Is the U.S. Housing Market Cooked in 2026? Here’s Why Affordability and Sales Feel Broken

Yes—if “cooked” means housing is unaffordable for many households and transaction volume is historically weak. No—if it means a nationwide 2008-style price collapse. U.S. home prices were still 2.6% higher year over year through July 2026, while mortgage rates, elevated prices and scarce listings kept existing-home sales near a four-million annual pace. The result is a market where buyers feel shut out, renters face rising burdens and owners hesitate to move.

Why does the housing market feel cooked?

The central problem is a mismatch between what homes cost and what households can finance. The Congressional Research Service (CRS) reports that the 2025 inflation-adjusted median existing-home price was $414,300—21% above its 2019 level. In nominal terms, the median climbed from $271,900 in 2019 to $414,300 in 2025, an increase of more than 50%.

Borrowing costs then reset the monthly-payment math. CRS data based on Freddie Mac’s Primary Mortgage Market Survey show 30-year fixed mortgage rates averaged between 6.05% and 6.67% in the first eight months of 2026. During 2011–2021, the series never exceeded 5%. A household that can technically qualify for a loan may still find that the payment consumes too much income once taxes, insurance and maintenance are included.

Housing pressure is not limited to prospective buyers. The Federal Reserve’s Report on the Economic Well-Being of U.S. Households in 2025 found a median monthly mortgage payment of $1,600 and median rent of $1,200. Twenty-three percent of renters reported being behind on rent at some point during 2025. Homeowners also reported that insurance costs exceeded their expectations, adding another unpredictable expense.

Are home prices actually falling nationwide?

No. National prices have slowed in some areas but have not broadly collapsed. The Federal Housing Finance Agency recorded 2.6% year-over-year U.S. house-price growth through July 2026. Its regional results ranged from 0.6% in the Mountain division to 6.3% in the Middle Atlantic, demonstrating why a national average cannot serve as a local forecast.

Prices can remain high while the market feels weak. Limited supply prevents a large wave of forced discounts, while high rates discourage both buyers and would-be sellers. A household with an older, cheaper mortgage has a financial reason to stay put rather than replace it with a loan above 6%. The available sources support this rate-gap explanation, but do not quantify how many owners are “locked in.”

How weak are home sales?

Existing-home transactions are near historic lows. The Associated Press, reporting the National Association of Realtors’ August 2026 release, put sales at a 3.98-million seasonally adjusted annual rate. The market has hovered near a four-million pace since 2023, compared with a historic norm of roughly 5.2 million.

Indicator Latest figure What it shows
Existing-home sales 3.98 million annualized, August 2026 Transactions remain far below the roughly 5.2-million historic norm.
Existing inventory 1.62 million homes, August 2026 Listings improved from the tightest period but remain below the roughly 2 million pre-COVID level.
Existing months of supply 4.9 months, August 2026 More balanced than the extreme shortage, but not a deep buyer’s market.
New-home sales 628,000 annualized, June 2026 Builders are supplying a larger share of available homes.
New homes for sale 485,000, June 2026 New construction provides more choice than the existing-home channel.
New-home supply 9.3 months, June 2026 Builder inventory is looser than existing-home inventory.
Median new-home price $398,300, June 2026 New construction is not automatically inexpensive, despite greater supply.

The new-home figures come from HUD and the Census Bureau. Their higher supply gives buyers more negotiating room in some markets, but construction, permitting and employment conditions vary sharply by location.

Is this a repeat of the 2008 housing crash?

The evidence does not show a national 2008-style collapse. In 2008, widespread credit losses and forced selling drove prices down. In 2026, the dominant constraint described by the AP and NAR is that high rates and high prices keep buyers out, while inventory remains below normal. That combination produces very low turnover without requiring a nationwide price plunge.

A softer market can therefore contain both frustrated buyers and firm prices. Sellers who do not need to move can wait, and owners with low-rate mortgages may avoid listing. Local exceptions remain possible: a weak labor market, heavy new construction or a surge in insurance costs can make one metro perform much worse than the national data.

Why hasn’t new construction fixed affordability?

Supply is better than during the most severe shortage, but it is not uniform or sufficient everywhere. CRS reports that many researchers identify an aggregate housing shortage, with the estimated size differing by location. Builders face land, labor, materials, financing and permitting constraints, and new homes are not always priced for the households most affected by existing-home affordability.

The contrast between 4.9 months of existing-home supply in August and 9.3 months of new-home supply in June also matters. A buyer may find incentives or more selection from builders while still facing a payment that is too high. Local zoning and permitting determine whether that additional supply persists.

Should you buy now or wait?

There is no national timing signal that can answer this for every household. A purchase is more defensible when the payment works on today’s income and rates, the buyer expects to stay for several years, and cash reserves cover repairs, taxes, insurance and a job-loss buffer. Waiting is more defensible when the payment would require stretching, the down payment would drain emergency savings, or local prices and insurance are still rising faster than income.

Use a payment-first test

  • Base the budget on the quoted rate without assuming a future refinance.
  • Add property taxes, homeowners insurance, association dues, maintenance and utilities.
  • Stress-test the payment against an income interruption or an insurance renewal increase.
  • Compare the all-in cost with a realistic rent for a similar home, not with a national median.

National forecasts cannot replace a local review of listings, price cuts, days on market, wages, employment and insurance availability. The New York Fed’s 2026 household survey found respondents expected home prices to rise 4.0% over the next year and 3.0% annually over five years; the probability that a household would move within three years fell to 52.9%. Those expectations suggest slow normalization rather than a clean, rapid crash, but they are expectations—not guarantees.

Is renting cheaper than buying right now?

Renting can be cheaper in the short run when a comparable purchase requires a large down payment and a mid-6% mortgage. It is not automatically affordable: the Fed’s $1,200 median rent and 23% rate of renters reporting arrears show that many renters are under pressure too. The relevant comparison is local and all-in: rent plus insurance and utilities versus mortgage principal and interest, taxes, insurance, maintenance and transaction costs.

Renting also preserves flexibility if employment or family plans may change. Buying can build equity, but that benefit depends on holding the property long enough to overcome closing and selling costs and on being able to keep making payments through price stagnation.

What should you check in your own city?

National figures conceal large differences. Evaluate these measures for the specific county or metro where you may live:

  • Price growth: compare the latest year-over-year change with local wage growth.
  • Payment burden: calculate a representative payment at current rates, including taxes and insurance.
  • Inventory: track months of supply, new listings and the share of homes receiving price cuts.
  • Rent levels: compare asking rents with the cost of a similar purchase.
  • Insurance: obtain an actual quote before waiving contingencies; premiums and availability can change by neighborhood.
  • Construction: identify permitted and actively building units, not merely announced projects.
  • Jobs and population: a strong labor market can support prices, while layoffs or out-migration can weaken demand.

CRS specifically warns that insurance, taxes and supply constraints can alter affordability and that national indicators may diverge sharply from local conditions.

What would make the market improve?

Affordability could improve through some combination of lower mortgage rates, slower price growth, faster income gains, more existing listings and additional housing construction. Each path has a trade-off: lower rates could bring buyers back and push prices higher if supply does not respond, while a sharp economic downturn could lower rates but damage household incomes and credit.

For now, the most accurate description is a frozen, expensive market—not a uniform national collapse. Buyers face payments many cannot carry, renters face their own cost burden, and sellers remain reluctant to trade homes financed at much lower rates.

Frequently Asked Questions

What mortgage rate would make housing affordable again?

There is no single threshold because affordability depends on local prices, income, taxes, insurance and down-payment size. A lower rate helps only if it reduces the complete monthly payment without triggering enough new demand to push prices higher.

Why do sellers keep listing homes if sales are so low?

Some households must move for work, family or financial reasons, while others list after life events such as divorce or inheritance. The owners who can wait are more likely to delay, leaving a smaller and less representative pool of listings.

Can homeowners insurance make a house unaffordable after closing?

Yes. Premiums can rise at renewal or coverage can become harder to obtain in areas exposed to severe weather. Request a written quote and verify deductibles before making an offer, rather than treating the initial estimate as permanent.

What local data matters more than the national median price?

Track the payment on a typical local home, household incomes, months of inventory, price reductions, days on market and insurance quotes. These measures reveal whether your area is loosening or tightening even when the national index moves modestly.
