You can report suspected tax violations to the IRS anonymously, but an award claim is different: to seek money, you must identify yourself on Form 211, Application for Award for Original Information, sign its declaration under penalty of perjury, and provide specific, credible information that helps the IRS collect proceeds. The IRS generally describes awards of 15% to 30% of proceeds collected and attributable to the information, but filing does not guarantee payment. Eligibility, statutory thresholds, evidence quality, IRS action, collection, appeals and the final award determination all matter.
What an IRS whistleblower award is—and what it is not
The IRS Whistleblower Office evaluates information about tax underpayments and violations of internal revenue laws. A claim may qualify only when the information is specific, timely and credible, and the IRS uses it in a matter that produces collected proceeds. Collected proceeds can include tax, penalties and interest, as well as certain proceeds from laws the IRS administers or investigates.

A tip and an award claim follow different tracks. Anyone may send an anonymous tip, but an anonymous person cannot complete the identified Form 211 claim required for an award. The IRS must know the claimant’s identity and receive the claimant’s own signed declaration before it can determine an award.
An award is not a percentage of the target’s assets, revenue or alleged unpaid tax. It is calculated from proceeds the IRS collects and attributes to the information, using the applicable statutory and regulatory factors. A referral, an IRS request for more information, a status notice or notice that a taxpayer paid does not mean an award has been approved.

Before preparing Form 211, check whether your situation fits the program and whether you can describe the facts without obtaining records unlawfully.
- Identifiable subject: You should be able to identify the person or entity whose tax conduct is at issue.
- Specific noncompliance: Explain what tax was underpaid or what internal revenue law was violated, including relevant years, transactions, amounts or accounts when known.
- Firsthand explanation: State how and when you learned the information and describe your relationship with the subject.
- Useful evidence: Provide records in your possession or explain what records exist, who controls them and where they can be found.
- Timeliness: Information should reach the IRS while it can still investigate and collect.
- Lawful access: Do not hack systems, steal files, bypass access controls or direct another person to obtain records illegally.
The IRS lists categories that can be ineligible for an award. They include Treasury employees, and certain former employees, when they obtained the information through their official work; federal employees who learned it through official duties; people whom federal law or regulation requires or prohibits from disclosing the information; certain federal contractors; and people who submit a claim through an ineligible whistleblower to evade a rejection. An ineligible person may still report information, but should not assume an award is available.
Anonymous tip versus identified Form 211 claim
An anonymous tip can alert the IRS to suspected noncompliance without identifying the source. It does not, by itself, preserve a right to an award. To pursue compensation, submit Form 211 with identifying information and the required declaration. The claimant, not a representative, must sign and date that declaration under penalty of perjury.
Confidentiality is also different from anonymity. The IRS says it protects a whistleblower’s identity, and even the fact that information was provided, to the maximum extent permitted by law. That protection has legal limits. Tax-return information is separately protected by Internal Revenue Code section 6103, which contains statutory exceptions and disclosures that can apply to whistleblower matters. Treat confidentiality as a qualified legal protection, not a promise that no one can ever discover your identity.
Build an evidence package the IRS can use
Describe the conduct in a fact pattern
Write a chronological narrative rather than a conclusion such as “the company is evading taxes.” Identify the subject, the tax years, the transactions or accounts involved, how the conduct reduced tax, and why the information is reliable. Separate what you personally observed from what another person told you. Explain dates, locations, participants and the estimated tax significance when you can support those details.

List and preserve supporting records
Form 211 can include books and records, ledger sheets, receipts, bank records, contracts, emails, invoices, asset locations and other relevant documents. Keep originals unchanged and organize copies with a short index. For each document, state what it shows and how you obtained it. If a relevant record is outside your possession or control, identify the record, describe its likely location and explain who may have access to it. Do not create, alter or backdate a document to make the allegation stronger.
Explain your connection to the subject
Disclose whether you are an employee, former employee, contractor, adviser, family member, business partner, customer or another type of source. Include job titles, dates and responsibilities that explain your access to the information. The IRS uses this context to assess credibility, possible conflicts and whether an award reduction or exclusion applies.

Section 7623(a) and section 7623(b): two award routes
The main routes differ in statutory thresholds and how the award is treated. The IRS describes the following framework in Publication 5251, Rev. 8-2026.
| Feature | Section 7623(a) | Section 7623(b) |
|---|---|---|
| Threshold | No mandatory statutory dollar threshold stated for consideration; smaller matters may be considered. | More than $2,000,000 in proceeds in dispute. If the taxpayer is an individual, gross income must also exceed $200,000 for at least one taxable year at issue. |
| Nature of award | Discretionary. The IRS decides whether to pay and how much under the applicable rules. | Mandatory consideration when the statutory conditions are met and the information leads to qualifying collected proceeds; the final percentage and attribution still require an IRS determination. |
| General percentage | Generally 15%–30% of collected proceeds attributable to the information, subject to reductions and other factors. | Generally 15%–30% of collected proceeds attributable to the information, subject to reductions and other factors. |
| Possible reductions | Public-source information or planning and initiating the noncompliance can reduce the percentage; other eligibility rules apply. | The same reduction factors can apply, including public-source information or planning and initiating the conduct. |
| Appeal | Rights depend on the determination and governing law. | For specified final determinations, the Internal Revenue Manual states that a whistleblower may petition the U.S. Tax Court within 30 calendar days. |
The 15%–30% figure is a program range, not a guaranteed rate. It applies to proceeds collected and attributable to the information, not to the taxpayer’s gross assets or the amount alleged in the tip. Public-source claims and claims from someone who planned and initiated the noncompliance can receive a reduced percentage. A matter that misses the section 7623(b) thresholds may still be considered for a discretionary section 7623(a) award.
How to submit Form 211
- Gather the facts first. Identify the taxpayer, alleged violations, tax years, transactions, people involved, dates and the expected location of records.
- Complete Form 211. Use the current IRS version, titled “Application for Award for Original Information.” Provide your identifying information and a complete description of the allegations.
- Attach an evidence index. Number each attachment, summarize what it proves and identify any relevant record you cannot obtain lawfully.
- Disclose relationships and access. Explain current or former employment, representation, family ties, contractual duties and how each item of information came to you.
- Sign the declaration yourself. The claimant must sign and date the statement under penalty of perjury; a representative cannot substitute for the claimant’s signature.
- Submit through the IRS process specified for Form 211. Keep a complete copy of everything sent and proof of delivery.
- Use the claim number for follow-up. The IRS says it will acknowledge receipt and provide a claim number. Send additional information through the Form 211 process using that number, and do not resubmit the same claim through multiple channels.
Check the current form instructions before mailing or transmitting anything. Filing requirements and addresses can change, and a complete submission is easier for the Whistleblower Office to screen than a series of fragmented updates.

What happens after filing
Initial screening and referral
The Whistleblower Office may screen the claim and refer allegations to the IRS operating division with authority over the issue. The receiving division may investigate, request records, interview witnesses or take no action if the information cannot be developed. The IRS does not promise that every referral will lead to an examination or assessment.

To support an award, the information must contribute to proceeds the IRS actually collects. The IRS must determine which proceeds are attributable to the information and which award route and percentage apply. A taxpayer payment notice is not the same as an approved award because collection, attribution and statutory requirements may remain unresolved.
Final award determination
After the underlying tax matter reaches the required stage, the Whistleblower Office issues an award determination or a denial. The determination can address eligibility, the amount of collected proceeds attributable to the information and the percentage applied. Keep every IRS notice; the date and wording of the determination control any review deadline.
Privilege, tainted evidence and representation risks
The IRS generally conducts a taint review for evidentiary, ethical, legal and privilege concerns. Attorney-client, tax-practitioner-client and spousal relationships can create privileged communications. Information found to be tainted generally will not be used. If you believe privilege was waived or does not apply, explain the facts supporting that position when you submit the information; do not assume the IRS will infer a waiver.
Fourth Amendment and other access concerns also matter. The IRS describes itself as a passive recipient, so do not advise yourself or anyone else to break into systems, defeat security, take files in violation of a duty or otherwise obtain records unlawfully.

A current representative of a target taxpayer faces an additional conflict. The IRS says a person representing the taxpayer in an IRS administrative matter or related litigation may not continue as that taxpayer’s representative after making a whistleblower overture. This can apply even when the person is not listed on Form 2848 in some circumstances. Current employees of the target may likewise be unable to act as the taxpayer’s representative after submitting whistleblower information. The IRS may withhold the reason for excluding a person from the matter to protect confidentiality.
These rules do not make a lawyer mandatory for filing. Individual legal advice can be valuable, however, when your evidence may be privileged, your professional duties are unclear or you are involved in a pending IRS matter.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Confidentiality, payment and how long claims take
The IRS says it protects identity and the fact that information was provided to the maximum extent the law allows. Disclosure can still occur under statutory exceptions, litigation requirements or other legal authorities. Consider the possibility of becoming known when deciding how to preserve records and communicate with the subject.
An award is paid from collected proceeds, not merely from an IRS assessment. Publication 5251 explains that payment generally waits until the taxpayer has exhausted appeal rights, paid amounts due and can no longer seek a refund or otherwise recover the proceeds. Final tax determinations, appeals of the award itself and any waiver requirements can add further delay.

Appeal deadlines and practical safeguards
For specified final determinations under section 7623(b), Internal Revenue Manual section 25.2.2 states that a whistleblower may petition the U.S. Tax Court within 30 calendar days. Read the determination letter immediately: it identifies whether the decision is appealable, the date the period begins and the filing method. Do not rely on this general deadline if your notice states a different controlling rule or date.
- Record the date you receive every IRS notice and keep the envelope or electronic delivery record.
- Use the assigned claim number on every inquiry and supplemental submission.
- Maintain a timeline of contacts, documents sent and responses received.
- Do not send duplicate claims; duplicates can slow processing and create confusion over the original submission.
- Preserve lawful copies of records and keep a separate log explaining their source.
Common mistakes that weaken a claim
Submitting a broad accusation
“They hide income” is not enough to guide an investigation. Identify the transaction, account, return position, tax year and people involved, then connect each allegation to evidence.
Confusing an assessment with collected proceeds
An IRS adjustment or notice of payment does not establish that an award is payable. Collection, refund rights, attribution and finality must be resolved first.
Recommended Free Tools
Assuming the top percentage
The 30% figure is the upper end of a general range. Public-source information, planning or initiating the conduct and other statutory factors can reduce the percentage.
Ignoring professional duties
Employees, advisers and representatives may possess privileged information or duties that restrict disclosure. Describe those relationships accurately and obtain advice before sending questionable communications or records.
Using anonymity as a substitute for an award claim
An anonymous tip can be useful to the IRS, but it does not satisfy the identified Form 211 requirement for an award.
A filing decision checklist
- Can you identify the taxpayer and explain the alleged violation with dates, years and transactions?
- Do you know how and when you obtained each important fact?
- Can you provide records lawfully or identify where the IRS can find them?
- Have you disclosed your employment, representation, family or contractual relationship with the subject?
- Could attorney-client, tax-practitioner-client, spousal or other privilege apply?
- Does the matter appear to exceed the section 7623(b) thresholds, or might it fit discretionary section 7623(a) consideration?
- Are you prepared for confidentiality limits and a process that may last 10 years or more?
- Have you checked the current Form 211 instructions and Publication 5251 before submitting?
The most useful claim is a lawful, organized account that lets the IRS test the facts and locate recoverable proceeds. A complete Form 211 starts the process; it does not itself establish eligibility, an award percentage or a payment date.
