Neither a Korean mortgage nor Jeonse is automatically cheaper. The better choice depends on the same five variables: the cash you can commit, the rate and structure of any loan, the length of your stay, the property’s likely value and saleability, and whether a Jeonse deposit can be recovered on time. Compare both choices over one defined period, such as your expected three- or five-year stay, and include financing, taxes and fees, opportunity cost, exit value, and risk.
Jeonse can reduce monthly housing payments, but it concentrates a large amount of capital in a deposit that may be delayed or difficult to recover. Buying creates equity, but adds purchase costs, ownership expenses, market risk, and the cost of selling. The method below lets you calculate your own result without treating a published average rate or a guarantee as a personal offer or a promise of safety.

What you are actually comparing
A mortgage purchase and a Jeonse lease exchange different kinds of cash flows. A mortgage usually requires a down payment, purchase taxes and transaction costs, followed by loan payments and ownership expenses. At the end of the period, you own an asset whose sale price may be higher or lower than the purchase price.
Jeonse requires a large refundable deposit. You may provide all of it yourself or borrow part through a Jeonse loan. During the lease, regular rent can be low or absent, but you still pay utilities, building charges and any agreed maintenance items. At the end, the financial result depends heavily on receiving the deposit back when promised.

For a fair comparison, use the same home quality, neighborhood, household income, expected stay, inflation assumptions and end date. A monthly mortgage payment by itself is not comparable with a Jeonse deposit. Principal repayment is a transfer into home equity, while interest, taxes, fees and unrecovered deposits are costs.
Build a same-period comparison
1. Set the holding period
Choose the period you genuinely expect to occupy the home, not an arbitrary period that favors one option. Three years may fit a job assignment; five to ten years may fit a household planning to settle. If your move date is uncertain, run at least two periods because buying and selling costs are concentrated at the beginning and end.
- Write the expected move-in date and comparison end date.
- Use the same number of months for the purchase and Jeonse cases.
- Run a shorter-stay case if a transfer, visa change, marriage, school move or job change is plausible.
- State whether the property is sold at the end of the period or retained. Retaining it is not an economic exit unless you also assign a value to the equity.
2. List cash needed at the start
| Item | Mortgage purchase | Jeonse |
|---|---|---|
| Primary capital | Down payment plus any amount not financed | Jeonse deposit paid from savings |
| Borrowed amount | Mortgage principal | Jeonse loan principal, if used |
| Transaction costs | Purchase taxes, registration, brokerage, lender fees and other applicable charges | Brokerage, contract-related charges and any loan or guarantee fees that apply |
| Cash reserve | Emergency reserve and repairs after closing | Emergency reserve and funds for a delayed deposit return |
| End-of-period capital | Home equity or sale proceeds after the remaining loan and selling costs | Deposit returned, less any amount delayed, disputed or unrecovered |
Do not hide taxes and fees inside a vague “down payment” number. They reduce the cash available for investing or emergencies even though they do not create additional home equity.

3. Separate financing cost from principal
For each loan, record the rate type, reset rules, term, repayment schedule, fees, insurance or guarantee charges, and any early-repayment cost. Interest and fees are financing costs. Principal repayment is a cash outflow that generally increases the buyer’s equity or reduces the Jeonse loan balance.

Use a lender amortization schedule for a repayment mortgage. For every month, capture opening balance, interest, principal repaid and closing balance. For a Jeonse loan, identify whether payments are interest-only, amortizing, or due at maturity. A loan that appears cheap because the monthly payment is low may still require a large maturity repayment.
4. Assign a cautious opportunity cost
Money committed to a down payment or Jeonse deposit cannot be used elsewhere. Estimate what your own cash could earn after tax and fees, but do not assume a guaranteed investment return. Use a base case and lower and higher cases. If your household would keep the money in a bank account rather than invest it, use a savings-rate assumption rather than an equity-market return.
5. Model the end date
For ownership, calculate expected sale proceeds minus selling costs and the outstanding mortgage. For Jeonse, calculate the deposit amount and the date you expect to receive it. A deposit returned six months late is not equivalent to a deposit returned on the move-out date: you may need bridge financing, temporary accommodation or legal assistance.

Jeonse is a deposit-based lease. The tenant gives the lessor a large deposit for the contract term and receives it back at the end if the lessor performs the obligation. A tenant can use personal cash, a Jeonse loan, or a combination. The borrowed portion creates interest and fees even when the lease itself has little or no monthly rent.

What HF rate tables do—and do not—tell you
The Korea Housing Finance Corporation (HF) publishes average rates for a defined group of Jeonse loans handled with HF guarantees. Its weekly table covers 2026-09-28 through 2026-10-04. The displayed figure is an average for that reporting scope, not a quote for every borrower. HF states that the rate offered by the bank can differ and instructs borrowers to confirm the actual terms with the intended lender.
HF’s September 2026 monthly table carries similar limits. It describes average rates for HF-guaranteed Jeonse loans and excludes loans funded through specified National Housing and Urban Fund sources and products covered by local-government rate-support agreements. A bank’s reported average therefore cannot be labeled “the Jeonse rate,” and it should not be compared directly with a mortgage quote from another date, borrower profile or product.
| Published evidence | Period or scope | How to use it |
|---|---|---|
| HF weekly Jeonse loan rate information | 2026-09-28 to 2026-10-04; average for loans handled with HF guarantees | Reference point for a same-week conversation with a bank; not an individual offer |
| HF monthly Jeonse loan rate information | September 2026; average for the stated HF-guaranteed scope, with specified fund-financed and local-support products excluded | Trend or comparison context only; verify eligibility and final pricing with the lender |
| Your written bank offer | Your income, credit, property, loan amount, term and rate type | Use this figure in the household model, including every fee and reset condition |
The available tables do not establish a matched mortgage rate or a universal Jeonse-versus-buying break-even point. Obtain mortgage and Jeonse offers for the same week and document whether each rate is fixed, variable or subject to a promotional period.

The Housing and Urban Guarantee Corporation (HUG) describes a Jeonse Deposit Return Guarantee intended to return a tenant’s deposit when the lessor fails to return it at the end of the lease. HUG also describes Jeonse loan-related guarantees connected with payment obligations. These are different functions: one addresses a deposit-return failure, while the other supports a borrowing arrangement.

A guarantee is not automatic coverage for every contract. HUG’s guarantee-product overview and issuance-process information indicate that an application and eligibility review apply. Before signing, check the current product rules for the property, contract, tenant, timing, fees, exclusions and required documents. Confirm in writing that the specific lease can be accepted; do not rely on an agent’s assumption that every Jeonse contract qualifies.
Even an eligible guarantee does not make a delayed return harmless. You may still face a timing gap, documentation requirements or costs while the claim is processed. Keep a reserve or credit line sized for realistic temporary housing and financing needs.
Costs that belong in a mortgage purchase
Acquisition and financing costs
- Down payment and the mortgage principal.
- Acquisition taxes and registration charges applicable to the property and buyer.
- Brokerage, appraisal, documentation and lender charges.
- Mortgage interest, guarantee or insurance charges, and any early-repayment fee.
Tax treatment and rates can depend on location, property value, number of homes, ownership status and policy changes. Obtain a current calculation for the exact property rather than carrying a generic percentage into your model.

Sale and liquidity risk
At the end of the period, a buyer may sell for less than the purchase price, wait longer than expected, or accept a discount for a quick sale. Subtract brokerage and other selling costs from the sale price. If the remaining mortgage is larger than the net sale proceeds, the household must supply the shortfall.

The following is a model, not a market forecast or a recommendation. Replace every assumption with your own written offer and property data.
| Assumption | Mortgage case | Jeonse case |
|---|---|---|
| Comparison period | Five years | Five-year lease or equivalent stay |
| Home or lease value | Purchase price of 600,000,000 KRW | Jeonse deposit of 300,000,000 KRW |
| Household cash committed | 180,000,000 KRW down payment, before applicable purchase costs | 120,000,000 KRW own cash |
| Borrowing | 420,000,000 KRW mortgage | 180,000,000 KRW Jeonse loan |
| Illustrative rate | 4.5% annual rate, used only to show mechanics | 4.0% annual rate, used only to show mechanics |
| Repayment assumption | Actual amortization must come from the lender; do not treat interest as the full payment | Interest-only for illustration; verify whether the offered product amortizes or matures |
Under the simplified Jeonse assumption, annual interest on 180,000,000 KRW is 7,200,000 KRW, or 36,000,000 KRW over five years before fees. The 120,000,000 KRW of personal cash remains tied up until the deposit is returned. Add any guarantee fee, lender charge and opportunity cost to that figure.
For the mortgage case, 420,000,000 KRW at a 4.5% nominal annual rate would produce 18,900,000 KRW of first-year interest before amortization effects. A normal repayment mortgage also pays principal each month, so the actual payment is higher than interest alone and the balance declines. Use the lender’s schedule to total five years of interest, principal, fees and the remaining balance.
Suppose, purely as a sensitivity assumption, that the home sells for 10% less after five years. A 600,000,000 KRW purchase would then have a 540,000,000 KRW gross sale price before selling costs and the remaining loan. In a separate upside case, a 10% higher value would be 660,000,000 KRW before costs. These scenarios show why a single “monthly payment versus deposit” comparison is incomplete.
How to read the example
- The Jeonse case looks cheaper on financing cost under the stated rates, but it exposes 300,000,000 KRW to deposit-return and timing risk.
- The mortgage case builds equity through principal repayment, but the buyer pays acquisition costs, ownership expenses and possible selling losses.
- The result changes if the actual Jeonse loan rate is higher, the mortgage resets, the stay is shorter, or the deposit is returned late.
- The comparison is not valid unless both homes provide similar location, size, condition and living quality.
Risk comparison beyond the arithmetic
| Risk | Mortgage purchase | Jeonse | What to check |
|---|---|---|---|
| Price or asset-value risk | Home value can fall; selling may take time | No ownership price exposure, but the deposit may be exposed to the property’s financial condition | Comparable sales, local liquidity and realistic sale timing |
| Interest-rate risk | Variable or resetting mortgage payments can rise | Jeonse-loan interest can rise or a maturity payment can become difficult | Rate type, reset dates, caps and refinance conditions |
| Counterparty risk | Lender can enforce repayment if the borrower defaults | Lessor may fail to return the deposit | Income resilience, debt-service capacity and landlord/property checks |
| Liquidity risk | Equity is difficult to access without selling or refinancing | Deposit may be unavailable when moving out | Emergency cash, bridge funding and a realistic move-out plan |
| Protection limits | Loan guarantees or insurance have product conditions | Deposit-return guarantees apply only when current rules and procedures are satisfied | Written eligibility confirmation, exclusions, fees and claim process |
Step-by-step process for making the decision
- Define the target home. Select the same neighborhood, size, condition and expected occupancy standard for both cases.
- Collect written terms. Ask a bank for a mortgage illustration and a Jeonse-loan illustration showing rate type, total payment, fees, balance at maturity and required insurance or guarantee.
- Verify the lease and property. Review ownership, existing liens, contract terms and the conditions for any HUG or other applicable guarantee before signing.
- Calculate starting cash. Include the deposit or down payment, taxes, brokerage, registration, lender charges and a reserve for delays or repairs.
- Build a monthly schedule. Separate interest, principal, utilities, management fees, taxes, maintenance and any recurring lease costs.
- Model the exit. For buying, test several sale prices and subtract selling costs and the remaining loan. For Jeonse, test on-time, delayed and partially unrecovered deposit outcomes.
- Run rate sensitivity. Recalculate with at least a one-percentage-point increase in any variable borrowing rate and with the actual fixed-rate period ending earlier than expected.
- Apply a flexibility test. Ask whether you could move, refinance or sell if your job, visa, family size or income changed.
- Choose only after a cash-reserve check. Reject a plan that leaves no reserve for vacancy, repairs, temporary accommodation, rate increases or a delayed deposit return, even if its base-case total is lower.
When Jeonse tends to fit—and when it may not
Jeonse may fit when
- You expect to stay long enough to justify the contract but do not want property-price exposure.
- You can fund the deposit without exhausting emergency savings, or you qualify for a loan whose repayment is comfortable under higher-rate scenarios.
- The property and contract satisfy current deposit-return guarantee requirements, and you have verified the process before signing.
- You value mobility and do not want to pay purchase and sale costs for a short stay.
Jeonse may be a poor fit when
- The deposit would consume nearly all liquid assets.
- The lessor, title position or property valuation creates uncertainty about repayment.
- Your income may fall before the loan maturity or the move-out date.
- You cannot tolerate a delayed deposit or do not have a temporary funding plan.
Buying may fit when
- You expect a stable, long holding period and can absorb acquisition and maintenance costs.
- You can service the mortgage after a rate increase and retain a substantial emergency reserve.
- You are comfortable with price volatility and the possibility of a slow sale.
- Principal repayment and eventual equity have meaningful value for your household goals.
Buying may be a poor fit when
- You may relocate before transaction costs are spread over enough years.
- The down payment would force high-cost borrowing elsewhere or eliminate your cash reserve.
- The property is difficult to sell, or the mortgage balance could exceed a conservative sale value.
- You are treating an expected price increase as certain rather than testing downside cases.
Common comparison mistakes
- Comparing rent-like payments with a deposit. A Jeonse deposit is capital that should be valued and tested for recovery timing.
- Counting all mortgage payments as expense. Separate interest and fees from principal that becomes equity.
- Ignoring transaction costs. Purchase taxes, registration, brokerage and selling costs can dominate a short stay.
- Using a published average as your offer. HF’s dated averages cover a defined guaranteed-loan scope and can differ from your bank’s terms.
- Assuming a guarantee is automatic. Eligibility, application steps, exclusions and fees must be checked for the exact contract.
- Mixing dates and borrowers. Do not compare a September or October 2026 Jeonse average with an older mortgage quote or a different credit profile.
- Using one optimistic exit value. Test lower prices, slower sales and a delayed deposit return.
- Forgetting maturity risk. A low-payment loan can still require a large principal repayment at the end.
Documents and questions to obtain before signing
- A written mortgage or Jeonse-loan offer showing annual rate, effective rate if supplied, reset method, payment schedule, maturity balance and every fee.
- A property cost sheet listing taxes, registration, brokerage, management charges and expected maintenance.
- The Jeonse contract, ownership and lien information, and written confirmation of any guarantee eligibility.
- The current HUG product terms and issuance process for the relevant guarantee, including exclusions and claim steps.
- A five-year or chosen-period cash-flow sheet with base, downside and upside cases.
- A plan for temporary accommodation and financing if a Jeonse deposit is not returned on the move-out date.
Ask the lender and guarantee provider to confirm details for your location, property type, nationality or residency status, income, loan amount and contract dates. Product rules and rates can change, so retain the version and date of every document used in your decision.
Bottom line
Choose the option that remains affordable after conservative assumptions, not the one with the lowest advertised monthly figure. Jeonse can have lower modeled financing costs and greater flexibility, but its deposit-return risk is a separate exposure that must be checked and managed. A mortgage can convert principal payments into equity, but only if you can carry the purchase, ownership and sale risks for the whole period. Build both cash-flow schedules, use current borrower-specific quotes, test rates and property values, and make the decision only after confirming that your reserve can cover the worst realistic timing problem.
