Italy’s securities regulator, CONSOB, took action against GoldenCFD and ProFxPremium in 2019—not 2023. The regulator said the websites were offering financial services in Italy without the required authorization and ordered Italian internet-access providers to block access to them.
The official action concerned the domains www.goldencfd.com and www.profxpremium.com. CONSOB identified their operators as Pro Star and Silver Wolf Limited, respectively.
What CONSOB announced
CONSOB’s press release was dated October 4, 2019. It said the authority had ordered internet providers operating in Italy to block access to four websites that were offering financial services without the necessary authorization.

CONSOB said the blocking could take several days to implement because of technical considerations. The measure was directed at Italian internet-access providers and was intended to stop access from Italy to the named websites.
The legal issue was unauthorized activity
CONSOB’s wording matters. The authority described the websites as offering financial services without the required authorization. That is a regulatory finding about the firms’ ability to provide those services to the Italian public.
It does not mean that CONSOB authorized or supervised either GoldenCFD or ProFxPremium. Nor does the press release report a criminal conviction, a completed fraud prosecution, or a specific amount of investor losses.
Contemporaneous reporting on the underlying measures said the firms were ordered to stop providing unauthorized investment services under Article 18 of Italy’s Consolidated Law on Finance and Article 7-octies(b) of the relevant decree. The official CONSOB release also referred to powers introduced by Italy’s Growth Decree, specifically Law No. 58 of June 28, 2019, Article 36, paragraph 2-terdecies.

Why some pages show 2023
Some websites carry the headline “Italy’s CONSOB warns against GoldenCFD and ProFxPremium” with an update date of August 15, 2023. That date refers to the page’s later update, not to CONSOB’s original action.

The regulator’s announcement was issued on October 4, 2019. Describing this as a 2023 CONSOB warning gives readers the wrong timeline.
Names that should not be treated as interchangeable
Several broker-warning pages associate these brands with other company names. Those names need to be kept separate unless a regulator or primary corporate record establishes a connection.
GoldenCFD and CapitalGBP
Some secondary broker-review material says GoldenCFD was operated by CapitalGBP. CONSOB’s own October 2019 release, however, identifies Pro Star in connection with www.goldencfd.com. For this specific CONSOB action, Pro Star is the verified name.

ProFxPremium and Black Parrot Limited
Spain’s CNMV separately published a warning dated January 14, 2019, listing BLACK PARROT LTD / PROFXPREMIUM.COM. CONSOB’s October 2019 release identifies the operator of www.profxpremium.com as Silver Wolf Limited.
Those records should not be silently merged. They may concern different corporate arrangements, different dates, or information collected by different regulators. Establishing whether the entities were connected would require additional primary-source evidence.

GoldenCFD Broker Firma
Luxembourg’s financial regulator, the CSSF, issued a separate warning on April 20, 2020, about an entity called GoldenCFD Broker Firma. The CSSF said the entity claimed to be established in Luxembourg but was unknown to the regulator and lacked authorization to provide investment or other financial services in or from Luxembourg.
That is a separate CSSF warning. CONSOB’s release does not establish that GoldenCFD Broker Firma was the same legal entity as Pro Star or the GoldenCFD website named in the Italian action.
What investors should do with the warning
A regulator’s website-blocking order is a serious warning sign for anyone considering sending money to a platform. If a broker or trading website appears in a regulator warning, take these steps before paying:
- Stop new deposits. Do not send additional money to “unlock” withdrawals, pay taxes, meet a margin request, or qualify for a recovery process.
- Check the exact domain. A warning against one web address does not automatically prove that every similarly named domain, app, or clone is the same entity. Conversely, a changed domain does not make the business authorized.
- Search the regulator’s current register. For an Italian customer, check CONSOB’s official warnings and authorization records. Also check the regulator in the jurisdiction where the firm claims to be based.
- Preserve evidence. Save account statements, emails, chat messages, wallet addresses, payment receipts, telephone numbers, and screenshots of the website.
- Contact the payment provider quickly. Ask a bank or card issuer whether a payment reversal, card dispute, or recall is available. Results depend on the payment method and timing, and cryptocurrency transfers are generally difficult to reverse.
- Be cautious with recovery offers. People who claim they can recover funds for an upfront fee may be targeting the same victims. Do not provide remote access to your computer or pay more without independently verifying the service.
Does the 2019 action prove the websites are still operating?
No. The verified CONSOB measure concerns the specified domains and entities as described in the October 4, 2019 release. It does not, by itself, establish the websites’ ownership, corporate structure, or operating status on a later date.
Third-party databases can contain conflicting information about GoldenCFD and ProFxPremium. A new domain, mobile application, or company with a similar name should not automatically be treated as the same business—or as a legitimate successor. A current connection would need evidence such as a new regulator notice, a corporate filing, domain-registration evidence, or the firm’s own legal documents.
