The right choice depends on whether you need a lower payment, cash for a specific project, protection from an adjustable rate, or help avoiding delinquency. An FHA Streamline or VA IRRRL may solve a rate or payment problem for eligible borrowers; a modification, forbearance, recast, HELOC, or home-equity loan addresses different needs and carries different costs and risks.
Do not choose an alternative simply because its advertised payment is lower. Compare the payment now, total interest and fees, rate variability, effect on your existing first-mortgage rate, risk to your home, future refinancing consequences, and the documentation required.

First separate the problem from the product
A refinance can fail for several reasons: the new rate is not sufficiently below your current rate, your credit or income does not meet underwriting standards, your home has too little qualifying equity, or closing costs eliminate the savings. Each cause points to a different response.
- Need a lower scheduled payment: investigate a loan modification, term extension, recast, or an eligible streamline program.
- Need cash for a defined project: price a home-equity loan or HELOC, but keep the existing first mortgage if replacing it would be more expensive.
- Need payment stability: an eligible VA IRRRL can move an adjustable or variable VA loan to a fixed rate; a new loan is not automatically the best answer for other loan types.
- Already struggling or behind: call the servicer promptly about loss-mitigation options rather than taking a new second lien to cover a recurring shortfall.
A lower payment can result from a longer payoff period, a temporary arrangement, or unpaid amounts moved to the end of the loan. It does not necessarily mean a lower total cost.

Check FHA Streamline and VA IRRRL eligibility first
Specialized programs can be more practical than a standard refinance because they are tied to the existing government-backed loan. Confirm the loan type and ask an approved lender for a written payment, cash-to-close, and total-cost comparison.
FHA Streamline refinance
An existing FHA borrower may qualify for an FHA Streamline refinance. The program is intended to simplify refinancing an FHA-insured loan, but eligibility and underwriting conditions still apply. Ask the lender exactly which documentation, payment-history, occupancy, and benefit requirements apply to your case.
“No-cost” does not mean the transaction is free. HUD explains that no-cost generally means no cash paid at closing because costs are handled through the pricing or another structure. FHA does not allow closing costs to be added to the new streamline mortgage amount. A higher interest rate or other pricing adjustment can therefore pay the costs indirectly. Compare the new rate and the long-run balance, not just the amount due at signing.

VA Interest Rate Reduction Refinance Loan (IRRRL)
An existing VA-backed borrower may qualify for a VA Interest Rate Reduction Refinance Loan. VA says an IRRRL can lower the monthly payment or make payments more stable by replacing an adjustable or variable rate with a fixed rate. Eligibility requires an existing VA-backed loan, and the IRRRL must refinance that loan.
The transaction is VA-to-VA, reuses the original entitlement, and does not provide cash from loan proceeds. Closing costs can reach thousands of dollars, according to VA guidance updated January 7, 2026, so compare multiple lenders and calculate the break-even point before signing.
| Program | Who may use it | What it can address | Important limits |
|---|---|---|---|
| FHA Streamline | Borrowers with an existing FHA-insured mortgage who meet current program and lender requirements | Potentially lower payment or a more suitable FHA loan structure | “No-cost” usually shifts costs into pricing or another structure; FHA does not permit closing costs to be added to the new streamline principal |
| VA IRRRL | Borrowers with an existing VA-backed mortgage | Lower payment or conversion from an adjustable or variable rate to a fixed rate | Must be VA-to-VA, uses the original entitlement, provides no cash from proceeds, and closing costs must be recovered through savings or another acceptable structure |
Ask the servicer about payment-relief options
If affordability or delinquency is the issue, your mortgage servicer is the first call. Explain the hardship, income change, expenses, and whether you are current. Ask for every available loss-mitigation option and request the terms in writing. The Consumer Financial Protection Bureau lists loan modification, repayment plan, forbearance, refinance, short sale, and deed-in-lieu of foreclosure among possible options.

Loan modification
A modification changes one or more loan terms, such as the interest rate, principal treatment, or repayment term, to make the payment more sustainable. Eligibility depends on the loan’s owner or guarantor, the servicer’s procedures, your documentation, and the hardship facts. A lower payment may come with a longer term, more total interest, or amounts added to the balance.
Repayment plan
A repayment plan spreads missed amounts over future monthly payments while you resume the regular payment. It can resolve a short-term interruption without replacing the mortgage, but the temporary payment is higher than the original. Confirm the exact start date, duration, and amount before agreeing.
Forbearance and what follows it
Forbearance temporarily pauses or reduces payments; it does not erase them. Before entering, ask how the missed amount will be resolved. CFPB describes two possible post-forbearance structures:
- Deferral: eligible missed payments can be moved to the end of the loan, where they become due when the mortgage is paid off, sold, or otherwise reaches its required endpoint.
- Partial claim: an eligible amount can be placed in a subordinate lien payable when the home is sold, refinanced, or the mortgage ends.
These arrangements can relieve immediate pressure but may create a later lump-sum or subordinate-lien obligation. Get the balance, interest treatment, due date, and trigger events in writing.
Short sale or deed-in-lieu
If keeping the home is not affordable even after available relief, the servicer may discuss a short sale or deed-in-lieu of foreclosure. These are exit strategies, not payment-reduction tools. Ask about approval, responsibility for any remaining balance, tax consequences, credit reporting, relocation assistance, and how a future mortgage application could be affected.
FHFA describes enterprise loss-mitigation tools that can reduce interest, extend the term, and lower payments for eligible loans. Whether a particular tool is available depends on the investor, insurer, servicer, loan status, and documented hardship.

Consider a recast after a substantial principal payment
A recast, sometimes called a re-amortization, keeps the existing first mortgage in place. After you make a substantial principal curtailment, the servicer recalculates the scheduled payment using the current interest rate and the remaining term. Because the rate and maturity generally stay the same, the payment can fall without a new appraisal, full refinance, or replacement first lien.
There is no universal right to a recast. Servicers set the minimum principal payment, fee, timing, eligible loan types, and documentation. Some mortgages do not permit it. Ask for the written recast policy before sending a large payment, including whether the payment must be applied as a separate principal curtailment and when the new payment begins.
A recast uses your cash to reduce the balance. Compare the guaranteed interest avoided by the principal payment with the return or emergency liquidity you would give up. Do not use funds needed for taxes, insurance, repairs, or reserves merely to obtain a lower monthly bill.

Use a HELOC or home-equity loan only for a defined borrowing need
A second lien can let you keep an existing first mortgage whose rate is attractive. It is not a substitute for fixing an unaffordable monthly budget, and it puts the home behind another debt obligation.
HELOC
A home equity line of credit is a revolving second mortgage secured by your equity. You draw as needed up to a limit, usually during a draw period, and then repay under the lender’s terms. CFPB says HELOCs usually have variable rates and payments can change. Rate increases can raise the payment even when the balance is unchanged. If you cannot repay, the home may be at risk. CFPB’s HELOC guidance, reviewed August 28, 2026, says to consider one only if you are confident you can keep up with the payments.
Ask about the index and margin, rate caps, draw and repayment periods, minimum payment formula, annual or inactivity fees, conversion features, and whether the line can be frozen or reduced. Model the payment at several higher-rate scenarios rather than relying on the initial quote.

Home-equity loan
A home-equity loan provides a lump sum and usually carries a fixed rate and scheduled payment. It may suit a one-time, documented expense with a known amount and payoff plan. Upfront fees can apply, and the loan is also secured by the home. Borrowing more than the project requires turns a housing asset into collateral for unnecessary debt.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCFPB notes that home-equity lending can allow a homeowner to keep an existing low-rate first mortgage instead of replacing it with a higher-rate cash-out refinance. The trade-off is a second payment, additional interest and fees, and another claim against the property.
How a second lien can affect a later refinance
A HELOC can complicate a future first-mortgage refinance. CFPB says the HELOC lender may need to approve the refinance or be paid off. Confirm subordination or payoff requirements before opening the line, especially if you expect to refinance when rates improve.
| Feature | HELOC | Home-equity loan | Cash-out refinance |
|---|---|---|---|
| Disbursement | Revolving draws up to a credit limit | One lump sum | New first mortgage replaces the old one and releases eligible equity |
| Rate structure | Usually variable; payments can change | Usually fixed, subject to lender terms | Fixed or adjustable under the new mortgage terms |
| Existing first-mortgage rate | Preserved | Preserved | Replaced |
| Collateral | Home secures the second lien | Home secures the second lien | Home secures the first lien |
| Main planning issue | Payment uncertainty and possible future line changes | Borrowing a fixed amount and paying a second bill | Closing costs, qualification, and potentially losing a favorable first-mortgage rate |
Compare every alternative on the same seven axes
Request written estimates so you are comparing equivalent periods and assumptions. A low initial payment can hide a longer term, deferred balance, variable-rate exposure, or a second lien.
| Question | Why it matters |
|---|---|
| What is the immediate monthly payment? | Shows near-term budget relief, but not whether the payment is temporary or variable. |
| What are total interest, fees, and balances over the expected time in the home? | Reveals whether payment relief increases lifetime cost. |
| Is the rate fixed or variable? | Determines how a future rate change could affect affordability. |
| Does the current first-mortgage rate remain in place? | A second lien may preserve a favorable rate; a refinance replaces it. |
| What collateral and foreclosure risk is added? | Any loan secured by the home can put the property at risk after default. |
| Will this complicate a later refinance or sale? | Subordination, payoff, deferred amounts, or subordinate liens can affect future transactions. |
| What eligibility and documentation are required? | Income, hardship, loan ownership, payment history, equity, and appraisal rules vary. |
Calculate whether a refinance or alternative pays off
Break-even for a refinance
The Federal Reserve recommends comparing how long it takes to recover refinancing costs. Use:
Break-even months = total refinance costs ÷ monthly payment savings.

Include lender fees, points, appraisal, title work, recording charges, prepaid items that are truly incremental, and any penalty or balance adjustment. If costs are $6,000 and the permanent monthly saving is $200, the simple break-even is 30 months. That example is illustrative; use your own written figures and confirm whether the payment comparison includes taxes, insurance, mortgage insurance, and any changed term.
Stay in the home beyond break-even only if the assumptions remain reasonable. A refinance that lowers the payment by extending the term may still increase total interest. Request both the new amortization schedule and the balance after the period you expect to keep the loan.
Cost test for a HELOC or home-equity loan
Calculate the combined payment: existing first-mortgage payment plus the second-lien payment, including variable-rate scenarios for a HELOC. Add annual, draw, closing, appraisal, and early-termination fees where applicable. Then compare the total interest and projected balance with the cost of funding the same need another way. Do not count a temporarily low introductory payment as the permanent cost.

Cost test for payment relief
For a modification, deferral, partial claim, or forbearance resolution, compare the payment before and after, the new maturity date, interest accrued, added principal, subordinate lien, and any balloon or lump-sum amount. A plan that fits this month’s budget but creates an unaffordable payoff obligation is not a complete solution.
A practical decision sequence
- State the goal in one sentence. Choose payment reduction, cash for a defined need, rate stability, or delinquency prevention. If you have several goals, rank them.
- Identify the current loan. Confirm whether it is conventional, FHA, VA, USDA, or a portfolio loan, and whether it is owned or guaranteed by Fannie Mae or Freddie Mac. Your monthly statement and servicer can help.
- Check specialized eligibility. Ask about FHA Streamline or VA IRRRL only if the existing loan matches. Obtain the proposed rate, payment, costs, and balance in writing.
- Request a complete cost comparison. Include break-even, total interest, remaining term, and the balance at your expected move or payoff date.
- Call the servicer early if affordability is the problem. Ask for modification, repayment-plan, forbearance, deferral, partial-claim, short-sale, and deed-in-lieu options that fit your facts. Do this before missing a payment when possible.
- Model a second lien conservatively. For a HELOC, test higher rates and the repayment-period payment. For a home-equity loan, include the entire second payment and all fees.
- Verify future flexibility. Ask whether a HELOC must be subordinated or paid off for a later refinance and how any deferred or subordinate amount is repaid.
- Get an independent review. CFPB recommends a HUD-approved housing counselor. A counselor can review the documents and help compare options without relying on a lender’s sales presentation.
Pitfalls that make an alternative more expensive
- Chasing the lowest advertised payment: check whether the rate is variable, the term is longer, or payments are temporarily reduced.
- Calling a transaction “no-cost” without checking pricing: identify who ultimately pays each closing cost and how the rate or balance changes.
- Using a second lien to cover a recurring deficit: borrowing against the home does not repair an income-and-expense gap and adds another required payment.
- Ignoring future sale or refinance timing: deferred amounts, partial claims, HELOC subordination, and early-termination fees can affect the next transaction.
- Sending money to a foreclosure-relief promoter: CFPB warns about upfront-fee scams. Do not pay anyone to guarantee approval or instruct you to stop communicating with your servicer.
- Submitting incomplete hardship paperwork: ask for a document checklist, deadline, delivery method, and confirmation that the packet is complete.
Which path fits common situations?
| Your situation | First conversation to have | What to verify |
|---|---|---|
| Existing FHA loan and a payment that may improve through an FHA program | FHA-approved lender about Streamline eligibility | New rate, pricing of “no-cost” charges, payment change, and total balance |
| Existing VA loan with an adjustable rate or an opportunity for a lower payment | VA-approved lender about an IRRRL | VA-to-VA requirement, no-cash-out structure, closing costs, and break-even |
| Temporary income interruption but a realistic recovery plan | Servicer about forbearance or a repayment plan | How and when missed payments will be repaid |
| Longer-term hardship that makes the current payment unsustainable | Servicer about modification and other loss mitigation | New term, interest, principal treatment, and any deferred or subordinate balance |
| Large cash reserve available and a desire to keep the first-mortgage rate | Servicer about recast eligibility | Minimum curtailment, fee, timing, and effect on the amortization schedule |
| One-time project with a defined budget and stable income | Compare a fixed home-equity loan with other funding | Second payment, fees, collateral risk, and payoff plan |
| Uncertain borrowing need or future rates | Compare a HELOC only after stress-testing payments | Variable-rate formula, caps, draw terms, repayment payment, and refinance restrictions |
Bottom line: preserve flexibility while solving the actual problem
Failing to qualify for a lower-rate refinance does not leave you without choices, but each alternative solves a different problem. Verify FHA Streamline or VA IRRRL eligibility when the existing government-backed loan fits. Use servicer loss mitigation for hardship, a recast when you can make a substantial principal payment and the servicer permits it, and a HELOC or home-equity loan only for a defined need that supports the combined payment. Put every option through the same break-even, total-cost, rate-risk, collateral, and future-refinance tests before committing.
