Forbearance is short-term payment relief for a hardship you expect to improve; it pauses or reduces payments but does not erase what you owe. A loan modification permanently changes one or more mortgage terms when the regular payment is no longer affordable. The right choice depends on how long the hardship will last, whether you can resume the normal payment, and how each offer handles the missed amounts and total loan cost.
Contact your mortgage servicer before skipping a payment. Ask for every option available on your specific loan, and consider free help from a HUD-approved housing counselor. The Consumer Financial Protection Bureau (CFPB) explains the basic distinctions in its guides to mortgage forbearance and loan modifications.

Forbearance and modification at a glance
Both options are arrangements with your servicer to address payment trouble, but they solve different problems. Forbearance buys time. Modification changes the payment structure.
| Decision point | Forbearance | Loan modification |
|---|---|---|
| Primary purpose | Temporary pause or reduction while a short-term hardship passes | Longer-term change for an ongoing affordability problem |
| Payment during the arrangement | May be reduced or suspended for an agreed period | Usually recalculated to a sustainable amount under new terms |
| Missed or reduced amounts | Remain owed and require a repayment plan, deferral, lump sum, or another resolution | May be added to the balance, moved to another portion of the loan, or otherwise treated under the approved modification |
| Interest and term | Interest may accrue on unpaid amounts; the repayment method can affect the future payment or maturity date | Rate, repayment length, principal treatment, or more than one term may change |
| Main question to ask | What will I owe, and exactly when and how will I repay it? | Can I afford the new payment, and what will I owe over the life of the modified loan? |
Neither option is automatic. Eligibility and terms depend on the loan type, the investor or agency behind it, the servicer’s rules, and your financial circumstances. Only the servicer can evaluate your account and make a specific offer.

What mortgage forbearance does
It temporarily changes what you pay
Under forbearance, the servicer agrees to pause payments or accept less than the scheduled amount for a defined period. The agreement should state the start and end dates, the amount due during the period, and what happens when it ends. A pause is not a cancellation: the principal, interest, escrow amounts, or other sums covered by the agreement do not simply disappear.
The CFPB’s explanation of forbearance, last reviewed August 28, 2026, is available at consumerfinance.gov/ask-cfpb/what-is-mortgage-forbearance-en-289/. Read the written agreement rather than relying on a phone summary.
Unpaid amounts still need a solution
Before accepting relief, ask how the reduced or skipped payments will be handled. Possible outcomes include a repayment plan that temporarily raises your payment, a deferral that moves eligible amounts to the end of the loan, a partial claim or subordinate lien where the program allows one, a permanent modification, or a lump-sum payment. The available choices are loan-specific.

Forbearance fits a recoverable setback
Forbearance is most worth discussing when your income or expenses are likely to improve soon—for example, after a temporary interruption of work or an unusual, short-lived expense. It is less suitable if the scheduled payment was already unaffordable before the hardship and your budget will not recover. In that case, ask for a modification evaluation at the same time instead of waiting until the temporary period ends.

What a mortgage loan modification does
It changes the loan terms
A modification is a permanent or long-term restructuring of the mortgage. Depending on the program, the servicer may extend the repayment period, change the interest rate, adjust how principal is treated, or combine several changes. The purpose is to make the ongoing payment more manageable, not merely to postpone a few bills.
A lower monthly payment can result from spreading the balance over more years, changing the rate, moving eligible arrears to a later date, or other permitted adjustments. A lower payment does not automatically mean a lower total cost. Compare the new balance, interest rate, maturity date, and total amount scheduled to be paid.

Missed payments may be incorporated into the new structure
If you are already behind, the modification documents should explain whether arrears are added to the principal balance, placed in a non-interest-bearing or deferred portion, or handled through another treatment. Do not assume that a modification forgives every missed amount. Request a complete payment schedule and written explanation of any principal reduction or deferral.
Modification fits an ongoing affordability problem
Ask for a modification review when you can no longer afford the regular payment even after your finances stabilize. The servicer may request income, expense, asset, and hardship information to determine what program applies. A trial-payment period may precede a final agreement; ask what happens if a trial payment is late and when the permanent terms become effective.
Which option fits common situations?
Your hardship is temporary and recovery is realistic
Ask whether a forbearance or another temporary relief plan is available. Confirm the exact relief period, payment amount, interest treatment, and exit options before agreeing. Build a budget for the first payment after relief ends, not only for the reduced payment during the pause.

You can resume the normal payment but cannot handle a large catch-up bill
Tell the servicer that the regular payment is affordable but an immediate lump sum is not. Ask whether a deferral or partial claim can move eligible missed amounts to the end of the loan or into a subordinate lien. Such programs depend on the loan type and investor; they are not available for every mortgage.
Recommended Free Tools
The regular payment will remain unaffordable
Request a loan-modification evaluation. Ask for the proposed payment, interest rate, remaining term, new principal balance, escrow estimate, and total scheduled amount. If the proposed payment still does not fit your budget, ask what other loss-mitigation options can be reviewed before accepting it.
You can pay extra for a limited time
Ask whether a repayment plan is available. Calculate the temporary payment using your actual budget, including utilities, insurance, taxes, food, transportation, and other debts. A plan that looks affordable before accounting for irregular expenses can fail after a few months.
You are unsure how long the hardship will last
Explain the uncertainty rather than choosing an option based on a guessed recovery date. The servicer can compare temporary relief with a modification review and tell you what documentation is needed for each. You may be able to discuss more than one option, but approval is determined by the applicable program rules.
How to compare the real financial consequences
Look beyond the payment shown for the next month
For a forbearance, identify the payment during relief, the first regular payment afterward, and every amount that must be repaid. For a modification, identify the new payment, the balance on which interest will accrue, and the final maturity date. Include escrow changes in both comparisons.

Ask for a written total-cost view
Request the total amount scheduled to be paid under the proposed terms, the number of payments, and the interest rate or rates. If a deferred balance becomes due at sale, refinance, or maturity, ask for that amount separately. A payment that is manageable now can still produce a higher lifetime cost if the term is extended.
Use a side-by-side worksheet
| Item | Current loan | Forbearance proposal | Modification proposal |
|---|---|---|---|
| Payment during relief or trial period | Scheduled amount | Enter the agreed reduced or suspended amount | Enter the trial or proposed modified amount |
| Payment after the arrangement | Current scheduled amount | Enter the new regular payment plus any repayment-plan increase | Enter the permanent modified payment and escrow estimate |
| Amount of arrears | Any existing delinquency | Enter the total deferred or repayment amount | Enter how arrears are treated in the modification |
| Interest rate and balance | Current rate and principal | Note whether interest accrues or is capitalized | Record the new rate, balance, and any deferred principal |
| Payoff or maturity | Current payoff and final payment date | Note any extension or balloon amount | Record the revised maturity and total scheduled amount |
Do not compare a temporary forbearance payment with a permanent modified payment as if they were equivalent products. Compare the complete path from the first reduced payment through payoff.
Steps to take before accepting relief
- Call as soon as trouble is expected. Use the number on your mortgage statement or the servicer’s official website. Explain whether the hardship is temporary or ongoing and whether you have already missed a payment.
- Gather financial information. Prepare a description of the hardship, current income sources, recurring expenses, assets, and debts. Ask which documents the servicer requires and whether electronic submission is available.
- Request every applicable option. Ask specifically about forbearance, repayment plans, deferral or partial-claim programs, and modification review. Ask why an option is unavailable if it is declined.
- Get the mechanics in writing. Confirm the relief dates, payment amounts, interest treatment, escrow handling, late-fee treatment, and the deadline for accepting the offer.
- Check the exit plan. Ask when regular payments restart, whether a repayment amount is added, and what happens if your income has not recovered by the end date.
- Review before signing. Compare the offer with your budget and the current loan. If a term, balance, or payment is unclear, request an explanation and a revised disclosure.
- Keep a complete record. Save applications, income documents, confirmation numbers, letters, emails, and notes of calls. Record the representative’s name and the date of each conversation.
Forbearance exit options to ask about
Repayment plan
A repayment plan spreads the missed amount over a period while you resume the regular payment. Your temporary payment will be higher. Ask how long the increase lasts, whether interest is added, and what happens if the higher amount is not affordable.
Deferral or partial claim
Where the loan program permits, eligible missed amounts may be moved to the end of the loan or placed in a subordinate lien. The amount may become due when you sell, refinance, pay off the mortgage, or reach maturity. Ask whether the deferred portion accrues interest and whether it affects future refinancing.
Loan modification
If the original payment is not sustainable, the servicer may evaluate a modification rather than requiring a short repayment period. Ask for the revised rate, term, principal treatment, escrow amount, and total scheduled cost.

Lump-sum repayment
A lump sum may be one possible resolution, but it is not the only one for every borrower. The CFPB states that, for most government-backed loans, servicers cannot require borrowers to repay all missed payments in one lump sum at the end of forbearance. If someone demands that you pay everything immediately, ask which alternatives apply to your loan and request the explanation in writing. The CFPB’s guidance is at Exit your forbearance carefully.
Loan type and program rules matter
Conventional mortgages, loans backed by Fannie Mae or Freddie Mac, and FHA, VA, or USDA loans can have different eligibility tests and exit programs. Private or portfolio loans may follow the investor’s own requirements. A deferral, partial claim, principal reduction, interest-rate change, or specific payment amount cannot be promised without reviewing the account.
Ask the servicer which investor or agency owns or guarantees the loan, which loss-mitigation rules apply, and whether the proposed option is a temporary agreement or a permanent change. The CFPB’s homeowner guidance emphasizes contacting the servicer because the available path depends on the particular loan. See If I can’t pay my mortgage loan, what are my options?.

- What relief options are available for this exact loan, and what documents are required?
- What amount will I pay during the relief or trial period, and for how long?
- Does interest accrue on unpaid or reduced amounts, and is it added to the balance?
- How will property-tax and insurance escrow be handled?
- How and when will every missed amount be repaid?
- When do regular payments restart, and what will the payment be then?
- Will the loan mature later, and what is the total amount scheduled to be paid?
- Is any amount due at payoff, sale, refinance, or maturity?
- What happens if I cannot afford the proposed payment?
- Will the agreement affect automatic payments, payment coupons, or where I send payments?

Free, neutral help is available
HUD-approved housing counseling agencies can help you understand the paperwork and compare options at no cost, according to CFPB guidance. A counselor does not replace the servicer’s eligibility decision, but can help you organize documents, prepare questions, and identify unclear terms. Use the CFPB’s consumer guidance to locate the appropriate counseling route, and never pay a third party simply to submit a standard loss-mitigation application.
Recognize foreclosure-rescue scams
Be cautious of anyone who guarantees that a modification will be approved or that your home will be saved. Warning signs include demands for upfront fees, instructions to stop paying your servicer, requests to sign over the title, or directions to send mortgage payments to an individual or company other than the servicer.
Start with the servicer and a HUD-approved counselor instead. Verify contact information using your mortgage statement or the servicer’s official website, not a number supplied by an unsolicited caller. Keep copies of all documents and do not sign a deed, power of attorney, or payment agreement you do not understand.

- Confirm that the servicer received your signed documents and that the agreement is active.
- Update your budget for the first payment after relief, including any repayment-plan increase or new escrow amount.
- Verify automatic-payment instructions so the wrong amount is not withdrawn.
- Review each monthly statement for the payment, balance, fees, and escrow changes described in the agreement.
- Contact the servicer immediately if income falls again or the stated payment does not match the agreement.
- Keep the final modification documents or forbearance letter with your permanent mortgage records.
Forbearance is a bridge, not forgiveness; modification is a restructuring, not a guarantee of a lower lifetime cost. Choose only after you understand the payment path, repayment of arrears, and total obligation for your own loan.
