NPS Tier I vs Tier II: Which Account Should You Open?

By TheFinanceBase Team 10 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For most people using NPS for retirement, Tier I is the account to open. It is the default pension account, qualifies for NPS tax benefits subject to the Income Tax Act and your circumstances, and has withdrawals governed by NPS rules. Tier II is an optional companion investment account: you can use its standard version for more accessible withdrawals, but only while you have an active Tier I, and ordinary Tier II contributions and gains do not receive NPS tax benefits.

The right choice depends on four questions: Is this primarily retirement money? Do you need to withdraw on demand? Are you eligible for Tier II under your subscriber category? Can you keep Tier I active for as long as you hold Tier II?

As an Amazon Associate I earn from qualifying purchases.

Tier I and Tier II at a glance

Decision point Tier I Tier II
Purpose Default individual pension and retirement-savings account Optional investment account, not a pension account
Access to money Withdrawals and exit follow NPS rules Standard account permits withdrawal at any time
Tax treatment Eligible for NPS tax benefits under the Income Tax Act, subject to applicable law and personal circumstances Standard Tier II contributions and gains are not eligible for NPS tax benefits
Relationship between accounts Can be held as the primary NPS account Requires an active Tier I and closes when Tier I is exited
Minimums listed by PFRDA FAQ ₹500 minimum contribution; ₹1,000 minimum contribution per year ₹1,000 to open; ₹250 minimum contribution thereafter
Investment setup Choose a pension fund and investment option May use a different pension fund and investment option from Tier I

These are account rules, not promises of returns. PFRDA has not established a performance ranking between the two account types; the practical difference is how the money may be used, taxed and accessed.

What Tier I is designed to do

Tier I is the core NPS account. PFRDA describes it as the default individual pension account for building retirement savings. Contributions remain subject to NPS withdrawal and exit provisions rather than being freely available whenever you request them.

That restriction is the trade-off for using NPS as a retirement vehicle. The account is appropriate when your priority is accumulating money for retirement and you can keep the contribution invested under the scheme’s regulated access rules. It is less suitable for money you may need for an emergency, a near-term purchase or a general-purpose cash reserve.

Tax position

Tier I is eligible for tax benefits available to NPS subscribers under the Income Tax Act. The exact benefit depends on the law in force, the tax regime you use, the type of contribution and your personal circumstances. Treat the tax treatment as a reason to examine Tier I, not as a guarantee that every contribution will produce the same deduction for every subscriber.

Control over investments

You can select a pension fund and an investment option for Tier I. The account choice therefore determines the access and tax framework, while your fund and allocation choices determine how contributions are invested within the options made available by NPS.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What Tier II adds—and what it cannot replace

Tier II is an optional NPS investment account rather than a second pension account. PFRDA makes it available only to a subscriber who has an active Tier I. You should therefore think of Tier II as a companion account, not as a standalone substitute for Tier I.

Flexible withdrawals

The standard Tier II description permits withdrawal at any time. That makes it more usable for goals that sit between retirement and a bank savings account: for example, a medium-term investment allocation you want to access without applying Tier I’s withdrawal rules. “At any time” does not remove normal operational requirements, such as submitting a request through the registered service channel or meeting identity and account checks.

No ordinary NPS tax benefit

Standard Tier II contributions and gains are not eligible for NPS tax benefits. A contribution can still be invested, but it does not receive the Tier I tax treatment simply because it sits within the NPS architecture. If tax relief is the main reason you are opening an NPS account, Tier I is the relevant account to evaluate.

Dependence on Tier I

Tier II exists only while Tier I remains active. If you exit Tier I, the Tier II account is automatically closed and its balance is paid to you or to the applicable recipient under the exit process. If Tier I stays open, PFRDA says Tier II can continue.

How access differs in real-life use

Choose Tier I for retirement-only money

Use Tier I when the money is intended for retirement and you accept that access is regulated. The account’s design discourages treating retirement savings as a day-to-day wallet and aligns contributions with a long investment horizon.

Use Tier II for accessible NPS investments

Consider Tier II only after Tier I is active and when you value the ability to withdraw without the standard Tier I withdrawal framework. You must be comfortable with the absence of ordinary NPS tax benefits and with keeping Tier I open for the life of the Tier II balance.

Do not use Tier II as an emergency fund by default

Although withdrawals are permitted at any time in the standard account description, investments can still fluctuate and requests may require processing through your NPS service channel. Keep immediate emergency cash in an account designed for that purpose; Tier II is an investment account with flexible access, not a guaranteed instant-cash facility.

Contribution minimums and account funding

PFRDA’s All Citizen Model FAQ lists the following thresholds:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Action Tier I amount Tier II amount
Open the account ₹500 minimum contribution ₹1,000 minimum contribution
Maintain annual contributions ₹1,000 minimum contribution per year ₹250 minimum contribution thereafter

These figures are the amounts stated in that FAQ, whose publication date is not specified on the retrieved page. NPS operational rules can change, so confirm the amount accepted by your registered Point of Presence or official online NPS channel before making a payment. Do not confuse a minimum contribution with a recommended savings rate or with an investment return.

Eligibility: age, citizenship and subscriber category

Current All Citizen Model age statement

PFRDA’s current NPS All Citizen Model page lists an entry age of 18 through 85 for eligible individuals. It includes Indian citizens who are resident or non-resident and Overseas Citizens of India (OCIs), subject to the scheme’s conditions.

Why older pages show a different age

Some older PFRDA FAQ tables still show an 18–70 age range. For a current age decision, give greater weight to the current All Citizen Model scheme page and verify the rule with the official channel handling your application. The two statements should not be blended into a single wider claim: the 18–85 range is the current scheme-page guidance, while 18–70 appears in older FAQ material.

NRI and OCI limitation for Tier II

Current PFRDA material states that NRIs and OCIs who hold Tier I are not permitted to activate Tier II. They may be able to hold Tier I under the All Citizen Model, but the Tier II companion account is unavailable to them under this guidance. Check your citizenship, residency and account status before planning around Tier II’s flexible access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investment choices can differ between the accounts

PFRDA allows a subscriber to select a pension fund and investment option for Tier I and to select a different pension fund and investment option for Tier II. This lets you separate the investment approach for retirement assets from the approach for more accessible money.

For example, you might want Tier I aligned with a long retirement horizon while using Tier II for a different allocation that matches a nearer goal. The account rules remain separate from the investment selection: choosing a different fund does not turn Tier II into a pension account, create tax eligibility or remove the requirement to keep Tier I active.

The special Tier II Tax Saver Scheme is not ordinary Tier II

PFRDA identifies a separate Tier II Tax Saver Scheme for Central Government subscribers. That scheme has a three-year lock-in for tax benefits, and withdrawals during the lock-in are not allowed except on the subscriber’s death.

The lock-in is a feature of the named Tax Saver Scheme for the specified Central Government subscriber group; the standard Tier II account has the more accessible withdrawal description and no ordinary NPS tax benefit. Confirm which Tier II variant you are selecting before contributing.

What happens when you leave NPS

Exiting Tier I

Tier I exit is governed by NPS rules rather than an on-demand withdrawal instruction. The exact exit route and treatment depend on the applicable NPS provisions and your circumstances, so use the official exit process instead of assuming that Tier I works like a regular investment account.

Effect on Tier II

When Tier I is exited, Tier II closes automatically. PFRDA’s All Citizen Model withdrawal FAQ, updated in March 2026, states that the Tier II balance is paid to the subscriber or applicable recipient. If Tier I remains open, Tier II can continue.

Practical implication

Before exiting Tier I, review any Tier II balance and pending transactions. You cannot preserve Tier II as an independent account after the Tier I relationship ends.

Which account should you open? A decision framework

Open Tier I if these statements describe you

  • Your primary goal is retirement saving.
  • You can leave the money subject to NPS withdrawal and exit rules.
  • You want to examine eligibility for NPS tax benefits under the Income Tax Act.
  • You want the account that can exist without another NPS account supporting it.

Add Tier II if all of these are true

  • You already have an active Tier I account.
  • You want an NPS investment account with standard withdrawals available at any time.
  • You accept that ordinary Tier II contributions and gains do not receive NPS tax benefits.
  • You are eligible to activate Tier II, including the current restriction affecting NRI and OCI Tier I holders.
  • You understand that Tier II will close if you later exit Tier I.

Choose neither until you verify the rules if

  • You are relying on an age limit copied from an older FAQ rather than the current scheme page.
  • You need guaranteed immediate cash access and have not considered investment risk or service processing time.
  • You are a Central Government subscriber but have not established whether you mean standard Tier II or the separate Tax Saver Scheme.
  • You are opening an account based solely on a tax assumption without checking your tax regime and personal eligibility.

How to open or add an account

PFRDA identifies Points of Presence and online NPS channels as routes for opening accounts and making contributions. The exact screens and document checklist can vary by service channel, so use the current instructions shown by your selected official provider.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm your account type. Decide whether you are opening the primary Tier I account or adding Tier II to an already active Tier I account.
  2. Check eligibility. Review your age, citizenship or OCI status and, if applicable, NRI status. If you are an NRI or OCI with Tier I, current PFRDA guidance does not permit Tier II activation.
  3. Use an official channel. Start through a registered Point of Presence or an official online NPS route identified by PFRDA.
  4. Provide the requested subscriber details and identity documents. Follow that channel’s current verification instructions rather than relying on an old form or checklist.
  5. Fund the account at the applicable minimum. The PFRDA FAQ lists ₹500 for Tier I contribution, ₹1,000 as the Tier I annual minimum, ₹1,000 to open Tier II and ₹250 for later Tier II contributions.
  6. Select investment settings. Choose the pension fund and investment option for each account. Tier II can use settings different from Tier I.
  7. Save the account confirmation and service details. You will need the registered channel for future contributions, withdrawal requests and profile updates.

Common mistakes and how to avoid them

Opening Tier II without an active Tier I

Tier II is not standalone. Establish Tier I first and confirm that it is active before expecting Tier II activation.

Assuming Tier II receives the same tax treatment

Standard Tier II has no NPS tax benefit on contributions or gains. Read the account variant and tax rules before contributing.

Using the 18–70 figure as the current universal age limit

That range appears in older PFRDA FAQ tables. The current All Citizen Model page lists 18–85, so verify the current rule and your eligibility through the official channel.

Ignoring the NRI and OCI restriction

Holding Tier I does not automatically make an NRI or OCI eligible for Tier II. Current PFRDA guidance bars Tier II activation for those categories.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Forgetting the automatic closure rule

Exiting Tier I automatically closes Tier II. Plan the treatment of the Tier II balance before submitting a Tier I exit request.

Confusing the Tax Saver Scheme with standard Tier II

The three-year lock-in applies to the special Tier II Tax Saver Scheme for Central Government subscribers, with withdrawal during the lock-in allowed only on death. It is not a condition of every Tier II account.

Treating minimums as a savings recommendation

The listed rupee amounts are contribution thresholds. They do not indicate how much you need for retirement or what return an investment may produce.

Questions to verify before you submit an application

  • Is your objective retirement accumulation or more accessible investing?
  • Will you need the money before an NPS exit event?
  • Do you qualify for Tier I and, separately, for Tier II?
  • Are you using the current 18–85 All Citizen Model guidance or an older FAQ table?
  • Are you a Central Government subscriber considering the Tax Saver Scheme rather than standard Tier II?
  • Have you confirmed today’s contribution minimums with your Point of Presence or official online channel?

For a retirement-first decision, open or retain Tier I. Add standard Tier II only as a companion when flexible access is worth giving up ordinary NPS tax benefits and you can keep Tier I active. Verify the current contribution, age and subscriber-category rules with PFRDA or your registered service channel before acting.
