Higher mortgage rates have not made every U.S. market unaffordable. A September 2026 analysis of the 250 largest housing markets identified 35 cities whose average single-family value is at least $50,000 below their state average while still meeting a livability threshold. Worcester, Massachusetts, ranked first; Akron, Ohio, had the lowest average value at $139,774; and Roseville, California, was the only market with a modeled payment above $3,000 a month. The figures are a screening tool, not a personal approval or a full cost-of-ownership quote: they use a 15% down payment and a modeled 30-year fixed rate, while taxes, insurance, maintenance and fees vary by property.
What makes a housing market a “hidden gem” in this ranking?
MoneyLion compared cities within the 250 largest U.S. housing markets using Zillow Home Value Index averages for single-family homes. A city qualified only if its average value was at least $50,000 below its state’s average and its AreaVibes livability score was at least 70.

The final score weighted median household income and average mortgage cost equally (1.00 each), then gave twice as much weight to the city-versus-state price gap and livability (2.00 each). Calculations used a 15% down payment and the national average 30-year fixed mortgage rate from Freddie Mac. The data snapshot was collected through September 23, 2026, so listings, rates and values can move after that date.
Which 35 markets made the list?
The table shows the modeled inputs. “Monthly” is the listed annual mortgage cost divided by 12; it is not an all-in payment quote.

Which markets are cheapest or offer the biggest state-level discounts?
Lowest average values
Akron ($139,774), Lansing ($166,849), Macon ($173,741) and Baltimore ($184,561) are the only four markets below $200,000. Their modeled monthly mortgage equivalents range from about $786 in Akron to $1,038 in Baltimore before taxes, insurance and upkeep.
Largest discounts versus the state average
Visalia is $388,672 below California’s average single-family value, Springfield is $378,190 below Massachusetts’ average, and Sacramento is $306,759 below California’s. Syracuse, Rochester, Buffalo, Pueblo and Baltimore also show gaps above $250,000. A large gap signals relative value inside a state; it does not mean every neighborhood or home is inexpensive.

Markets with the highest modeled payments
Eight markets exceed $2,000 a month on the listed mortgage-cost model: Worcester, Visalia, Spokane, Providence, Sacramento, Vancouver, Roseville and Tacoma. Roseville is the only one above $3,000, at roughly $3,659 a month, despite qualifying as cheaper than its California state average.
What do the 2026 rate and market forecasts imply?
The National Association of REALTORS® forecast existing-home sales to increase 14% in 2026, prices to rise about 4% and mortgage rates to move toward 6%. Chief economist Lawrence Yun said, “Lower mortgage rates and larger inventory will attract buyers back to the market in 2026.” Those are national expectations, not guarantees for any city in this table.

Zillow estimated that 20 of the 50 largest metros could be affordable for a typical buyer by the end of 2026, while the typical national mortgage payment still consumed 32.6% of median household income. Its buyer-friendly top 10 included Indianapolis, Atlanta, Charlotte, Jacksonville, Oklahoma City, Memphis, Detroit, Miami, Tampa and Pittsburgh. The hidden-gem list overlaps that group in Jacksonville and Pittsburgh.
NAR’s 2026 top 10 were Charleston, Charlotte, Columbus, Indianapolis, Jacksonville, Minneapolis–St. Paul, Raleigh, Richmond, Salt Lake City and Spokane. Jacksonville, Richmond and Spokane also appear here. Zillow reported typical values of $342,853 in Jacksonville and $217,499 in Pittsburgh; mortgage payments represented 32.2% and 22.2% of median household income, respectively.

How should you compare these cities before making a shortlist?
Use the ranking to generate candidates, then test each city against four practical cost and lifestyle questions.
- What is the all-in monthly cost? Add property taxes, homeowners insurance, maintenance, utilities and any association fee to the principal-and-interest estimate. In catastrophe-prone areas, obtain an actual insurance quote before relying on the purchase price.
- Can local income support the payment? Check the job mix, wage levels, commuting options and employment depth rather than relying on a citywide median alone.
- How negotiable is the current market? Compare active inventory, the share of listings with price cuts, median days to contract and seller concessions. A lower price can be offset by repair needs or a thin resale market.
- Does the location fit your risk and daily life? Review migration, climate and disaster exposure, health and school services, commute time and neighborhood-level conditions.
NAR’s broader framework also considers millennial presence, income and job growth, sensitivity to mortgage rates, migration, price cuts, listing-to-income alignment, payment-versus-rent, permits and mortgage-originations growth. Those measures help distinguish a genuinely workable market from one that is merely cheap on paper.

What are the main limitations of this list?
- City averages can hide major differences in taxes, neighborhoods, property condition and school quality.
- The 15% down payment and modeled national rate are assumptions; your credit, loan type, points, debt-to-income ratio and cash reserves can produce a different quote.
- The annual mortgage-cost figures do not establish property taxes, insurance, maintenance, utilities, association dues or closing costs.
- The ranking does not guarantee financing approval, job prospects, safety, current inventory or a specific home’s condition.
- Values and forecasts are volatile. Check current listings, local tax records and lender estimates before making an offer; MoneyLion describes its analysis as informational rather than financial, legal or tax advice.
Frequently Asked Questions
Can I buy one of these homes with less than 15% down?
Possibly. Conventional, FHA, VA and some local programs allow smaller down payments, but the loan amount and monthly cost rise, and private mortgage insurance or upfront mortgage insurance may apply. Ask lenders for side-by-side cash-to-close and payment estimates at several down-payment levels.
Why might my lender’s payment be higher than the table’s monthly figure?
The table is a division of the listed modeled annual mortgage cost and does not establish your rate, credit pricing, discount points, taxes, insurance or loan fees. Escrow and mortgage insurance can materially increase the amount due each month.

How can I check whether a city still has homes available at these averages?
Search current listings by neighborhood and property type, then compare recent closed sales rather than relying on the citywide average. Ask a local agent about inventory, price reductions, days on market and concessions for the exact areas you would consider.
Which of these markets have the lowest household incomes?
MoneyLion identified four markets with median household income below $50,000: Erie, Akron, Rochester and Syracuse. That comparison matters because a low purchase price does not automatically make a payment comfortable relative to local wages.
