It is also putting heavy pressure on nearby residents’ roads, housing, schools and utility systems.
The project is near Holly Ridge, an unincorporated community in Richland Parish—not an incorporated town. What began as a more than $10 billion, roughly 4-million-square-foot data center has since expanded substantially. Meta now describes the broader regional investment as exceeding $50 billion, while a 2025 financing arrangement with Blue Owl Capital covered approximately $27 billion in development costs.
What is Meta building in Louisiana?
Meta announced Hyperion on December 4, 2024. The original plan called for a campus of approximately 2,250 acres, more than 4 million square feet of buildings, over 5,000 peak construction workers and at least 500 permanent operational jobs.
In October 2025, Meta and funds managed by Blue Owl Capital announced a joint venture expected to fund approximately $27 billion in development costs. That figure includes the buildings and long-lived power, cooling and connectivity infrastructure. It is not simply the amount Meta paid for one finished building.

Meta later expanded the plan to 5 gigawatts of compute capacity. In a July 2026 update, the company described the regional investment as more than $50 billion and projected more than 7,500 peak construction jobs and 1,000 operational roles. The campus is under construction and is expected to become operational around 2030.
For local residents, the immediate effects are not coming from a finished facility. They are coming from the construction workforce, truck traffic, utility work and demand for temporary and permanent housing.
Road crashes and school disruption
A Gulf States Newsroom investigation found 64 crashes on roads around the construction site from January through mid-September 2025, compared with nine during all of 2024. That comparison covers different time periods, so it should not be presented as a precise year-over-year increase. It does, however, show a sharp rise in reported crashes during the project’s construction period.
The reported incidents included a fatal dump-truck crash, a collision involving two dump trucks and a truck crash near Holly Ridge Elementary School. One crash report also involved a driver who reportedly said he had never possessed a driver’s license. Those individual cases do not establish that every contractor or truck operator violated the law, but they help explain residents’ safety concerns.
Holly Ridge Elementary’s front playground was closed during the 2025 school year because it faces roads used by heavy trucks and is less than a mile from the site. The investigation reported that truck noise shook classrooms and interfered with instruction.
Residents also described trucks parking in yards, dust and sand entering homes, damaged signs and mailboxes, blocked driveways and traffic queues extending for miles. These are documented accounts from residents rather than an independent measurement of every complaint.
After complaints, the Louisiana Department of Transportation and Development announced plans to convert three Highway 80 intersections to all-way stops, including the intersection near the elementary school. Additional stop controls did not prevent every later crash reported by the investigation.

Housing costs and displacement pressures
Large construction projects can affect household finances before they create many permanent jobs. By early 2026, approximately 3,700 workers were reportedly connected to Hyperion, with the workforce expected to peak at about 5,000. That sudden demand has strained a housing market serving small communities and nearby Monroe.

A contractor-backed workforce-housing complex was planned on roughly 130 acres with more than 300 full-service RV sites. Even with temporary housing, residents and local officials reported rising rents, limited availability and displacement pressures.
The Associated Press reported that more than a dozen low-income families were evicted from a trailer park after its owners decided to convert the property to housing for incoming workers. Fortune separately reported on a Monroe-area family that received an eviction notice and was later allowed to remain after paying an eviction fee, while being told that its lease would not be renewed.
Those reports do not show that Meta directly ordered the evictions. They do show how a major project can alter the local housing market: landlords may be able to charge more, convert units to higher-paying uses or favor workers with employer-backed arrangements.
For residents, the personal-finance consequences can include higher rent, moving expenses, new deposits, longer commutes and difficulty finding comparable housing. A higher local wage does not necessarily offset those costs if housing and transportation rise faster.
Electricity, water and who pays
Hyperion requires an unusually large amount of electricity. In August 2025, the Louisiana Public Service Commission approved an Entergy plan involving three combined-cycle natural-gas plants—two in Richland Parish and one at Waterford in St. Charles Parish—along with transmission facilities. Meta said it would pay its share of the infrastructure costs.
In March 2026, Entergy announced a broader arrangement involving seven natural-gas generating plants, three grid-scale batteries, nuclear uprates and purchased power. Entergy and Meta said the structure requires Meta to pay its full cost of service and is expected to generate approximately $2.65 billion in customer benefits over 20 years. That is a projection, not money already saved on customer bills.

A separate issue emerged in July 2026, when a consultant report raised concerns that Entergy’s proposed purchase of a Texas power plant could increase the average Louisiana customer’s bill by $8 or more if approved. Axios reported that this purchase is distinct from the Meta-specific plants, although Entergy says it needs additional capacity before those plants are online.
As a result, the statement “Meta has already raised household electricity bills” goes beyond the verified evidence. The more accurate summary is:

Two residents, Joseph and Robin Williams, told Gulf States Newsroom that their tap water sometimes turned “rust-colored” and that their electricity went out without warning after construction began. Entergy denied that construction caused the outages. The reports document the residents’ experience, but they do not establish that Meta caused either the water discoloration or the outages.
Economic benefits are real—but unevenly distributed
Meta says it has contracted more than $1.6 billion with Louisiana businesses and invested more than $1 billion in local infrastructure improvements as of July 2026. Those figures come from the company and have not been presented here as an independent economic-impact audit.
The project has also produced public and educational benefits. Meta announced a $5 million donation to Louisiana Delta Community College for scholarships. Richland Parish high-school graduates beginning with the class of 2026 are expected to be eligible for full scholarships for data-center-related trade certificates or courses.
Louisiana Economic Development reports that increased construction activity contributed to local sales-and-use-tax collections and $50,000 teacher bonuses in Richland Parish. Meta said teachers’ annual bonuses were 400% higher than the previous year. These benefits may help local workers and schools, but they do not automatically compensate every resident facing a rent increase, traffic risk or disrupted daily routine.

The permanent-job count is also smaller than the construction workforce. Meta’s latest projection is 1,000 operational roles, compared with more than 7,500 peak construction jobs. That distinction matters when evaluating whether the project’s long-term employment benefits will match its short-term demands on housing and public infrastructure.

What residents should watch next
- Utility filings: Louisiana Public Service Commission decisions can show which infrastructure costs are assigned to Meta, which are recovered through rates and what conditions regulators impose.
- Housing data: Rent listings, eviction filings and vacancy rates will provide a better picture of lasting housing pressure than individual anecdotes alone.
- Traffic enforcement: Crash reports, truck-routing rules and school-zone controls will indicate whether safety measures are reducing the construction-related risk.
- Job quality: The headline job count should be separated into temporary construction roles, permanent data-center jobs, wages, benefits and local hiring.
- Tax collections: Higher sales-tax receipts can help parish services, but residents should also ask whether added road, school, emergency-response and utility costs are growing at the same time.
The project’s financial impact therefore has two sides. Meta’s investment can bring contracts, tax revenue, scholarships and employment. At the same time, residents may pay indirectly through higher housing costs, lost property access, time spent in traffic, disrupted schooling and possible future utility pressure. Which side dominates will depend on how costs are allocated and whether local institutions can keep up with the project’s scale.

The available reporting does not establish that claim. Entergy and Meta say Meta will pay its full cost of service and that the arrangement should benefit customers. Critics and consultants have raised concerns about related power investments and possible future costs, which remain subject to regulatory review.
Is Holly Ridge Elementary being moved because of the data center?
No. The cited reporting says Meta and the Richland Parish School Board had no plans to relocate the school. The school’s front playground was closed during the 2025 school year because of its proximity to truck routes and construction traffic.
The Bottom Line
Hyperion is creating substantial economic activity, but its costs are arriving before the permanent benefits. Construction-related crashes, truck noise, housing displacement and utility concerns have put real pressure on Holly Ridge and surrounding communities. The fairest financial assessment is not that Meta has already made every Louisiana household worse off—or that its promised benefits have solved the disruption. It is that the project’s gains and costs are being distributed unevenly, and regulators and local officials still have to determine who ultimately pays for the infrastructure and public services it requires.
