Mortgage rate lock vs. float: how to decide when rates change

A mortgage rate lock buys certainty: your quoted interest rate is protected through a stated expiration date if you close on time and your application remains within the lender’s conditions. Floating keeps the rate open, so you could benefit if market pricing improves but must absorb an increase if it worsens. The sound choice is a risk-and-timing decision, not a bet on a forecast. Compare the lock period, expiration buffer, points, extension rules, float-down terms and the consequences of a higher payment before you choose.

Lock and float in plain English

When a lender approves or quotes a mortgage, the interest rate is not automatically fixed until closing. You and the lender must decide whether to lock it for a defined period or let it float while the loan is processed.

A rate lock

A lock is an agreement to hold the offered rate between the offer and closing. The protection lasts only through the stated lock period and only if you close within that period. It also assumes the application stays within the terms used to price the loan. A lock does not guarantee that every number on the final Closing Disclosure will be identical to an early quote.

A floating rate

Floating means you have not locked the rate yet. The lender can reprice the loan as market conditions change, generally until you request a lock or the lender locks the loan under its process. You retain the possibility of getting a lower rate, but an increase can raise the payment, require more cash, or make the transaction unaffordable.

The Consumer Financial Protection Bureau (CFPB) and the Federal Reserve describe this as a trade-off between certainty and opportunity. Neither agency provides a reliable way to predict the direction of rates for one borrower’s closing date.

What a lock covers—and what it does not

The written lock agreement should identify the rate, the expiration date and any charges or conditions. CFPB guidance says locks are commonly offered for 30, 45 or 60 days, with longer periods sometimes available. Those are typical options, not a promise that every lender offers each term.

  • Expiration: The lock protects the rate only through its stated date and time. A closing after expiration may require an extension, a new lock or current-market pricing.
  • Application consistency: A change in loan amount, credit score, verified income, loan type or down payment can change pricing even after a lock. Ask the lender to identify every change that can reprice or void the lock.
  • Points and credits: Ask whether discount points, lender credits and other rate-related pricing are locked along with the interest rate. A rate can be held while a pricing adjustment changes the amount of cash needed at closing.
  • Processing conditions: A lock does not make appraisal, underwriting, title work or closing coordination happen faster. Your timeline still has to fit inside the lock period.

The CFPB’s rate-lock guidance states: “If you decide to get a rate lock, you should make sure your rate lock agreement is long enough to cover the time until you close on your loan.” That advice is practical because the most common lock problem is not a market move; it is running out of time.

Lock versus float: the trade-offs

Decision factor Lock Float
Rate certainty Protects the agreed rate through expiration, subject to the agreement and a stable application. No protection; the rate can move before you lock.
Benefit if rates fall Usually none unless the lender offers a float-down or a comparable repricing option. You can lock at the lower market rate if it remains available.
Risk if rates rise Usually limited during the lock period, provided the loan remains eligible under the agreement. You may face a higher rate, payment and cash requirement.
Timing pressure Requires a realistic expiration date and a plan for delays. Provides flexibility to wait, but every day leaves pricing exposed.
Possible fees May include an upfront lock charge, higher pricing for a longer term or an extension fee. May avoid a lock charge, but a higher market rate can cost more than any fee.
Best fit Borrowers who need payment certainty and have a credible closing schedule. Borrowers who can absorb an increase and have a reason to keep timing or pricing flexible.

How to decide: a practical framework

1. Start with the closing calendar

Ask when the lender expects the loan to be ready, then compare that date with each available lock expiration. Include time for appraisal, income and asset verification, underwriting conditions, title work, document preparation and coordination with the seller or settlement agent. A period that barely covers the lender’s best-case estimate is not a comfortable period.

Ask for the cost of a longer lock and the exact treatment of a delay. Some lenders may offer an extension; the fee, approval conditions and daily cutoff can vary. Others may require a new lock at the then-current rate. Get the answer in writing before choosing a term.

2. Compare the complete price, not just the note rate

Request Loan Estimates or revised pricing for the lock periods you are considering. Compare the interest rate, annual percentage rate, points, lender credits, origination charges, cash to close and any lock or extension fee. A lower nominal rate can be more expensive if it requires additional points or has expensive extension rules.

Ask whether the rate and points are both locked. The CFPB notes that a Loan Estimate identifies whether the rate is locked and gives the lock expiration, but it does not disclose every detail of a particular lock period’s price or extension policy. Those details must come from the lender.

3. Decide how much payment uncertainty you can carry

Calculate your budget using the payment at the rate you could receive if pricing worsens before you lock. If that payment would force you to reduce reserves, change the down payment or abandon the transaction, certainty has meaningful value. If you have substantial room in the budget and can tolerate a higher payment, floating may be a manageable risk.

This is a risk-management choice, not a prediction. Choosing a lock does not mean rates will rise, and floating does not mean they will fall.

4. Investigate a float-down option

Some lenders permit a lower rate after a lock if market pricing improves. Terms are lender-specific. Ask what market move triggers the adjustment, whether the option costs money, how many times it can be used, whether points change, and whether exercising it resets or shortens the expiration date. Do not assume a float-down exists merely because another lender offers one.

5. Keep the application stable

Before and after locking, avoid changes that can alter eligibility or pricing without first asking the lender. Examples include changing the loan amount, switching from one loan type to another, reducing or increasing the down payment, taking on new debt that affects credit, or replacing documented income with a different source. Confirm how a planned change will affect the lock before making it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Treat market forecasts as context, not an answer

Mortgage rates can change daily and sometimes hourly. The federal funds target does not directly set mortgage rates, so an expected Federal Reserve move does not automatically determine the rate on your mortgage. Forecasts can help explain volatility, but they cannot establish the rate available on your closing date or justify risking a payment you cannot afford.

How to compare two or more lender offers

Use written Loan Estimates as the common format, then ask each lender for the lock details that the form does not fully show. Compare the same loan amount, term, property assumptions and points so that one offer is not made to look cheaper by changing the structure.

Item to compare Why it matters What to request
Lock duration and expiration Determines whether the rate survives your actual closing timeline. Available terms, exact expiration date and time, and the lender’s estimated clear-to-close date.
Rate and points A lower rate may require more upfront cash. Rate, points, lender credits and cash to close for each lock period.
Upfront lock cost A fee changes the effective cost of certainty. Whether a fee applies, when it is due and whether it is refundable.
Extension policy A delay can otherwise expose the loan to new pricing. Extension fee, maximum duration, approval conditions and who pays when the delay is lender-caused or borrower-caused.
Float-down terms May preserve some benefit if rates improve. Trigger, fee, limits, point changes and effect on expiration.
Change rules Application changes can reprice a supposedly locked loan. Impact of changes to amount, credit, income, down payment or loan type.
Processing timeline A cheap lock is not useful if the lender cannot close in time. Current underwriting queue, appraisal timing and realistic closing date.

Step-by-step: choosing and documenting your lock decision

  1. Set a target closing date. Use the contract date if you are buying, or the expected payoff and signing date if you are refinancing. Add a buffer for appraisal, underwriting and settlement coordination.
  2. Ask for at least two lock scenarios. Request the shortest term that realistically covers closing and a longer term with its full price. Ask what happens if the loan is not ready by each expiration.
  3. Review the Loan Estimate. Confirm whether the rate is shown as locked and note the stated expiration. Compare rate, points, credits and cash to close.
  4. Obtain the missing rules in writing. Ask about lock fees, extension fees, float-down eligibility, point treatment and application changes. Save the lender’s email, lock confirmation and any later amendments.
  5. Stress-test affordability. If you are considering floating, ask whether you could still close if the rate rose enough to increase the payment or cash requirement. If not, a lock or a different loan structure may be more appropriate.
  6. Lock only when the application is accurate. Verify income, assets, debts, property details, loan amount and down payment before authorizing the lock. Report changes promptly rather than assuming the lock makes them harmless.
  7. Track the expiration date. Put it on your calendar well ahead of the deadline. Ask the lender for a status update and a written extension quote before the final week if closing is uncertain.
  8. Recheck the final documents. Compare the final rate, points and credits with the lock confirmation. If something differs, ask the lender to explain the change before signing.

Situations in which locking often makes sense

  • The payment is near your maximum budget. A higher rate would jeopardize debt-to-income limits, reserves or your ability to keep the transaction.
  • The closing date is reasonably predictable. A lock term can cover the expected timeline with a sensible buffer.
  • You are using a tight cash budget. A rate increase could require a larger down payment or more cash at closing.
  • You prefer certainty over a possible improvement. The lock removes one major variable while you finish the transaction.

These circumstances do not guarantee that locking will be cheapest. They indicate that avoiding an adverse move may be worth more to you than preserving an uncertain opportunity.

Situations in which floating may be reasonable

  • Closing timing is genuinely uncertain. Locking too early could create extension costs or force a new lock before the loan is ready.
  • You have substantial payment and cash flexibility. You can absorb a higher rate without changing the transaction.
  • Your lender has a clear, low-friction float-down policy. The written trigger and cost make the potential benefit understandable.
  • You are still comparing loan structures. Floating can avoid paying to lock a loan amount, term or loan type that may change during underwriting.

Floating is not free insurance against overpaying. It leaves you responsible for the market rate available when you eventually lock.

What happens if closing is delayed?

Contact the lender as soon as a delay appears. Do not wait until the expiration day. Ask whether the lender can extend the existing lock, what the fee is, how the fee is calculated, whether an extension can be refused and whether the rate or points change if the lock expires.

Responsibility for the delay can affect a lender’s policy, but the agreement controls. A lender may have different procedures for a delay caused by underwriting, appraisal, title work, the borrower or the seller. Ask for the decision and cost in writing.

If the lock expires without an extension, the lender may require a new lock at current pricing. That could be higher, lower or accompanied by different points. A Loan Estimate alone does not establish all of those outcomes.

What if rates fall after you lock?

Normally, a lock trades away the ability to receive a lower market rate. Ask before locking whether the lender offers a float-down or repricing option. Clarify:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How much the market rate must improve;
  • Whether the comparison uses the same points and loan structure;
  • Whether there is a fee or a limit on use;
  • Whether the lower rate is available only once;
  • Whether the expiration date changes; and
  • What happens if the application or loan amount changes at the same time.

Because these terms are not universal, a lender’s verbal statement that it can “adjust the rate” is not enough. Request the written policy that applies to your loan.

Changes that can reprice a locked loan

CFPB guidance gives several examples of application facts that can affect a locked rate: loan amount, credit score, verified income, loan type and down payment. A change can alter eligibility, risk-based pricing or the points required for the rate. The exact treatment depends on the lender and the lock agreement.

  • Down payment: Changing the amount can alter the loan-to-value ratio and mortgage-insurance requirements.

How the Loan Estimate helps—and where it stops

The Loan Estimate shows whether the interest rate is locked and lists the lock expiration date when applicable. Use it to compare the core economics of offers: interest rate, annual percentage rate, points, lender credits, projected payments and cash to close.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It does not necessarily show the price of every available lock period, the complete extension schedule or all float-down conditions. Ask the lender for those terms and compare them with the estimate. Keep in mind that a Loan Estimate does not commit you to that lender.

You can switch lenders after receiving an estimate, but restarting processing can require a new application, appraisal or disclosures and may delay or endanger closing. The potential savings from a different offer should be weighed against the time already invested and the remaining lock period.

Why rate headlines can mislead

Mortgage pricing responds to several market forces and can move more than once in a day. The Federal Reserve’s federal funds target influences short-term financial conditions but does not directly set the rate on a particular fixed-rate mortgage. A headline about an expected policy move therefore cannot tell you what your lender will quote or whether it will be available when you close.

Use forecasts to understand why prices may be volatile, not to justify a decision that leaves no room for an increase. The sources reviewed by the CFPB do not establish a current probability that rates will rise or fall before any particular borrower’s closing.

  • “If I lock my rate, and interest rates go down, what happens?”

  • “What is the extension fee, and could an extension be refused?”

The first six questions closely follow consumer prompts published by the CFPB. They are useful questions, not guarantees of a particular answer.

Three illustrative decisions

Predictable closing, little budget room

A buyer has an accepted contract, an appraisal ordered and enough savings for the planned cash to close, but little room for a payment increase. The buyer compares a lock that covers the expected closing date plus a buffer with a shorter lock that expires just before the likely underwriting finish. Paying for the longer, realistic term may be preferable to gambling on an extension or a higher market rate.

Uncertain construction or refinance timing

A borrower cannot identify a dependable closing date because construction, title work or payoff documentation is unresolved. Locking immediately could create extension costs. The borrower asks for the price of a longer lock, the lender’s average processing timeline and the consequences of floating, then chooses only after confirming the budget can absorb a move higher.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rates fall after a lock

A borrower locks, then sees a lower advertised rate. Instead of assuming the lender must match it, the borrower checks whether the loan qualifies for a written float-down, whether the advertised rate has the same points and whether exercising the option changes the expiration. If no option applies, the borrower keeps the original protection rather than abandoning it based on an advertisement that may use different assumptions.

Common mistakes and fixes

  • Choosing the shortest term because it is cheapest. Fix: add a realistic buffer and price the extension risk before selecting the term.
  • Comparing rates without points. Fix: compare the complete Loan Estimate, including points, credits and cash to close.
  • Assuming a lock is unconditional. Fix: ask which application changes can reprice the loan and obtain the rules in writing.
  • Waiting for a perfect forecast. Fix: decide based on affordability, timeline and risk capacity rather than an unsupported prediction.
  • Ignoring the expiration date. Fix: calendar the date early and request a written extension quote before a delay becomes urgent.
  • Switching lenders late for a small headline difference. Fix: weigh any savings against restarting disclosures, processing and closing risk.

Official guidance and scope

This explanation reflects U.S. consumer guidance from the CFPB’s pages on mortgage rate locks, reviewing Loan Estimates, choosing a loan offer and changes to final mortgage costs; the Federal Reserve’s consumer guide to mortgage lock-ins; Federal Reserve Consumer Help; and the disclosure rules in 12 CFR § 1026.19. The CFPB rate-lock page was last reviewed May 2, 2023. The older Federal Reserve guide remains useful for distinguishing a locked rate from floating points, but current pricing and transaction procedures must be confirmed with the lender.

Lender policies, fees, lock periods, loan programs and state practices vary. This article explains the decision process for U.S. borrowers; it is not a personal rate recommendation or a substitute for the written lock agreement and disclosures on your loan.

The decision in one sentence

Lock when a higher rate would damage affordability or closing certainty and your expected timeline fits the written term; float only when you can absorb an increase and have a clear reason to preserve potential savings, after comparing the full price and asking exactly what happens if the market or your application changes.
