Neither a cash-out mortgage refinance nor a home-equity loan is automatically safe for paying off credit-card debt. Both turn unsecured card balances into debt secured by your home, so an unaffordable payment can ultimately put the home at risk of foreclosure. A home-equity loan usually leaves your existing first mortgage unchanged and adds a second payment. A cash-out refinance replaces the first mortgage with a larger one, changing the rate, term, balance and closing-cost structure on the entire mortgage.
The less risky choice for a particular household depends on payment affordability, the rate and remaining term of the current mortgage, fees, total interest, available equity, emergency reserves and whether the card balances are likely to return. Compare written estimates for the same amount and payoff horizon; do not choose from the advertised rate or monthly payment alone.

What “safer” should mean in this decision
For this question, safer means reducing the chance of losing the home and reducing the chance that the debt strategy worsens the household’s finances. It does not simply mean the loan with the lowest initial rate or the smallest monthly payment.

If a borrower stops paying, the consequences can include collections, lawsuits, damaged credit and other enforcement, but the card debt itself normally does not give the card issuer a direct mortgage lien on the house. A home-equity loan or cash-out refinance changes that trade-off: the borrowed amount is backed by the home. The Consumer Financial Protection Bureau (CFPB) warns that failure to repay a home-equity loan can lead to foreclosure, and its research on cash-out refinances warns that converting non-mortgage debt into mortgage debt can increase foreclosure risk.

A payment that looks comfortable can still be unsafe if it lasts much longer, carries substantial fees, consumes emergency equity or allows new card balances to build. The right comparison therefore includes the entire debt plan, not just the consolidation loan.
How the two products change your mortgage
Home-equity loan: a separate second loan
A home-equity loan provides a lump sum secured by the equity in the property. It is commonly structured with a fixed interest rate and regular installments. Your existing first mortgage remains in place, including its current rate, balance and remaining term. The home-equity loan becomes an additional obligation, often called a second mortgage.
Keeping the first mortgage intact can matter if its rate is substantially below current market offers or if you are near the end of its repayment schedule. You avoid repricing the old balance, but you must qualify for and manage a second payment. Upfront fees and other costs may apply, so the CFPB advises comparing more than the monthly payment.

Cash-out refinance: a new, larger first mortgage
A cash-out refinance pays off the existing mortgage and replaces it with a new mortgage larger than the amount owed. The difference, after the old loan and transaction costs are paid, is delivered to you as cash that can be used to pay cards. You generally have one mortgage payment afterward, but the new rate, term, principal balance and closing-cost structure apply to the entire refinanced mortgage, not only to the cash used for consolidation.
Because the old mortgage is replaced, a borrower with a favorable existing rate should calculate the cost of repricing that entire balance. A refinance can also restart a long amortization period. A lower payment may therefore reflect a longer repayment schedule rather than a lower total cost.
Side-by-side safety comparison
| Issue | Home-equity loan | Cash-out refinance |
|---|---|---|
| Collateral | The home secures the new loan; nonpayment can expose the property to foreclosure. | The home secures the replacement mortgage; unsustainable payments can expose the property to foreclosure. |
| Existing mortgage | Usually remains unchanged as the first lien. | Is paid off and replaced by a larger first mortgage. |
| Number of payments | Usually adds a second scheduled payment. | Usually leaves one replacement mortgage payment. |
| Effect of current mortgage rate | Does not reprice the existing first-mortgage balance. | Reprices and re-amortizes the entire refinanced balance under the new terms. |
| Cash received | Lump-sum proceeds, less any loan fees. | Difference between the new mortgage and the old payoff, less closing costs and other charges. |
| Typical cost questions | Interest rate, origination or other upfront fees, term and total interest on the second loan. | New rate, points, appraisal and other closing costs, new term, total interest on the replacement mortgage and the cost of changing the old mortgage. |
| Main flexibility effect | Uses equity while preserving the first mortgage, but reduces borrowing capacity and adds a payment. | Uses equity and changes the first mortgage, which may affect future refinancing or sale economics. |
Why the home-collateral risk is the central issue
Default consequences are different from card debt
The CFPB’s consumer guidance states that using home equity to consolidate credit-card debt is risky because failure to repay can result in losing the home through foreclosure. Its cash-out-refinance analysis makes the same structural point: converting non-mortgage debt into mortgage debt can put the home at risk if payments become unsustainable, whereas default on non-mortgage debt is unlikely to result in loss of the home.

This does not mean card debt is harmless. It means the refinance or second mortgage changes the asset at stake. Before signing, stress-test the payment against job loss, illness, a major repair, higher insurance or property taxes and a period in which the card balances cannot be used again.
Equity is a financial reserve, not free cash
Borrowing against equity consumes part of the value that might otherwise support an emergency, a necessary repair, a future move or a later refinance. If home values fall, the combined mortgage balances can approach or exceed the property’s value. That can make selling more difficult, limit refinancing choices or leave you needing cash to close a sale.
Do not treat a lender’s maximum available equity as a recommended amount. Borrow only what is needed for a defined payoff plan and preserve a reserve for unavoidable expenses.
Compare total cost instead of the advertised payment
Include every cost of the new debt
For each option, request a written estimate showing the interest rate, annual percentage rate when provided, loan amount, term, payment, points, origination charges, appraisal or other third-party charges, prepaid items and all closing costs. The exact fees depend on the lender and borrower; the cited sources do not establish current pricing.
As historical context, a CFPB report published in 2023 said median mortgage closing costs were $5,954 in 2022, up 22% from 2021. The same report said 50.2% of borrowers paid discount points in 2022 and reported median points of $2,370. Those figures describe that market period, not a quote for your loan or a current national price.

For a refinance, isolate the cost of changing the existing mortgage. Compare the interest that would remain on the current first mortgage with the interest under the proposed replacement mortgage for the period you expect to keep the home. Include the new mortgage’s closing costs and the cash-out balance. For a home-equity loan, add the second-loan interest and fees to the unchanged first-mortgage payments.
Use a payoff-horizon test
Choose a realistic date by which you expect to sell, refinance or pay off the debt. Then compare each option over that same horizon. If you expect to keep the home for three years, a loan that is cheaper only after ten years may not be the safer choice. If you intend to remain for the full term, compare the full scheduled interest and the risk of a long payment obligation.
How to make a fair, borrower-specific comparison
- List the current mortgage. Record the unpaid principal, interest rate, fixed or adjustable structure, remaining term, monthly principal and interest, and any costs that would apply if it were paid off.
- Define the exact card payoff amount. Include current balances, payoff quotes, accrued interest and any fees required to bring the accounts to zero. Do not borrow an unneeded cushion simply because the lender offers one.
- Ask for two written estimates. Request a home-equity-loan estimate and a cash-out-refinance estimate for the same borrowing amount, with the same assumptions about occupancy and expected payoff horizon.
- Separate one-time and recurring costs. Put points, origination charges, appraisal and other closing costs in one column, and monthly principal, interest, taxes, insurance and any second-loan payment in another. Confirm which items are financed rather than paid in cash.
- Calculate total interest. Use the disclosed payment schedule and term. Do not assume that a lower rate produces a lower lifetime cost when the term is longer or the refinanced balance includes the old mortgage.
- Measure the refinance penalty. Compare the proposed new mortgage with keeping the current first mortgage and adding a second loan. The key question is how much extra interest and cost results from replacing a favorable first-mortgage rate.
- Test adverse scenarios. Re-run the budget with reduced income, a large repair, higher insurance or taxes, and no ability to use credit cards for a new emergency. The payment must remain manageable without relying on a future raise or home-price increase.
- Set a card-use policy. Decide which accounts will be closed, frozen or reserved for genuine emergencies, and how recurring expenses will be paid without rebuilding the balances.
- Review the documents before signing. Check the final rate, payment, term, cash to you, total closing costs, lien position and any terms that differ from the estimate. Ask the lender to explain every material change.
When a home-equity loan may be the less disruptive choice
A home-equity loan can be less disruptive when your current first-mortgage rate is unusually favorable, you have a substantial remaining balance at that rate and the second payment fits comfortably in the budget. Leaving the first mortgage untouched avoids repricing that balance. A fixed-rate schedule can also make the added obligation predictable.
That advantage disappears if the second loan’s fees, rate or term make the combined payments unaffordable, or if the borrower needs to borrow more later. It is still home-secured debt, and the first and second obligations must both be paid.
When a cash-out refinance may fit better
A cash-out refinance may fit when the borrower can obtain terms that are competitive with the current mortgage, values one replacement payment, has enough time to recover the closing costs and can afford the new payment for the entire term. The decision requires comparing the new rate and term with the existing mortgage, not just comparing the rate on the cash proceeds.
A refinance is not automatically safer because it consolidates two payments into one. If the new loan extends repayment, increases the balance substantially or raises the rate on a large low-rate mortgage, the household may pay more while carrying the home-collateral risk for longer.

Behavioral and cash-flow risks after consolidation
Credit-card balances can return
Paying cards to zero changes the balance sheet only if spending and cash flow also change. If the cards are used again, the household can end up with a mortgage-backed consolidation loan and new unsecured balances. Before closing, identify the expenses that caused the debt, build them into the budget and arrange a payment method that does not depend on revolving credit.
A lower payment can conceal a longer obligation
Mortgage payments are often lower than card payments because they are spread over a longer period. That can improve monthly cash flow while increasing total interest and extending the time the home secures the debt. Compare the date of the final payment and the total dollars paid.
Credit-score changes are not a safety guarantee
The CFPB’s 2025 report examined cash-out borrowers from 2014 through 2021 and found that borrowers paid down credit-card and auto-loan balances; it also examined changes in credit utilization and scores. A lower utilization ratio or higher score after payoff does not prove that a cash-out refinance is safe or beneficial for every household. The loan still converts non-mortgage debt into a claim secured by the home.
Tax treatment of credit-card consolidation
For tax years beginning after 2017, IRS guidance generally does not allow the home-mortgage-interest deduction for interest on home-equity proceeds used for personal expenses such as credit-card debt. Deductibility is generally tied to proceeds used to buy, build or substantially improve the residence, subject to applicable limits.
Do not assume that putting the card payoff inside a cash-out refinance makes that portion deductible. Mixed-purpose loans, tracing of proceeds and unusual filing situations can require individual tax advice. Ask a qualified tax professional about the rules for the filing year and your records before treating any interest as deductible.

Before pledging the home, compare solutions that leave repayment unsecured. A qualified credit counselor can review the budget, creditors and alternatives. The CFPB recommends considering nonprofit counseling and warns against companies that demand large upfront fees or promise unrealistic results. The National Foundation for Credit Counseling is identified in CFPB guidance as a starting point for finding counseling resources.

Other possibilities may include negotiating hardship arrangements with card issuers, a structured debt-management plan or another unsecured consolidation product if you qualify. Compare the total fees, payment, term, effect on credit and consequences of default for each option. An unsecured alternative is not automatically affordable, but it does not put the house behind the card balance in the same way.
Warning signs that neither mortgage option is safe
- The proposed payment works only if income rises, overtime continues or a bonus arrives.
- You have no emergency reserve after paying closing costs and cards.
- The lender emphasizes a low payment but does not show total interest, term and all fees.
- The cash-out refinance replaces a very low-rate mortgage with a materially higher rate on the entire balance.
- You are borrowing more than the card payoff amount to cover ongoing spending.
- You expect to sell or refinance soon and cannot recover the upfront costs within that period.
- The budget has no plan to prevent new card balances.
- You are relying on a tax deduction that applies only when proceeds are used for qualifying home improvements.
- Your combined loan balances would leave little equity if the home value declines.
- A counseling or debt-relief firm demands a large upfront payment or guarantees an outcome.
What the evidence says—and what it does not
The CFPB’s Office of Research report, published January 24, 2025, studied cash-out borrowers from 2014 through 2021 and examined how proceeds were used to pay down credit-card and other non-mortgage debt, along with changes in utilization and credit scores. Its warning is about risk transfer: mortgage debt is secured by the home, so an unsustainable payment can have a more severe housing consequence than default on a card.
The CFPB’s historical closing-cost and discount-point figures are useful context but are not current lender quotes. The available evidence does not establish a universal rate, fee, approval rule or break-even period for an individual borrower. Your comparison must use written, borrower-specific disclosures.
A practical decision rule
Choose a home-equity loan only if the existing first mortgage is worth preserving, the second payment remains affordable under adverse scenarios and the total cost is clear. Consider a cash-out refinance only if replacing the entire mortgage produces acceptable cost and risk over the time you expect to keep the home. If either structure would leave the budget fragile, pause and evaluate credit counseling or another unsecured solution instead.
The safest answer for many households is not the loan with the lowest advertised rate. It is the option—or decision to borrow nothing against the home—that keeps payments sustainable, preserves enough equity for emergencies and prevents a temporary card problem from becoming a foreclosure risk.
