1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteNeither NPS nor PPF is universally better. They solve different retirement problems. The National Pension System (NPS) is a regulated pension arrangement whose investment returns move with the pension schemes and markets you select; at exit, part of the corpus may have to fund an annuity. The Public Provident Fund (PPF) is a government savings account with a notified interest rate, a 15-year maturity and tightly defined access rules.
Choose PPF when a government-notified savings rate and predictable rules matter more than immediate liquidity, and you can leave money invested for the long term. Choose NPS when you want market-linked retirement investing and a formal annuity route, and you accept investment variability and restrictions on how the corpus is taken at exit. Your tax regime, employment category, time horizon, need for early access and desired retirement income can change the answer.

NPS and PPF at a glance
| Question | NPS | PPF |
|---|---|---|
| What is it? | A regulated pension system using pension funds and investment schemes. | A government savings account scheme with a rate notified by the government. |
| How does the balance grow? | Market-linked outcomes based on the schemes and investment choices selected. | Interest credited at the applicable government-notified rate. |
| Current published rate or outcome | No fixed return; results vary with the selected schemes and markets. | India Post lists 7.1% per annum, compounded yearly, checked 13 October 2026. The rate can be changed by government notification. |
| Access before retirement | Partial withdrawals and exits depend on subscriber category and PFRDA rules. | Loans and partial withdrawals are allowed only after prescribed periods and subject to scheme conditions. |
| Retirement income | Normal exit generally permits up to 80% as a lump sum and requires at least 20% to buy an annuity for the All Citizen Model, subject to applicable rules and corpus thresholds. | PPF itself is not an annuity. The account balance is withdrawn or continued under PPF rules. |
| Best fit | Someone who accepts investment variability and wants a regulated pension and annuity route. | Someone who values a government-notified savings rate and can follow a long maturity and withdrawal schedule. |
The comparison is not a contest between two versions of the same product. NPS is designed around accumulating and converting a pension corpus; PPF is designed around long-term government-backed saving with scheduled access. That structural difference matters more than comparing one year’s rate with an assumed NPS return.

It is a pension system, not a fixed-interest account
NPS contributions are invested through regulated pension funds and schemes. The value of your account therefore changes with the performance of the underlying investments. Your selected allocation and market conditions determine the result; no return should be promised in advance. A higher expected growth rate, if it occurs, comes with the possibility of losses or prolonged periods of weak performance.

The All Citizen Model is open to individual subscribers, but exit treatment is not identical across every NPS arrangement. Rules can differ by sector, joining date, subscriber category and the reason for exit. Read the rule set that applies to your account rather than relying on a generic retirement-age description.
Investment choice is the main NPS decision
An NPS account gives you pension-scheme choices rather than a single notified interest rate. The practical questions are how much investment fluctuation you can tolerate, how long remains before you need the money and whether you can stay invested through market declines. A short horizon leaves less time to recover from a fall, while a long horizon gives compounding more opportunity but does not remove market risk.
Because NPS is market-linked, two subscribers contributing similar amounts can finish with different corpus values if their scheme selections, contribution timing and market conditions differ. Statements showing a current balance are not a guarantee of the eventual exit amount.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Normal exit can divide the corpus between cash and annuity
For the All Citizen Model, PFRDA describes a general normal-exit arrangement in which up to 80% of the corpus may be taken as a lump sum and at least 20% must be used to purchase an annuity, after the applicable vesting period. The exact options can change when the corpus falls within specified lower thresholds, and other subscriber categories have their own provisions. Confirm the current rule for your account before deciding how much cash you will receive.
An annuity converts the amount allocated to it into a stream of payments under the annuity option and terms you select. The income is not the same as withdrawing the annuity purchase amount; it is paid according to that contract. PFRDA materials state that annuity income is taxable in the year it is received under the applicable tax rules.

Premature exit is usually more restrictive
Leaving NPS before the normal exit conditions generally imposes stricter annuity requirements than a normal exit. The proportion available as an immediate lump sum, the amount that must purchase an annuity and any exceptions depend on the applicable PFRDA provisions and your subscriber category. Do not plan emergency access on the assumption that the entire NPS balance can be withdrawn whenever you choose.
What PPF does for retirement saving
A long-term savings account with a changeable notified rate
India Post’s current listing, checked on 13 October 2026, shows PPF interest at 7.1% per annum, compounded yearly. The National Savings Institute (NSI) rules specify that rate for balances or deposits on or after 1 April 2020, while also making clear that the applicable rate is subject to government notification. The published 7.1% figure is therefore a dated current rate, not a promise that every deposit will earn 7.1% for the full life of a PPF account.
When assessing PPF for retirement, model the possibility that future notified rates differ. A calculation that holds today’s rate constant for 15 years is an illustration, not a guaranteed forecast. Check the latest India Post or NSI notification before making a new contribution or comparing projected outcomes.
Contributions have annual limits
NSI lists a minimum annual deposit of ₹500 and a maximum of ₹1,50,000 in a financial year. These are scheme limits, not a recommendation to contribute either amount. If your retirement plan needs a larger annual allocation, the excess must be considered through other eligible investments rather than assumed to earn PPF interest.
Maturity comes after 15 complete financial years
A PPF account matures after 15 complete financial years counted from the end of the financial year in which it was opened. For example, the relevant starting point is the financial year of opening, not simply 15 years from the day you made the first deposit. The account can be extended in five-year blocks under the applicable options. It may also remain open without further deposits under the scheme rules.

This timetable makes PPF useful for money that can stay invested for a long period, but unsuitable as a general emergency fund. A person opening an account close to a planned retirement date may not have the full 15-year window and should examine the maturity date before treating PPF as the core retirement vehicle.
Recommended Free Tools
Earlier access is scheduled, not on demand
PPF permits loans during the prescribed early-year window and partial withdrawals from the seventh financial year, subject to the scheme’s conditions and limits. The account is therefore more accessible than a completely locked product, but it does not provide unrestricted withdrawals. Check the account’s opening year and the current form and calculation rules before applying for a loan or withdrawal.
PPF does not create an annuity
At maturity, PPF gives you an account balance that can be withdrawn or retained under the extension rules. It does not automatically turn part of that balance into a lifetime pension. If you need regular retirement income, you must decide separately how to draw from the balance or use other retirement-income arrangements. That is fundamentally different from NPS, where the normal-exit process can require an annuity purchase.
Where NPS and PPF differ most
Return certainty versus investment variability
PPF’s applicable interest rate is notified by the government and can change over time. This gives you a clearly published rate for the relevant period, but not a fixed 15-year promise. NPS has no comparable notified rate: the corpus reflects market performance and the schemes chosen. The trade-off is between a rule-based savings rate and exposure to investment growth and losses.
Do not compare PPF’s 7.1% current listing with an assumed NPS percentage as though both were guaranteed annual returns. The PPF number is a current official rate; an NPS number would be a projection that depends on future markets, contributions and allocation.

Liquidity and access rules
PPF’s restrictions are largely calendar-based: the 15-year maturity, loan window and seventh-financial-year withdrawal rule determine when money can be reached. NPS access is controlled by subscriber category, vesting requirements, partial-withdrawal provisions and exit circumstances. Neither should be treated as a bank deposit available in full at any time.
Before contributing, map known cash needs such as a home purchase, education expense or a planned career break. Money needed before the relevant PPF or NPS access date belongs in a more liquid allocation, not in the retirement portion merely because the long-term tax treatment appears attractive.
Retirement income design
NPS incorporates an annuity decision into the exit process. That can provide a dedicated income stream, but it also means the annuity portion is no longer available as a freely deployable lump sum and the eventual payments follow the selected annuity contract. The income is taxable when received under applicable rules, according to PFRDA’s exit material.
PPF leaves the income design to you. You retain control of the balance under maturity and extension rules, but you must create your own withdrawal schedule and manage the risk that the money lasts through retirement. A PPF balance is not a substitute for an annuity merely because the account has a long maturity.
Tax cannot be settled from a generic NPS-versus-PPF table
NSI scheme information describes PPF contribution deductions and interest treatment with references to the Income-tax Act. PFRDA material describes NPS tax benefits and the taxation of annuity receipts. Those summaries do not establish the complete FY 2026–27 outcome for every taxpayer.

Your result can depend on the account type, employment status, chosen tax regime, contribution source, withdrawal event and the transition to the Income-tax Act, 2025. Verify the current rules with the relevant tax authority material or a qualified tax professional before claiming that either product is more tax-efficient. A deduction that is available in one regime may not produce the same benefit in another, and an NPS annuity payment is a taxable receipt under the applicable rules.

PPF is a closer fit when
- You want a government-notified savings rate rather than market-linked account values.
- You can leave the money invested until the 15-year maturity or a permitted five-year extension.
- You can work within the ₹500 to ₹1,50,000 annual deposit range listed by NSI, subject to any later rule change.
- You prefer to decide yourself how to use the maturity balance instead of being required to annuitize part of it.
- You have separate liquid savings for needs that arise before the loan and withdrawal windows.
NPS is a closer fit when
- You want a regulated pension structure with market-linked investment choices.
- You have a long investment horizon and can tolerate fluctuations in the account value.
- You want a formal annuity route for at least part of the retirement corpus.
- You understand that normal and premature exits may limit the amount available as an immediate lump sum.
- You are prepared to check the rules that apply to your sector, subscriber category, joining date and exit reason.
Using both can address different jobs
The choice does not have to be all-or-nothing. Subject to your eligibility, cash flow and tax position, one account can provide a government-notified savings component while the other supplies market-linked accumulation and an annuity route. Treat them as separate building blocks: assign PPF to the money that must follow its long maturity and access schedule, and assign NPS to the portion for which you accept market risk and the exit design.
Holding both does not remove the need to set an overall asset allocation, maintain an emergency reserve or estimate the retirement income you will actually need. It simply prevents you from asking one product to provide both unrestricted liquidity and a pension-style payout.

A practical decision process
- Set the date for each goal. Write down when you expect to need the money. Compare that date with PPF’s 15-year maturity from the end of the opening financial year and the NPS vesting and exit conditions that apply to you.
- Separate emergency money. Keep near-term expenses outside both products’ retirement allocation. PPF withdrawals are scheduled, and NPS exits can require annuitization.
- Choose your risk boundary. Decide how much market fluctuation you could tolerate without abandoning the plan. PPF’s notified rate can change, but its balance is not directly exposed to daily market prices; NPS values move with selected investments.
- Define the income you want. If a contractual income stream is important, study the NPS annuity requirement and the terms of available annuities. If flexibility over the maturity balance matters more, PPF leaves the withdrawal decision with you.
- Check your account-specific rules. For NPS, confirm sector, subscriber category, joining date, vesting period, partial-withdrawal provisions and the exit option for your corpus. For PPF, confirm annual limits, opening-year maturity date, loan eligibility and the seventh-financial-year withdrawal calculation.
- Verify tax before contributing. Recheck FY 2026–27 provisions, your tax regime and any Income-tax Act, 2025 transition rules. Use current official tax information rather than relying on older section references in scheme summaries.
- Revisit the plan annually. Check the current PPF rate notification, NPS statement and allocation, retirement date, liquidity needs and expected income. A product that suited a 25-year horizon may not suit a five-year horizon.
Common mistakes to avoid
- Treating 7.1% as a 15-year guarantee. India Post’s 7.1% listing was checked on 13 October 2026; future PPF rates remain subject to government notification.
- Assuming NPS is a fixed-return pension deposit. NPS outcomes depend on the selected pension schemes and markets, so the final corpus can be higher or lower than an illustration.
- Planning to withdraw all NPS money at normal exit. Under the general All Citizen Model arrangement, up to 80% may be available as a lump sum and at least 20% must generally fund an annuity, with lower-corpus options and category-specific rules affecting the result.
- Ignoring the annuity’s tax treatment. PFRDA states that annuity income is taxable in the year received under applicable tax rules.
- Opening PPF without checking the maturity year. The 15-year clock runs from the end of the financial year of opening, which may differ materially from the date you first deposit money.
- Using either account as an emergency fund. PPF loans and withdrawals become available only under prescribed conditions, while NPS partial withdrawals and exits are rule-bound.
- Declaring one product the tax winner from old summaries. The applicable FY 2026–27 regime and Income-tax Act transition can change the result for an individual taxpayer.
- Comparing a current PPF rate with an invented NPS return. One is a dated notified rate; the other would be a market-dependent projection. Use scenario ranges and state their assumptions instead of presenting either as certain.
Official rules to check
For the latest PPF rate and account information, consult India Post’s savings-schemes listing and the National Savings Institute’s PPF account and rules. For NPS exit, annuity and withdrawal provisions, read the PFRDA All Citizen Model page, the PFRDA All Citizen exit FAQ and the March 2026 PFRDA exit and withdrawal FAQ PDF. Rules and rates can change, so use the current version when you act.
Frequently Asked Questions
Is PPF better than NPS for a conservative saver?
PPF may fit better if you prioritise a government-notified savings rate and can accept its 15-year maturity and scheduled access. It is not a fixed 15-year rate guarantee, and it does not create an annuity.
Can I take the entire NPS corpus as cash at normal exit?
Not generally under the All Citizen Model arrangement. PFRDA describes up to 80% as a lump sum and at least 20% for an annuity, subject to corpus thresholds and the rules for your subscriber category.
What should I check before opening a PPF account for retirement?
Confirm the current notified rate, the ₹500 minimum and ₹1,50,000 annual maximum listed by NSI, the maturity year calculated from the opening financial year, and the conditions for loans, withdrawals and five-year extensions.
