After a decline, ask what information was verified, whether the lender pulled and relied on your credit report, which conditions remain, and whether the lender made a formal credit decision or only provided an estimate.
If the lender evaluated your creditworthiness and decided you did not qualify for the letter, federal adverse-action rules may apply. Read the notice, obtain the specific reason, check the credit information used, and fix or document the issue before deciding whether to reapply or approach another lender.

Prequalification and preapproval are lender-specific labels
The Consumer Financial Protection Bureau (CFPB) says, “Different lenders use the terms ‘prequalification’ and ‘preapproval’ differently.” One lender may use prequalification for an estimate based on information you report yourself and reserve preapproval for a review of documents and credit. Another lender may use the words differently or apply a similar process under both names.

Both letters generally express a lender’s willingness to consider lending up to a stated amount under stated assumptions. Neither is a commitment to fund a mortgage. The lender can reach a different result during the full application, property appraisal, title work, underwriting, or closing process.

For that reason, compare the substance of two letters rather than assuming that a document called “preapproval” is automatically stronger than one called “prequalification.” Ask the issuing lender to explain its process in plain language and in writing.
What to ask before relying on a letter
- Which income, asset, debt, employment, and housing-cost information did you verify, and which figures did you accept without documentation?
- Did you obtain a credit report or credit score? If so, which reporting company supplied it and when was it pulled?
- What maximum loan amount, purchase price, down payment, interest-rate assumption, and loan program does the letter use?
- What conditions remain, such as updated pay records, bank statements, proof of funds, property information, or a satisfactory appraisal?
- When does the letter expire, and what events require it to be updated?
- Did the lender make a credit decision, or did it provide an estimate of what you might qualify for after a later application?
How the two letters usually differ
The table describes common practices, not mandatory definitions. Your lender’s explanation controls the meaning of its letter.
| Comparison point | Prequalification | Preapproval |
|---|---|---|
| Information reviewed | May rely largely on information you provide and assumptions the lender has not independently verified. | Often involves more verification, such as income, assets, debts, employment, and identity documents, but the extent varies. |
| Credit check | May involve no credit pull, a soft inquiry, or a hard inquiry, depending on the lender. | May include a credit report and score review; ask whether the inquiry was hard and which report was used. |
| Amount shown | An estimated maximum under stated assumptions. | A stated amount the lender indicates it is prepared to consider, subject to remaining conditions and full underwriting. |
| Outstanding conditions | Usually more verification and underwriting remain. | Important conditions still remain even when documents have been reviewed; the letter is not a funding promise. |
| Expiration and updates | Set by the individual lender; no universal validity period applies. | Set by the individual lender; income, assets, debts, credit, rates, or program rules may require an update. |
| Meaning after a “decline” | Could be an informal estimate that was never treated as a credit application, or a request that the lender evaluated and declined. | More likely to involve a documented credit evaluation, but the legal status still depends on what the lender evaluated and communicated. |
What a decline actually tells you
“Declined” can describe different events. A lender might tell you that an informal affordability estimate is unavailable, or it might evaluate your information and decide not to issue a letter. Those events do not automatically have the same legal consequences.
Regulation B commentary explains that whether a prequalification request is an “application” depends on how the creditor handles the request and communicates with you. A creditor may treat some requests as inquiries when it gives terms you could qualify for under identified programs, explains the application process, and describes the information it will analyze. If the creditor evaluates information and tells you it will not approve the mortgage request, the request has been treated as an application and adverse-action requirements apply. The commentary gives the example of telling a consumer that a mortgage would not be approved because of a bankruptcy record.

Ask the lender directly: “Did you treat my request as a credit application, and if so, when was the decision made?” Keep the answer, the letter, and every notice. Do not assume that a conversation about rates or a payment estimate was a formal denial.
Adverse-action notices
When a lender evaluates creditworthiness and tells a consumer that the consumer does not qualify for a prequalification or preapproval letter, CFPB guidance says the lender must provide an adverse-action notice. The notice should state the reasons for the decision or explain your right to request those reasons. Regulation C also has a reporting category for a denied request for preapproval under a qualifying preapproval program. That mortgage-disclosure category does not make every lender’s everyday use of “preapproval” identical.
Read the notice carefully. If it does not state the specific reasons, request them promptly. CFPB describes a 60-day period to request specific reasons in relevant adverse-action contexts; follow the deadline and instructions printed on your own notice because the legal treatment depends on the facts of the request.

What to do immediately after the lender says no
- Save the complete record. Keep the letter or email, the date, the application or questionnaire you completed, document requests, and notes from calls. Record whether the lender said “not eligible,” “unable to issue a letter,” or “denied.” Those words may reflect different processes.
- Ask for the exact reason. Use a written message if possible: “Please provide the specific reasons for the decision and identify whether this was an adverse-action decision on a credit application.” Ask which facts or documents led to the result, rather than accepting a general statement such as “the system did not approve it.”
- Confirm what information was used. Ask whether the lender relied on a credit report, credit score, income verification, asset verification, debt information, or another data source. Ask which items were missing, inconsistent, or outside the lender’s program rules.
- Request the credit-report details. If a credit report affected the decision, the notice should identify the credit reporting company and explain relevant rights. Ask for the score used and the name of the reporting company, not merely the score shown by a consumer app.
- Obtain and inspect the report. CFPB guidance describes a 60-day opportunity to request a free report from the reporting company after an adverse-action notice when the decision was based on that report. Check names, addresses, account ownership, balances, payment history, collection accounts, public records, and inquiries for accuracy.
- Dispute errors with both responsible parties. Send a dispute to the credit reporting company and to the company that supplied the inaccurate information. Include supporting records and retain proof of submission. A dispute does not automatically remove accurate negative information and does not guarantee mortgage approval.
- Recheck the application assumptions. Compare the lender’s stated reason with the requested loan amount, down payment, income and asset documentation, debt figures, property assumptions, and loan program. Correct a factual or documentation problem before submitting another application.
- Get impartial readiness help if useful. A HUD-approved housing counselor can help assess affordability and mortgage readiness. CFPB lists the HUD counselor phone number as 1-800-569-4287. Counseling is guidance, not a promise that a lender will approve you.
- Choose a next route deliberately. Depending on the reason, you might correct records, provide missing documentation, change the requested amount or other assumptions, wait while addressing an issue, or compare another lender. Each is a possible route, not a guarantee of approval.
How to read the lender’s reason without guessing
Do not fill gaps in a vague notice with assumptions about your creditworthiness. The notice and the lender’s explanation should tell you what was actually considered. Separate a problem with the facts from a problem with the lender’s program or process.

When the issue is information or documentation
Ask whether the lender lacked a document, could not verify a figure, or received conflicting information. Request a precise list of acceptable documents and the date by which they must be current. Submit legible records through the lender’s secure channel and ask for confirmation that each item was received and matched to your file.
When the issue is a credit-report item
Compare the adverse-action reason with the report the lender identified. An account that belongs to someone else, an incorrect balance, a duplicated collection, or an outdated public record may require a dispute. Send evidence to the reporting company and the furnisher. Accurate negative information generally is not removed merely because it affects a mortgage application.
When the issue is the requested loan structure
Ask which assumption made the request unacceptable: the amount, down payment, property type, loan program, or another condition stated by the lender. You can then ask whether a different structure is eligible for consideration. Changing an assumption should be based on the lender’s explanation and your budget, not on a guess that a smaller payment automatically solves the problem.
Credit checks while you shop for a mortgage
A lender may check credit during preapproval. CFPB guidance states that multiple mortgage-lender credit checks made within a 45-day window are recorded on the credit report as a single inquiry. The CFPB page carrying this guidance was last reviewed August 28, 2026.

Inquiries typically have a small negative effect on credit scores, and mortgage inquiries are part of applying. The 45-day treatment is not permission to submit unlimited applications or a promise that every scoring model will display inquiries identically. Plan your lender comparisons in a concentrated period, provide consistent information, and ask each lender whether it will perform a hard inquiry before authorizing one.
If a lender pulled credit before the decline, do not avoid learning the reason merely to prevent another inquiry. The useful sequence is to understand the first decision, correct factual problems, and then compare lenders whose programs fit your circumstances.

When another lender offers a letter, place both documents side by side and answer the same questions. A higher dollar amount is not necessarily better if it depends on an unaffordable payment, a different down payment, an adjustable rate, or unverified assumptions.
| Question | Why it matters |
|---|---|
| What did the lender verify? | A letter based on self-reported numbers may change when documents are reviewed. |
| Was credit pulled, and when? | This tells you what information influenced the decision and helps you track inquiries. |
| What amount and assumptions are shown? | Loan amount, purchase price, down payment, rate, term, and program affect affordability and eligibility. |
| What conditions remain? | Outstanding verification, appraisal, title, employment, asset, or underwriting conditions can still change the outcome. |
| When does it expire? | A stale letter may not reflect current income, debts, rates, credit, or program requirements. |
| Was there a credit decision? | This distinction helps you understand whether a denial notice and adverse-action rights may apply. |
When applying to another lender makes sense
A decline from one lender does not prove that every lender will decline you. CFPB states, “Another lender may approve you.” Lenders can use different programs, documentation standards, risk models, and communication practices.

Shopping is most productive after you understand the first lender’s reason. If the problem is an inaccurate credit item, dispute it and retain the results. If the problem is missing documentation, assemble the required records. If the requested loan amount or program was outside the lender’s criteria, ask another lender whether it offers a suitable alternative and what assumptions it will use.
Do not submit contradictory information to different lenders or conceal a debt, employment change, asset, or credit event. Each application should be complete and truthful. Ask about the inquiry method before authorizing a new credit check, and keep copies of the disclosures you receive.
Questions to put to the original lender
- Was my request treated as an application under your process?
- What specific facts caused the decision, and where are they stated in the notice?
- Which documents or data did you verify, and which did you assume?
- Did you use a credit report or score? What were the reporting company and report date?
- What is the deadline to request specific reasons or a free report?
- Would correcting a factual error or supplying a missing document allow reconsideration, and what is the written procedure?
- If I change the loan amount, down payment, property assumptions, or program, would you evaluate a new request?
- How long would a new request remain valid, and would it require another hard inquiry?
Common mistakes after a decline
- Treating the label as a guarantee: “Preapproved” does not eliminate full underwriting or property-related conditions.
- Assuming every conversation was a denial: A payment estimate or program discussion may not have been handled as an application.
- Accepting a vague reason: Ask for the specific reason and the information behind it.
- Confusing two deadlines: The 60-day opportunity to request a free credit report after a credit-based adverse action is different from the period for requesting specific denial reasons.
- Disputing everything indiscriminately: Challenge information that is inaccurate or incomplete; a dispute does not erase accurate negative information.
- Applying repeatedly without a plan: More applications do not fix an unresolved documentation or credit problem.
- Assuming one score is universal: Lenders may use different reports, scoring versions, dates, and underwriting rules.
The legal and practical bottom line
The practical meaning of a prequalification or preapproval letter comes from the lender’s verification, credit review, assumptions, conditions, and decision—not from the heading printed on the page. After a decline, determine whether the lender made a credit decision, obtain the exact reason, inspect any credit information used, and correct or document the issue before choosing your next application.
This is general U.S. consumer guidance. State rights, lender procedures, and the legal treatment of a particular interaction can differ. Review your own notice and ask the lender to explain its process. CFPB’s preapproval guidance puts the next step plainly: “Find out why you were declined, so you can figure out what to do to improve your chances of getting a loan in the future.”
