Based on the currently identified Kerala State Lotteries materials, a winner is not shown choosing between a lump-sum payment and an annuity. The official BR-107 prize-structure notice (reference SLTY/4591/2025-S1, 2025) explains how to surrender and verify a winning ticket. It does not describe monthly or yearly installments, an annuity election, or a present-value calculation.
That means there is no evidence-based “which payout is better?” comparison to make for the notice in question. A winner should follow the draw-specific claim instructions and ask the Directorate of Kerala State Lotteries to confirm any separate installment scheme before relying on a message, agent, or informal explanation.

What the Kerala notice actually establishes
The surfaced official notice is a prize-claim procedure, not a choice-of-payout document. Its operative steps are surrendering the original winning ticket, recording the winner’s details, submitting the ticket through an allowed channel, and waiting for verification before payment.

| Claim deadline | The winning ticket should be surrendered within 90 days from the draw date in the BR-107 notice. |
| First- and second-prize routing | Submission may be made to the Director in person, by insured or registered post, or through specified Nationalised/Scheduled Banks or Kerala Bank, State or District Co-operative Banks, with the necessary documents. |
| District or Sub Lottery Office threshold | Prizes of ₹10,00,000 and below may be claimed from District/Sub Lottery Offices, according to that notice. |
| Outside-Kerala instruction | The notice separately says winners outside Kerala should present claims of ₹1,00,000 and above before the Director. |
| Payment | Payment follows verification against counterfoils or another method determined by the Director. |
| Tax wording | “Income Tax and Surcharge etc. if any, will be deducted at source from the prize money as laid down in the Finance Act (Central).” |
These are instructions tied to a particular notice. They should not be treated as a universal rule for every Kerala draw without checking the applicable prize-structure document.

Why the annuity comparison may be based on a false premise
An annuity comparison requires two documented alternatives: for example, an immediate payment of a stated amount and a schedule of future payments with defined dates, total value, conditions, and tax treatment. The Kerala materials identified here provide only the claim procedure. They do not state that a winner can defer a prize, exchange it for installments, or select a monthly or annual stream.
The absence of an annuity description in these materials is not proof that no separate, later, or draw-specific scheme could ever exist. It does mean that a winner should not assume an installment option exists merely because lotteries in other jurisdictions use that structure. Ask the Directorate to identify the exact notification if someone offers a choice.
How to claim a Kerala lottery prize under the surfaced notice
1. Identify the exact draw and prize-structure notice
Keep the ticket and identify the lottery name, draw number, draw date, and prize category. The 90-day period in the BR-107 notice runs from the draw date, but another draw may carry different wording. Use the notice issued for the relevant draw rather than relying on a general web page or an old rule summary.

2. Protect the original ticket
Do not send an original ticket to an unverified intermediary. Store it securely, make a clear copy for your records, and follow the notice’s instructions for recording the winner’s name, address, and signature on the reverse. The notice specifically calls for those details; do not allow anyone else to sign in the winner’s place.
3. Record the winner’s details as directed
The BR-107 notice says the winner should write the name, address, and signature on the back of the ticket. Make the entry legible and consistent with the identity information that will accompany the claim. If the notice for the particular draw uses different wording, that draw-specific wording controls.
4. Assemble the documents the applicable notice requires
The notice refers to “necessary documents” but the material summarized here does not provide a complete document checklist. Obtain the current list from the Directorate, the applicable lottery office, or the authorized bank channel before dispatching the claim. Keep copies of every form and document, and retain the postal receipt or bank acknowledgement.
5. Use an authorized submission route
For first- and second-prize tickets, the notice identifies these routes:
- Present the claim to the Director in person.
- Send it by insured or registered post.
- Submit it through a Nationalised or Scheduled Bank, Kerala Bank, or a State or District Co-operative Bank specified by the notice.
Confirm the receiving office and address from the current notice. A bank employee, courier, or private agent cannot create an annuity election that the Directorate has not documented.
6. Check whether the amount and residence change the routing
The notice says prizes of ₹10,00,000 and below may be claimed at District/Sub Lottery Offices. It also says that winners outside Kerala should present claims of ₹1,00,000 and above before the Director. Because those provisions overlap for some amounts and depend on residence, do not infer a single route from the amount alone. Ask the relevant office which instruction applies to the particular ticket.

7. Submit before the stated deadline
For the BR-107 notice, surrender is required within 90 days from the draw date. Count from the date printed in the applicable draw documentation and allow time for delivery if using post. If circumstances threaten the deadline, contact the Directorate immediately and retain proof of every attempt to submit.
8. Wait for authentication and payment instructions
The notice says payment follows verification against counterfoils or another method determined by the Director. A winning-number screenshot, photocopy, or message is not a substitute for the original ticket and the prescribed verification process. Keep the acknowledgement and respond only through contact details published by the department.
How to read the amount and residence thresholds
The two thresholds in the BR-107 notice should be read together with the draw’s own instructions, not merged into a universal formula.
| Situation described in the notice | Instruction stated | Practical caution |
|---|---|---|
| Prize amount of ₹10,00,000 or below | May be claimed from a District/Sub Lottery Office. | Confirm the designated office and whether another clause applies to the claimant’s residence or prize category. |
| Winner residing outside Kerala with a claim of ₹1,00,000 or above | Should present the claim before the Director. | Confirm the submission method and required documents before sending the ticket. |
| First or second prize | May be surrendered to the Director in person, by insured/registered post, or through specified banks. | Use only the bank or office channel named in the current notice. |
The safest approach is to give the office the draw number, ticket number, prize category, prize amount, and claimant’s state of residence and ask for written or recorded confirmation of the route.
Do not substitute an older 30-day rule for the current notice
An older rules text hosted by IndiaKanoon describes general provisions that include submitting a claim within 30 days and payment by demand draft, exchange of tickets, or cash as applicable. That text is historical and secondary in this context. The surfaced 2025 BR-107 notice states 90 days for its draw.
The difference is important: do not present 30 days as the current deadline for every prize, and do not assume that the 90-day period applies to a different draw without reading that draw’s notice. The current, draw-specific Directorate document should control the instructions you follow.
Tax: what is withheld and what is not answered
The official notice does not provide a current percentage. It says:
“Income Tax and Surcharge etc. if any, will be deducted at source from the prize money as laid down in the Finance Act (Central).”
The rules text likewise describes deduction and remittance under applicable rules. These statements establish that statutory withholding may reduce the amount paid to the winner. They do not establish the effective rate for a particular year, the winner’s final tax liability, or whether withholding completely satisfies all filing and payment obligations.

For a substantial prize, verify the current treatment with the Income Tax Department or a qualified tax professional. Give the adviser the draw date, gross prize, amount withheld, residence, and other relevant income details. Do not rely on a percentage quoted by an unofficial lottery website or by someone asking for an upfront “tax” or “release” fee.

Ask for the exact official document before comparing payments. A credible installment offer would need to identify the lottery and draw, the legal authority for the option, the election deadline, the total number and amount of installments, the first payment date, tax withholding, and what happens if the winner dies or wants to transfer the right.
- Request the notification number and date.
- Verify it through the Directorate’s official channels or the LOTIS system, not through a forwarded message or an agent’s private account.
- Ask whether the choice is available to this prize category and this draw, rather than to another lottery.
- Confirm whether accepting installments changes the claim deadline or requires a separate form.
- Do not surrender the ticket, pay a fee, or share banking credentials until the Directorate confirms the instruction.
The official LOTIS information identifies it as the State Lotteries Department’s lottery information system and describes functions including ticket-genuineness checking and prize-claim information. Use department channels to verify current instructions, office routing, and any alleged installment arrangement.
What a genuine payment comparison would require
It is tempting to compare a supposed monthly amount with a headline jackpot immediately. That is unsafe unless the issuer has published binding terms. At minimum, obtain the gross immediate amount, each installment amount, the number of installments, the dates or frequency, and the conditions attached to continued payment. A phrase such as “paid monthly” is incomplete if it does not say for how long or what happens when the winner dies.
Also ask whether the figure quoted is before or after statutory deductions. The BR-107 notice only says that income tax and surcharge, if applicable, are deducted at source under the Central Finance Act. It does not establish how a future installment program would withhold tax. Do not calculate a “better” option using a net figure from one offer and a gross figure from another.

How to compare payments if a specific official scheme is later confirmed
No such alternatives are established by the notice discussed above. If a later official notification genuinely offers both an immediate payment and installments, compare only the terms written in that notification.
Total nominal payout
Add every scheduled installment and compare the total with the immediate amount. Keep the figures separate from tax: a larger nominal total paid over many years is not automatically worth more after withholding, inflation, or missed payments.
Timing and certainty
Record the first payment date, frequency, final payment date, and any conditions that could suspend or cancel payments. A payment schedule is meaningful only if the issuer’s obligation and the remedy for a missed payment are clear.

Tax treatment
Compare when tax is withheld and which amount is used for the calculation. The Kerala notice’s general withholding sentence cannot answer the tax treatment of an installment scheme that is not documented there.
Transfer and inheritance
Check whether unpaid installments can pass to nominees or heirs, whether assignment is prohibited, and what paperwork is required after the winner’s death. These terms can materially change the value of a payment stream.
Who bears investment and spending risk
An immediate payment puts responsibility for safeguarding and investing the proceeds on the winner. An installment schedule may limit access to capital but can also reduce the risk of spending the entire award quickly. That is a personal financial decision only after the official amounts, timing, and legal terms are verified.
Warning signs of a fake payout or “annuity” offer
- A demand for a fee, gift card, cryptocurrency, or “processing charge” before the ticket can be released.
- A request for a one-time password, debit-card PIN, internet-banking password, or remote access to a phone.
- A claim that the winner must use a private bank account or agent not named in the official notice.
- A promise of monthly payments without a notification identifying the lottery, draw, and governing terms.
- Pressure to post the original ticket or identity documents before the receiving office is verified.
- Instructions that conflict with the current draw notice, such as a different deadline or an unexplained change in the permitted submission route.
Stop the transaction and contact the Directorate through independently verified department details if any of these signs appear.
A practical decision checklist for the winner
- Identify the exact lottery and draw date.
- Obtain the current prize-structure notice for that draw.
- Calculate the stated surrender deadline; for the surfaced BR-107 notice, it is 90 days from the draw date.
- Write the required name, address, and signature on the ticket’s reverse.
- Confirm the required documents and the correct office or bank route.
- Check the ₹10,00,000 District/Sub Lottery Office provision and the separate ₹1,00,000 outside-Kerala instruction against the claimant’s facts.
- Submit through an authorized channel and retain proof.
- Ask the Directorate directly whether any installment or annuity election exists for that exact draw.
- Obtain professional tax advice for a large prize rather than relying on an unofficial rate.
Frequently asked questions
Can a Kerala lottery winner request monthly payments instead of a single payment?
The BR-107 notice does not document that choice. It describes surrender, verification, and payment under the Director’s determined method. Ask the Directorate whether a separate notification applies to the exact lottery and draw.
Is the 90-day period the deadline for every Kerala lottery prize?
No conclusion that broad is justified. The 90-day period is stated in the 2025-referenced BR-107 notice. Read the current prize-structure notice for the specific draw before relying on it.
Where should a first- or second-prize ticket be submitted?
The notice lists personal delivery to the Director, insured or registered post, and specified Nationalised/Scheduled Banks or Kerala Bank, State or District Co-operative Banks. Confirm the current receiving office and address before sending the original.
Can a prize of ₹10,00,000 or less be claimed at a District Lottery Office?
The notice says prizes at or below that amount may be claimed from District/Sub Lottery Offices. Confirm the designated office and check whether the claimant’s residence or prize category triggers another instruction.

What tax rate will be deducted?
The notice does not state a current percentage. It says income tax and surcharge, if any, will be deducted at source under the Central Finance Act. Verify the current treatment with the Income Tax Department or a qualified adviser.
Does an old rule requiring a 30-day claim override the 90-day notice?
Do not assume so. The older IndiaKanoon text is historical context, while the BR-107 notice states 90 days for its draw. Use the current, draw-specific Directorate document.
How can a winner check whether an installment message is genuine?
Request the notification number and date, then verify it through Directorate channels or the LOTIS system. Do not pay a release fee, disclose banking credentials, or surrender the ticket to an unverified intermediary.

The Bottom Line
The Kerala BR-107 notice documents a ticket-surrender and verification process, not a lump-sum-versus-annuity election. Follow the draw-specific deadline and routing instructions, including the 90-day period stated for that notice, the ₹10,00,000 District/Sub Lottery Office provision, and the separate outside-Kerala direction for claims of ₹1,00,000 and above. Confirm any installment offer directly with the Directorate or LOTIS, and obtain current tax advice before deciding how to use the prize.
