Linear TV Advertising vs. Connected TV Advertising: Which Is Better for Your Campaign?

By TheFinanceBase Team 13 min read

Neither linear TV nor connected TV (CTV) is universally better. Linear TV is usually the stronger starting point when you need broad, scheduled reach around major live or tentpole programming. CTV is usually stronger when you need precise audience or geographic targeting, incremental reach among lighter television viewers, programmatic buying, faster optimization, or outcome-oriented reporting. For many campaigns, the most defensible plan combines both, measures them against one reach and frequency target, and removes duplicate audiences before judging performance.

The right choice depends on your objective, market, audience size, budget scale, campaign dates, and ability to verify measurement. A low CTV entry price does not automatically produce efficient scale, and a large linear buy does not guarantee that the people you need saw the spots.

What linear TV and connected TV mean

Linear TV

Linear TV is scheduled programming delivered through traditional broadcast or cable distribution. Viewers watch the same program and commercial breaks at a particular time, so planners buy access to a program, daypart, market, or event rather than an individual impression. Common planning measures are ratings, gross rating points (GRPs), target rating points (TRPs), reach, frequency, cost per rating point (CPP), and cost per thousand impressions (CPM).

Buying can happen through an upfront commitment, scatter inventory purchased closer to airdate, sponsorships, or local spot schedules. The main strength is simultaneous attention at scale: a national broadcast, a major sports event, or a popular prime-time program can put a message in front of a large audience at once.

Connected TV (CTV)

CTV is video delivered through an internet-connected television or streaming device. It includes ad-supported streaming services and digital-network television inventory viewed on smart TVs, streaming boxes, game consoles, and similar devices. CTV buying can use audience, geographic, contextual, and device-level signals, although the available segments and controls differ by platform and publisher.

Inventory may be purchased directly from a publisher, through a private marketplace, on an open exchange, or as programmatic guaranteed inventory. CTV can report impressions at a more granular level than traditional ratings systems and can support pacing, audience, and creative changes during a campaign. Those capabilities are not uniform: definitions, identity methods, co-viewing treatment, and reporting windows vary among providers.

Linear TV vs. CTV at a glance

Decision factor Linear TV Connected TV
Reach pattern Broad, scheduled reach; particularly powerful for live events and mass audiences Incremental and addressable reach, including lighter television viewers
Targeting Usually market, program, daypart, and demographic based Audience, geographic, contextual, and device-level options vary by platform
Buying methods Upfront, scatter, sponsorship, and local spot approaches Direct, private marketplace, open exchange, and programmatic guaranteed options
In-flight control Fewer changes once spots are scheduled More flexible pacing, audience, and creative controls, subject to inventory and platform limits
Typical measurement Ratings, GRPs or TRPs, reach, and frequency; often reported after the campaign Impressions, reach, frequency, completed views, conversions, or lift; definitions and deduplication differ
Scale and context Established scale and premium, simultaneous viewing contexts Growing premium inventory, but fragmented across apps, publishers, and devices
Cost planning Compare CPM, CPP or cost per TRP, market scale, and minimum buys Compare CPM, cost per completed view, target reach, and incremental reach; a low entry cost may not scale efficiently

Start with the outcome, not the channel

“Better” means the channel that produces the required business result at an acceptable total cost. A campaign seeking national awareness has a different answer from one seeking qualified leads in three cities. Set the outcome before requesting proposals so that both channels are evaluated against the same target definition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Awareness: prioritize unduplicated reach, on-target reach, and a controlled frequency distribution.
  • Consideration: add completed-view quality, attention or brand-lift measures, and the ability to sequence messages.
  • Leads or sales: define conversion events, attribution windows, holdout or lift methods, and the connection between exposure and the business outcome.
  • Store visits or local action: specify the geographic radius, eligible locations, reporting lag, and how exposed and unexposed groups will be compared.

Do not compare a seller’s projected rating with a platform’s raw impression count as if they were interchangeable. Agree on the audience, geography, flight dates, frequency definition, and reporting window first.

Which channel delivers more reach?

Linear TV generally delivers the fastest broad reach when a large audience is watching the same event or schedule. CTV can add people who watch little or no linear television and can find audiences in specific locations or segments. The relevant question is therefore not only how many impressions each channel reports, but how many different people in the target audience each one reaches.

Nielsen’s cross-media analysis found that campaigns putting more than 85% of their budget into one channel reached at most 17% of the target audience in the campaigns it analyzed. Diversified campaigns reached 90% across CTV, desktop, and mobile in that analysis. Those figures describe the analyzed campaigns, not a universal guarantee; your result will depend on audience behavior, inventory, budget, and frequency.

For a linear-only plan, validate actual reach and frequency with an independent measurement source rather than relying solely on a seller’s projected rating. For a CTV-only plan, ask how multiple devices in one household are counted and whether the estimate is person-based or device-based. For a combined plan, insist on an unduplicated reach report.

Targeting and context: where CTV has an edge

CTV can select audiences by characteristics or behaviors, limit delivery to defined geographies, and use contextual or device signals. That makes it useful when a broad television audience contains a large amount of waste or when the campaign serves only certain markets. Programmatic access can also make it easier to adjust audience composition and pacing while the campaign is live.

Precision has trade-offs. A narrow segment may have limited inventory, higher prices, or identity gaps. A platform may define an “in-market” audience differently from another platform, and a device signal does not always identify a person. Require a description of the segment source, refresh rate, match method, estimated scale, and any restrictions on frequency or creative rotation.

Linear TV’s contextual strength is different. Buying a trusted news program, championship game, or cultural event can associate the message with a premium environment and create shared attention. Demographic and market targeting can be effective when the audience is broad enough that additional digital precision would add little value.

Buying, optimization, and operational control

Linear TV workflow

  1. Define the market, target demographic, required reach, acceptable frequency, and campaign dates.
  2. Request schedules by program and daypart, including projected ratings, units, gross cost, and make-good terms.
  3. Compare CPP or cost per TRP alongside CPM and the number of people expected to be on target.
  4. Confirm cancellation, pre-emption, make-good, and reporting policies before signing.
  5. Monitor delivery and reconcile post-campaign ratings with the scheduled plan.

Once a linear schedule is placed, changing individual spots can be difficult. A missed rating may be addressed with a make-good, but the original audience and timing may not be recoverable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CTV workflow

  1. Choose direct, private-marketplace, open-exchange, or programmatic-guaranteed inventory based on the required control and scale.
  2. Specify audience, geography, device, context, frequency cap, viewability or completion standard, and brand-safety requirements.
  3. Set pacing and creative-rotation rules, including how quickly changes can be approved.
  4. Check delivery daily or weekly for reach, frequency, completion, invalid traffic, and conversion signals.
  5. Document any audience, creative, or bid changes so optimization does not invalidate the comparison period.

CTV is more adjustable, but “real time” does not mean unlimited control. Publishers can restrict frequency changes, inventory may be reserved, and privacy rules can reduce addressability. Confirm which controls are actually available in the markets and apps you are buying.

Is CTV cheaper than linear TV?

There is no universal cheaper option. Linear TV is often efficient for a very large, broad audience because one placement can deliver substantial reach. CTV can be efficient when you value a specific audience, geography, or incremental viewer and do not need a mass schedule. The comparison breaks down when one proposal quotes a low CTV CPM for a small, difficult-to-scale segment and the other quotes a linear CPP for broad market coverage.

Use a common cost framework:

  • Linear: total cost, CPM, CPP or cost per TRP, on-target reach, average frequency, and minimum market commitment.
  • CTV: total cost, CPM, cost per completed view, unique target reach, average and distributional frequency, platform or data fees, and incremental reach beyond linear.
  • Both: production and trafficking requirements, reporting costs, make-goods or replacement rules, and the cost of reaching the next unduplicated person.

A low CTV buy can produce high frequency among a small matched audience, while a broad linear buy can produce impressive reach with more exposure outside the target. Compare the cost per target person reached and the cost per incremental person, not just the headline CPM.

Measurement: the detail that determines the verdict

CTV buyers are increasingly judged on business outcomes. IAB reported that business outcomes were the top KPI for 54% of CTV buyers, while reach and frequency ranked behind it. The same buyer study found that two-thirds of buyers saw measurement problems. Those findings make measurement design a buying requirement, not a reporting afterthought.

Questions to settle before launch

  • What exactly counts as an impression, completed view, conversion, or qualified action?
  • Is reach reported at the person, household, or device level?
  • How are co-viewing and shared television screens handled?
  • What attribution window applies, and is it click-through, view-through, or both?
  • How are invalid traffic, bots, non-human impressions, and out-of-home viewing filtered?
  • Can results from linear and CTV be deduplicated in one report?
  • Will the provider supply an independent lift, sales, or holdout analysis?

Platform-reported conversions are not automatically comparable with retailer, website, or customer-relationship-system outcomes. Define the source of truth and reconciliation process before the first impression is served.

Cross-media measurement

Nielsen says a credible cross-media system should be independent and transparent, cover the relevant market, use person-level calibration, and account for co-viewing. Google Cross-Media Reach can compare estimated reach, frequency, CPM, TRP, and cost per TRP across linear TV, CTV, and other digital channels where licensed third-party data is available. Google cautions that forecasts are estimates and do not guarantee performance.

Use one deduplicated report to answer three questions: how many target people were reached, how often they were reached, and how many were reached only because of CTV or only because of linear. Counting each platform’s totals separately will overstate campaign reach.

When linear TV is the better starting point

  • You need national or broad local awareness quickly.
  • A premium live event or tentpole program is central to the message.
  • The audience is broad enough that narrow digital segments add little value.
  • Market-level buying, established ratings, and familiar post-campaign reporting are important.
  • The campaign benefits from simultaneous attention and cultural context.

Linear can also be the practical choice when the required audience is larger than the available CTV segment or when a local market’s streaming inventory cannot deliver the necessary scale during the flight dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When CTV is the better starting point

  • You need specific audience or geographic segments.
  • You want programmatic access, controlled frequency, or faster pacing and creative changes.
  • You must reach lighter linear-TV viewers or extend an existing linear schedule.
  • Your organization needs conversion, lift, or other outcome-oriented reporting.
  • You want to test multiple messages or audience definitions before scaling.

CTV is especially useful when the campaign can tolerate fragmented delivery and has the analytics process to verify identity, frequency, and conversion quality across apps and devices.

Why a combined plan often performs better

Linear TV can establish broad awareness, while CTV can fill gaps among lighter viewers, refine geography, and control exposure to selected segments. The combination is not automatically superior; it wins only when the incremental reach and outcome lift justify the additional planning and measurement work.

  1. Set one target audience, geography, reach goal, and frequency range for the whole campaign.
  2. Use linear projections to identify the broad-reach contribution and likely frequency.
  3. Use CTV to model incremental people, audience segments, or markets that linear is unlikely to reach efficiently.
  4. Apply suppression or sequencing where identity resolution permits, so the same household is not overexposed while another target person remains unreached.
  5. Evaluate the blended plan with an independent, deduplicated report.

Nielsen’s analysis of diversified campaigns reaching 90% across CTV, desktop, and mobile illustrates why channel concentration can leave large portions of an audience untouched. It should guide testing, not be treated as a promised result for every advertiser.

A practical decision workflow

  1. Define the business objective. Write the primary outcome—awareness, consideration, leads, sales, store visits, or another measurable action—and identify the secondary metric that protects against over-optimizing one stage of the funnel.
  2. Specify the audience and geography. State the person or household definition, market boundaries, language requirements, audience size, and any eligibility exclusions.
  3. Set reach and frequency requirements. Decide the minimum unduplicated reach, acceptable average frequency, maximum frequency for sensitive audiences, and campaign dates.
  4. Model three plans. Estimate linear-only, CTV-only, and blended delivery using the same budget, target definition, and assumptions. Ask for on-target reach, total reach, frequency distribution, CPM or CPP, and incremental reach.
  5. Audit inventory and operations. Check program or app context, brand safety, viewability or completion standards, fraud controls, creative specifications, trafficking deadlines, and make-good policies.
  6. Predefine measurement. Agree on impression and conversion definitions, attribution windows, co-viewing treatment, deduplication, independent lift or sales analysis, and the source of truth.
  7. Test when uncertainty is high. Use a controlled market, phased allocation, or audience holdout. Reallocate only after reviewing deduplicated results rather than platform totals.

How the choice changes by campaign type

Campaign situation Likely starting emphasis Reasoning
National launch tied to a major live event Linear-led, with CTV extension Linear supplies simultaneous mass attention; CTV can reach lighter viewers and manage additional frequency.
Local service limited to selected cities or postal areas CTV-led or blended Geographic controls can reduce wasted exposure, while linear may add efficient local scale where available.
Broad household product with a mature awareness objective Test both against target reach and CPP or CPM A broad audience may favor linear efficiency, but CTV can reveal incremental viewers.
Niche product with a defined customer profile CTV-led Audience and contextual controls are more valuable than undifferentiated mass reach, provided inventory can scale.
Direct-response campaign requiring fast optimization CTV-led with strict conversion measurement CTV offers more in-flight controls, but attribution quality must be verified before increasing spend.

Common mistakes and how to correct them

Comparing incompatible metrics

Problem: A linear TRP is compared directly with a CTV impression count. Correction: translate both into target-person reach, frequency, and cost per target person, using the same geography and dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating device counts as people

Problem: several devices in one household are counted as several individuals. Correction: ask whether the report is person-based, household-based, or device-based and how co-viewing is modeled.

Assuming a low CTV CPM means efficiency

Problem: a cheap segment delivers too little scale or excessive frequency. Correction: inspect incremental reach, frequency distribution, completion quality, invalid traffic, and the cost of the next unduplicated person.

Leaving measurement until the end

Problem: conversion definitions or attribution windows change after launch. Correction: approve the measurement plan, data sources, holdouts, and reconciliation rules before buying.

Counting platform totals together

Problem: the same viewer appears in linear, CTV, desktop, and mobile totals. Correction: use an independent cross-media system that deduplicates at the person level where possible.

Over-concentrating the budget

Problem: one channel receives nearly all spending, creating high frequency among a subset and leaving other target people unreached. Correction: model a blended plan and judge it on incremental reach, not on the number of channels purchased.

Market context and planning currency

Industry spending is moving toward streaming, but linear TV remains material. IAB and PwC projected combined TV and CTV spending to grow by more than $12 billion from 2023 to 2027, with CTV or OTT the fastest-growing media channel in 2024. Nielsen reported that 56% of global marketers planned to increase OTT or CTV spending in 2025, up from 53% in 2024.

IAB reported CTV ad spend of $20.3 billion in 2023 and $23.6 billion in 2024, a 16% year-over-year increase, and projected $26.6 billion for 2025. The same outlook said digital video could capture nearly 60% of total TV or video advertising spend in 2025. These are market-level estimates and projections, primarily U.S. or global depending on the report; they are not a price card for an individual campaign.

Three-quarters of CTV buying was programmatic in IAB’s 2024 buyer findings. Programmatic access does not remove the need to check inventory quality, identity, frequency, fraud controls, and reporting consistency.

Planning-tool availability is regional. Google’s TV-planning documentation listed the United States, Japan, Vietnam, France, and Germany as available markets at the time documented. Confirm current country, inventory, privacy, and data-partner availability before relying on a forecast.

Final checklist before committing the budget

  • Is the primary business outcome written in measurable terms?
  • Are audience, geography, dates, reach goal, and frequency limits identical in every proposal?
  • Does each plan show on-target and unduplicated reach, not just impressions?
  • Have you compared cost per target person and incremental person, not only CPM?
  • Are CTV segments, identity methods, scale, and privacy restrictions documented?
  • Are linear ratings, make-goods, and post-campaign validation defined?
  • Are impressions, completed views, conversions, attribution windows, co-viewing, and invalid traffic defined before launch?
  • Will an independent system deduplicate linear, CTV, desktop, and mobile exposure?
  • Is there a controlled test or phased allocation if the expected channel difference is uncertain?

Choose linear TV when broad, scheduled attention is the scarce resource; choose CTV when precision, incremental reach, or rapid optimization is the scarce resource. When both constraints matter, a coordinated plan with shared definitions and deduplicated measurement is usually the most reliable way to decide where the next dollar belongs.
