One GST registration (GSTIN) does not ordinarily cover a business across multiple Indian States or Union territories. If a person is liable to register in more than one State or Union territory, Section 25 of the Central Goods and Services Tax (CGST) Act requires an application in each place where the liability arises. In practice, that means separate, state-specific GST registrations.

Within a single State, the baseline is generally one registration. A business may be able to obtain additional registrations for separate business verticals or places of business in that same State, but that is an optional structure subject to conditions. Every registration under the same PAN is treated as a distinct person for GST purposes, so invoicing, input-tax credit and return compliance must be managed registration by registration.

The short answer: can one GSTIN cover several States?

Question Practical answer
Can one GSTIN ordinarily cover offices, warehouses or taxable operations in several States? No. GST registration is linked to a State or Union territory. A person liable in more than one State or Union territory generally needs a separate GSTIN in each.
Is one registration normally enough within one State? Yes, as the baseline. Additional registrations in the same State may be available for qualifying business verticals or places of business, subject to the applicable rules.
Are registrations under one PAN treated as the same registered person? No for GST purposes. Section 25(4) treats each registration as a distinct person.
Can input tax credit (ITC) simply move from one State registration to another? No. CBIC states that cross-utilisation of credit between different registered persons is not allowed.
Does selling to a customer in another State automatically require registration there? Not automatically. Liability depends on the location from which supplies are made, the nature of the activity and the applicable registration rules. The customer’s State alone is not a sufficient test.

The legal framework is therefore not a free choice between “one national GSTIN” and “many GSTINs.” State-wise registration is generally mandatory wherever the law makes the person liable; the real choices usually concern how to organise registrations within a State and how to operate the resulting distinct GST persons.

Why GST registration follows the State or Union territory

Section 25 of the CGST Act establishes the geographic structure. A person liable to register must apply in every State or Union territory in which the person is liable. CBIC’s registration FAQ expresses the same rule: a person operating and liable to register in more than one State must register separately in each State.

This is different from income-tax or company-law registration, where a PAN or corporate identity may span the country. GST registration is administered through state-specific GSTINs. The first two digits of a GSTIN identify the State or Union territory, but the important legal point is not the number format; it is that each registration represents a separate GST registration in that jurisdiction.

The rule applies to both goods and services, but the facts that create liability can differ. A supplier of services generally registers at the location from which the services are supplied. A business with a place of business, warehouse, office, manufacturing site or other operation in another State must analyse whether that activity creates registration liability there. The conclusion cannot be reached merely by listing the States in which customers happen to be located.

What “distinct persons” means for one PAN with several GSTINs

Section 25(4) of the CGST Act states: “A person who has obtained or is required to obtain more than one registration, whether in one State or Union territory or more than one State or Union territory shall, in respect of each such registration, be treated as distinct persons for the purposes of this Act.”

That rule applies even when all registrations use the same PAN and belong to the same company, partnership or proprietor. It does not turn each GST registration into a separate company for every legal purpose outside GST. It does mean that GST treats the registrations as separate taxable persons when applying the Act.

The distinct-person treatment affects transactions between registrations. A transfer of goods, services, personnel, use of shared resources or other supplies from one GSTIN to another may need to be documented and taxed under the applicable GST rules, even if there is no outside customer and the registrations are owned by the same business. Accounting systems therefore need a GSTIN-level view of sales, purchases, tax, credit and returns.

Mandatory state-wise registrations versus optional splits within one State

Separate States: generally a legal obligation

If the registration liability arises in two or more States or Union territories, separate state-wise registrations are normally required. A business cannot avoid a second registration simply by keeping one PAN, one accounting system or one central head office in another State.

One State: normally one registration

The baseline within a State is one registration. That registration can cover the business activities and places of business that fall within the registration, subject to the Act and rules.

Additional registrations in the same State: an option with conditions

The rules permit applications for separate registrations for qualifying business verticals or places of business within a State. This is not an unrestricted right to divide a business whenever convenient. Eligibility, the selected structure and the conditions attached to separate registrations must be checked before applying.

Once separate same-State registrations are obtained, each becomes a distinct person for GST. Supplies between them can create tax, invoicing, valuation, record-keeping and return obligations. A split may improve operational separation, but it can also create additional reconciliations and internal transactions.

How to identify the States in which registration may be required

Start with the location of the business activity, not just the destination of the invoice.

Map each actual place of business

  • List offices, factories, branches, stores, warehouses and other locations used for the business.
  • Identify where employees or contractors perform the relevant supply and where goods are stored, processed or dispatched.
  • Note whether a location is operated directly, through an agent or under another arrangement.

Identify where outward supplies are made or intended

CBIC’s FAQ states that registration is required in each State from which outward supplies are made or intended, where the person is liable. Analyse the facts behind that phrase: the establishment involved, the type of supply, the place-of-supply rules and any applicable exceptions.

Do not use the customer’s address as the sole test

A service provider may have customers in many States while supplying from one registered location. Conversely, a business may have a taxable establishment or other relevant activity in a State even when its customers are elsewhere. The customer’s State is therefore a fact in the analysis, not an automatic trigger.

Separate goods, services and special facts

Goods may involve storage, dispatch or movement through locations that require separate analysis. Services may depend more heavily on the location from which the service is supplied. Because the official materials do not decide every possible fact pattern, a business should document the basis for its conclusion and obtain case-specific professional advice where the location or liability is unclear.

One national registration versus state-wise registrations: the practical comparison

Decision area One GSTIN across States Separate state-wise GSTINs
Legal availability when liable in several States Not ordinarily available; it does not satisfy the requirement to register in every State or Union territory where liability arises. Matches the Section 25 structure when liability exists in multiple States or Union territories.
Registration identity One registration in one State or Union territory. Each State or Union territory has its own GSTIN and registered-person record.
Inter-State operations Cannot be used to treat all State locations as one GST person. Operations in each registered State are reported through that State registration.
ITC location Credit remains with the one registration; this does not solve credit needs of unregistered State operations. Credit is held by the registration that receives the eligible document and claims it. Cross-utilisation between different registered persons is not allowed.
Transactions between locations Internal State locations covered by the same registration are not separate GST persons solely because they are in different places, subject to the actual facts. Supplies between distinct registrations require the applicable documentation, tax treatment and return reporting.
Returns and records Fewer registration-level filings, but only where one registration is legally sufficient. Separate registration-level returns, reconciliations, authorised users, notices and records.
Administrative burden Lower only in a fact pattern where the business is legally confined to one registration. Higher as the number of GSTINs, locations and inter-registration transactions increases. Official materials do not provide a universal cost figure.

The first column is not a lawful planning alternative when a business is liable in several States. It is useful only as a contrast with a business whose taxable activity is genuinely managed from one State registration.

How ITC works when registrations are in different States

Input tax credit belongs to the registered person that satisfies the credit conditions and receives the relevant tax document. When two GSTINs under one PAN are distinct persons, the credit claimed by one cannot simply be transferred to the other or used as if both registrations were a single account.

For example, suppose a company has GSTIN A in State A and GSTIN B in State B. A purchases eligible services and the invoice is issued to GSTIN A. GSTIN B cannot treat that invoice as its own credit merely because the same company paid the supplier. If A provides a service or transfers goods to B, the transaction must be evaluated as a supply between distinct persons and documented through the appropriate tax invoice or other prescribed record.

This creates a planning issue for shared costs. Businesses should decide which registration receives invoices for common services, how genuinely shared inputs are allocated, and whether supplies from one registration to another are needed. The allocation should be supported by contracts, invoices, accounting entries and the business reality; it should not be an after-the-fact attempt to move credit between GSTINs.

What separate registrations mean for internal supplies

Once registrations are treated as distinct persons, internal flows can become GST transactions. Examples include:

  • Goods sent from a warehouse registered under one GSTIN to a branch registered under another.
  • Centralised employees or support teams providing taxable services to another registration.
  • Use of premises, equipment, software, branding or other resources by a distinct registration.
  • Recharges of common expenses where one GSTIN received the supplier’s invoice and another benefits from the service.

The exact tax treatment depends on the nature of the supply, valuation rules and the applicable provisions. The important operational point is to establish a policy before transactions occur: identify the supplying and receiving GSTIN, decide what document is required, record the tax, and reconcile both sides in the relevant returns.

When a separate registration within one State might be considered

A business may consider the same-State option when genuinely separate operations need distinct GST administration. Potential reasons include different business verticals, separate places of business, different accounting teams or a need to ring-fence operational reporting. These are business reasons, not automatic legal permission.

Checks before choosing the split

  • Confirm that the proposed arrangement satisfies the conditions in the registration rules.
  • Map supplies between the proposed registrations and identify which will require invoices and tax.
  • Determine how common input services, employees, premises and assets will be allocated.
  • Assess whether each registration can maintain separate books, return data and supporting records.
  • Model the effect on working capital, because credit may sit in one registration while another has the tax liability.

If these controls cannot be maintained, a split can create more exposure than it removes. The application should reflect a real, supportable structure rather than a paper division designed only to obtain a perceived credit or compliance advantage.

Step-by-step process for a multi-State business

  1. Prepare a location and activity map. List every State and Union territory in which the business has a place of business, warehouse, branch, service operation or other relevant activity. Record what each location actually does.
  2. Test liability State by State. Apply Section 25 and the relevant registration rules to the facts. Distinguish a place from which supplies are made from a customer’s destination. Flag uncertain locations for professional review.
  3. Choose the registration structure within each State. Use one registration as the baseline. Consider additional same-State registrations only after checking the rule conditions and the operational consequences.
  4. Collect registration evidence. Keep address, constitution, authorised-signatory, bank and business-activity information consistent with the proposed GSTIN structure. The GST Portal application must be completed for each registration that is required or validly chosen.
  5. Design the accounting master data. Create separate GSTIN ledgers, tax codes, invoice series, purchase workflows and return reports. Prevent staff from posting an invoice to the wrong State registration.
  6. Set an inter-registration policy. Define when goods, services, shared costs or assets move between GSTINs; which registration issues the document; how value and tax are determined; and how both registrations record the transaction.
  7. Assign ITC ownership. Instruct vendors to issue invoices to the GSTIN that is entitled to receive and use the input. Establish an approval process for common-cost invoices.
  8. Operate separate compliance calendars. Track returns, payments, reconciliations, notices, amendments and authorised users for every GSTIN. A missed action for one registration is not cured by compliance under another.
  9. Review after changes. Expansion, a new warehouse, a relocated service team or a new business vertical can change the registration analysis. Revisit the map before starting the new activity.

Compliance and control checklist

  • GSTIN on every tax invoice, debit note, credit note and purchase record matches the actual supplier or recipient registration.
  • Sales are reported in the GSTIN connected with the place and activity that generated the supply.
  • Inter-registration supplies appear consistently in the supplying and receiving registrations’ books and returns.
  • ITC is claimed only by the registration named on the eligible tax document.
  • Bank, address, signatory and principal-place details remain current for each GSTIN.
  • Teams understand that a common PAN does not permit free movement of GST credit.
  • Records explain why a location is included in one registration or separately registered.

Common mistakes and how to correct the decision

Using the head-office GSTIN for every State operation

This can leave a business unregistered where Section 25 requires registration. Rebuild the location map and obtain advice on the effective compliance path before continuing the activity.

Registering wherever a customer is located without analysing the supplier location

Customer geography alone is not the rule. Review the establishment from which the supply is made and the applicable place-of-supply and registration provisions.

Assuming the same PAN permits ITC transfers

It does not. Correct the vendor-invoice and accounting workflow so the intended GSTIN receives the document and credit.

Choosing extra same-State GSTINs without planning internal supplies

A split creates distinct persons. Inventory transfers, shared services and common expenses need a documented treatment from the start.

Counting registrations but not control effort

Each GSTIN adds registration-level records, return work, reconciliations and notice management. The official materials do not quantify a universal rupee cost; the business must estimate effort from its own number of locations, transactions and systems.

How to decide for typical fact patterns

Single-State service business with customers nationwide

If services are supplied from one State and no other fact creates liability elsewhere, one registration may be sufficient. Document the location from which the services are supplied and revisit the conclusion if personnel or operations move.

Manufacturer with plants in three States

Each State in which the business is liable generally requires its own GSTIN. The company should plan inventory movements, shared services and ITC at the registration level rather than treating the plants as one GST person.

Retailer with a head office and warehouses in different States

Do not decide from the warehouse label alone. Determine what each warehouse does, whether it is a place of business or supports supplies from another establishment, and whether the facts create liability in that State.

One State with genuinely separate business verticals

Review the rules for separate registrations, then compare the administrative separation with the consequences of distinct-person transactions. A second GSTIN is an option only if the conditions are met and the business can operate it cleanly.

What the official material does—and does not—establish

The CGST Act, CBIC FAQs, registration rules and GST Portal guidance establish the state-specific registration framework, distinct-person treatment and the restriction on cross-utilising credit between separate registered persons. They do not provide a universal cost comparison, a national statistic or a fact-specific answer for every warehouse, service arrangement or supply chain.

GST provisions and portal procedures can change through amendments and notifications. Before filing or restructuring, check the current law and portal requirements and obtain advice on facts that are not clear from the general rule.

FAQ

Does opening a warehouse in another State always require a new GST registration?

Not automatically on the warehouse label alone. The answer depends on what the location does, whether it is a relevant place of business or source of supplies, and the applicable registration provisions. Analyse the actual activity rather than assuming either result.

Can the same company keep one GSTIN if all invoices are issued from its head office?

Invoice location by itself does not override the legal test. If the company is liable to register in another State because of its operations there, a head-office GSTIN cannot substitute for the required State registration.

Are separate GST registrations separate companies?

No. They remain registrations of the same underlying person or entity outside GST. They are treated as distinct persons for purposes of the CGST Act, which is why internal supplies and credit must be handled separately.

Is there an official fixed cost for maintaining multiple GSTINs?

No universal amount is established in the official materials. Cost depends on the number of registrations, transactions, staff, systems, reconciliations and professional support required.
