A conventional loan describes how the mortgage is funded—outside a specific government program—while down-payment assistance is a separate benefit that may help you pay the down payment or closing costs. In many cases, an eligible buyer can use assistance with a conventional loan, an FHA loan, or another permitted mortgage. The right combination depends on your credit, income, debt, location, property, lender pricing, cash available, and the assistance program’s repayment rules.
Compare complete, written offers rather than assuming that the smallest down payment is the cheapest option. Ask for official Loan Estimates using the same purchase price, term, down payment, and rate assumptions, then include mortgage insurance and every assistance obligation in the comparison.

What “mortgage assistance” and “conventional loan” actually mean
The terms describe different things. A conventional mortgage is a home loan that is not insured or guaranteed through a specific federal housing program. Conventional loans may be conforming—meeting the standards for purchase by the major housing-finance enterprises—or nonconforming. The category says nothing by itself about whether you receive help with your upfront costs.

Mortgage assistance is a benefit offered through a state, local government, nonprofit, housing agency, or participating financial institution. It can reduce the cash you need at closing, but it does not automatically replace a first mortgage. The Consumer Financial Protection Bureau (CFPB) says state, local, and nonprofit programs may be compatible with a regular FHA or conventional loan. Confirm the combination with both the program administrator and your lender before relying on it: participation, underwriting, timing, and permitted loan types vary.

An FHA loan is a separate mortgage type insured by the Federal Housing Administration. It is useful as a comparison point because assistance may also be used with FHA financing, subject to the program’s rules. Therefore, the practical question is usually not “assistance or conventional?” It is “Which first mortgage, if any, works best with the assistance for which I qualify?”
How conventional loans work
Down-payment choices
Conventional loans backed by Fannie Mae or Freddie Mac may permit a down payment as low as 3%, according to the CFPB. That is a program-level possibility, not a guaranteed approval or a promise that every lender offers the same option. Your credit, debt-to-income ratio, income documentation, property, occupancy, and loan size still matter.
Putting less than 20% down generally means paying private mortgage insurance (PMI) on a conventional loan. PMI protects the lender, not your investment. The amount, cancellation provisions, and duration depend on the exact loan and your equity position, so ask the lender to show the insurance cost and the conditions for removal in the Loan Estimate and closing documents.
Conforming loan limits and property fit
The CFPB’s conventional-loan information accessed October 13, 2026, lists a conforming loan amount of $766,550 in most U.S. counties and up to $1,149,825 in high-cost counties. These figures can change annually and county limits differ, so verify the current limit for the property address with an approved lender. A loan above the applicable conforming limit may be nonconforming and can have different pricing, underwriting, or down-payment requirements.
Conventional underwriting also considers the property and how you will occupy it. A primary residence, second home, and investment property can have different rules. Ask whether the assistance program permits the property type and occupancy you propose; a program restricted to owner-occupied homes cannot be assumed to support a rental purchase.
Where conventional financing may fit
- You have credit and debt levels that qualify for competitive conventional pricing.
- You want a low-down-payment option but expect to build equity and eventually remove PMI under the loan’s rules.
- The property, loan size, and occupancy meet the lender’s conventional requirements.
- A local assistance program explicitly permits a conventional first mortgage and your lender participates.
What mortgage assistance can provide
Assistance is local and conditional. Programs may target first-time buyers, households below a stated income threshold, public-service workers, residents of a particular city or county, or buyers purchasing in designated areas. “First-time buyer” itself has a program-specific definition, so do not assume that owning a home years ago automatically disqualifies you or that never owning one guarantees eligibility.

Common forms of assistance
| Form | How it generally works | Questions to verify |
|---|---|---|
| Grant | Funds may reduce the amount you bring to closing and may not require repayment if all program conditions are met. | Is it truly nonrepayable? Are there occupancy, sale, refinance, or recapture conditions? |
| Deferred loan | Repayment is postponed, often until a future sale, refinance, payoff of the first mortgage, or another triggering event. | When does repayment begin, is interest charged, and how is the balance calculated? |
| Forgivable loan | The balance may be forgiven over a specified period if you satisfy conditions such as continued occupancy. | What happens if you move, sell, refinance, or stop occupying the home before forgiveness is complete? |
| Repayable second mortgage | Assistance is secured by the property and repaid under stated terms in addition to the first mortgage. | What is the rate, payment schedule, lien position, and effect on your monthly budget? |
The label is not enough. Read the promissory note, deed of trust or mortgage, program agreement, and any occupancy or education requirements. A “zero-payment” second lien can still become due when you sell or refinance. A forgivable balance can become repayable if you violate the occupancy period. Ask for a written timeline showing when the obligation ends.
Potential funding channels
Housing agencies and nonprofits administer many programs. The Federal Home Loan Bank System’s Affordable Housing Program also describes homeownership set-asides that can provide down-payment, closing-cost, or counseling assistance through member financial institutions; availability and terms depend on the participating bank and the local allocation. Review the FHFA Affordable Housing Program overview and ask a participating institution whether funds are open for applications.
HUD’s housing guidance directs buyers seeking help to a down-payment-assistance locator and HUD housing counselors. Start with the HUD loans guidance, then confirm that a listed program is currently funded, accepts your lender, and serves your purchase location. Funding can be limited or exhausted during the year.
FHA financing as the key comparison
FHA loans allow a minimum required investment of 3.5% in most cases. HUD states that acceptable funds can include the borrower’s own funds, gifts, second mortgages, and down-payment-assistance grants. The applicable loan, lender, and program documents control; a source that is acceptable for one transaction may not be acceptable for another.
FHA loans require mortgage insurance. The CFPB explains that conventional loans typically cost less than FHA loans but can be harder to qualify for. Borrowers with good credit and a medium down payment may find FHA more expensive, while borrowers with lower credit scores or smaller down payments may find FHA less expensive. There is no universal winner. As the CFPB puts it, “There are no hard-and-fast rules—a lot depends on the current market.” Read the CFPB’s FHA loan comparison guidance alongside the conventional-loan information.

How to decide whether assistance plus conventional financing fits
1. Define the transaction before shopping
Write down the expected purchase price, address or target area, occupancy, estimated closing date, and the cash you can safely use without draining your emergency reserves. Note whether you are a first-time buyer under any program definition, your household income, approximate credit scores, monthly debt payments, and the source of funds for closing. This information lets a counselor and lender identify programs that actually match the transaction.
2. Find local programs and read their rule sheets
Contact the state or local housing agency, a nonprofit serving the purchase area, and a HUD-approved housing counselor. Ask for current written materials covering income and purchase-price limits, required education, minimum buyer contribution, property and occupancy rules, lender-participation requirements, application deadlines, funding status, and repayment or forgiveness. The CFPB’s special loan programs guidance explains that assistance may work with regular FHA or conventional financing, but the specific program controls.
Ask whether the assistance is reserved, committed, or merely subject to availability. Clarify whether you apply before making an offer, after contract acceptance, or through the lender. A program that cannot issue a commitment before your closing deadline may not solve an immediate cash shortfall.
3. Ask lenders for multiple first-mortgage scenarios
Request a conventional quote with the assistance and a conventional quote without it if you can fund the transaction yourself. Also request an FHA quote if it could be eligible. Give every lender identical assumptions: purchase price, loan amount, down payment, term, fixed or adjustable rate, points, estimated taxes, insurance, and closing date. The CFPB’s mortgage-shopping guidance recommends comparing official Loan Estimates rather than informal payment quotes.
Ask the lender to identify the assistance lien on the Loan Estimate or associated disclosures and to explain how it changes cash to close, monthly payment, and funds required at settlement. If the program is a grant, confirm how it is delivered. If it is a second mortgage, obtain its separate note and payment or deferred-repayment terms.
4. Compare the complete cost, not just the first payment
Build a side-by-side worksheet with these fields:
- Interest rate, annual percentage rate, term, and whether the rate can change.
- Monthly principal and interest, mortgage insurance, property taxes, homeowners insurance, association dues, and any second-lien payment.
- Origination charges, discount points, underwriting, appraisal, title, recording, prepaid items, and lender credits.
- Required down payment, assistance amount, minimum borrower contribution, and total cash to close.
- Estimated total interest and mortgage-insurance cost over the period you realistically expect to keep the loan.
- Conditions that could cause assistance repayment, recapture, or loss of forgiveness.
- What happens if you sell, refinance, move out, miss payments, or transfer the property.
A lower cash requirement can be valuable if it preserves emergency savings, but a higher rate, insurance premium, or repayable second lien may make the long-term cost greater. Conversely, paying more upfront to avoid insurance could leave you without reserves. Use your expected time in the home and your risk tolerance—not a generic rule—to weigh those trade-offs.

5. Verify documents before making the offer or waiving contingencies
Confirm that the lender has approved the assistance source, the program has accepted your application, and the funds will be available by the contractual closing date. Check the final Loan Estimate and Closing Disclosure for the assistance credit, loan amount, rate, insurance, and cash-to-close figures. If anything differs, pause and ask for a written explanation before signing.
How eligibility can change the answer
Credit and debt
Conventional and FHA underwriting weigh credit history and debt differently, and lenders may impose standards stricter than the baseline program rules. A buyer who qualifies for FHA but not a competitively priced conventional loan may prefer FHA, especially if assistance is available with it. A buyer with stronger credit and a moderate down payment may receive a lower-cost conventional offer. Only current lender underwriting can establish which scenario applies.
Income and geography
Assistance programs often use household-income limits, not simply the income of the person signing the mortgage. They may count adult household members, require the home to be in a designated area, or cap the purchase price. Verify the measurement period and documentation requirements. A small change in household income or the property’s census tract can change eligibility.
Property and occupancy
Many programs require a primary residence and may exclude investment properties, vacation homes, manufactured homes, or homes needing substantial repairs. Conventional and FHA programs also have property standards. Have the lender and program administrator confirm that the exact property type is permitted before you depend on assistance.
Timing and lender participation
Some programs operate only through participating lenders, and a lender that offers conventional financing may not be enrolled in a particular assistance program. Ask whether the assistance application, education course, appraisal, underwriting, and funding can fit your closing schedule. Delays can create extension fees or jeopardize the contract even when you otherwise qualify.
Common mistakes and how to avoid them
Assuming “free money” means no future obligation
Read the assistance note and security instrument. Deferred or forgivable assistance can become due after a sale, refinance, move, or violation of an occupancy period. Put the triggering events and projected balance in your budget and keep the documents for future refinancing decisions.

Comparing different loan assumptions
A conventional quote with 5% down cannot be fairly compared with an FHA quote at 3.5% down if the rates, points, term, taxes, or insurance assumptions differ. Request revised Loan Estimates using one shared scenario, then run a second comparison only when you intentionally change one variable.
Looking only at principal and interest
Mortgage insurance, taxes, homeowners insurance, association dues, and a second-lien payment can materially change affordability. Compare the full projected housing payment and the cash needed at closing. Ask what is fixed, what can rise, and what is merely an estimate.
Relying on an old loan limit or funding announcement
Loan limits and assistance funding change. The $766,550 and $1,149,825 conforming figures cited above are tied to CFPB information accessed October 13, 2026, and should be rechecked for your county. Likewise, confirm that a local program is open and funded when you apply, not merely listed on a website.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteApplying for assistance too late
Some programs require education, lender approval, or an application before a contract or before underwriting. Contact the administrator early and obtain a written checklist. Do not assume that a lender can add an assistance source at the final signing appointment.
A practical decision checklist
- Estimate a sustainable purchase price and preserve an emergency reserve after closing.
- Ask a HUD-approved counselor or local housing agency which currently funded programs serve your location, income, household, and property type.
- Confirm whether each program permits a conventional first mortgage, FHA financing, or both, and whether your lender participates.
- Obtain Loan Estimates for matching conventional, assistance-plus-conventional, and FHA scenarios when eligible.
- Record down payment, closing costs, lender fees, mortgage insurance, monthly payment, total interest, and every assistance repayment or forgiveness condition.
- Verify current county loan limits, program funding, education requirements, and closing timing.
- Review the final Closing Disclosure and assistance documents; resolve discrepancies before signing.
The bottom line: choose the combination, not the label
Mortgage assistance can make a purchase feasible by reducing upfront cash, but it is not automatically cheaper and it does not replace a first-mortgage comparison. Conventional financing may offer a lower total cost for a well-qualified borrower, while FHA may be more workable for some buyers with lower credit or a smaller down payment. Assistance can potentially accompany either one.
Your decision should come from synchronized Loan Estimates and the actual assistance documents: eligibility, cash to close, rate, fees, mortgage insurance, monthly obligations, total interest, and the consequences of selling or refinancing. Verify every local rule and volatile limit close to closing, then select the structure that leaves you able to afford the home and the obligations after the assistance has done its job.
