Louisiana added 36,000 net payroll jobs between September 2025 and September 2026, according to the U.S. Congress Joint Economic Committee’s October 20, 2026 employment update. Construction accounted for 18,800 of those jobs—about 52% of the total increase—while the seasonally adjusted unemployment rate fell to 4.0% from 4.2% a year earlier. The figures are preliminary, so later monthly revisions may change the totals.

The data show a broad but uneven expansion: private employers supplied 35,700 of the 36,000 payroll gains, nine of Louisiana’s 10 metropolitan areas added jobs, and Baton Rouge posted the largest metropolitan increase. Construction is the clear short-term leader, but the release does not establish how many of those positions will remain after major projects are completed.

Where did Louisiana’s 36,000 new jobs come from?

Most of the increase came from private-sector payrolls and a small group of fast-growing industries. Private employers added 35,700 jobs, leaving the public sector with roughly 300 net jobs over the 12-month period. September itself contributed 300 jobs.

Sector or measure Change, September 2025–September 2026 Share or context
Total nonfarm payroll jobs +36,000 Preliminary 12-month net change
Private payroll jobs +35,700 Nearly all statewide gains
Construction +18,800 About 52% of the statewide increase
Professional and business services +8,000 Second-best broad sector in the JEC table
Private education and health services +7,200 Combined increase
Financial activities −2,300 One of the weakest sectors
Federal government −2,000 One of the weakest sectors

These are payroll jobs reported by employers, not a count of every Louisiana resident who found work. The JEC separately reports that employed residents increased by 8,668 to 2,018,326 over the year. The two measures use different surveys and should not be added together or treated as interchangeable.

Why is construction leading Louisiana job growth?

Construction’s 18,800-job increase was the largest state gain by both number and percentage in the Associated General Contractors of America’s comparison. AGC put Louisiana’s year-over-year construction growth at 13.9% from September 2025 to September 2026.

Large industrial and infrastructure projects

Louisiana is building several unusually large facilities at the same time. Leaders for a Better Louisiana says six concurrent megaprojects could lift industrial-construction employment to approximately 20,500 workers at peak in late 2026 and early 2027. That would be nearly one-quarter of the current industrial-construction workforce.

The projects named in that forecast include Meta’s artificial-intelligence data center and an Entergy supporting power center near Monroe, two liquefied-natural-gas projects in southwest Louisiana, and CF Industries and Hyundai Steel projects in Ascension Parish. The concentration of work helps explain why construction is contributing more than half of the state’s annual net payroll increase.

Training capacity is expanding

Louisiana State University has expanded capacity in its construction-management degree program, while the Louisiana Community and Technical College System is coordinating construction training. Those efforts may help contractors fill openings as projects overlap, although the employment release does not quantify how many new workers entered through either pipeline.

Which Louisiana metros are adding jobs?

Job growth was geographically broad: nine of Louisiana’s 10 metropolitan statistical areas added jobs over the year. Baton Rouge led the reported metro gains with 13,700 additional jobs. Slidell reached an employment record of 103,500.

A metro-level increase does not mean every occupation or parish in that area is expanding. Metro payroll totals can include workers commuting across parish lines, and the release does not identify the construction projects or specific subsectors responsible for each local gain.

Are Louisiana’s new construction jobs permanent?

Not necessarily. The 18,800 figure is a preliminary payroll snapshot covering one year; it is not a projection of permanent employment. Construction payrolls can rise sharply while a facility is being built and fall when the work moves into operations or when a project ends.

Leaders for a Better Louisiana’s 20,500-worker peak is a forward-looking estimate for industrial construction, not a guarantee that those jobs will be retained after late 2026 and early 2027. The September employment release does not state how many positions are tied to each project, how long they will last, or how many will convert into operating, maintenance, or supplier jobs.

What could slow construction hiring?

AGC chief economist Ken Simonson said year-over-year construction gains reached two-thirds of states in September, but the latest month showed gains in only half of states. That contrast suggests momentum can change quickly.

  • Material costs: price increases can make projects less economical or delay starts.
  • Tariff uncertainty: changing import costs complicate bids and procurement schedules.
  • Transportation funding: uncertainty around surface-transportation funding can postpone public work.
  • Local opposition: some data-center proposals face resistance, potentially affecting project timing.
  • Politics and demand: AGC CEO Jeffrey D. Shoaf said politics and prices are affecting construction demand in parts of the country.

These risks do not erase Louisiana’s current gains, but they make the headline less useful as a long-term forecast. A project delay could shift hiring into a later month; a cancellation could remove expected jobs entirely.

How should readers interpret the 4.0% unemployment rate?

The seasonally adjusted unemployment rate was 4.0% in September 2026, down from 4.2% a year earlier. Seasonally adjusted rates remove predictable calendar effects, making month-to-month comparisons more meaningful. They still describe the share of the labor force without a job and looking for work—not the number of payroll positions employers reported.

For household finances, the combination of a lower unemployment rate and higher resident employment is encouraging, but it does not guarantee that every worker will see higher pay or stable hours. Industry mix, location, credentials, and whether a job is tied to a temporary build all matter.

What should change in the next reports?

Because the September figures are preliminary, the JEC may revise them as additional employer responses arrive. The most useful follow-up checks are whether construction payrolls keep rising after the megaproject peak, whether professional and business services continue adding jobs, and whether the weaker financial-activity and federal-government categories stabilize.

Readers comparing updates should keep the same measurement basis: 12-month payroll change for sectors, metro payroll change for geographies, seasonally adjusted unemployment for the labor-market rate, and resident employment for household employment. Mixing those series can make growth appear larger or smaller than it is.

Frequently Asked Questions

When will Louisiana’s 36,000-job figure be revised?

The September 2026 estimate is preliminary. The Joint Economic Committee can revise it in later releases as employer payroll responses are updated, so the final 12-month change may differ from 36,000.

What skills are most relevant to Louisiana’s construction expansion?

The available employment release does not list occupations or credentials. The state is expanding construction-management degree capacity and coordinating technical training, indicating demand may span project management and skilled trade pathways.

Did Louisiana’s job growth come mostly from government hiring?

No. Private employers supplied 35,700 of the 36,000 net payroll gains. Federal-government payrolls actually declined by 2,000, while financial-activity jobs fell by 2,300.

How large is Baton Rouge’s job increase compared with the state total?

Baton Rouge added 13,700 jobs in the metro comparison, the largest reported gain among Louisiana metropolitan areas. Metro figures and the statewide payroll total use related but distinct geographic summaries, so the Baton Rouge number should not be treated as a separate addition to the statewide total.
