Mortgage Preapproval vs. Prequalification: What Each Tells You

Prequalification and preapproval are both preliminary estimates of what a lender might lend—not guaranteed mortgage approvals. The words are not used consistently: one lender may verify income and assets for a “prequalification,” while another may use “preapproval” for an estimate based mainly on information you report. Compare the lender’s review, assumptions, conditions, expiration date and proposed loan—not the label on the letter.

What’s the difference between a prequalification letter and a preapproval letter?

The practical difference is the lender’s process, not the name printed on the document. The Consumer Financial Protection Bureau (CFPB) says lenders use “prequalification” and “preapproval” differently. Some lenders base a prequalification on unverified information and reserve preapproval for information supported by documents or a credit review. Others use the terms in a different way, or almost interchangeably.

As an Amazon Associate I earn from qualifying purchases.

That means you cannot reliably rank two letters by their headings. A detailed prequalification may involve more checking than a lightly reviewed preapproval. Ask what the lender actually examined and what remains conditional. The CFPB’s consumer guidance captures the point in one sentence: “Don’t worry about which word lenders use.” The useful question is what the letter represents.

Both documents normally communicate a tentative borrowing amount under stated assumptions. Neither one is a final approval, a guaranteed loan, or a promise that a particular property will qualify. The lender can change or withdraw the amount after verifying documents, evaluating the property, confirming the loan program and reviewing any change in your finances.

What a mortgage letter can—and cannot—tell you

Information the lender considered

A lender may ask about your income, employment, assets, debts, monthly obligations, down payment and credit history. The key distinction is whether you supplied the information yourself or the lender verified it with documents or other checks. Possible documentation includes pay records, tax information, bank or investment statements and authorization for a credit inquiry, but lenders do not all request the same package at this stage.

Ask which items were verified, which were accepted as reported and whether the lender used automated underwriting or a manual review. A letter based on unverified figures can change substantially when the lender checks them. A document-supported review may provide a more useful indication of underwriting risk, but it is still subject to property and loan conditions.

Whether your credit was checked

Some lenders check credit for a prequalification; others do so for a preapproval; some may offer an initial estimate without a credit inquiry. Ask whether the lender made a credit inquiry, what type it was and when it occurred. Do not assume that the word “preapproval” means a particular inquiry or credit-score treatment.

An estimated maximum, not your personal budget

The amount on a letter is generally the maximum the lender is tentatively willing to consider under the assumptions used. It is not a recommendation that you spend that amount. Your own budget must account for the complete housing payment, property taxes, insurance, association dues, maintenance, utilities, emergency savings, other goals and tolerance for payment changes.

Conditions that remain open

A letter may still depend on a satisfactory appraisal, acceptable title, verification of income and assets, a particular loan type, a property meeting program rules, no material change in your debts or employment, and other underwriting conditions. Ask the lender to list the conditions in writing. “Subject to verification” is materially different from a file in which most income and asset documents have already been reviewed.

How long the letter lasts

The CFPB says preapproval letters typically expire in 30 to 60 days (CFPB page last modified 2024). That is agency guidance, not a universal rule. Check the expiration printed on your letter and ask what the lender needs to renew it. A new credit check, updated pay information, refreshed bank statements or a new application may be required.

What it signals to a seller

Including a letter with an offer can show that a lender has considered your finances and that you are likely to obtain financing. Sellers may view a letter with documented review as more persuasive, but there is no universal standard for how much checking a “preapproval” represents. The letter does not make your offer risk-free and does not guarantee the seller will accept it.

Prequalification and preapproval compared by process

Question to compare What may happen What you should confirm
Information supplied Some lenders use borrower-reported income, assets and debts; others collect documents. Which figures were self-reported and which were verified?
Credit review A lender may check credit at either stage or may issue an estimate without an inquiry. Was there an inquiry, what type, and when?
Amount shown A tentative maximum based on assumptions about rate, term, down payment, debts and loan program. Which loan type, rate assumptions and costs produced the amount?
Outstanding conditions Verification, appraisal, property eligibility, title, employment and debt checks may remain. List every condition and what could cause the amount to change.
Validity Many letters have a stated expiration; CFPB says 30–60 days is typical. What is the exact date and renewal process?
Seller usefulness Can support an offer by indicating likely financing, with credibility depending on the lender’s review. Will the lender update the letter for a specific offer or purchase price?
Final loan terms Not established by the label or letter alone. Compare official Loan Estimates after an offer is accepted.

How to obtain and evaluate a letter

  1. Set a realistic budget first. Estimate a payment you can sustain, including taxes, insurance, association charges and reserves. Treat the lender’s maximum as a ceiling for discussion, not a target price.
  2. Contact several lenders. CFPB mortgage-shopping guidance recommends requesting preapprovals from at least three lenders. Ask each one to describe its process before you submit information so you can compare like with like.
  3. Provide complete, consistent information. Report income sources, debts, requested credit, assets and the intended down payment accurately. Omissions or optimistic estimates can produce a letter that fails during full underwriting.
  4. Ask what documentation is required. Find out whether the lender reviewed pay records, tax information, bank statements, employment, debts and credit, or merely accepted your statements.
  5. Read the letter’s assumptions. Look for the loan amount, purchase price or loan-to-value assumption, loan type, interest-rate assumptions, down payment, occupancy and property requirements. A letter can be less useful when these items are vague.
  6. Identify conditions and expiration. Request a written list of remaining conditions and note the exact expiration date. Ask how a renewal affects your credit inquiry and what updated documents will be needed.
  7. Ask for an offer-specific update when needed. If the price, down payment or loan type changes, have the lender confirm that the letter still supports the proposed offer.

Questions to ask every lender

  • What information and documents did you use to issue this letter?
  • Did you verify my income, assets, debts and employment?
  • Did you check my credit, and what kind of inquiry was used?
  • Which assumptions about price, down payment, rate, term, occupancy and loan type determine the amount?
  • What conditions remain before final approval?
  • What changes in my job, income, debts, credit or assets could reduce or cancel the approval?
  • What property, appraisal or title requirements could prevent the loan?
  • When does the letter expire, and what is required to renew it?
  • Are any fees charged at this stage, and which costs are only estimates?
  • When should I request official Loan Estimates, and how will you provide them?

Why a letter can change after you make an offer

The property may not support the loan

The lender underwrites both you and the property. An appraisal that values the home below the purchase price can change the loan amount or require additional cash. Property condition, title problems, insurance availability or a failure to meet the selected loan program’s rules can also stop or alter the transaction.

Your finances may be rechecked

Before closing, the lender can verify current income, assets, debts, employment and credit. A new loan, missed payment, job change, reduced income, unexplained deposit or depleted down-payment funds can affect qualification. Avoid taking on new credit or moving money without asking how it will be documented.

The loan structure may differ

Changing from a fixed-rate to an adjustable-rate loan, changing the term, reducing the down payment or selecting a different program can change the payment, cash required and underwriting criteria. A letter for one structure should not be treated as approval for another.

Rates and costs are not locked by the letter

Unless a lender separately documents a rate lock, the rate and payment assumptions in a preliminary letter can change with market conditions and the final application. A letter is not an official disclosure of the loan’s final costs.

Using a letter when making an offer

Submit the letter in the manner requested by your agent or seller, while protecting sensitive information. Confirm that the amount covers the proposed price and financing structure, and ask the lender whether it can issue a revised letter quickly if the offer changes. Do not alter figures yourself or present an expired letter as current.

A letter can improve an offer’s credibility, but it does not force you to use that lender. CFPB guidance says you can wait to choose a lender until after an offer is accepted and official Loan Estimates are available. Check any purchase-contract deadlines for financing and provide required documentation promptly, regardless of which lender ultimately receives the application.

Compare lenders, not the labels

A lender’s highest preliminary amount is not necessarily the best offer. Compare the process and the eventual terms:

  • Reliability of the review: whether key income, asset, debt and credit information was verified.
  • Responsiveness: how quickly the lender answers questions, updates a letter and identifies missing documents.
  • Loan fit: whether the proposed loan type and payment suit your budget and property.
  • Costs and rate: the interest rate, lender charges, points, credits, mortgage insurance and cash required.
  • Execution: the lender’s ability to meet the contract’s appraisal, underwriting and closing deadlines.

After you have an accepted offer and the necessary application information, request official Loan Estimates from the lenders you are considering. Compare the same loan amount, term, down payment and property assumptions. The Loan Estimate is the appropriate document for comparing projected rates and closing costs; a prequalification or preapproval letter is not.

Regulatory meaning in the United States

In ordinary consumer language, “prequalification” and “preapproval” do not have one nationwide definition. Federal Regulation C uses a narrower classification for certain reporting purposes. A request for preapproval for a covered home-purchase loan can count as an application when it is reviewed through a qualifying program, includes a comprehensive analysis of creditworthiness and is followed by a written commitment for a designated period, subject to limited conditions. Certain loan types are excluded from that provision.

The CFPB’s official interpretation describes a prequalification request as a preliminary determination of likely qualification or likely credit amount that is not a preapproval request. These regulatory categories apply to specific compliance questions; they do not turn every consumer-facing letter into a binding final loan offer. If the legal status of a particular request matters, ask the lender how it classifies the request and what disclosures apply.

Common mistakes and how to avoid them

Assuming “preapproval” always means verified

Fix: Ask for the exact documents and checks completed. Record the answer so you can compare lenders accurately.

Treating the maximum as an affordable price

Fix: Set your own payment and cash-reserve limits before looking at homes. Include recurring ownership costs that may not appear in the letter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring expiration

Fix: Put the date on your calendar and ask about renewal before it lapses. Do not assume an old letter remains valid because your finances have not changed.

Making financial changes after receiving the letter

Fix: Tell the lender before opening credit, financing a purchase, changing jobs, moving funds or paying off debt in a way that changes your documented assets. The lender can explain what records are needed.

Choosing the lender solely because it issued the largest amount

Fix: Compare at least three lenders and evaluate rate, costs, service, loan fit and closing capability, then use Loan Estimates for an apples-to-apples comparison.

Believing the letter guarantees the house or the loan

Fix: Keep financing and appraisal protections required by your contract, and continue supplying documents until the lender confirms final approval and closing conditions.

Examples of how the labels can mislead

Example 1: A document-heavy “prequalification”

Lender A calls its process prequalification but reviews pay records, bank statements, debts and credit. Its letter still depends on the property appraisal and final verification, yet the process may be more extensive than another lender’s “preapproval” based only on an online form.

Example 2: A lightly reviewed “preapproval”

Lender B calls an automated estimate preapproval and accepts income and asset figures without documents. The letter may help start a conversation with a seller, but a later review could reduce the amount. The heading alone does not reveal that risk.

Example 3: The same borrower, different loan programs

A borrower receives a letter assuming a conventional fixed-rate loan with a particular down payment. Switching to another program or changing the down payment can change the qualifying payment, required reserves, mortgage insurance and property rules. The original letter should not be used as proof that the revised structure is approved.

From preliminary letter to final approval

  1. Estimate stage: You provide information and receive a tentative amount or range.
  2. Offer stage: You use a current letter to demonstrate likely financing while negotiating a property.
  3. Application and disclosures: After choosing a lender and supplying the required information, the lender provides applicable disclosures, including a Loan Estimate when the legal requirements are met.
  4. Full underwriting: The lender verifies documents, evaluates the property and checks that the loan program’s conditions are met.
  5. Final approval and closing: The lender confirms that remaining conditions are satisfied. Only then should you treat financing as ready to close, subject to the contract and closing documents.

The practical answer

Use either a prequalification or a preapproval as an early financing indicator, not as a guarantee. Ask what the lender reviewed, what was verified, which conditions remain, when the letter expires and what could change the result. Request preapprovals from at least three lenders, choose a home using your own affordability limits, and compare official Loan Estimates before selecting the mortgage.
