Neither scheme is universally better. Sukanya Samriddhi Yojana (SSY) is a government-notified savings account for an eligible girl child, while NPS Vatsalya is a market-linked National Pension System account for eligible minors. The right choice depends on the child’s eligibility, when the money may be needed, how much investment risk the family accepts, and the tax regime used by the contributor.
SSY may fit a family seeking a government-notified rate and a defined long-term account horizon. NPS Vatsalya may fit a family seeking market-linked growth for a minor and willing to follow pension-scheme withdrawal and adulthood-transition rules. The two accounts can coexist when each scheme’s eligibility requirements are met.

NPS Vatsalya vs SSY at a glance
The core differences are easier to see side by side. Figures below come from the current PFRDA overview, the Sukanya Samriddhi Account Scheme rules and National Savings Institute (NSI) rate information; rates and tax law should be checked again for the relevant quarter and financial year.

Start with eligibility, because the schemes do not serve the same children
NPS Vatsalya is open to eligible minors
NPS Vatsalya is designed for a minor below 18. A guardian opens and operates the account while the child is a minor. PFRDA’s overview also covers eligible NRIs and OCIs, so a family’s residential or citizenship status may affect the practical opening process and documentation. Confirm eligibility with the authorised point of presence before contributing.
The child’s gender is not the defining eligibility test for NPS Vatsalya. Its broader minor-focused design means it can be considered for a son, daughter or another eligible minor, whereas SSY is restricted to the statutory girl-child definition.
SSY has a narrow age and gender window
An SSY account must be opened for a girl child before she turns 10. The rules also restrict how many accounts may be held for one child and how many can be opened by a family, with exceptions governed by the scheme. A daughter who is already 10 or older at the proposed opening date does not meet the ordinary age condition, so the family would need to consider another permitted savings route.
Eligibility is checked at opening, not when a later deposit is made. Keep the opening date and the child’s age in mind when comparing SSY with a scheme that can be opened for any eligible minor under 18.
Return certainty versus market exposure
How NPS Vatsalya behaves
NPS Vatsalya invests through the National Pension System framework. Its value is market-linked: account performance depends on the selected investment option, market movements, charges and the time invested. There is no fixed or guaranteed interest rate. A longer holding period may give market exposure more time to work, but it does not remove the possibility of losses or disappointing returns when money is needed.
Do not compare a projected NPS Vatsalya value with SSY’s notified rate as though both were guaranteed deposits. A market-linked account needs a tolerance for fluctuation and a plan for what to do if markets are weak near the child’s education or other target date.

How SSY’s notified rate works
SSY uses a government-notified interest rate. The NSI quarterly table lists 8.2% for every quarter shown from April 2025 through March 2027. That is the rate displayed for those specified quarters, not a lifetime promise: the government may revise the rate for a later quarter. Check the NSI table for the quarter in which interest is being credited and avoid building a long-range projection on an unchanged rate.

SSY therefore offers greater rate visibility for the stated quarter than NPS Vatsalya, but “notified” does not mean the same rate is locked for the account’s entire 21-year life. The comparison is certainty of the announced rate versus exposure to market performance, not guaranteed wealth versus guaranteed wealth.
Contributions and saving discipline
NPS Vatsalya’s minimum and open-ended ceiling
PFRDA lists ₹250 as the minimum at opening and ₹250 in each financial year. It does not list a maximum contribution. This lets a family start with a small amount and increase contributions as income changes, while retaining the ability to make larger deposits when the budget allows. The absence of a stated maximum is not a promise that every intermediary will accept unlimited transactions in every channel; follow the operational instructions of the authorised provider.
Because the account is market-linked, the amount contributed and the investment allocation both affect the eventual balance. A contribution schedule should be realistic enough to continue through weak market years rather than being stopped after a short period of volatility.
SSY’s annual floor, ceiling and 15-year deposit window
SSY requires at least ₹250 in a financial year and permits deposits up to ₹1.5 lakh in that year. Deposits are accepted for 15 years from the date the account is opened, even though the account’s maturity comes later. Families should distinguish the deposit window from the maturity horizon: stopping deposits after the permitted period does not mean the account has matured.

The annual ceiling can be useful for a family that wants a defined upper limit for this particular goal, but it also means SSY cannot absorb contributions above that cap in the same financial year. A deposit plan should account for the minimum annual requirement and the consequences of missing it under the scheme rules.

Liquidity: neither account is a general-purpose emergency fund
NPS Vatsalya partial withdrawals
After a three-year lock-in, NPS Vatsalya permits conditional partial withdrawals for specified purposes. The ceiling is 25% of the contributor’s own contributions, with investment returns excluded from that calculation. Withdrawals are also subject to the purposes and frequency limits in the PFRDA rules. This formula is important: it is not 25% of the entire account balance, so a large market gain does not automatically enlarge the permitted amount.
A family considering NPS Vatsalya for education should first check whether the proposed expense is an approved purpose and whether a previous withdrawal affects the remaining allowance. The account should not be treated as money that can be taken out whenever a routine school bill arrives.
SSY education withdrawals
SSY allows an education withdrawal of up to 50% of the balance at the end of the preceding financial year. The account holder must have turned 18 or passed Class 10, whichever occurs earlier. The request must be supported by the documentation required under the rules, and the amount cannot exceed the actual education expense. It is therefore a conditional education facility, not unrestricted early access.

What happens at 18, marriage and the final maturity date?
NPS Vatsalya’s transition choices
When the child reaches 18, fresh KYC is required. The account then has three broad paths under the applicable rules: continue until age 21, shift into an applicable NPS model, or exit. The choice is consequential because continuation preserves market exposure and the scheme framework, while a transfer or exit changes how the money is held and accessed. Check the rules and forms in force when the child turns 18 rather than relying on a rule remembered from the opening date.
This transition makes NPS Vatsalya a staged plan rather than a simple fixed-term deposit. Parents should discuss the choices with the now-adult account holder and update identity and KYC information promptly.

SSY’s 21-year maturity and marriage provision
SSY matures 21 years after the account is opened. The maturity date is therefore tied to the opening date, not automatically to the girl’s 21st birthday. An early closure for marriage is available only under the specified rules and after the account holder is 18. It should not be assumed that marriage, a higher-education admission or another personal event creates a general withdrawal right.
The long maturity period can suit a goal that is intentionally more than a decade away. It can be a poor fit for a family that expects to need most of the money during the child’s early teenage years.
Tax treatment: useful, but not a substitute for current advice
Tax results depend on the financial year, the taxpayer’s regime and the prevailing statute. PFRDA describes an eligible NPS Vatsalya contribution deduction of up to ₹50,000 under the old tax regime and says that this deduction is unavailable under the new regime. It also sets out specific treatment for withdrawals and exits. Whether a particular parent can claim the deduction depends on who contributes, the return filed and the conditions in force for that year.
NSI describes SSY deposits as qualifying for section 80C and the interest as tax-exempt. The account’s tax treatment should still be checked against the taxpayer’s total section 80C usage and any amendments to law. Neither description should be turned into a blanket promise that every family will receive the same tax saving.
Before making a tax-driven choice, compare the family’s actual regime, available deduction room and expected holding period. A nominal deduction is less useful if the taxpayer is not using the old regime or cannot claim the amount under the applicable conditions.

Goal: a long-dated fund for an eligible daughter
SSY is the more direct structural match when the daughter is under 10 at opening, the family wants a government-notified rate and the money can remain invested toward the 21-year maturity. The family must accept the annual deposit ceiling, the 15-year deposit period and the restrictions on education withdrawals.

Goal: saving for a minor child of any gender
NPS Vatsalya is the relevant comparison when the child does not meet SSY’s girl-child eligibility or is too old for a new SSY account. Its market-linked design can support a long horizon, but the family must be comfortable with fluctuating value and the three-year, purpose-limited withdrawal framework.
Goal: education costs likely before adulthood
Neither account should be the family’s only education-liquidity tool. SSY’s education access has an age or Class 10 trigger, documentation requirements and an actual-cost cap. NPS Vatsalya’s partial withdrawal is limited to approved purposes and a percentage of own contributions. Keep a separate, accessible reserve for expenses that may arise before either scheme permits a withdrawal.
Goal: avoiding market risk
SSY’s notified-rate structure may be more comfortable for a saver who does not want the account balance to move with market prices. The rate can still be revised for future quarters, so this is reduced market exposure, not an irrevocable 21-year rate guarantee.

NPS Vatsalya offers market exposure rather than a promised return. It may suit a family that can remain invested through downturns and will not need to withdraw solely because the balance falls temporarily. The eventual outcome cannot be inferred from SSY’s notified rate, and no like-for-like historical performance statistic establishes that one scheme will produce more.
Can a child have both NPS Vatsalya and SSY?
Yes, the schemes are not automatically mutually exclusive. PFRDA states that NPS Vatsalya may be opened irrespective of whether the child has an SSY account, subject to the individual rules of both schemes. A family could use SSY for the eligible daughter’s defined long-term savings bucket and NPS Vatsalya for an additional market-linked allocation, provided it can meet both contribution plans and tolerate the different access rules.
Using both accounts increases administrative work and does not remove investment risk from the NPS portion. Decide what job each account performs, record the opening date and annual contribution requirements, and avoid counting the same rupee twice when estimating education funding.
A practical selection checklist
- Confirm eligibility. Check the child’s age, gender requirement for SSY, family account limits and any NRI or OCI considerations for NPS Vatsalya.
- Name the earliest realistic use date. If the money may be needed before the relevant age or class trigger, do not place the entire education reserve in a restricted account.
- Choose the risk you can live with. NPS Vatsalya has market-linked value and no guaranteed rate; SSY has a government-notified rate that can change by quarter.
- Test the contribution plan. Verify that the family can meet SSY’s annual minimum and remain within its ceiling, or sustain the NPS Vatsalya minimum without relying on irregular windfalls.
- Map permitted access. For NPS Vatsalya, review the three-year condition, approved purposes and contribution-based limit. For SSY, check the age or Class 10 trigger, prior-year balance calculation, proof and actual-cost cap.
- Set a transition reminder. Record the NPS Vatsalya KYC update at 18 and the SSY maturity date 21 years after opening.
- Check taxes for the filing year. Establish whether the old or new regime applies and whether the claimed deduction or exemption conditions are met.
What the official figures do—and do not—tell you
The ₹250 minimums, SSY’s ₹1.5 lakh annual ceiling, the 15-year deposit period and the 21-year maturity are rule parameters, not a forecast of the amount available for college or another goal. Likewise, the 8.2% SSY figure is the rate shown by NSI for the specified April 2025–March 2027 quarters, while NPS Vatsalya has no fixed rate to insert into a comparable table.

Bottom line for a family choosing today
Choose SSY when the child meets its girl-child and age rules, the family values a government-notified savings rate and the money can remain invested for the account’s long horizon. Consider NPS Vatsalya when the child is an eligible minor, the family wants market-linked investment and can accept restricted withdrawals plus a formal choice at age 18. If both goals are genuine and the household can fund them responsibly, PFRDA allows the accounts to coexist. Recheck the current SSY quarter, NPS Vatsalya rules and tax law before opening or making a large contribution.
