Italian Regulator CONSOB Warns Against FXG Invest Broker

CONSOB’s 2019 order concerned Nordic Pearl Ltd, Grande Service Ltd and www.fxginvest.com—not a separately identified legal entity called FXG Invest. Here is what the regulator actually found and what investors should do.

Italy’s securities regulator did not identify “FXG Invest” as a licensed company. In its 2019 record, CONSOB named Nordic Pearl Ltd and Grande Service Ltd in connection with the website www.fxginvest.com and ordered the parties to stop providing investment services to the Italian public without authorisation.

That distinction matters. The official action was a regulatory order concerning unauthorised investment activity—not a criminal conviction, a finding that every customer lost money, or a formal declaration that “FXG Invest” was a scam.

What CONSOB’s 2019 action said

CONSOB adopted Resolution No. 20779 on January 16, 2019. The intervention was published on January 21, 2019, and later summarised in a March 11, 2019 CONSOB press release.

The regulator said the parties were violating Article 18 of Italy’s Consolidated Law on Finance (TUF) by providing investment services to the Italian public without the required authorisation. CONSOB relied on Article 7-octies(b) of Legislative Decree No. 58/1998, which allows it to order unauthorised investment activity to stop.

The official record associated the activity with:

  • Nordic Pearl Ltd, listed in Bulgaria;
  • Grande Service Ltd, listed in the Marshall Islands; and
  • www.fxginvest.com.

“FXG Invest” is the brand name used in secondary coverage. It is more precise to say that CONSOB ordered the named companies to stop unauthorised activity conducted through the FXG Invest website, rather than saying that a separately incorporated company called FXG Invest was banned.

What the warning means for a potential customer

A firm offering investment services to Italian residents generally needs the appropriate authorisation or passporting status under the applicable European framework. CONSOB’s finding meant that the activity connected with the website did not meet that requirement.

For a retail investor, this is a major warning sign. It means the firm was not operating within the regulatory framework that governs authorised investment businesses serving the Italian public. That framework can include conduct rules, disclosures, supervision, complaints procedures and other investor protections.

It does not automatically prove that:

  • every customer lost money;
  • customer funds were stolen or misappropriated;
  • the business was insolvent;
  • the operators committed a criminal offence; or
  • CONSOB awarded compensation or ordered refunds.

Those are separate allegations or legal conclusions and should not be inferred from the 2019 order alone.

Some broker-review pages give a December 2019 update date. That should not be confused with the date of the CONSOB action itself. The underlying measure dates from January 2019.

Do not confuse FXG Invest with later FXG-branded websites

CONSOB took separate actions against websites associated with the name FXG Markets Investment. These should not automatically be treated as the same legal entity or the same case.

The 2023 action involved blocking the later websites. In the 2024 matter, CONSOB said that fxg-markets.io was available in Italian and offered CFDs on currencies, cryptocurrencies, shares, indices and commodities through the SIRIX platform. It also referred to account categories labelled “Fisso,” “Classico” and “Crudo,” and said the site was similar in content and graphic presentation to fxgmarkets.com.

Those details belong to the later 2024 action. They should not be presented as evidence about the products, platform or customer experience of the 2019 FXG Invest website. Nor do the notices, by themselves, establish that the later websites were operated by the same company as the 2019 respondents. Any connection should be described only as an inference unless supported by separate corporate or regulatory evidence.

Warning, order to stop and website blocking are different

The 2019 measure was an order to stop unauthorised investment activity under the TUF. Later CONSOB actions also used website-blocking powers.

In the October 2024 announcement, CONSOB cited Article 36(2-terdecies) of Law No. 58 of June 28, 2019. That provision allows the regulator to order Italian internet providers to block access from Italy to websites offering financial services without the required authorisation. CONSOB noted that technical implementation of a block may take several days.

Accordingly, an article that describes the 2019 case simply as “CONSOB banned FXG Invest” loses important detail. The official record is narrower: named parties were ordered to cease unauthorised investment services through a specified website.

What to do if you were contacted by the broker

  1. Do not send additional money. Be particularly cautious of requests for “tax,” “verification,” “release” or “recovery” payments before a withdrawal is processed.
  2. Save the evidence. Keep account statements, emails, chat messages, payment receipts, wallet addresses, telephone numbers, domain names and screenshots.
  3. Contact the payment provider quickly. Ask your bank or card issuer whether a transfer recall, card dispute or other fraud procedure is available. There is no guarantee of recovery, and timing matters.
  4. Secure your accounts. Change reused passwords, enable two-factor authentication and check whether remote-access software was installed at the broker’s request.
  5. Report the matter. Contact the relevant Italian authorities and your local police or cybercrime reporting channel. A report is not a guarantee of reimbursement, but it preserves an official record.
  6. Check the regulator before investing again. Search CONSOB’s official registers and warnings using the exact legal name, website and contact details—not just a brand name.

Investors should also be wary of “recovery agents” who claim they can retrieve funds for an upfront fee. A person who already lost money can be targeted again using the details from the original investment.

Bottom line

CONSOB’s verified 2019 action concerned Nordic Pearl Ltd, Grande Service Ltd and www.fxginvest.com. The regulator classified the activity as the unauthorised provision of investment services to the Italian public and ordered it to stop.

The safest conclusion is that the website was not authorised to provide those services in Italy at the time covered by the order. It is not accurate to expand that finding into an unsupported claim that CONSOB formally declared “FXG Invest” a scam, that all customers were defrauded, or that later FXG-branded websites were proven to be the same operation.

The Bottom Line

Bottom line: CONSOB’s 2019 order found that investment services connected with www.fxginvest.com were being provided to the Italian public without the required authorisation. The named parties were Nordic Pearl Ltd and Grande Service Ltd. Treat the finding as a serious regulatory warning, but do not turn it into broader claims that the official notice does not support.
