Short answer: The mortgage lender is the financial institution that provides the loan, makes the underwriting decision and funds the closing. A mortgage broker is an intermediary who can take your application and seek loan offers from lenders in that broker’s network. A lender’s loan officer can also take an application and explain options, but normally represents one lender rather than the whole market.
The practical question is not which title sounds better. Ask who will collect and submit your documents, who will compare products, who will underwrite and approve the loan, what lenders are being considered, and who pays each fee. Compare written Loan Estimates and total costs before choosing.

The roles at a glance
| Question | Mortgage broker | Mortgage lender or lender’s loan officer |
|---|---|---|
| What is the business? | An intermediary that connects borrowers with lenders, often working with several lenders. | The financial institution that makes the mortgage and supplies the loan funds. |
| Who may take the application? | The broker may solicit and take your application information, then send it to a lender. | In a retail channel, the lender’s employee generally takes the application and tracks it through closing. |
| Who verifies information? | Usually the lender receiving the file, although the broker may collect documents and check that the file is complete. | The lender’s processing and underwriting staff. |
| Who generally underwrites and approves? | In a standard wholesale arrangement, the broker does not make the final credit decision or fund the loan. | The lender decides whether to accept the risk, approves the loan and provides the funds. |
| What products can be offered? | Loans from lenders with which the broker has relationships; the broker cannot offer products outside that network. | Products offered by that lender. |
| What must you clarify? | Which lenders will be considered, whether the firm also lends, and how the broker is paid. | Which rates and fees are available and whether the representative works only for that lender. |
These are typical U.S. arrangements, not a universal map of every company. Some institutions operate as both broker and lender, and some transactions use a table-funding structure in which a lender funds a loan originated through a broker. The firm’s label alone does not tell you which role applies to your file.

The lender supplies the money
The Consumer Financial Protection Bureau (CFPB) describes a lender as a financial institution that makes direct loans. It may be a bank, credit union, mortgage company or another authorized institution. The lender commits its own funds or arranged funding to the mortgage and becomes the party responsible for the credit decision under the loan program.

The loan officer is the lender’s point of contact
A lender’s loan officer or loan originator may explain available loan programs, gather your income and asset information, request documents, prepare the application and keep you informed. That person generally works for one lender, so the menu of products is limited to what that institution offers. The representative can explain differences among those products but is not automatically neutral among all lenders.
Processing and underwriting are separate jobs
After the application is received, processors and underwriters verify the information, evaluate income, assets, credit, property and program requirements, and decide whether the lender should take on the risk. The loan officer may remain your liaison, but the underwriter’s decision is the one that determines approval. The lender also coordinates the final conditions and supplies the funds at closing.
What a mortgage broker does
A broker connects you with lender choices
A mortgage broker is an intermediary. The broker typically has agreements with multiple wholesale lenders and can ask those lenders for terms that fit your requested loan. The broker does not ordinarily lend its own money in the standard wholesale model. A broker can therefore present more than one lender’s product, but the selection is limited to the lenders that broker uses and the programs those lenders make available.
A broker can take your application
It is inaccurate to say that only a lender can handle an application. A broker may solicit and take application information, collect supporting documents and transmit the file to a wholesale lender. Federal mortgage-origination guidance treats this activity as taking an application even when the broker does not verify every fact or decide whether to approve the loan.
The lender still makes the normal credit decision
In a conventional wholesale arrangement, the lender that receives the broker’s file verifies the information, underwrites the risk, sets approval conditions and funds the loan. The broker may help cure missing documents and communicate conditions, but cannot promise that the lender will approve the application. Ask the broker exactly where the file goes and which organization has final authority.

Some firms perform both roles
A company may broker some loans and lend others. A lender may also buy or table-fund a loan that was originated through a broker. If a representative uses both terms, ask which legal entity will be the creditor on your transaction, who will issue the Loan Estimate, who will underwrite, and who will fund the closing. Those answers matter more than the job title on a business card.
Who handles your application and advice?
Application handling, advice and approval are different functions. The person who answers your questions may not be the person who verifies your documents or makes the credit decision.
- Initial discussion: A broker or loan officer asks about the property, desired loan amount, income, assets, credit profile and timing. This is where you should identify the person’s employer and role.
- Application intake: The broker or lender representative can gather the application data and supporting documents. In a brokered transaction, the broker may enter or transmit the information to a wholesale lender.
- Loan-product comparison: A broker can compare products offered by participating lenders. A loan officer can compare products offered by that officer’s lender. Neither role proves that every mortgage available in the market was considered.
- Verification and underwriting: The lender’s processing and underwriting teams verify the file and assess whether the loan meets the lender’s rules and the selected program.
- Approval and conditions: The lender issues an approval, conditional approval or denial and identifies items that must be resolved. A broker or loan officer may relay those conditions, but does not replace the underwriter.
- Closing and funding: The lender or its closing partners prepare the final documents and provide the loan funds. Confirm who will answer questions until signing and how status updates will be delivered.
When someone says they will “handle your mortgage,” ask which of these six tasks they personally perform and which are handed to another company. This prevents a common misunderstanding: a broker can be your application contact without being the party that approves or funds the loan.
How mortgage brokers and loan officers are paid
The CFPB says loan officers and brokers are usually paid a loan-specific fee or commission. The charge may be paid by you, the lender, or a combination of disclosed charges, and the arrangement differs by company. A lender may compensate its loan officer with a salary, a fixed amount per loan, a percentage of the loan amount, or a combination.
| Compensation question | What to establish in writing |
|---|---|
| Who receives payment? | Identify the broker, loan officer’s employer and any other party listed as receiving a mortgage-origination charge. |
| Who pays? | Ask whether the fee is charged to you, paid by the lender, or reflected in another disclosed loan cost. |
| How is it calculated? | Confirm whether it is a flat amount, a percentage of the loan amount, salary-based compensation, or another arrangement. |
| Can compensation change with loan terms? | Federal law prohibits commissions from varying based on mortgage terms. That rule does not mean every fee is identical or eliminate all borrower-paid and lender-paid charges; review the disclosures for the actual transaction. |
Do not infer that a lender-paid fee is free. The cost can appear elsewhere in the loan’s pricing, so compare the complete Loan Estimate and not just a line labeled broker compensation. Conversely, a borrower-paid fee is not automatically evidence of a worse deal. The relevant comparison is the rate, APR, cash needed, monthly payment and total disclosed costs for otherwise comparable loans.

How to compare a brokered offer with a lender’s offer
1. Contact several sources
CFPB consumer guidance recommends contacting at least three lenders and says you may work with either lenders or brokers. You can speak with a broker and also obtain direct offers from lenders. Tell each contact that you are comparing written terms so the quotes are prepared on the same assumptions.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →2. Request Loan Estimates
To trigger a Loan Estimate, provide the six pieces of information specified by the CFPB:
- Your name
- Your income
- Your Social Security number for a credit check
- The property address
- An estimate of the property’s value
- The desired loan amount
After receiving those six items, a lender must provide the Loan Estimate within three business days, according to CFPB guidance reviewed in 2024. The timing is a disclosure deadline, not a promise that the loan will be approved or close by a particular date.
3. Compare the same fields
Review each Loan Estimate side by side. Compare:
- Interest rate: Check whether the rate is fixed or adjustable and whether it is locked. A quote that is not locked can change.
- Annual percentage rate (APR): APR incorporates the interest rate and certain finance charges, making it useful for comparing offers with different fees.
- Estimated fees: Examine origination charges, lender credits, points, services you can and cannot shop for, and other closing costs.
- Monthly payment: Check principal and interest separately from estimated taxes, insurance, mortgage insurance and other escrowed items.
- Loan terms: Confirm the term, loan type, adjustable-rate features, prepayment provisions if any, and whether the amount of cash needed at closing fits your budget.
Use matching assumptions for loan amount, property value, occupancy, credit information and lock status. If one quote uses a different assumption, ask for a revised estimate before drawing a conclusion.
4. Verify the people and companies behind each quote
Ask every contact:
- Do you work for one lender, or do you submit loans to multiple lenders?
- Which lenders would you consider for my situation?
- Who will verify my information and underwrite the loan?
- Who will make the approval decision and fund the closing?
- What fees or compensation apply, and who pays them?
- Does your company act as both a broker and a lender, and which role applies to my file?
- Who will be my contact after the application is submitted?
5. Evaluate service as well as price
A lower rate is not useful if the offer carries materially higher costs, unsuitable terms or a process you cannot manage. Compare how promptly each professional answers, whether document requests are clear, whether the contact explains conditions without promising approval, and whether you know whom to call when the file moves to underwriting. Record the answers so that a change in personnel does not erase your understanding of the arrangement.

Which route may fit different borrowers?
Choose a broker when access to multiple lenders is your priority
A broker may suit a borrower who wants one contact to approach several participating lenders or who prefers help organizing an application. The benefit is the broker’s network, not a guarantee of the lowest rate or approval. Ask how many lenders are realistically available for your property, loan type and circumstances; a broker cannot quote lenders with which it has no relationship.
Choose a direct lender when one institution’s products and process fit
Working directly with a lender may be simpler when you already know which institution offers the loan type you want, value a single internal process, or prefer to deal with the organization making the credit decision. The trade-off is that the loan officer normally presents that lender’s products rather than shopping the entire market.
Use both channels for a meaningful comparison
You are not required to rely on only one route while comparing. Obtain written estimates from several lenders and ask a broker for an offer based on the same assumptions. Then compare the actual documents. A broker’s involvement does not replace direct comparison, and a direct lender’s quote does not prove it is the market’s best offer.
Common mistakes and how to avoid them
Assuming a broker is the lender
Look for the creditor and funding party named in the disclosures. If the broker says it will “approve” the loan, ask whether that means an internal pre-screen or the lender’s underwriting decision.

Assuming a loan officer is independent
Ask who employs the representative and which lenders can actually be offered. A loan officer may provide useful advice while still being limited to one institution’s products.

Comparing headline rates only
Record APR, points, lender credits, estimated fees, monthly payment and cash to close. A rate without its assumptions and costs is not a complete offer.
Failing to ask who pays compensation
Request a written explanation of broker or origination charges and who pays them. Do not rely on phrases such as “no fee” without checking whether the cost appears through pricing or another disclosed charge.
Expecting a broker to see every mortgage
Every broker has a lender panel and eligibility limits. Ask which lenders were considered and whether any obvious loan type was unavailable through that panel.

Confusing a Loan Estimate with an approval
The three-business-day Loan Estimate rule concerns disclosure after the lender receives six specified pieces of information. It does not mean the lender has verified your income, accepted the property or approved the loan.
Ignoring the dual-role possibility
If a company both brokers and lends, ask which legal entity is handling your transaction at each stage. The answer can affect who issues disclosures, who underwrites and where to direct questions.
A practical timeline from first contact to closing
- Shop and identify roles: Speak with at least three lenders and, if useful, a broker. Record employer, lender panel, compensation and the expected point of contact.
- Submit the six information items: Give the same core information to each lender so the estimates are comparable.
- Receive Loan Estimates: The lender should provide the estimate within three business days after receiving all six items. Check that the property, amount and assumptions are correct.
- Select an offer and submit documents: The broker or loan officer may collect the file, while the lender’s processor verifies it.
- Underwriting: The lender evaluates the borrower and property and may issue conditions. Respond through the broker or loan officer, but direct technical approval questions to the lender’s process when necessary.
- Closing and funding: Confirm the final cash needed, signing location, contact for last-minute issues and the identity of the institution providing funds.
State licensing rules, disclosure practices and business models can differ. This explanation is U.S.-specific; verify the licensing status and role of the people and companies involved in your state and transaction.
The bottom line for your decision
A lender makes the mortgage. A broker can help you apply and can seek offers from multiple lenders, but the lender receiving the file normally verifies the information, underwrites the risk, approves the loan and funds it. Either a broker or a lender’s loan officer may provide useful guidance. Choose by comparing the written offers, total costs, loan terms, lender access and communication plan—not by assuming that one professional title guarantees a better deal.
