Preapproval and a Loan Estimate answer different mortgage questions. A preapproval is an early lender assessment of your finances that estimates how much you may be able to borrow and the interest rate you might pay. A Loan Estimate is a standardized, three-page disclosure for a specific mortgage application. It itemizes the expected rate, payment, closing costs and cash needed to close.
Neither document is final approval. A preapproval does not guarantee that a lender will approve the eventual loan, and receiving a Loan Estimate does not mean the lender has approved or denied your application. Use preapproval to understand your buying capacity and shop for lenders; use comparable Loan Estimates to evaluate the actual loan offers available for a particular property.

Preapproval and Loan Estimate at a glance
| Question | Preapproval | Loan Estimate |
|---|---|---|
| What is it for? | Estimates your borrowing capacity and likely interest rate while you are shopping. | Discloses the expected terms and costs for a requested mortgage. |
| When do you get it? | During the early home-buying and lender-shopping stage. | After you provide the information that constitutes a mortgage application. |
| What does it analyze? | Your finances, including credit, to estimate how much you may borrow. | The requested loan, including rate, payment, fees, taxes, insurance and other features. |
| Is it standardized? | Lender format and contents can vary. | Yes. Lenders generally use the same standard three-page form. |
| Does it mean final approval? | No. It is an estimate, not a final underwriting decision. | No. The lender has not yet approved or denied the application. |
| Are you committed to the lender? | No. | No. Receiving the form does not commit you to proceed. |
The order matters. You normally seek preapprovals before choosing a home. Once you identify a property and submit the required application information, you can request Loan Estimates for matching loan options and compare the real cost of borrowing.
What a mortgage preapproval tells you
A preapproval is a lender’s early assessment of your financial profile. The lender reviews information such as your income, debts and credit history, then estimates the loan amount you may qualify for and the interest you are likely to pay. It helps turn a broad home-shopping budget into a more realistic price range.

What you can use it for
- Set a price range: The estimate can show whether the homes you are considering fit within a plausible loan amount.
- Plan your offer: Sellers often want evidence that a prospective buyer has discussed financing with a lender.
- Compare lenders early: You can ask several lenders about available programs and likely pricing before you have selected a property.
- Identify documentation issues: An early review may reveal questions about income, credit or debts that need to be resolved before a formal application.
The Consumer Financial Protection Bureau recommends seeking preapprovals from at least three lenders. A preapproval can therefore be a shopping tool rather than a commitment to use the lender that issued it. The CFPB describes the process this way: “This means that the lender looks at your finances, including your credit report, and estimates how much you can borrow and what interest you’ll likely pay.”
What a preapproval cannot tell you
A preapproval is not a guaranteed loan amount, interest rate or closing cost. It is based on the information and assumptions available at that point. The lender still has to verify documents, evaluate the property and complete underwriting. Changes in your credit, income, debts, down payment, loan program or the property itself can change the result.
Do not treat the maximum preapproved amount as a recommended spending limit. Your comfortable housing budget also depends on taxes, insurance, maintenance, other goals and the amount of cash you want to keep after closing. The preapproval answers what the lender may be willing to lend, not what you should spend.

What a Loan Estimate tells you
A Loan Estimate is a standardized disclosure for a requested mortgage. It presents the lender’s expected loan terms and transaction costs in a format designed to make offers easier to compare. It generally includes:
- Loan amount, term and product type.
- Estimated interest rate and whether the rate is locked.
- Monthly principal and interest.
- Total estimated monthly payment, including mortgage insurance and escrowed amounts when applicable.
- Origination charges, points, lender credits and other closing costs.
- Estimated taxes, insurance and assessments.
- Estimated cash to close.
- Adjustable-rate payment changes and caps, if applicable.
- Prepayment penalties, balloon payments or other unusual loan features, if applicable.
The form describes what the lender expects to offer if you proceed; it is not a promise that those terms will survive every later change. The lender may request additional financial information after issuing it.
When the lender must provide it
For most covered U.S. mortgage transactions, the lender generally must provide the Loan Estimate within three business days after receiving the six pieces of information that constitute an application:

- Your name.
- Your income.
- Your Social Security number, used to obtain a credit report.
- The address of the property.
- An estimate of the property’s value.
- The desired loan amount.
You do not need a signed purchase agreement to receive a Loan Estimate, and income-verification documents are not prerequisites to triggering the disclosure. Supplying complete and accurate information can make the estimates more useful, but the lender may still ask for documents and clarification afterward.
What receiving one does not mean
Receiving a Loan Estimate does not mean the lender has approved or denied your application. As the CFPB states: “When you receive a Loan Estimate, the lender has not yet approved or denied your loan application.” You are also not committed to that lender merely because the form arrived. You can continue comparing offers and decide whether to proceed.
How the documents fit together in a home purchase
- Shop for early assessments. Contact multiple lenders and request preapproval information. Ask what loan programs, down-payment assumptions and rate assumptions underlie each estimate.
- Find a property and assemble the application information. Once you have an address and an estimated value, provide the six required pieces of information for the mortgage you want to evaluate.
- Request comparable Loan Estimates. Ask lenders to quote the same loan type, term, program, down payment, points and other features. The lender generally must deliver the form within three business days after receiving the application information.
- Compare the forms and choose whether to proceed. Examine rates, payments, fees, credits, cash to close and risky features rather than focusing on one headline number.
- Complete underwriting. The lender verifies your finances, evaluates the property and confirms that the selected loan still fits the program requirements.
- Review the Closing Disclosure. The Closing Disclosure contains final loan terms and costs and generally must be delivered at least three business days before closing. Compare it with the latest Loan Estimate and ask about material differences.
How to compare Loan Estimates accurately
An apples-to-apples comparison requires identical assumptions. If one lender quotes a 30-year fixed loan with no points and another quotes an adjustable-rate loan with points, the totals do not reveal which lender is cheaper; they describe different products.
1. Match the requested loan
- Confirm the loan amount, term, product and fixed- or adjustable-rate type.
- Check the down payment and property assumptions.
- Confirm that both estimates include the same points, lender credits and other rate-buydown choices.
- Verify that each lender used the same occupancy and property-use assumptions.
2. Check the rate and lock status
Look for the interest rate and whether it is locked. An unlocked rate can change before closing. If it is locked, note the expiration date and ask what happens if the closing is delayed, including any extension cost or revised pricing. A rate discussed by phone is not necessarily the rate shown on the Loan Estimate.
3. Compare monthly payment components
Compare principal and interest separately from the total estimated payment. The total may include mortgage insurance, property taxes, homeowners insurance and escrow deposits. A lower principal-and-interest figure can be offset by higher mortgage insurance or taxes, and an escrow estimate may differ if the lenders used different property assumptions.

Review origination charges and other closing costs together. Lenders may itemize similar charges differently, so compare the relevant totals and ask for an explanation when one estimate is materially higher. Also examine points, lender credits and estimated cash to close. Paying points can reduce the rate while increasing upfront cash; a lender credit can reduce upfront costs while resulting in a higher rate.

5. Look for features that can raise future risk
- For an adjustable-rate mortgage, review the first adjustment date, payment changes and rate caps.
- Check for a prepayment penalty or balloon payment.
- Ask whether mortgage insurance can change or end under the program’s rules.
- Confirm which taxes, insurance and assessments are included and whether they are escrowed.
Ask the lender to explain any difference between the Loan Estimate and what you previously discussed. If the proposed structure is riskier than you want, request an estimate for a different loan option rather than assuming every lender is quoting the same product.
Can you compare lenders before signing a purchase contract?
Yes. A signed purchase agreement is not required for the lender’s duty to issue a Loan Estimate once the six application elements have been provided. Before you have a property address and value estimate, however, a lender generally cannot prepare a property-specific Loan Estimate. You can still compare preapproval assessments, programs and likely pricing at that earlier stage.
After you have an address, provide the same information to each lender. Ask for estimates based on the same loan amount, term, program, down payment and points. This lets you compare lenders without waiting until you are committed to a contract. If a lender says it needs a contract before issuing the form, distinguish that lender’s internal process from the federal disclosure trigger; the six information elements are the key facts described by the CFPB for the standard rule.

Why a Loan Estimate may change
An initial Loan Estimate is not a guarantee that the figures will remain identical through closing. The estimate may be revised when important application facts or loan choices change. Examples include:
- The appraisal is lower than expected, changing the loan-to-value calculation or required cash.
- Your credit score changes or new credit information affects pricing.
- Income cannot be documented as originally expected.
- You choose a different loan type, term or down payment.
- You request a rate lock after the original estimate.
- Other material details of the transaction change.
When a revision arrives, compare it with the prior version and identify the event that caused each change. A new estimate is not automatically evidence of an error, but unexplained differences deserve a direct answer. Keep the latest version so you can compare it with the Closing Disclosure.
Credit-check timing when shopping lenders
Mortgage shoppers often worry that contacting several lenders will damage their credit. The CFPB says that multiple mortgage credit checks made within a 45-day window are recorded on the credit report as a single inquiry in the mortgage-shopping context described by the bureau. Keep your applications concentrated in that window when practical, and confirm how a lender will pull and use your credit before authorizing it.

What to ask each lender
Use the same questions with every lender so the answers are comparable:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- What loan amount, term, product and down payment are you using?
- Is the quoted rate locked? If so, when does the lock expire and what is the extension policy?
- What are the points, lender credits, origination charges and total estimated closing costs?
- What is the estimated cash to close, and which costs are being escrowed?
- Is mortgage insurance included in the monthly payment estimate?
- Are there prepayment penalties, balloon payments or adjustable-rate caps?
- What additional documents will underwriting require?
- What could cause this estimate to be revised?
Record the answers and the date of each quote. Rates and terms are time-sensitive, so a verbal quote from one day should not be treated as identical to a Loan Estimate issued later.
Common mistakes and how to avoid them
Confusing a maximum with an affordable budget
A preapproval ceiling reflects the lender’s underwriting estimate, not your complete household budget. Build your own payment limit using taxes, insurance, maintenance, utilities, other debts and savings goals.
Comparing different products
Do not rank lenders by rate alone when the loans have different terms, adjustable features, points or credits. Standardize the assumptions first.
Ignoring the rate lock
An unlocked rate can move before closing. Check the lock field, expiration and extension terms on every estimate.

Assuming the first estimate is final
Changes in the appraisal, credit, income, loan choice or rate lock can produce a revised estimate. Compare the latest estimate with the Closing Disclosure rather than relying on an early quote.
Waiting for a contract to start comparing lenders
You can seek preapprovals before finding a home and, after you have the address and other application information, request Loan Estimates before signing a purchase agreement. Delaying lender comparisons can leave less time to evaluate costs.
Potential savings from shopping around
The CFPB cites a potential savings range of $600 to $1,200 per year for homebuyers who obtain mortgage offers from multiple lenders. The bureau attributes this estimate to Freddie Mac, but the underlying study year is not identified in the cited material. Treat the figure as a potential result, not a prediction for every borrower; the actual difference depends on loan size, credit, property, market conditions and the offers available to you.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Which transactions use different disclosures?
The standard Loan Estimate and Closing Disclosure rules cover most U.S. mortgages, but the CFPB notes important exclusions. Reverse mortgages, home equity lines of credit, certain manufactured or mobile-home loans that are not secured by real estate, and certain subordinate homebuyer-assistance loans use different disclosures. Do not assume the three-business-day timing or the standard forms apply to those products. Ask the lender which disclosure regime governs the transaction.
A practical decision rule
Use a preapproval when the question is, “How much might I be able to borrow, and which lenders or programs should I explore?” Use a Loan Estimate when the question is, “What will this specific mortgage likely cost, and how does it compare with another lender’s offer?” Continue to underwriting only after you have compared matching estimates and understand the rate lock, payment, cash to close and loan features. The final terms are documented in the Closing Disclosure before closing.
