Meta opened advertising on Threads to eligible advertisers globally on April 23, 2025. The change allowed businesses to extend supported Meta campaigns into the Threads feed using Advantage+ or Manual Placements. It did not mean that every advertiser or every Threads user received ads immediately: delivery began gradually, varied by market and campaign, and expanded to all Threads users worldwide only during a further rollout announced in January 2026.

What Meta actually announced

The April 2025 announcement was primarily about advertiser access, not an entirely separate Threads advertising platform. Eligible businesses could use Meta’s existing advertising infrastructure to add the Threads feed as a placement for supported campaigns.

Meta’s initial test began with a small group of advertisers in January 2025. By April 23, Meta said all eligible advertisers globally could access the opportunity, subject to factors such as country, campaign objective, account status, policy compliance, creative format and placement availability. The word eligible matters: the announcement did not establish that every advertiser, account or campaign received identical access at the same time.

Meta said Threads had more than 320 million monthly active users around the time of the announcement and that three out of four users followed at least one business. Those were figures supplied by Meta, including data based on its internal measurements, rather than independent audience research. TechCrunch reported the April announcement.

How advertisers could use Threads placements

Advertisers generally did not need to build a separate Threads-only buying operation. They could create or edit a campaign in Meta Ads Manager and use either:

  • Advantage+ Placements: Meta’s automated system could include Threads when the campaign and account were eligible.
  • Manual Placements: Advertisers could select placements themselves and remove Threads if they did not want delivery there.

Meta’s labels and campaign flows can change by account, objective and region, so advertisers should confirm the currently available options inside Meta Ads Manager rather than relying on a universal click-by-click path.

The practical implication is that Threads could change the delivery mix of an existing campaign without requiring a new campaign. Automatic inclusion can provide additional reach, but it can also move budget among Facebook, Instagram and Threads. Placement-level reporting is therefore essential.

Formats and placement availability

The initial rollout centered on ads in the Threads feed. Meta later described support for familiar image and video formats, while subsequent advertiser communications referenced formats such as 4:5 creative and carousels.

Availability was not identical everywhere. In its second-quarter 2025 prepared remarks, Meta said advertisers globally could run image and video ads to Threads users in most countries, including the United States. By the third quarter, Meta said ads were running globally in the Threads feed, while also emphasizing that it was still optimizing formats and performance before increasing ad supply.

That chronology means “global” described broad geographic availability, not guaranteed delivery volume, identical formats or a fixed level of inventory in every country.

Brand-suitability controls

Meta introduced an Inventory Filter for Threads advertising. The control was intended to let advertisers choose a content-sensitivity level for where their ads could appear, using a control also available in parts of Meta’s Facebook and Instagram advertising environment. Meta described the filter in its announcement.

An Inventory Filter is a brand-suitability tool, not a guarantee that an ad will never appear beside controversial, unwanted or otherwise unsuitable content. It also should not be confused with:

  • Ad review, which determines whether the advertisement complies with Meta’s policies.
  • Content moderation, which governs user posts and platform content.
  • Publisher-style curation, which would provide manual approval of every individual post beside an ad.

Brands with strict adjacency requirements should treat Threads as an automated environment with risk controls, not as a fully curated placement.

Why Meta wanted to monetize Threads

Threads gave Meta another public-conversation feed inside its wider advertising ecosystem. For an existing Meta advertiser, the appeal was operational simplicity: existing audiences, creative and campaign infrastructure could potentially reach another Meta-owned surface.

Threads also offered Meta a growing audience. On June 16, 2026, Meta said Threads had reached 500 million monthly active users. That figure is a later company announcement and should not be substituted for the 320-million figure Meta cited around the April 2025 rollout. Meta reported the 500-million milestone here.

However, audience growth did not automatically make Threads a mature revenue channel. During Meta’s first-quarter 2025 earnings call, executives said Threads was not expected to be a meaningful driver of overall impressions or revenue growth during 2025. Meta described a gradual process in which it would increase ad supply as formats and performance improved. In the third quarter, the company again said it was optimizing before ramping inventory.

Advertiser access was different from user exposure

The most important distinction in the story is the difference between advertisers being allowed to use Threads and all users seeing Threads ads:

Date Development Meaning
July 2023 Threads launched. Meta introduced its public-conversation service.
January 24, 2025 Meta began a limited advertising test. A small advertiser group tested Threads ads.
April 23, 2025 Access expanded to eligible advertisers globally. More advertisers could add Threads placements to supported campaigns.
May 2025 Meta said image and video ads were available in most countries, including the United States. Coverage was broadening but still had country qualifications.
Q3 2025 Meta said ads were running globally in the Threads feed. The advertising rollout had broadened, although inventory was still being optimized.
January 2026 Meta announced a gradual expansion to all Threads users worldwide. The user-side rollout was separate from the 2025 advertiser-access announcement.
June 2026 Meta reported 500 million monthly active users. Threads had a materially larger reported audience than during the original announcement.

Meta said the 2026 user rollout could take months and would initially involve low ad delivery. Its announcement also said businesses could review Threads accounts through their Meta business portfolio, use Ads Manager and cross-post organic content through Meta Business Suite.

Should an advertiser add Threads?

Global availability does not automatically make a placement profitable. The decision should be based on results and business fit rather than the headline alone.

Reasons to test it

  • Potential incremental reach: Threads can add another Meta-owned feed to an existing campaign.
  • Low operational overhead: Existing Meta campaign infrastructure can be used where the campaign is eligible.
  • Conversation-led opportunities: Brands connected to commentary, culture, communities or real-time events may find the environment relevant.
  • Additional inventory: A developing placement may provide reach while Meta continues refining delivery.

Reasons to be cautious

  • No guaranteed incremental customers: Automated delivery may shift spend from Facebook or Instagram without creating genuinely new reach.
  • Creative mismatch: An asset built for Instagram may not work as well in a text-first conversation environment.
  • Limited control: Inventory filters reduce suitability risk but do not provide complete post-level adjacency control.
  • Immature performance history: Early results may reflect low ad load and an optimizing system rather than mature inventory.
  • Country differences: Audience size, eligibility, formats and performance can vary by market.

A practical testing framework

The following is a recommended evaluation process, not a performance guarantee from Meta:

  1. Start with a controlled test. Use a limited budget or permit only a measured share of an existing campaign.
  2. Keep the comparison consistent. Use the same objective, audience logic, attribution window and conversion event when comparing placements.
  3. Review placement-level delivery. Check spend, reach, frequency, impressions, clicks and conversions specifically for Threads.
  4. Measure business outcomes. Compare cost per result, conversion rate, revenue or lead quality—not just cheap clicks.
  5. Check incremental reach. Determine whether Threads is reaching new people or mainly reallocating delivery from Facebook and Instagram.
  6. Test creative separately. Adapt image, video and copy for a conversation-heavy feed instead of assuming the strongest Instagram asset will win.
  7. Use Manual Placements when necessary. This may be appropriate where brand-suitability, budget allocation or measurement requirements make automatic inclusion unsuitable.

Independent measurement can complement Meta’s reporting. Depending on the business, advertisers may use tools such as Google Analytics, Adobe Analytics or mobile attribution platforms such as AppsFlyer. These tools do not replace Ads Manager or guarantee better attribution; their value is cross-channel or independent analysis.

What the rollout meant for Meta

Threads ads were strategically important because they created another monetizable surface inside Meta’s existing system. They also gave Meta a possible complement to other public-conversation platforms, including X, without requiring advertisers to learn a completely separate buying ecosystem.

But the rollout was deliberately staged. The sequence—from a limited test, to eligible-advertiser access, to broader country coverage, to all-user availability—shows Meta prioritizing gradual monetization and optimization over an immediate increase in ad load.

For Meta, the opportunity was to grow inventory alongside Threads’ audience. For advertisers, the opportunity was more limited and practical: test whether the placement added useful reach and conversions at an acceptable brand-suitability and measurement cost.

Commercial tools advertisers may need

Meta Ads Manager is the core buying and reporting tool. It has no fixed subscription price; advertisers set campaign budgets, while actual costs vary with objective, audience, market, competition and delivery.

Meta Business Suite supports business-account management and organic publishing. Meta presents it as a free management product, while paid advertising remains separately budgeted.

Creative tools such as Canva and Adobe Express can help teams adapt assets for Threads. Social-management platforms such as Sprout Social and Hootsuite may help with organic publishing and monitoring, but they do not replace Meta’s ad auction or Ads Manager.

These products are complements, not evidence that Threads is an independent acquisition channel. Advertisers should account for software, agency or consulting fees separately from media spend.
