Mortgage rate lock-in has two different meanings. In housing-market discussions, it describes owners who keep unusually low fixed-rate mortgages because replacing them after a move would cost much more. In a home purchase, a rate lock is a lender’s temporary promise that your new mortgage rate will not change before closing if you meet the lock’s conditions. The first can reduce the number of homes offered for sale; the second protects a buyer’s financing terms for a limited period.
Neither meaning makes a move impossible. A homeowner may still sell because of a job, family change, health need, accessibility issue, price opportunity or other financial reason. A buyer’s lock can also expire or change if the application changes. Understanding which “lock” you are dealing with is the starting point for making a sound decision.

What “mortgage rate lock-in” means in the housing market
Suppose a homeowner has a 30-year fixed mortgage at a rate far below the rate available today. Selling usually requires paying off that loan. Buying another home then requires a new mortgage at current terms, and the replacement loan may have a substantially higher payment even if the new home costs about the same.

That payment jump creates a financial disincentive to move. The owner is not legally trapped, and the old loan normally does not follow automatically to the next property. The owner is choosing whether the benefits of moving justify giving up favorable financing and paying the costs of a sale and purchase.

Market lock-in versus a purchase-loan rate lock
| Term | What it describes | When it applies |
|---|---|---|
| Market-level mortgage rate lock-in | The gap between an owner’s existing fixed rate and the higher rate on a replacement loan discourages selling, moving or refinancing. | While an owner is deciding whether to move or refinance; it can affect listings, mobility and market supply. |
| Purchase-loan rate lock | A lender agrees that a buyer’s interest rate will not change between the offer and closing, provided the closing occurs within the stated period and the application remains within the lock’s conditions. | After a buyer applies for a mortgage and before that loan closes. Common periods are 30, 45 or 60 days, although lender policies differ. |
The Consumer Financial Protection Bureau (CFPB) defines the purchase-loan version this way: “A lock-in or rate lock on a mortgage loan means that your interest rate won’t change between the offer and closing, as long as you close within the specified time frame and there are no changes to your application.” That promise is temporary and is not an explanation for why owners with older low-rate loans may stay put.
How the market lock-in effect works
- An owner has favorable financing. The effect is most visible with fixed-rate loans originated when rates were much lower than the rate available for a new loan.
- The owner considers a move. Selling generally pays off the existing mortgage. The balance is not normally transferred to the next house.
- The replacement loan is priced at current terms. The new rate, loan amount, taxes, insurance and other costs determine the new payment.
- The owner compares the full cost of moving with staying. A higher payment, selling and closing costs, a different purchase price and the practical benefits of moving all matter.
- The owner may delay the sale. Delaying is an economic choice, not proof that every low-rate borrower is unable or unwilling to sell.
Philadelphia Federal Reserve Senior Economist Kyle Mangum described the mechanism in a third-quarter 2025 article: higher rates on a replacement mortgage discourage moving or refinancing, all else equal, because the household would be resetting its loan terms at a less favorable rate.
What published estimates show—and what they do not show
The size of the effect depends on the period studied, the type of loan and the market’s starting conditions. These estimates are historical or modeled results, not a current nationwide count of homes withheld from sale.

| Federal Housing Finance Agency (FHFA) Working Paper 24-03, published March 18, 2024 | Each percentage-point increase in market rates above a borrower’s origination rate was associated with an estimated 18.1% reduction in the probability of sale. The paper estimated a 57% reduction in sales of homes with fixed-rate mortgages in 2023 Q4 and 1.33 million prevented sales from 2022 Q2 through 2023 Q4. It estimated that the reduced supply raised prices 5.7%, while higher rates directly reduced prices 3.3%. | These are the paper’s estimates for specified U.S. periods and methods. They are not guaranteed effects in every city or in the current year. |
| Federal Reserve Board FEDS paper by Aditya Aladangady, Jacob Krimmel and Tess Scharlemann, dated November 2024 and revised May 2025 | Lock-in explained 44% of the decline in mortgage-borrower mobility from 2021 to 2022, mainly through fewer moves within local areas. The model estimated that the 2022 shock reduced time on market 29% and increased prices 8%. | The authors found those price and tightness effects were entirely due to historically tight starting conditions. In a more balanced, 2019-like market, the same shock would have had little to no effect on prices or tightness. |
| Freddie Mac portfolio analysis using loans active in June 2023 | In one illustration, a $250,000 loan refinanced at 2.65% in January 2021 had a principal-and-interest payment of $1,007. After 29 months, replacing it with a new $236,379, 30-year loan at 6.81% would cost more than $1,500 per month. Freddie Mac calculated an $86,136 net-present-value difference for that example. Its portfolio analysis estimated an average lock-in value of about $55,000 per household for its 15- and 30-year fixed loans, with wide variation by location and origination year. | The illustration and portfolio average are dated estimates, not a current quote or a typical amount for every homeowner. |
The New York Fed’s February 2024 Survey of Consumer Expectations Housing Survey, released May 6, 2024, found that respondents’ average perceived chance of moving to another primary residence was 13.4% within one year and 24.5% within three years, both series lows. Those are expectations reported by survey participants, not a causal estimate that mortgage lock-in produced each decision. The same release found that 74.2% of renters considered obtaining a mortgage somewhat or very difficult.

Why lock-in changes some markets more than others
Lower turnover can mean fewer listings and less choice for buyers in areas where many owners have below-market fixed rates. But lock-in is only one supply constraint. New construction, household formation, local employment, migration, inventory already on the market and sellers’ equity also matter.
The Federal Reserve evidence is especially important on this point: its modeled price and time-on-market effects depended on unusually tight conditions at the start of the period. A rate gap in a market with abundant listings may produce a different result from the same gap in a market with very little inventory. It is therefore too broad to say that all low-rate owners are withholding homes or that lock-in alone sets local prices.

- Existing loan: Record the current balance, interest rate, remaining term, monthly principal and interest, and whether the rate is fixed or adjustable.
- Replacement financing: Obtain current Loan Estimates for the likely loan amount and term. Do not substitute a dated example or a headline rate for a quote based on your credit, income, down payment, loan type and property.
- Monthly payment: Compare principal and interest, property taxes, homeowners insurance, mortgage insurance where applicable, homeowners-association dues and expected maintenance.
- One-time move costs: Include selling expenses, transfer taxes, title and settlement charges, inspections, appraisal, moving costs and any repairs needed to sell or occupy the new home.
- Sale proceeds and purchase price: Estimate the cash left after paying off the old loan and selling costs, then determine how much of it becomes the down payment on the next property.
- Personal value: A shorter commute, a job change, family care, accessibility, health, school needs or a safer home can outweigh a higher payment.
Do not assume the old mortgage can transfer
Freddie Mac says that, except for limited cases, mortgages are not portable or assumable and most contain due-on-sale clauses. A due-on-sale clause generally requires the existing loan to be paid when the property is sold. Whether any assumption or special transfer is possible depends on the loan documents, investor rules, property and buyer eligibility. Ask the current servicer for a written answer; do not base a move on an assumption that the old rate can simply be carried to a new address.

Use a break-even test carefully
Estimate the additional monthly cost of the replacement loan, then compare it with the practical and financial benefits of moving. A simple payback calculation—upfront move costs divided by the monthly difference—can show how long the higher payment would take to equal those costs, but it does not capture taxes, maintenance, future refinancing, home-price changes or the value of personal needs. Treat it as one decision aid, not a prediction.
What buyers need to know about a lender’s rate lock
A rate lock may or may not be included when a lender issues a Loan Estimate. Check page one of the Loan Estimate for whether the interest rate is locked and the date or number of days for which the lock applies. The CFPB describes the Loan Estimate as the standardized form for comparing mortgage offer costs and risks.
Questions to ask before locking
- What exactly is locked? Confirm the interest rate, annual percentage rate if shown, discount points and any lender credits. Ask for the lock confirmation in writing.
- When does it expire? Get the exact date, not just “30 days.” Make sure the schedule leaves enough time for appraisal, underwriting, title work and closing.
- What does an extension cost? Ask who pays if a delay is caused by the lender, the seller, the appraisal or another party, and how the charge is calculated.
- What changes can reprice the loan? Ask whether a different loan amount, credit score, income documentation, property type, down payment, loan program or appraisal can change the rate or points.
- What happens if rates fall? Some lenders offer a float-down or another reprice option; others do not. Ask when it can be requested, what fee applies and whether it is available only once.
- What happens if the transaction does not close? Clarify whether the lock can be transferred to another property or application and whether any fee is refundable.
Lender policies vary, so do not assume a float-down, free extension or transfer is available. A lock protects the agreed terms only while its conditions are met and the loan closes within the stated period.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow to compare Loan Estimates without being misled
| Compare | Keep constant | Why it matters |
|---|---|---|
| Rate and points | Same loan type, term and discount-point choice | A lower rate may require more points paid upfront. |
| Lock period | Same expected closing timeline | A shorter lock may be cheaper but could expire before closing. |
| Cash to close | Same purchase price and down payment | Credits, prepaid taxes, insurance and escrow funding can change the amount due. |
| Monthly payment | Same tax, insurance and association assumptions | Principal and interest alone do not equal the total housing payment. |
| Expiration and extension terms | Written policy from each lender | An extension can add a material cost if closing is delayed. |
Compare offers for the same circumstances and loan structure. If a lender’s Loan Estimate does not clearly state the lock status or expiration, ask for clarification before relying on the quoted rate.

Common mistakes and how to recover
Confusing the two kinds of lock-in
A homeowner’s decision to keep a low-rate mortgage is a market phenomenon. A buyer’s rate lock is a contract-like timing feature on a new loan. Use the first concept when discussing listings and mobility; use the second when reviewing your own purchase paperwork.
Assuming a quoted rate is locked
An advertised or verbally quoted rate may be floating. Check the Loan Estimate and written lock confirmation. If it is not locked, ask what event triggers the lock and whether the quote can change before then.
Locking too early or too late
Locking early can create an expiration problem if underwriting or the closing date slips. Waiting can expose the loan to rising rates. The right period depends on the transaction timeline and the lender’s extension rules; ask the lender to explain the trade-off in dollars.
Changing the application after locking
A larger or smaller loan, new credit information, different income documentation, a changed down payment, a different property or a new loan program can trigger repricing. Tell the lender promptly about changes and obtain revised terms in writing.

Expecting a lower rate automatically
If market rates fall, a locked rate generally does not drop by itself. A float-down or renegotiation may exist, but it is lender-specific and may carry conditions or a fee.
A practical conclusion for today’s market
Mortgage rate lock-in is best understood as a cost incentive: replacing a much cheaper fixed-rate loan with a more expensive one can make moving unattractive, reducing turnover in some markets. FHFA, Federal Reserve and Freddie Mac analyses show that the effect was meaningful during particular historical periods, while also showing why the result is not a timeless national rule. Market balance, local conditions and household circumstances determine the outcome.
For a homeowner, calculate the replacement payment and every transaction cost, verify whether the existing loan can be assumed or transferred, and include the nonfinancial reasons a move may be necessary. For a buyer, inspect page one of the Loan Estimate, confirm the lock period and expiration, ask about extension and float-down terms, and get any changes documented. Those steps turn an easily confused phrase into a financing decision you can evaluate.
