The right choice depends on when the money may be needed and how much control you want over withdrawals. NPS Vatsalya is a pension account in the child’s name with regulated contributions, market-linked investments and tightly defined access. A mutual-fund folio in a minor’s name is a scheme investment operated by a guardian, with scheme-specific fees, risk and redemption rules.

Neither is automatically cheaper, safer or better. Compare the actual Vatsalya charge schedule and investment option with the specific mutual-fund scheme’s expense ratio, exit load, portfolio and intended holding period.

What you are actually comparing

NPS Vatsalya and a child’s mutual-fund folio may look similar because both put the child at the centre of the account. Legally and operationally, however, they are different.

Question NPS Vatsalya Mutual-fund folio for a minor
Structure A pension account regulated by the Pension Fund Regulatory and Development Authority (PFRDA). The minor is the subscriber and sole beneficiary; a parent or legal guardian operates it during minority. Mutual-fund units held in the minor’s name and transacted through a parent or legal guardian under Securities and Exchange Board of India (SEBI) procedures.
Costs Charges follow the NPS All Citizen Model framework and are spread across intermediaries such as the point of presence, recordkeeper, pension fund, NPS Trust and custodian. The current amount depends on the service route and schedule. The selected scheme’s total expense ratio (TER), plus any applicable transaction charges or exit load. Direct and regular plans have different expense ratios.
Investment risk Market-linked and not guaranteed. The possible equity exposure depends on the applicable Vatsalya investment framework and selected pension fund. Determined by the scheme’s mandate, holdings, asset mix and risk label. Equity, debt and hybrid funds can have materially different volatility.
Access before 18 Purpose-limited partial withdrawals after three years, subject to a percentage cap and frequency limits. Redemption follows the scheme’s rules and any exit load. The guardian gives instructions while the child is a minor.
At 18 Fresh KYC and nominee details are required. The subscriber can continue, move to an applicable NPS model or exit under corpus-based rules. Guardian transactions are suspended until the minor folio is converted to major status and the required KYC and bank details are regularised.

The governing Vatsalya documents are the current PFRDA NPS Vatsalya guide and the NPS Vatsalya Scheme Guidelines 2025, issued on 7 January 2026. For a mutual fund, the relevant evidence is the scheme’s latest offer document, scheme information document, factsheet and account procedures.

Who owns and controls the money?

NPS Vatsalya: the child is the subscriber

PFRDA launched NPS Vatsalya on 18 September 2024 for eligible Indian citizens below 18, including eligible non-resident Indians and overseas citizens of India. A parent or legal guardian opens and operates the account, but the minor is the subscriber and sole beneficiary. The guardian’s role is therefore operational rather than ownership of the retirement account.

When the child reaches majority, the account does not simply remain under the parent’s control. The new adult must complete fresh KYC and provide or confirm nominee details before exercising the available options. Families should keep identity, address, bank and nomination records ready well before the eighteenth birthday.

A mutual-fund minor folio: units in the child’s name, guardian instructions

SEBI’s 12 May 2023 circular sets out investment in mutual-fund units in a minor’s name through a guardian. The folio is associated with the minor, while the parent or legal guardian signs and transacts for the child during minority. The SEBI circular explains the operating process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At 18, the guardian cannot continue making ordinary transactions as before. A SEBI-hosted scheme document states that guardian transactions are suspended until the folio is regularised as a major account. The adult child must complete the fund house’s minor-to-major process, including the required KYC, bank and signature or authentication updates. This is an administrative access risk, not a change in the fund’s market value.

Contributions and minimums

Current Vatsalya contribution rules

The current PFRDA guide states that the opening contribution and the minimum contribution in each financial year are ₹250. Subsequent contributions can be as little as ₹10, and there is no maximum contribution limit. PFRDA’s January 2026 consolidated guidance independently sets ₹250 as the minimum opening and annual contribution.

These are account-level rules, not a promise about returns. A family can contribute more, but the investment value will rise or fall with the selected pension-fund allocation. Keep the ₹250 annual minimum in view when setting up an automated contribution, especially in years when cash flow is tight.

Mutual-fund minimums are scheme-specific

A mutual fund does not have one universal child-account minimum. The initial purchase, additional purchase and systematic investment plan minimums are set by the selected scheme and plan and can change. Check the latest scheme information document and application page rather than relying on a remembered figure from another fund.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical comparison is therefore not “₹250 versus one fixed mutual-fund amount.” It is the amount you can commit, the fund’s current minimums and whether the chosen plan permits the contribution pattern you want.

How the costs differ

Vatsalya uses a regulated, multi-part charge schedule

Vatsalya uses the NPS All Citizen Model’s prescribed framework. Charges can arise at several layers: the point of presence or other service channel, central recordkeeping, pension-fund management, the NPS Trust and custody. The current PFRDA material points readers to the applicable schedule instead of presenting one universal all-in rupee amount.

Before opening the account, ask the provider for the current schedule for your route and identify whether a charge is one-time, recurring, transaction-based or deducted through the investment structure. A low contribution does not make every charge immaterial: fixed charges can represent a larger percentage of a small balance.

A mutual fund’s TER is an annual asset-based expense

AMFI explains that a scheme’s expense ratio is an annual percentage of scheme assets and that the applicable ratio appears in the scheme’s offer documents. A direct plan has a lower expense ratio than the corresponding regular plan because it excludes distributor commission. The actual TER can vary by scheme and may be revised within regulatory limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A scheme may also apply an exit load when units are redeemed within a stated period. The redemption price can therefore be reduced by the applicable load. The September 2025 SEBI scheme information document illustrates how expenses and redemption terms are disclosed.

Cost item What to verify for Vatsalya What to verify for a mutual fund
Account or service charge Current NPS All Citizen Model schedule for the chosen point of presence and service route. Any account, transaction or platform fee charged by the intermediary, if applicable.
Investment management cost Charges applicable to the pension fund under the PFRDA framework. Current TER for the exact scheme and plan; direct and regular plans differ.
Exit cost Applicable Vatsalya exit and annuity rules at majority, rather than a fund-style daily exit load. Scheme’s exit-load period, rate and exceptions in the latest documents.
Comparison method Use the dated schedule and separate fixed, recurring and transaction charges. Use the dated TER and exit-load terms for the exact scheme; do not compare a direct plan with a regular plan as if they were identical.

These are not perfectly like-for-like measures. A TER is deducted within a fund’s assets, while NPS charges can be levied through several account and investment intermediaries. A responsible comparison names the date, route, plan and product instead of declaring one structure universally cheaper.

Investment risk and expected behaviour

Vatsalya is not a guaranteed-return account

PFRDA describes Vatsalya returns as market-linked and not guaranteed. The selected pension fund and investment choice determine how much of the corpus is exposed to equities and other assets. The current guide describes arrangements that may permit equity exposure up to 100%, while other indicative patterns have lower equity limits.

That range matters. Two Vatsalya accounts with the same contribution can have very different short-term fluctuations if their allocations differ. A high-equity choice may suit a long horizon for a family able to tolerate large temporary falls, but it can be uncomfortable if the money is needed near age 18. Review the selected fund’s current allocation and risk disclosures rather than assuming that “pension” means low risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A mutual fund’s label does not determine its risk

Mutual-fund risk comes from the portfolio and mandate, not from the fact that the folio belongs to a child. An equity fund, short-duration debt fund and balanced or hybrid fund can have different drawdowns, liquidity characteristics and recommended holding periods. Read the scheme’s current risk-o-meter, portfolio, asset allocation, concentration limits and investment objective.

Past returns are observations, not guarantees. Do not use a fund’s recent performance to treat future college or other expenses as secured, and do not compare a past mutual-fund return with a Vatsalya return as though either were promised.

Separate investment risk from access risk

Investment risk is the possibility that the market value falls or fails to meet the target. Access risk is the possibility that the rules prevent you from getting the money at the date, for the reason or in the form you need. Vatsalya has explicit purpose and age restrictions; a mutual fund generally offers scheme-governed redemption but can impose exit loads and a major-status administrative freeze at 18.

Can you withdraw before the child turns 18?

Vatsalya’s purpose-limited partial withdrawal

Vatsalya has a minimum three-year period before a partial withdrawal. The permitted purposes are the child’s education, treatment of specified illnesses and disability exceeding 75%. The amount is capped at 25% of the subscriber’s own contributions, excluding returns. No more than two withdrawals are allowed before age 18.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, investment gains do not increase the 25% base: the calculation uses eligible contributions, not the entire account value. A withdrawal request must also satisfy the documentary and process requirements of the account provider. The rule is designed for defined needs, not for routine spending or a general emergency fund.

Additional withdrawals after 18 and before 21

The PFRDA guidance allows two additional partial withdrawals between ages 18 and 21, subject to KYC and the same purpose-based framework. The adult subscriber must complete the required identity and account formalities before using this facility.

Mutual-fund redemption follows the selected scheme

A guardian can request redemption from a minor’s mutual-fund folio subject to the scheme’s cut-off time, settlement process, minimum balance and exit-load terms. Some schemes may restrict or charge redemptions during an initial period; others may not. Verify the current scheme information document.

At majority, the practical issue changes: the folio is frozen for guardian transactions until the child completes the minor-to-major conversion. Plan the paperwork ahead of a known education payment or other date rather than assuming a redemption instruction given on the eighteenth birthday will settle immediately.

What happens when the child turns 18?

Vatsalya choices at majority

At 18, the subscriber must complete fresh KYC and update nominee details. The account can continue in Vatsalya until age 21, or the corpus can be moved to an applicable NPS model. Exit is governed by the corpus threshold in the current PFRDA rules.

Corpus at the relevant exit point Current Vatsalya treatment
Below ₹8 lakh The whole corpus may be withdrawn as a lump sum, subject to the applicable process and tax law.
₹8 lakh or more Up to 80% may be taken as a lump sum; at least 20% must be used to purchase an annuity under the applicable rules.
No option exercised by age 21 Current PFRDA guidance describes automatic movement to a higher-equity scheme under the same pension fund’s Multiple Schemes Framework.

The ₹8 lakh threshold is a rule for the Vatsalya exit route, not a forecast of the account’s value. Contributions, market performance, charges and timing determine the eventual corpus. The adult should read the current exit and annuity instructions before selecting a path.

Mutual-fund folio conversion

A mutual-fund holding does not become a pension account at 18. The units remain invested under the scheme’s mandate, but the guardian’s authority ends for transaction purposes until the folio is converted to major status. The adult child then supplies the required KYC, bank and signature or authentication details to the fund house or registrar.

This difference can be decisive when the family needs money exactly at 18. Vatsalya offers defined age-based choices but may require an annuity for a larger corpus; a mutual fund offers scheme-based redemption but requires timely administrative regularisation.

Tax: why it should not decide the comparison by itself

The current PFRDA Vatsalya guide summarises tax treatment under the Income-tax Act, 2025 and distinguishes the old and new tax regimes. Tax outcomes can depend on the investor’s regime, the nature and timing of a transaction and changes in law. A general statement that one child-investment route is automatically tax-free or tax-superior is not supported here.

The available material does not provide a side-by-side, individualized tax calculation for mutual funds and Vatsalya. Before acting on tax grounds, check the current law and obtain advice appropriate to the family’s circumstances. Treat tax as one verification item after ownership, access, risk and costs—not as a substitute for those comparisons.

How to compare an actual Vatsalya account with an actual fund

  1. Write the first realistic use date. Separate money that may be needed before 18, at 18, between 18 and 21, and after 21. A purpose that conflicts with Vatsalya’s withdrawal rules is a warning before you compare returns.
  2. Record the exact Vatsalya route. Obtain the current PFRDA charge schedule for the point of presence or other service channel, list recurring and transaction charges, and note the pension fund and investment allocation.
  3. Select the exact mutual-fund plan. Record the scheme name, direct or regular plan, current TER, exit-load schedule, minimum purchases, settlement rules and risk-o-meter. Do not use a category average in place of the product’s documents.
  4. Compare portfolios, not labels. For each option, note equity, debt and other-asset exposure, concentration, liquidity and the recommended horizon. A child’s name does not reduce market risk.
  5. Model access events. For Vatsalya, test the three-year waiting period, 25% contribution cap and withdrawal count. For the fund, test the applicable exit load and the time needed to convert the folio at majority.
  6. Stress-test a fall in market value. Ask whether the family could still meet the intended expense after a substantial market decline shortly before the use date. If not, the issue is asset allocation and timing, not simply product branding.
  7. Schedule administrative work. Keep birth certificate, identity, address, bank, nominee and KYC records current. Start the Vatsalya majority KYC or mutual-fund major conversion well before a planned payment.
  8. Recheck documents before investing. Charges, TERs, exit loads, scheme mandates and regulatory rules can change. Use the current documents on the date of the contribution.

Which circumstances point toward which structure?

A pension-oriented, rule-bound goal

Vatsalya is structurally aligned with a long-term pension pathway when the family accepts restricted access, is comfortable with market-linked returns and wants the child to become the subscriber with defined options at majority. The three-year and purpose conditions must be acceptable before opening the account.

A goal requiring flexible, scheme-based access

A mutual-fund folio may fit a family that wants the ability to redeem under the selected scheme’s rules and is willing to manage the scheme’s TER, possible exit load, portfolio risk and the minor-to-major conversion. Flexibility is not the same as safety: the fund can fall in value, and a load can reduce proceeds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Uncertain timing or multiple goals

If the family cannot identify whether the money will be needed before 18, at 18 or much later, first separate the goals. Putting every rupee into a vehicle with one access regime can create a mismatch. The comparison should be made goal by goal, using the date and required liquidity for each one.

Common mistakes to avoid

  • Calling Vatsalya guaranteed because it is a pension product.
  • Calling a mutual fund safe because the folio is in a child’s name.
  • Comparing a Vatsalya charge schedule with a mutual fund’s TER without identifying fixed, recurring and transaction costs.
  • Comparing a direct mutual-fund plan with a regular plan while ignoring distributor commissions.
  • Assuming every mutual fund has the same minimum investment, exit load or settlement time.
  • Counting investment returns in Vatsalya’s 25% partial-withdrawal base; the rule refers to the subscriber’s own contributions, excluding returns.
  • Waiting until the eighteenth birthday to begin KYC or minor-to-major paperwork.
  • Assuming the ₹8 lakh Vatsalya threshold is a target, guarantee or tax exemption.
  • Using past performance as a promise of the amount available for education or another future expense.

The governing sources are the PFRDA Vatsalya guide, the PFRDA 2025 guidelines, SEBI’s minor-through-guardian circular, AMFI’s expense-ratio and plan information and the relevant fund’s latest scheme documents.
