The AICPA & CIMA Entities with Oil and Gas Producing Activities—Audit and Accounting Guide is a specialist reference for accountants and auditors working with exploration and production entities. The publisher’s 2025 listing describes an e-book of more than 300 pages, with a print edition also available. Its scope runs from successful-efforts and full-cost accounting through reserves, impairment, asset-retirement obligations, revenue, complex contractual arrangements, internal controls and audit procedures.

Use it as an industry-focused roadmap, not as a replacement for the FASB Accounting Standards Codification, applicable auditing standards, tax or environmental law, production-sharing contracts, or engagement-specific professional judgment. The publisher identifies standards and updates that the edition addresses; practitioners should confirm which requirements apply to the reporting period and jurisdiction they are auditing.

What this guide is—and what it is not

The guide is written for professionals who prepare, audit or review financial information for entities with oil and gas producing activities. Oil and gas reporting combines ordinary financial-reporting questions with industry estimates and contracts that can materially change recognition, measurement, presentation and audit risk. A general accounting manual may explain a standard, but it will not necessarily show how that standard interacts with reserves, production volumes, joint interests, farm-ins, carried interests, concessions or production-sharing terms.

AICPA & CIMA’s product description presents the guide as a practical reference spanning accounting, financial reporting, audit risk, controls and audit procedures. The listing is a description of the publication’s intended coverage; it is not itself an authoritative pronouncement. Apply the authoritative literature in force for the engagement, document the accounting policy selected, and resolve conflicts in favor of the applicable standard and the facts of the arrangement.

Accounting models: successful efforts and full cost

Successful-efforts accounting

The guide addresses successful-efforts accounting, an area in which the treatment of exploration and development expenditures depends on whether the work results in a successful finding or a productive property. For an engagement, identify the entity’s stated policy, map each relevant cost type to that policy, and test whether the accounting follows the policy consistently. The key audit questions are not limited to the invoice: they include the property or prospect to which the cost was assigned, the status of the activity at the reporting date and the evidence supporting management’s conclusion.

Full-cost accounting

Full-cost accounting is also covered. Under a full-cost policy, costs are accumulated within the applicable cost centre and evaluated through the required ceiling-test and impairment framework. The audit file should make the cost-centre definition, capitalization policy, excluded costs and related reserve and pricing inputs explicit. A change in policy, cost-centre boundaries or the data used in the test can alter reported assets and income materially.

Policy documentation and comparability

Successful-efforts and full-cost approaches can produce different timing and presentation outcomes. The guide helps a practitioner research the mechanics, but the financial statements still need a clear accounting-policy disclosure and consistent application. When comparing entities, first determine which method each entity uses; comparing balances without that context can be misleading.

Reserves, depletion and impairment

Reserve estimation and determination

Reserve quantities and classifications are central to many oil and gas measurements. The guide includes reserve estimation and determination, giving auditors a framework for understanding how reserve information feeds depreciation, depletion, impairment analyses, revenue forecasts and disclosures. Work begins with the reserve report or internal estimate, the definitions used, the period covered and the specialist or external information involved.

  • Reconcile reserve quantities used in accounting models to the underlying reserve schedule.
  • Identify changes from the prior period and obtain explanations for additions, revisions, production, acquisitions and disposals.
  • Trace key assumptions to technical support, approved plans and information about prices, costs and production timing.
  • Assess whether management used an appropriate specialist and whether the auditor needs specialist assistance.

The guide’s coverage does not make a reserve estimate an audit fact by itself. The auditor still evaluates evidence, assumptions and the competence and objectivity of specialists in accordance with the standards applicable to the engagement.

Depreciation and depletion

Depreciation and depletion are listed topics because the depreciable or depletable base, reserve quantities, production volumes and useful-life assumptions can all affect expense. Build a clear bridge from the asset register and capital additions to the depletion calculation. Investigate unusual changes in depletion rates, production-to-reserve relationships, suspended wells and assets that are no longer expected to contribute to production.

Ceiling tests and other impairment work

The publisher specifically identifies ceiling tests and impairment. A ceiling-test file should show the applicable cost centre, the assets included, the reserve and pricing information used, the deductions and the comparison that determines whether a write-down is required. For other impairment analyses, document the triggering event, cash-flow or fair-value assumptions, the period of the estimate and the sensitivity of the conclusion to changes in reserves, prices, production or costs.

Do not assume that a prior-period conclusion carries forward. A change in commodity prices, reserve estimates, drilling plans, regulatory conditions, financing or a transaction can create a new risk even when the underlying property has not changed.

Asset-retirement obligations and environmental liabilities

Asset-retirement obligations (AROs) and environmental liabilities receive dedicated coverage. Producing properties can carry obligations to plug and abandon wells, remove equipment, restore sites or remediate environmental damage. The accounting and audit work therefore spans the obligation itself, the timing and amount of expected expenditure, discounting or other measurement requirements, revisions to estimates and the related asset or expense treatment.

Audit evidence for AROs

  • Obtain the current abandonment, reclamation and remediation inventory and reconcile it to the property register.
  • Read permits, leases, concession terms, joint-interest agreements and closure plans for obligations that may not appear in the general ledger.
  • Compare cost assumptions with recent work, approved budgets, engineering estimates and external information where appropriate.
  • Test changes from the prior year, including newly drilled or acquired properties, disposed assets and revised closure timing.
  • Evaluate the controls that identify obligations and route changes to accounting.

Environmental liabilities may involve legal and technical uncertainty. The guide can help organize the accounting and audit questions, but the conclusion must reflect the governing law, contract language and evidence for the specific property and jurisdiction.

Revenue under ASC 606

The guide includes ASC 606 revenue recognition for oil, gas and natural gas liquids (NGLs). In practice, the auditor must understand what the entity promises to deliver, when control transfers, how volumes and quality are measured, how the transaction price is determined and whether the entity is acting as principal or agent in the arrangement.

Start with the contract population rather than the revenue ledger alone. Map sales contracts, gathering and processing arrangements, transportation terms, marketing arrangements, take-or-pay provisions and title-transfer points. Reconcile delivered volumes to production, pipeline or plant records and then to invoices and cash receipts. Investigate differences caused by measurement timing, quality adjustments, provisional pricing, deductions or netting.

NGL transactions can have different processing and measurement features from crude oil or natural gas sales. Keep the product, delivery point, measurement basis and pricing formula visible in the audit trail. Where a contract includes variable consideration or a significant financing feature, document the analysis under the applicable ASC 606 requirements rather than relying on an industry convention.

Commercial arrangements that require specialized analysis

Production-sharing contracts and concessions

The listed coverage includes production-sharing contracts, concessions and international fiscal systems. These arrangements can determine how production is allocated, which costs are recoverable, how tax or royalty burdens operate and what rights the entity has to reserves or cash flows. Read the governing agreement and amendments, identify the relevant country and fiscal regime, and reconcile production and cost-recovery calculations to the accounting records.

Joint-interest arrangements

Joint interests require attention to ownership percentages, operatorship, billing, non-operated costs, cash calls, audits by the operator and the allocation of production and reserves. Obtain the joint-interest statement and agreement, test the entity’s working interest, and reconcile operator billings to approved budgets, invoices and the entity’s ledger. Review exceptions, disputed charges and suspense balances because they can signal control or valuation problems.

Farm-ins and carried interests

Farm-ins and carried interests are expressly included in the topic list. Their economics depend on the work commitment, the interest earned, the party carrying costs and the point at which rights transfer. Break the arrangement into obligations and milestones; verify that the accounting follows the contract and the entity’s policy; and test whether any contingent consideration, impairment indicator or disclosure requirement has been overlooked.

Nontraditional financing

Nontraditional financing can blur the line between borrowing, production-linked funding, a sale of an interest and a derivative. Read the complete financing documents, identify repayment and settlement features, and evaluate classification, measurement, embedded features, covenants and disclosures under the standards applicable to the transaction. Do not infer the accounting from the commercial label alone.

Audit risk, controls and procedures

Risk assessment

The guide covers risk assessment and industry-specific estimates. A useful risk assessment links each material balance or disclosure to the operational data that drives it: reserves, production, prices, ownership interests, abandonment obligations, tax positions, derivatives and contract terms. Consider both the risk of material misstatement and the risk that a control does not detect an error before reporting.

Internal controls

Controls in this industry often cross accounting, geology, engineering, operations, land, marketing, treasury and tax. Document who authorizes wells and capital projects, who approves reserve changes, who maintains ownership records, who validates production measurements, who reviews operator billings and who approves journal entries. Test access, change management, reconciliations, exception reports and management review controls proportionate to the assessed risk.

Estimates, specialists and external pricing information

The publisher says the audit guidance reflects SAS Nos. 142 through 146, including standards relating to audit evidence, auditing estimates, specialists and external pricing information. That emphasis matters because reserves, AROs, impairment models, fair values and commodity-linked revenue commonly depend on estimates or specialist work. Define the auditor’s objective before accepting a specialist report: determine what the specialist did, the data used, assumptions applied, limitations stated and whether the work addresses the assertion being tested.

External pricing information is evidence, not an automatic answer. Compare the source, date, product grade, delivery point, currency, benchmark and adjustment terms with the entity’s contract and model. Resolve differences instead of averaging incompatible data.

Engagement quality management

The listing also identifies engagement quality management among the reflected auditing topics. For high-risk oil and gas engagements, plan the required reviews early, retain evidence of consultations and specialist involvement, and ensure that significant judgments—particularly reserve, impairment, ARO, revenue and derivative conclusions—are reviewed at the appropriate level before the report is issued.

Derivatives, income taxes and fair-value information

Derivatives, income taxes and reserve-related estimates appear in the guide’s audit-topic description. For derivatives, inventory contracts and hedges, obtain confirmations and agreements, identify netting and collateral terms, and test valuation inputs and designation documentation where applicable. For income taxes, connect the tax provision to the legal entities, jurisdictions, concessions, production-sharing terms, uncertain positions and deferred-tax consequences of asset and reserve changes.

Fair-value disclosures require attention to the valuation technique, inputs, hierarchy classification and sensitivity information required by the applicable standard. The publisher identifies FASB updates on fair-value disclosures, credit losses and goodwill impairment as topics addressed by the listing. Treat that list as an indication of coverage, not a complete inventory of every FASB update currently effective.

How to use the guide on an engagement

  1. Define the entity and activities. Inventory producing properties, exploration projects, operatorships, non-operated interests, processing assets, marketing entities and foreign operations.
  2. Identify the accounting model. Record whether the entity applies successful efforts or full cost, then obtain the policy, prior-year workpapers and relevant disclosures.
  3. Map the estimates. List reserves, depletion rates, impairment or ceiling tests, AROs, environmental liabilities, fair values, tax positions and revenue estimates, with the responsible preparer and specialist for each.
  4. Read the contracts. Gather leases, concessions, production-sharing contracts, joint-interest agreements, farm-in documents, carried-interest terms, financing agreements and sales contracts.
  5. Map data flows and controls. Trace operational data from measurement systems, reserve reports, operator statements and contract schedules into the general ledger and financial statements.
  6. Plan evidence and specialists. Decide which assertions require confirmations, recalculation, observation, external pricing, technical specialists or legal-tax input.
  7. Perform roll-forwards and analytical procedures. Reconcile reserves, production, ownership, capital additions, depletion, ARO changes, revenue and cash; investigate changes that do not match operational explanations.
  8. Evaluate presentation and disclosure. Check accounting policies, significant judgments, reserve information, impairment, ARO, revenue, derivatives, taxes and fair-value disclosures against the applicable reporting framework.
  9. Update for the reporting period. Confirm effective dates, transition requirements and amendments rather than assuming that a prior-year conclusion remains current.

Currency, jurisdiction and reporting-period checks

A 2025 publication date does not make every cited requirement current for every engagement. Before relying on a chapter, verify the reporting framework, fiscal year, jurisdiction, contract date, effective date and transition provisions. International concessions and production-sharing contracts may introduce local accounting, tax, environmental or regulatory requirements that are outside a U.S.-focused guide’s product description.

Keep the guide’s publication date and the date of the authoritative literature used in the file. If a standard, FASB update or auditing requirement changed after the edition was released, document how the newer requirement affects the engagement and whether an updated source is needed.
