Short answer: L&T is usually the stronger core holding for an investor who wants diversified industrial, infrastructure, energy, manufacturing, technology and international exposure. Bharat Electronics (BEL) is the more focused choice for someone deliberately seeking Indian defence-electronics and indigenisation exposure and who accepts heavier dependence on government procurement. Neither is automatically “better”: the right decision depends on concentration risk, earnings visibility, valuation and how the stock fits the rest of your portfolio.
The comparison at a glance
Larsen & Toubro (L&T) and Bharat Electronics Limited (BEL) are both large Indian engineering businesses, but they offer very different economic exposures. L&T is a diversified, project-led group. BEL is a Government of India Ministry of Defence Navratna company whose centre of gravity is defence electronics. The figures below are for L&T’s financial year 2024–25 and BEL’s financial year 2024–25 unless a different date is shown.

| Measure | L&T | BEL | How to interpret it |
|---|---|---|---|
| Business profile | Infrastructure, energy, manufacturing, technology and other engineering businesses across India and international markets | Defence electronics and related strategic systems, with a strong Indian government customer base | L&T spreads exposure across sectors and geographies; BEL concentrates it in a strategic industry |
| FY2024–25 order inflows | ₹3.57 lakh crore | ₹18,715 crore of orders won | Order wins are a flow during the year, not the same as the closing backlog |
| Closing order book | ₹5.79 lakh crore, up 22% year on year | ₹71,650 crore on 1 April 2025 | Both provide visibility, but contract mix, delivery timing and customer concentration determine how much converts to sales and cash |
| FY2024–25 revenue or turnover | ₹2.56 lakh crore of group revenue | ₹23,024 crore of turnover | L&T is much larger in absolute scale; the accounting scope and business mix differ |
| FY2024–25 profit after tax | ₹15,037 crore | ₹5,288 crore | Profit size alone does not establish which share offers better future returns |
| Profitability indicators | Not stated on the same basis in the supplied company figures | EBITDA ₹6,768 crore; EBITDA margin 29%; ROCE 39% | Use consistently defined margins and returns when making a valuation comparison |
| International exposure | International orders were 46% of the FY2024–25 order book | Export order book of US$359 million, reported with the 1 April 2025 order-book update | L&T has broader geographic exposure; BEL’s export activity is an additional outlet for a primarily domestic defence business |
| FY2024–25 shareholder distributions | Recommended final dividend of ₹34 per share | Total FY2024–25 dividend payout of ₹1,754 crore | Compare payout ratios and reinvestment needs, not just rupees per share or total rupees |
These numbers should not be read as a forecast. An order book is a collection of contracts and purchase orders that still have to be executed, invoiced, collected and, in some cases, renegotiated. It is useful evidence of demand, but it is not guaranteed future earnings.

L&T: a diversified project and engineering platform
L&T’s businesses span infrastructure construction, energy, heavy engineering and manufacturing, technology services and other industrial activities. That breadth gives shareholders several potential growth engines. A weakness in one end market can be partly offset by strength elsewhere, and the group can deploy capital toward businesses with better prospective returns.

The trade-off is complexity. Large infrastructure and industrial projects can run for years, require substantial working capital and face changes in scope, commodity costs, labour availability, regulation and financing conditions. International projects add currency, political and local-execution risks. L&T’s size and a wide geographic presence can help it win major contracts, but scale does not remove the need for disciplined bidding and cash collection.
Because L&T is not a pure defence company, an investor buying it for a single theme will own many other businesses as well. Defence-related work may contribute to the group’s engineering opportunity, but the share price will also respond to infrastructure awards, energy investment, technology demand, interest rates, commodity costs and overseas conditions.
BEL: a focused defence-electronics compounder
BEL designs and supplies electronic systems used in defence and strategic applications. Its position is closely linked to India’s efforts to build domestic capability, increase indigenisation and reduce reliance on imported systems. The company’s customer set and product cycle are therefore shaped by defence budgets, procurement rules, approvals, platform modernisation and the timing of deliveries.

A focused business can be easier to understand than a conglomerate. Investors can monitor defence allocations, indigenous-content requirements, key programmes, new product wins, execution and export development without having to separate many unrelated divisions. Focus also creates concentration risk: a delay in a major programme or a change in procurement priority can matter more to BEL than a similar event would to a diversified group.
BEL’s management has described its indigenisation approach as including expansion and modernisation and outsourcing to Indian industries, including small and medium-sized enterprises and start-ups. That strategy can broaden the domestic defence ecosystem, but it still depends on customers placing and releasing orders on schedule.
How to read the two order books
L&T’s reported backlog is larger in absolute rupees and includes work from multiple sectors and countries. BEL’s backlog is smaller in rupees but is large relative to its annual turnover and is concentrated in defence electronics. Comparing the headline totals without looking inside them can produce a misleading conclusion.

Questions to ask about L&T’s backlog
- What proportion is from fixed-price contracts, and how are escalation clauses handling steel, cement, energy and labour costs?
- How much working capital will be tied up before milestone payments arrive?
- Are international awards exposed to currency movements, local regulations or political changes?
- What is the expected execution schedule by business segment, and are new awards replacing completed work?
- Do cash flows and customer advances support the accounting profits reported for the period?
Questions to ask about BEL’s backlog
- Which programmes and end customers account for the largest portions of the backlog?
- Are contracts at the design, production, delivery or acceptance stage?
- How dependent is revenue recognition on government testing, certification and payment milestones?
- What part of the backlog is for repeat products and what part requires new engineering or capacity?
- Can exports grow without changing the company’s risk profile or tying up disproportionate working capital?
For both companies, the useful measure is not simply backlog divided by revenue. Investors need to track order ageing, cancellations, fresh order intake, execution margins, receivables, inventory, operating cash flow and the conversion of advances into billings. A smaller but repeatable backlog with fast cash conversion may be more valuable than a larger book that is difficult to execute.
Profitability, returns and reinvestment
BEL reported an EBITDA margin of 29% and ROCE of 39% for FY2024–25. Those figures indicate a highly profitable business on the company’s stated reporting basis, but they do not by themselves prove that the same economics will persist. Defence electronics can benefit from intellectual property, qualified products, scale and long customer relationships; margins can also change as product mix, input costs, competition and contract terms change.
L&T’s group structure makes a single margin comparison less informative. Construction, manufacturing, energy and technology businesses have different gross margins, working-capital patterns and capital requirements. Assess each segment’s operating margin, return on capital, free cash flow and order quality, then consider how the group allocates capital between growth, debt reduction, acquisitions and dividends.

Return on capital is especially important for a long-term investor. A contract can increase revenue while destroying value if it earns less than the cost of capital or consumes cash for too long. Review multi-year trends rather than one reporting year, and distinguish reported profit from cash generated after capital expenditure and working-capital investment.
Dividend interpretation
L&T recommended a final dividend of ₹34 per share for FY2024–25. BEL reported a total dividend payout of ₹1,754 crore for that year. These are not directly comparable measures: one is a per-share recommendation and the other is a company-level payout. To compare shareholder returns, calculate each company’s payout ratio, dividend yield at the same market date and retained earnings available for reinvestment.

Risks more prominent at L&T
- Project execution: delays, design changes, disputes and cost overruns can reduce margins.
- Working capital: receivables, retention money and inventory can absorb cash even when revenue and profit rise.
- International exposure: overseas contracts introduce currency, regulatory, political and counterparty risks.
- Economic sensitivity: private and public capital spending can slow when financing costs rise or investment plans are postponed.
- Commodity and subcontractor costs: inflation may not be fully recoverable under every contract.
Risks more prominent at BEL
- Government procurement timing: approvals, tenders, testing and budget releases can move revenue between reporting periods.
- Customer concentration: a large share of demand is connected to Indian defence customers and policy priorities.
- Programme dependence: cancellation, redesign or delayed acceptance of a major system can affect production schedules.
- Competition and indigenisation economics: domestic capability is a long-term opportunity, but new entrants, technology changes and pricing pressure can alter returns.
- Export execution: overseas contracts add growth potential but also introduce certification, geopolitical and collection risks.
Neither risk profile is inherently superior. L&T spreads risk across businesses but carries substantial project and international execution exposure. BEL reduces exposure to unrelated sectors but increases dependence on one policy-sensitive customer ecosystem.

Valuation: the missing piece in any “better stock” answer
The operating data does not establish which share is cheaper today. A credible valuation comparison requires synchronized market prices, the same measurement date, current shares outstanding, trailing or forward earnings, enterprise value, net cash or debt, and a clearly identified earnings forecast. Those inputs were not established in the company information available for this article, so calling either stock undervalued or overvalued would be unsupported.
Build a like-for-like comparison
- Set the date: record the closing share price and market capitalisation on the same trading day for both companies.
- Choose the earnings basis: use trailing twelve-month results or the same fiscal-year consensus estimate; do not compare one company’s trailing earnings with the other’s forecast.
- Calculate valuation multiples: compare price-to-earnings, enterprise-value-to-EBITDA and price-to-book where relevant.
- Add cash-flow measures: examine free-cash-flow yield and operating-cash-flow conversion after capital expenditure and working-capital movements.
- Check balance-sheet risk: include net debt, leases, guarantees and any material contingent liabilities.
- Stress the assumptions: model slower order conversion, lower margins, delayed payments and a higher cost of capital.
- Compare expectations: ask what growth and return assumptions are already embedded in the share price, rather than relying on a low multiple alone.
For L&T, segment valuation and holding-company complexity may require more work than a single group multiple suggests. For BEL, a premium multiple may reflect expectations of sustained defence spending, high margins and strong execution. A premium can be justified, but only if future cash flows support it.
Which investor is better matched to each stock?
| Investor priority | Likely better fit | Reason |
|---|---|---|
| One broad industrial holding alongside financials, consumer companies or other sectors | L&T | Its businesses and geographies provide broader internal diversification |
| Direct exposure to Indian defence electronics and indigenisation | BEL | The company’s products, customers and strategy are concentrated in that theme |
| Lower dependence on a single government procurement cycle | L&T | Its demand comes from several sectors and public and private customers, although project risks remain |
| A simpler thematic thesis to monitor | BEL | Defence budgets, programmes, order wins and execution are more directly connected to the investment case |
| Greater international business exposure | L&T | International orders represented 46% of its FY2024–25 order book |
| Willingness to accept concentrated policy and customer risk | BEL | The potential reward is tied more closely to defence procurement and domestic capability building |
This table describes portfolio fit, not a prediction of returns. A concentrated stock can outperform a diversified one for years and still be unsuitable if it makes the overall portfolio too dependent on one theme.

A practical decision process before buying
- Map your existing exposure. Add up current holdings linked to infrastructure, capital goods, defence, government spending and public-sector customers. A new position may increase a risk you already own indirectly.
- Write the thesis in one paragraph. For L&T, it might centre on sustained capital expenditure, execution and disciplined returns across businesses. For BEL, it might centre on defence indigenisation, programme wins, manufacturing scale and cash generation.
- Define what would disprove the thesis. Examples include deteriorating cash conversion, repeated order delays, falling margins, rising leverage, contract losses or a valuation that assumes unrealistic growth.
- Read the latest annual and quarterly disclosures. Track segment revenue, margins, order intake, backlog ageing, receivables, inventory, advances, capital expenditure and management guidance.
- Refresh valuation immediately before the trade. Market prices and consensus estimates change; a conclusion based on an old multiple can be wrong even when the business facts are unchanged.
- Choose a position size consistent with uncertainty. Treat a focused defence holding differently from a diversified industrial holding, particularly if your income, employment or other investments already depend on government capital spending.
- Set a review schedule. Quarterly monitoring is usually sufficient for a long-term thesis unless a material order cancellation, accounting issue, capital-allocation change or policy event occurs.
Common mistakes in the L&T-versus-BEL debate
- Choosing the largest order book: absolute backlog is not a forecast of profit or cash flow.
- Calling a company “cheap” without a date: valuation multiples are meaningless without synchronized prices and earnings.
- Using one margin number across unlike businesses: a diversified engineering group and a defence-electronics manufacturer have different accounting and capital structures.
- Confusing government ownership with guaranteed returns: policy support can create demand, but procurement delays and pricing discipline still affect shareholders.
- Ignoring customer concentration: BEL’s strategic importance does not remove dependence on defence budgets and programme approvals.
- Ignoring working capital at L&T: reported project profits can arrive before the associated cash.
- Buying a theme instead of a portfolio position: a good company can be a poor addition when it duplicates existing exposures.
- Assuming past growth will repeat: both companies must convert future awards into profitable, collected revenue.
A decision rule for a long-term portfolio
Choose L&T when your primary objective is a broad industrial compounder and you are prepared to analyse project execution, working capital and international operations. Choose BEL when you specifically want defence-electronics exposure, understand government-procurement timing and can tolerate greater concentration in one policy-sensitive ecosystem. If both theses appeal, a split allocation may reduce single-company risk, but it does not remove the shared exposure to Indian capital spending and government-linked demand.
The final choice should be made only after updating valuation, reviewing the latest disclosures and checking how either position changes your total portfolio. Business quality and order visibility matter, but the return you earn ultimately depends on the price paid and the expectations embedded in that price.
