Delhi Police has removed Jantar Mantar from its list of designated protest sites and named Ramlila Ground, Burari Ground and a Shahdara CBD/CBS Ground as alternatives. The immediate financial effect is substantial: reported one-day outlays are ₹1,21,080 at Ramlila, ₹1,07,614 for a 3,000-square-metre Shahdara example and ₹2,87,333 for an 8,000-square-metre Burari-listed Bhalswa calculation. Those totals combine venue charges, sanitation, taxes and—often—the refundable security deposit.
Ramlila is the nearest replacement to Parliament at about 6 km, compared with roughly 12.5 km for CBD and 23 km for Burari. Final operating rules, application deadlines, capacities and political-booking procedures have not yet been published, so organizers should treat the figures below as reported examples rather than guaranteed tariffs.

Delhi Police de-notified Jantar Mantar as a designated protest location after recommendations from a Union Home Ministry committee. Ramlila Ground, Burari Ground and CBD Ground were named as alternatives, with revised standard operating procedures (SOPs) promised separately.
The change moves demonstrations away from New Delhi’s central administrative district. An Indian Express map places Parliament about 1.5 km from Jantar Mantar, versus approximately 6 km from Ramlila, 12.5 km from CBD and 23 km from Burari. The same map shows wider gaps to other national institutions, including the Supreme Court and Election Commission.

Because the SOPs are still forthcoming, no published rule should yet be treated as the final limit on crowd size, booking notice, permitted political activity or fee waivers.
How much does it cost to protest at the alternatives?
The reported totals differ because each example uses a different plot size and includes a different mix of deposits and operating charges. A security deposit is a cash-flow requirement, not necessarily a permanent expense; GST and service charges are generally not refundable merely because a deposit is.

| Venue and reported basis | One-day amount reported | What the amount includes | Recurring amount excluding stated deposit | Important qualification |
|---|---|---|---|---|
| Ramlila Maidan | ₹1,21,080 | ₹50,000 security deposit, ₹5,000 ground security, ₹50,000 rent, ₹4,000 sanitation, ₹2,000 licence fee and ₹10,080 GST | ₹71,080 in the NDTV itemization | NDTV’s 2026 calculation. Hindustan Times separately reported an MCD figure of ₹50,000 daily rent plus a refundable ₹55,000 deposit. The two reports use different fee breakdowns. |
| CBD/CBS Ground, Shahdara | ₹1,07,614 | ₹95,832 deposit, ₹9,982 sanitation and ₹1,800 GST | ₹11,782 | NDTV’s 2026 example covers 3,000 square metres. The reports use both “CBD” and “CBS”; organizers must confirm the exact DDA plot and name. |
| Burari (DDA listing shown as Bhalswa) | ₹2,87,333 | ₹2,55,552 deposit, ₹26,933 sanitation and ₹4,850 taxes | ₹31,733 | This is an 8,000-square-metre DDA portal calculation for Bhalswa, used as a proxy because Burari did not appear on the booking list at the time. It is not a confirmed Burari tariff. |
For a treasurer, the practical distinction is between the amount needed before the event and the cost that remains after any eligible deposit is returned. The deposit still has to be financed, and its refund timing and conditions should be confirmed in the venue agreement.
Why does GST push the headline above ₹1 lakh?
GST is shown as a separate line in the reported Ramlila and Shahdara calculations: ₹10,080 and ₹1,800 respectively. It increases the invoice total even when the underlying rent and sanitation charges appear manageable. A deposit is a security instrument, while GST is tax on taxable supplies; organizers should not assume that a tax line will be refunded with a security deposit.

Before paying, request an itemized demand notice showing the taxable base, GST rate, deposit treatment and any additional security or licensing charge. The published examples do not establish one uniform GST formula for every plot, size or future booking date.
Which alternative is closest to Parliament and easiest to use?
| Venue | Approximate distance to Parliament | Capacity or setting | Practical advantages | Known constraints |
|---|---|---|---|---|
| Ramlila Maidan | About 6 km | Capacity not stated | Closest of the three and experienced in hosting political rallies; MCD-managed | Paid venue, seasonal bookings, possible whole-section booking, little shade reported, and a Delhi Traffic Police NOC requirement |
| CBD Ground, Shahdara | About 12.5 km | Capacity not stated; DDA had 11 plots but had not selected the political-demonstration plot | Lower recurring charge in the 3,000-square-metre example | Exact plot, political-booking category and availability were unsettled; dense surrounding development may affect access and neighborhood tolerance |
| Burari | About 23 km | Roughly 50 acres, according to Hindustan Times | Largest named site and potentially more room for large crowds | Peripheral location may reduce visibility and access to policymakers. Farmers’ unions previously called the proposed site an “open jail,” a characterization that remains an attributed criticism, not an official finding. |
CBD’s setting is especially contested. East Delhi RWA Joint Front head BS Vohra said the area contains a hotel, two malls, wedding venues and residential enclaves, questioning whether sustained protests could operate there without significant neighborhood disruption.

How should organizers book and budget a venue?
- Confirm the exact ground and area. Ask whether the application is for Ramlila, a specific CBD/CBS plot or a Burari site. The reported DDA examples are area-sensitive, so a 3,000-square-metre quote cannot be applied to an 8,000-square-metre event.
- Separate refundable and non-refundable cash. Prepare a worksheet with rent, sanitation, licence or ground-security charges, GST, deposit and any refundable amount. Keep a reserve for the period until the deposit is released.
- Check the managing authority. Ramlila is MCD-managed; the Shahdara and Burari-area examples come from DDA material. Request the current tariff and a written receipt rather than relying on an older portal screenshot or media calculation.
- Obtain required permissions. Hindustan Times reported that Ramlila bookings require a Delhi Traffic Police no-objection certificate. Do not assume that this requirement, or its paperwork, automatically applies identically to the other grounds.
- Verify the new SOPs before announcing the event. Delhi Police said detailed procedures would follow. Wait for the applicable notice on crowd limits, dates, political demonstrations, emergency arrangements and application windows.
- Plan for weather and logistics. Ramlila’s reported lack of shade makes heat protection a material operating issue. A portable canopy or similar equipment may be useful only if the venue permits it; confirm restrictions before renting or buying anything.
Why does moving protests away from Parliament matter?
Jantar Mantar became Delhi’s principal central protest site after Boat Club gatherings were closed in 1993. The National Green Tribunal sought a shift in 2017, and the Supreme Court in 2018 rejected a total ban while requiring regulation of protest organization and crowd size.
Author and city chronicler Sohail Hashmi argued that the central site allowed people to present demands close to the seat of power, comparing it with public gatherings outside Capitol Hill in Washington. Saurav Das, co-convenor of the Cockroach Janta Party, described the relocation as an assault on the rights to protest and peaceful assembly. These are political and civic criticisms; the police decision rests on the committee recommendation and the forthcoming operating framework.

What is still unknown?
- Delhi Police has not yet issued the detailed SOPs for all three venues.
- No final application deadline, capacity ceiling or fee-waiver policy is established in the published material.
- DDA had not designated which of the 11 CBD plots would host political demonstrations.
- Burari was absent from the booking list when the reported DDA calculation was checked; Bhalswa was listed instead.
- Availability can change because Ramlila is used for seasonal events and may require booking an entire available section.
Until those points are settled, the safest financial practice is to quote the full reported upfront amount, identify the deposit separately, and label any Burari or CBD figure as provisional.
Frequently Asked Questions
Is the ₹1,21,080 Ramlila figure a fee or a refundable deposit?
It is an itemized one-day outlay, not a single rental fee. The calculation includes a ₹50,000 security deposit; a separate MCD figure reported by Hindustan Times used a ₹55,000 refundable deposit, so organizers should rely on the written invoice for the amount and refund conditions.
Can organizers book the Shahdara CBD Ground now?
The reported DDA material had not selected which of 11 plots would be used for political demonstrations and had no separate political-activity booking category. Availability therefore requires confirmation from DDA after the relevant plot and SOP are formally identified.
Is the ₹2,87,333 Burari quote guaranteed for a protest?
No. It is an 8,000-square-metre Bhalswa portal example used because Burari was not listed at the time. Treat it as a size-and-location proxy, not an approved Burari price.
What permission was specifically reported for Ramlila?
Hindustan Times reported that organizers need a Delhi Traffic Police no-objection certificate for Ramlila. The available reports do not establish identical paperwork for every alternative, so each venue’s authority should confirm its own checklist.
