering, settlement and claim rules must be checked with the relevant state authorities.

How renewable open access works

Under renewable open access, an eligible industrial consumer contracts for renewable electricity from an off-site generator or through a power-purchase arrangement and uses the public grid to move that electricity to the facility. The generator’s energy price is only one part of the delivered bill. The consumer also pays the network and market charges that apply in its state, together with losses, scheduling and settlement costs.

What the national rules establish

The Ministry of Power notified the Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules on 6 June 2022. A Ministry summary of the 2023 amendment states that a consumer may requisition green energy for a specified percentage of consumption or for its entire consumption, and may make separate solar and non-solar requisitions. That wording makes partial procurement possible in principle; the practical application still depends on the state-level procedure, metering and approval process.

Banking is not an unlimited storage account. Unused banked energy is adjusted within the same banking cycle and does not roll into a later cycle. A contract that assumes indefinite carry-forward can therefore overstate savings, especially for a factory whose production schedule changes seasonally.

The delivered-cost stack

Build the open-access model with a separate line for every applicable item:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the generator’s energy price or PPA charge;
  • transmission and wheeling charges;
  • cross-subsidy surcharge and any additional surcharge that the state schedule applies;
  • transmission and distribution losses;
  • banking charges and the value of energy that expires at the end of the banking cycle;
  • forecasting, scheduling, deviation-settlement and system-operator fees;
  • metering, application and connectivity charges;
  • standby or back-up supply charges, where applicable;
  • electricity duty, taxes, cess and other statutory levies; and
  • the cost of curtailment, contractual minimum offtake or imbalance risk.

The exact list and rates are state, voltage, consumer-category and contract specific. The applicable State Electricity Regulatory Commission (SERC) tariff order and open-access schedule are the controlling documents, not a national average.

When open access is a good fit

Open access is most defensible when the factory has a large and predictable load, can match contracted renewable energy to its operating hours, and has the credit strength and staff to manage a multi-party contract. A stable base load reduces the quantity of energy that must be banked or settled as a deviation. It can also make a longer PPA tenor easier to underwrite.

It is less attractive when production is intermittent, the facility is close to its sanctioned-demand limit, or the state’s surcharges and banking rules consume most of the apparent generation-price advantage. A low PPA price does not guarantee a low delivered price.

How rooftop solar works at a factory

A rooftop system places grid-connected solar PV modules, inverters, mounting structures, protection equipment and meters at the consumption site. Every kilowatt-hour used directly by the factory can displace a grid purchase, subject to the applicable tariff and the system’s output. Generation that exceeds instantaneous demand is treated under the state’s net-metering, gross-metering, banking or export rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Physical and electrical prerequisites

  • A structural survey confirming that the roof can support modules, mounting and wind loads, with safe access for maintenance.
  • Usable, unshaded roof area and a layout that accommodates fire paths, drainage, setbacks and equipment clearances.
  • An interconnection study covering the service voltage, transformer capacity, protection settings, anti-islanding equipment and meter configuration.
  • Historical interval consumption showing how much solar output can be self-consumed rather than exported.
  • A maintenance and replacement plan for inverters, protection devices, monitoring equipment and damaged modules.
  • Approvals and commissioning tests required by the distribution licensee and the state regulator.

The Ministry of New and Renewable Energy lists national guidelines for procurement of power from grid-connected solar PV projects dated 2 February 2024. Those guidelines do not replace a state utility’s interconnection and metering requirements; use both sets of requirements in the engineering specification.

Economic model for a roof

Do not divide the system’s nameplate capacity by an assumed generation number and call the result a savings rate. Calculate annual self-consumed kilowatt-hours from an hourly or sub-hourly production model overlaid on the factory’s load curve. Value exported energy under the actual state rule, which may be materially lower than the avoided retail purchase.

A useful levelized-cost calculation is:

(annualized installed cost + financing cost + operations and maintenance + insurance + land or roof rent + expected replacement reserve) ÷ annual self-consumed kilowatt-hours

Then model exported energy separately, including export credits, banking limits, settlement losses and any value that expires. Include module degradation, outages, cleaning, inverter replacement and the end-of-contract treatment if a third party owns the system. A lease or energy-service agreement replaces some upfront capital with a contractual energy price and credit obligations; it does not remove performance or roof-access risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Strengths and constraints

Rooftop solar gives the facility direct visibility into generation and can reduce exposure to retail energy charges during solar hours. It avoids transmission and wheeling for the energy consumed behind the meter. Its constraints are physical: roof area, structural condition, shading, production intermittency and limited value for a night-heavy load. The factory generally remains connected to the grid for non-solar hours and for periods when weather reduces output.

How a utility green tariff works

With a green tariff, the distribution licensee remains the supplier. The customer elects a renewable-labelled tariff or green-energy supply product rather than arranging a generator, wheeling contract or rooftop project. This is the lowest-burden route operationally: there is no factory-owned generation asset to engineer, maintain or insure.

What the national clarification says about price

A Ministry of Power clarification recorded by MNRE says the green tariff should not exceed the renewable average power-purchase cost plus a surcharge capped at 20% of the average cost of supply. This is a regulatory ceiling formula, not a universal delivered price. The customer still needs the relevant distribution licensee’s approved tariff, eligibility conditions, fixed and demand charges, taxes and contract terms.

Questions to ask the utility

  • Is the product available to this consumer category, voltage level and sanctioned demand?
  • Is enrollment month-to-month, annual or for a longer minimum term?
  • How is the green component calculated, and when can it change?
  • Does the utility retire or allocate renewable attributes on the customer’s behalf, and is double counting excluded?
  • What happens if the utility cannot supply the represented renewable quantity?
  • Are demand charges, power-factor penalties, time-of-day adjustments and taxes unchanged?
  • Can the customer leave the product, and is there a notice period or exit charge?

A green tariff can be financially sensible when the value of simplicity, utility reliability and a credible renewable claim exceeds the savings that a more complex project might deliver. It is not automatically cheaper than either an approved open-access contract or a well-matched roof.

Why a national “cheapest option” does not exist

Industrial electricity bills combine energy, demand, network, losses, taxes and settlement items. Those components vary by state, distribution licensee, voltage, consumer category, contracted demand and time of use. Open-access charges and banking rules can change the result even when two factories sign the same generator price. Rooftop economics change with roof rent, financing and the fraction of production consumed on site. A green tariff depends on the utility’s approved methodology and future rate changes.

For that reason, do not publish or rely on a national payback period or a single rupees-per-kilowatt-hour winner. Obtain the facility’s state, distribution licensee, voltage, contract demand, sanctioned demand, interval load curve, roof area and the proposed off-site project location before comparing offers.

A defensible comparison model

1. Establish the baseline

  1. Collect at least 12 months of electricity bills, including energy charges, demand charges, time-of-day adjustments, taxes and penalties.
  2. Export interval data at the finest resolution available from the meter. Record operating shifts, planned shutdowns, seasonal production and future expansion.
  3. Document sanctioned demand, maximum recorded demand, service voltage, transformer ownership and the cost of back-up generation.
  4. Separate avoidable energy charges from fixed charges. Renewable procurement may reduce the former without changing the latter.

2. Build each scenario on the same basis

Use delivered cost at the factory meter, in ₹/kWh, and show fixed charges separately. For open access, include every regulated and contractual charge and the value of banked energy that cannot be used within the cycle. For rooftop solar, separate self-consumed and exported kilowatt-hours and include financing, degradation, maintenance and replacement. For a green tariff, compare the utility’s complete bill under the green product with the ordinary tariff, including the green component and any enrollment or exit conditions.

3. Stress-test the assumptions

  • Reduce production and load for an extended low-utilization period.
  • Apply a lower solar yield and a longer equipment outage than the base case.
  • Increase open-access surcharges or losses within the range permitted by the current state schedule.
  • Test a change in the green-tariff component at the next tariff-order revision.
  • Model delayed commissioning, curtailment and a counterparty default.
  • Check whether the project still meets the company’s hurdle rate without assigning value to unverified environmental claims.

4. Compare non-price outcomes

Measure Questions for the investment committee
Reliability What supply remains during cloudy hours, outages, curtailment, scheduling errors or a generator default?
Capital and tenor How much capital is committed, for how long, and what happens if production moves or the site closes?
Operational burden Who handles forecasting, meter data, approvals, maintenance, claims and dispute resolution?
Regulatory risk Which charges, banking terms, eligibility rules or export limits can change under a new order?
Renewable-claim quality Can the company demonstrate the source, vintage, allocation and retirement of the renewable attributes without double counting?
Flexibility Can volume, site, supplier or tariff be changed if demand changes?

Implementation playbook for each choice

Open-access procurement

  1. Confirm eligibility with the state nodal agency, SERC orders and distribution licensee for the facility’s voltage and consumer category.
  2. Obtain the current open-access charge schedule, loss factors, banking cycle, scheduling process, deviation settlement and curtailment priority.
  3. Issue a specification stating annual and monthly energy, solar/non-solar preference, delivery point, tenor, minimum offtake, environmental attributes and credit requirements.
  4. Screen generators or PPA structures for commissioning status, transmission connectivity, forecasting capability and financial strength.
  5. Negotiate treatment of curtailment, change in law, new surcharges, force majeure, default, replacement power and termination.
  6. Complete connectivity, metering, registration and scheduling approvals before counting any savings.
  7. Reconcile scheduled, injected, delivered, banked and settled energy every billing cycle. Investigate deviations before they become recurring charges.

Rooftop solar project

  1. Commission a structural and shading survey and map all usable roof sections.
  2. Overlay an hourly PV production model on the factory’s measured load to quantify self-consumption and export.
  3. Choose ownership, lease or energy-service contracting only after comparing total cost, tax treatment, performance guarantees, insurance and roof restoration obligations.
  4. Specify certified modules, inverters, protection, mounting, monitoring, fire safety and workmanship standards in the EPC contract.
  5. Obtain the distribution licensee’s interconnection approval and select the applicable net-metering, gross-metering, banking or export arrangement.
  6. Set commissioning tests, performance-ratio reporting, availability guarantees, cleaning access and response times for failures.
  7. Track generation, self-consumption, exports, outages and degradation against the financial model each month.

Green-tariff enrollment

  1. Ask the distribution licensee for the current approved green-tariff order, application form, eligible consumer classes and tariff components.
  2. Request a bill simulation showing energy, demand, fixed, time-of-day, tax and green components for the facility’s actual load.
  3. Obtain written terms for renewable sourcing, attribute allocation, reporting, double-counting controls, term, revision and exit.
  4. Compare the product against the ordinary utility tariff and against a conservative open-access or rooftop scenario.
  5. Obtain internal approval for the premium, claim language and evidence-retention process.
  6. Reconcile the utility’s renewable statement with invoices and consumption records every billing period.

Regulatory checks that prevent bad forecasts

Central rules provide the framework, but state implementation determines the bill. Review the latest SERC tariff order, open-access regulations, banking provisions, loss schedules, metering code and the distribution licensee’s application forms. The Central Electricity Regulatory Commission maintains current renewable-tariff regulations, while the Delhi Electricity Regulatory Commission’s 2024 notices on green open access and net metering illustrate how state procedures can differ. Treat those notices as examples of state variation, not as rules for every factory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the regulator or licensee to confirm the effective date of every charge used in the model. A tariff order may be annual, a banking rule may operate on a shorter cycle, and an application may be assessed under the order in force on the date of approval. Preserve the version of each document used for board approval.

Renewable claims, certificates and accounting

Paying for renewable-labelled electricity does not by itself prove that a company may claim a particular environmental benefit. The contract or tariff documentation should identify the generating source, allocation method, accounting period and treatment of renewable attributes. Confirm that the same megawatt-hour is not claimed by the generator, utility and industrial buyer simultaneously.

For rooftop systems, retain commissioning records, meter data, ownership documents and export statements. For open access, retain PPA schedules, injection and drawal data, settlement statements and attribute certificates or retirement evidence where used. For a green tariff, retain the utility’s product terms and annual or periodic renewable-supply statement. Use cautious public language when the utility or regulator does not provide a recognized attribute-retirement mechanism.

What current adoption data shows—and does not show

The Ministry of Power Annual Report 2024–25 reports 308 registered green-open-access users and 38,607 approved applications representing 20,201.64 million units between November 2022 and December 2024, with status stated as of 31 December 2024. Those figures demonstrate that the mechanism is being used, but they do not establish a delivered price, savings percentage or suitability for a particular factory. Application counts can include repeated or different approvals and should not be treated as a national cost benchmark.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practical decision rules

Choose open access first when all of these are true

  • The facility’s demand is large and predictable enough to absorb the contracted volume.
  • The state charge schedule leaves a material margin after losses, surcharges, banking and scheduling.
  • Management can accept a multi-year contract and perform monthly settlement and compliance work.
  • The generator and network path have credible connectivity, curtailment and replacement-power provisions.

Prioritize rooftop solar when these conditions dominate

  • The roof is structurally suitable and has enough unshaded area.
  • Most demand occurs while the system is producing, limiting low-value exports.
  • The company can fund, lease or contract the asset for its expected operating life.
  • On-site control and reduced grid purchases are more valuable than maximum sourcing flexibility.

Use a green tariff when simplicity is the deciding value

  • Construction, roof work and multi-party scheduling are impractical.
  • The utility offers a transparent product with acceptable renewable-accounting evidence.
  • The company values utility reliability and a short or flexible commitment.
  • The premium remains acceptable after comparing the complete bill, not just the energy line.

Questions to settle before signing

Have the finance, operations, engineering, legal and sustainability teams sign off on the same assumptions. The finance team should approve the delivered-cost and sensitivity model; engineering should approve interconnection and roof constraints; operations should approve outage and scheduling procedures; legal should approve change-in-law, default and termination language; and sustainability should approve the renewable-claim evidence.

Re-run the comparison whenever the factory adds a shift, changes sanctioned demand, relocates production, receives a new tariff order, or approaches the end of a banking cycle. The best route is the one that remains economical and auditable under the facility’s actual operating pattern—not the one with the lowest unadjusted generation quote.

Frequently Asked Questions

Can an industrial consumer procure only part of its electricity through green open access?

Yes. The Ministry of Power’s 2023 amendment summary says a consumer may elect green energy for a specified percentage of consumption or for its entire consumption, with separate solar and non-solar requisitions. State approval, metering and settlement procedures still apply.

Does unused open-access energy carry forward indefinitely?

No. Unused banked energy is adjusted within the same banking cycle and does not roll into later cycles.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a green tariff the same as buying renewable-energy certificates?

Not necessarily. A green tariff is a utility supply product. Its renewable attributes, allocation and any certificate or retirement mechanism must be confirmed in the utility’s approved terms.

Can rooftop solar supply a factory at night?

A standard grid-connected rooftop system produces only when solar resources are available. The factory normally remains connected to the grid for night-time and low-production periods unless it adds separately approved storage or another supply arrangement.

What information should a factory collect before requesting bids?

Prepare 12 months or more of bills and interval data, voltage and sanctioned-demand details, maximum demand, operating schedule, roof survey, proposed project location and the applicable state tariff and open-access documents.
