Businesses liable to register for GST generally need a registration in each state or union territory where they make taxable supplies through an establishment or other qualifying location. A GSTIN obtained in one state does not ordinarily cover operations in another. Within one state, the normal position is one registration, but the law permits or requires separate registrations in defined situations such as distinct business verticals and SEZ operations.
The correct choice depends on where supplies are made, how the business is legally organized, whether units are inside an SEZ, and how the business will account for invoices and input tax credit. Treat the current CGST Act, rules, notifications and GST Portal requirements as controlling; older FAQ wording should be read in that context.

What the GST registration rule actually says
Section 25(2) of the CGST Act, as presented in the CBIC-hosted text, states: "A person seeking registration under this Act shall be granted a single registration in a State or Union territory." The same provision allows a person with multiple business verticals in a state or union territory to obtain a separate registration for each vertical, subject to prescribed conditions.
This creates two different questions. First, where is the person liable to register? Second, once liability exists in a state, is one registration enough or does a specific rule justify another? A single GSTIN is not a nationwide licence, and a second GSTIN is not automatically required for every additional room, warehouse or branch.

Which situation are you dealing with?
| Business situation | Usual GST treatment | What must be checked |
|---|---|---|
| Operations in more than one state or union territory | Registration is generally state or union-territory specific; one GSTIN normally does not cover all locations. | Where the business is liable to register and the locations from which supplies are made. |
| Several premises in one state | One registration is the general position, with separate-registration provisions applying in specified cases. | The operative rule for multiple places of business and the facts of each premises. |
| Different business verticals in one state | Separate registrations may be available when the prescribed conditions for distinct verticals are met. | Whether the activities are genuinely separate under the applicable rules, not merely marketed under different names. |
| SEZ unit or developer | An SEZ unit or developer is treated separately from non-SEZ operations; multiple SEZ units in one state may be able to share a registration under the sectoral guidance. | The unit’s SEZ status, location and the current rule or procedure governing the application. |
| Two businesses using the same PAN | The PAN alone does not answer whether a second GST registration is proper. | Legal-entity structure, actual establishments, supply pattern and the rules for separate registrations. |
Do you need a separate GST number in every state?
If a person is liable to register in several states, the general state-based approach means applying for registration in each relevant state or union territory. A civil contractor carrying out projects in different states cannot assume that registering only at the head office will cover every project. The analysis must identify the establishment or location from which supplies are made and the place where the registration obligation arises.
For services, the location from which the supplier makes the supply can be decisive. The CBIC FAQ describes service suppliers as registering at the location from which they supply services. That means a head-office-only answer is unsafe when a business has operational establishments elsewhere. Examine contracts, personnel, premises, invoicing and the actual pattern of supply before deciding which states belong in the registration plan.
When can one state have more than one GST registration?
Separate business verticals
The Act’s proviso contemplates separate registration for each business vertical in the same state or union territory, but only subject to the conditions prescribed in the rules. A label such as “division,” “brand” or “business line” is not, by itself, proof that the statutory conditions are satisfied. Document the activities, management, books, supplies and other facts that distinguish the proposed verticals, then test them against the current rule.

Multiple places of business
The registration rules contain a separate-registration provision dealing with multiple places of business. It should not be read as an automatic requirement that every branch, warehouse or office receive its own GSTIN. The business must determine whether the relevant rule makes a separate registration available or necessary and whether consolidating the premises under one state registration is permitted and workable.
SEZ units and developers
The rules call for a separate application for an SEZ unit or developer as a business vertical distinct from units outside the SEZ. CBIC’s sectoral FAQ also states that multiple SEZ units within a state can share one registration, while an SEZ unit and non-SEZ units in that state are treated separately. Because SEZ status changes the analysis, map each unit and its approvals before filing rather than treating an SEZ address as an ordinary additional place.
Why trade names and PAN do not settle the answer
Different trade names do not automatically create different taxable persons. Conversely, a common PAN does not by itself prove that only one GST registration is possible. The relevant questions include whether the activities belong to the same legal person, where that person has establishments, how supplies are made and whether a statutory provision permits or requires separate registration.

Two companies that use different names but share a PAN should therefore review their incorporation and ownership records, registrations, premises and transactions together. The GST Portal can display GSTINs and other identifiers mapped to the same PAN across India, but that display is an administrative aid; it does not decide the legal entitlement to another registration.
What changes when you hold multiple GSTINs?
Each registration is a distinct person
Under the GST framework, registrations held by the same PAN are treated as distinct persons. A transaction between two registrations of the same business can therefore require documentation and tax treatment similar to an outward supply between separate registered persons, rather than an informal internal transfer.
Input tax credit is not one common pool
Credit held by different registered persons cannot simply be cross-utilised. If a head office receives common input services for several state registrations, the business must use the applicable distribution mechanism so that credit reaches the registrations that used or are entitled to the service. Allocation should be supported by contracts, invoices, usage records and a consistent accounting policy.

Invoicing and administration multiply
Every GSTIN brings its own registration profile, returns, reconciliations, notices and record-keeping obligations. Transfers of goods, services or shared costs between registrations need correctly addressed invoices and ledgers. Before choosing optional registrations, model the effect on billing, procurement, inventory, payroll support, credit allocation and compliance ownership; the official material does not establish a universal cost-benefit formula.
A practical decision process
- List the legal person or persons. Separate companies, partnerships, trusts and other entities may have different registration positions even when names, owners or PAN records overlap.
- Map every operating location. Record states and union territories, factories, project offices, service establishments, warehouses, branches and SEZ units. Note which location actually makes or supports each category of supply.
- Identify where liability exists. Apply the current statutory provisions and notifications to each state and supply pattern. Do not assume that an address on a letterhead, or a temporary site, automatically creates a registration obligation.
- Test the one-registration option within each state. Check whether all premises can be included under one state registration and whether the multiple-place rules impose a different result.
- Test exceptions and elections. For separate business verticals, verify the prescribed conditions. For SEZ operations, separate SEZ and non-SEZ units and confirm whether multiple SEZ units can share a registration under the current guidance.
- Plan the transaction flows. Decide which GSTIN will contract, invoice, hold stock, claim credit and receive common services. Design the inter-registration invoicing and credit-distribution process before applications are submitted.
- Document the conclusion. Keep a location map, entity chart, vertical analysis, SEZ evidence and written explanation of why each GSTIN is required, optional or unnecessary. This gives the accounts team a repeatable basis for future changes.
Using the GST Portal without confusing procedure with law
During registration, the GST Portal application system displays GSTINs and other identifiers mapped to the same PAN across India. Use that information to detect existing registrations and avoid accidental duplication. The application also allows additional places of business to be added, which can support a single state registration where the law permits consolidation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPortal fields do not determine whether a separate GSTIN is legally required. A successful submission, an available field or a system suggestion cannot replace the state-by-state and unit-by-unit analysis. Keep the registration details aligned with the actual establishment, business activity and documents, and update the profile when a location, vertical or SEZ status changes.

Examples that show the difference
Contractor with projects in three states
The contractor’s head office is in State A, but project establishments in States B and C make supplies from those locations. The starting assumption should be separate state registrations where liability exists, not one GSTIN at the head office. The contractor should confirm the facts of each project and the current rules before filing.
Manufacturer with a warehouse and sales office in one state
Both premises are in the same state. A second GSTIN is not automatic. The business should first determine whether the warehouse and office can be listed as additional places under one registration and whether any rule requires or permits a separate registration based on their functions.
Company operating an SEZ unit and a domestic unit
The SEZ unit and the non-SEZ unit are treated separately under the cited guidance. The company should prepare distinct registration applications and accounting flows for those operations, while checking whether more than one SEZ unit in the same state can share a registration.

Two trading names under one PAN
Names alone do not answer the question. Review the underlying entity, establishments, supplies and any qualifying business-vertical conditions. A second application should be supported by the applicable legal basis rather than by branding preference.
Common mistakes and how to avoid them
- Using one GSTIN nationwide: State-based liability is the general rule; map every state in which the person is liable to register.
- Issuing a GSTIN for every address: Additional premises do not automatically require separate registrations. Check the multiple-place provisions first.
- Relying on a trade name: A new name is not the same as a new legal person or qualifying business vertical.
- Pooling input credit: Distinct registrations cannot freely cross-utilise credit. Establish an allocation and distribution process for common services.
- Ignoring inter-registration supplies: Transfers between registrations need properly addressed documentation and accounting.
- Treating an old FAQ as current law: CBIC FAQ pages contain legacy wording. Use them to understand common questions, but validate operative conclusions against the current Act, rules and portal requirements.
- Filing before designing operations: Decide who will contract, invoice, stock goods and claim credit for each location before selecting optional registrations.
Documents and facts to have ready
- A legal-entity and PAN map showing every existing GSTIN.
- A state and union-territory location list, including service establishments and project offices.
- Premises evidence and a description of what each location actually does.
- Separate-vertical analysis where more than one registration is proposed in a state.
- SEZ approval or unit details where applicable.
- A transaction-flow chart showing inter-registration supplies, shared services and credit distribution.
- An owner for each GSTIN’s returns, reconciliations, notices and record retention.
The most defensible answer is therefore fact-specific: obtain registrations in each state or union territory where the person is liable, keep one registration within a state unless an applicable rule supports or requires more, and treat every additional GSTIN as a distinct compliance and credit account.
