Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe reliable rule is simple: the IRS normally contacts you first by U.S. mail. A phone call can still be legitimate when it follows an IRS notice—for example, an agent may confirm an appointment or discuss a scheduled audit. A contracted private collection agency can also call about certain inactive tax liabilities, but only after written notice has been sent to you and your representative.
Unexpected urgency changes the risk calculation. Threats of arrest, urgent or threatening recorded messages, demands for immediate payment by gift card or prepaid card, and refusal to let you question or appeal an amount are strong signs of impersonation. Caller ID is not authentication because phone numbers can be spoofed.

If you are unsure, end the call. Do not give the caller personal or financial information, do not call back using a number they provide, and do not make a payment through a method they direct. Verify the alleged issue through your IRS Online Account, the phone number printed on an IRS notice, or IRS customer service reached independently.
Does the IRS ever call you?
Yes, but a legitimate call generally fits into a written-notice process. The IRS normally makes first contact by U.S. mail. That letter may explain a balance, request information, schedule an examination, or identify another matter that requires your response. After the notice, an IRS employee may call to confirm an appointment or discuss items connected with a scheduled audit.

This rule is about the first contact. It does not mean that every unexpected call is automatically fraudulent, and it does not mean a genuine IRS employee will never use the telephone. It means you should expect an independent paper or online trail before treating a call as credible.
A private collection agency working under contract with the IRS has a narrower, notice-dependent role. It may call about certain outstanding inactive tax liabilities only after written notice has been sent to both you and your representative. A caller who claims to be collecting for the IRS without that preceding written notice should not be trusted merely because the caller knows your name, address, or tax details.
IRS contact compared with an impersonation call
Use the pattern of the contact—not a single detail—to assess risk. The following comparison reflects the distinctions the IRS uses in its scam guidance.
| Question | Contact that may be legitimate | Contact that strongly suggests a scam |
|---|---|---|
| Was there prior notice? | An IRS letter or notice came first. An agent’s call relates to that notice, an appointment, or a scheduled audit. | The caller says this is the first and only warning, with no earlier letter or online notice to check. |
| What is the purpose? | The call has a specific connection to an existing IRS matter, such as confirming an appointment or discussing audit items. | The caller uses a vague accusation, creates a new emergency, or cannot explain a matter you can authenticate independently. |
| How much pressure is used? | You can take time to review the notice and ask questions through official channels. | The caller demands immediate action, threatens arrest, or leaves an urgent or threatening recorded message. |
| How is payment handled? | You verify the balance and choose an official IRS payment option after reviewing the notice or account. | The caller demands a gift card or prepaid card, or insists that you pay through an unverified method. |
| Can you challenge the amount? | You have an opportunity to question or appeal an amount owed through the IRS process. | The caller says discussion is forbidden, payment must happen now, or questioning the debt will trigger punishment. |
| Can you authenticate it independently? | The alleged notice or balance appears in your IRS Online Account, and contact details come from an IRS notice or an independently reached IRS channel. | The only proof is caller ID, a badge number, personal information, or a callback number supplied during the call. |
Warning signs that should end the call
Arrest threats and manufactured emergencies
A demand backed by an arrest threat is a major impersonation signal. The IRS also warns about urgent or threatening recorded messages. A voicemail that says you must call immediately to avoid arrest, a lawsuit, deportation, license cancellation, or another sudden penalty is designed to prevent you from checking the facts.
The IRS states: “The IRS doesn’t leave urgent or threatening messages.” — Internal Revenue Service, “Ways to tell if the IRS is reaching out or if it’s a scammer,” IRS Tax Tip 2025-46, July 8, 2025. That statement does not mean the IRS never calls; it distinguishes ordinary follow-up from a threatening message intended to force an instant decision.
Immediate payment demands
Do not treat a payment demand as proof that a balance is real. A scammer may tell you to remain on the line while you buy a gift card or prepaid card, read the card number aloud, transfer funds, or use another payment route the caller controls. The IRS identifies gift-card and prepaid-card demands as scam behavior.

A legitimate tax problem can be reviewed. The IRS says taxpayers should have an opportunity to question or appeal an amount owed. If a caller will not allow that opportunity, stop the conversation and verify the matter yourself.

Spoofed caller ID and convincing personal details
Caller ID can display an IRS-looking name or number even when the call comes from an impersonator. Treat the displayed number as unverified. The same caution applies to a caller who recites your Social Security number, address, employer, filing status, or other personal information. Stolen or purchased information can make a fraudulent call sound credible, but it does not authenticate the person on the line.
Do not use a badge number, employee name, caller-provided callback number, or a link sent during the call as your sole proof. End the call and obtain contact information from a source you control.
How to verify an IRS phone call safely
Verification works only if the caller cannot control the channel. Follow this sequence even when the voice sounds professional or the caller knows details about you.
- End the conversation. Say that you will verify the matter independently, then hang up. Do not argue, negotiate, or stay on the line while the caller pressures you.
- Share nothing further. Do not provide a Social Security number, date of birth, bank details, payment-card information, one-time code, account password, or tax-document data. If you already disclosed information, record exactly what was shared so you can address it promptly.
- Open your IRS Online Account directly. Use the account you normally access, not a link, QR code, text message, or email supplied by the caller. Look for the alleged notice, balance, or other matter. The absence of an expected notice does not by itself prove that no tax issue exists, but it means the caller’s claim is not independently confirmed.
- Find any paper notice. If you received an IRS notice, use the phone number printed on that notice. Do not substitute a number the caller dictated or texted. Read the notice carefully and have it available when you contact the IRS.
- Contact the IRS through an independent channel. Use customer service reached through official IRS information you obtain yourself, or use the contact instructions on the notice. Explain that you received a suspicious call and want to authenticate the alleged matter. Ask whether the notice, balance, appointment, or audit contact is recorded in your case.
- Verify before paying. If the account or notice shows a balance, review the amount, tax period, and available official payment options yourself. The caller must not choose the verification route or payment method for you.
- Report the impersonation. Report the call to the Treasury Inspector General for Tax Administration (TIGTA). IRS guidance also says to report the caller ID and callback number to the IRS. Preserve the voicemail, text, email, number shown on caller ID, date and time, requested payment method, and any other details that help investigators.
What a legitimate IRS-related call can look like
Confirming an appointment
An agent may call after you have received written communication to confirm an appointment. You should be able to match the call to the notice: the tax matter, date, location or contact arrangement, and the action requested should make sense in the context of the letter. You can still pause and verify through the number printed on the notice before discussing your records.
Discussing a scheduled audit
An IRS employee may telephone about items for a scheduled audit after the audit has been initiated through written contact. The call should not turn the audit into an instant-payment emergency. Keep the notice, appointment information, and documents together; if the caller asks for something that does not fit the written instructions, authenticate the request independently.

A call from a private collection agency
Private collection agencies contracted by the IRS may call about certain outstanding inactive tax liabilities. Their involvement is limited: written notice must have been sent to you and your representative before the call. If you did not receive that notice, or if the caller refuses to identify the written matter in a way you can verify, stop and contact the IRS independently.
A private collection agency’s involvement does not remove your need to verify the debt, the tax period, or the payment route. Do not let a caller bypass the written notice process or pressure you into a payment method that is not confirmed through official IRS information.
If you think you may owe taxes
Fear of a real balance is what makes impersonation calls effective. Separate the question “Do I owe?” from the question “Is this caller genuine?” A caller’s claim is not evidence of a balance, and a genuine balance does not make the caller’s payment instructions safe.

- Ask questions through the official route. Use the number printed on the notice or IRS customer service reached independently. Ask what the amount represents and what options are available to question or appeal it.
- Choose payment only after authentication. Use the official payment options presented by the IRS through the verified account or notice process. Never allow an unexpected caller to select a gift card, prepaid card, transfer, or other unverified route.
- Keep a record. Save notices, confirmation details, dates, and names from independently verified contacts. A record prevents a second caller from restarting the same pressure campaign.
What to do after you gave information or paid
Act quickly, and distinguish between what happened. If you disclosed personal information but did not pay, write down the information shared, the caller’s number, and the time of the call. Report the impersonation to TIGTA and the IRS as instructed in its scam guidance. Use independently obtained IRS channels to determine whether the alleged tax matter is real.
If you provided bank or payment-card information, contact the financial institution or card issuer through the number on the back of the card or an official statement. Explain that the information was given to a suspected impersonator and ask what protective steps are available. If you bought a gift card or prepaid card, contact the issuer immediately using its official support channel and retain the card, receipt, and transaction details.
If you sent documents, passwords, or account codes, change affected passwords through the genuine service, not through a link or callback supplied by the caller. Monitor accounts for activity you do not recognize and preserve all messages and receipts for your reports. Do not call the suspected number again to demand a refund or explanation.

Common mistakes that make scams more convincing
- Relying on caller ID: spoofing can make a fraudulent call appear to come from an IRS number.
- Calling back the number in a voicemail: the callback route may lead directly to the impersonator.
- Treating knowledge of personal data as authentication: personal details can be stolen or obtained elsewhere.
- Assuming every unexpected call is fake: legitimate follow-up calls can occur after a notice, including appointment or audit contacts, and contracted collection agencies have a defined notice-based role.
- Paying first and checking later: once money is sent through an unverified method, recovery can be difficult.
- Clicking a link while still on the call: a link can lead to a fake login page or payment site. Open your usual IRS account independently instead.
- Ignoring mailed notices because a caller sounded fraudulent: a scam call and a real tax notice can exist at the same time. Review every genuine notice and verify it through the IRS.
A practical decision tree for a suspicious call
If there was no earlier notice
End the call and do not provide information or payment. Check your IRS Online Account and your mail independently. If you find no matching matter, contact the IRS through an independently obtained official channel and report the call.

Do not assume the caller is genuine simply because a notice exists. Compare the caller’s purpose with the notice, then use the phone number printed on the notice or an independently reached IRS channel to authenticate the contact. Continue communicating only after that verification.
If the caller threatens arrest or demands a gift card
Hang up immediately. These behaviors are strong scam indicators under IRS guidance. Do not stay on the line to test the caller, and do not make a small payment “to prove” your identity. Preserve the details and report the impersonation.
If the caller says a private collection agency is involved
Look for written notice sent to you and your representative about the inactive liability. Authenticate the matter through the IRS before discussing payment. The claimed agency relationship, a caller ID label, or a callback number is not enough.
How to explain the rule to a family member
Older relatives and people who have recently moved, changed addresses, or faced tax problems may be especially vulnerable to a convincing call. Give them a short script: “I do not make decisions on an incoming call. I will check my IRS account and the number on my notice, then call back through an official channel.” Encourage them to hang up rather than transfer the call to a spouse, caregiver, or tax preparer while the caller remains connected.
Help them create a simple record of notices and verified contacts. A folder containing IRS letters, tax years, and confirmation details makes it easier to recognize whether a later call follows an established matter. The goal is not to memorize every IRS procedure; it is to prevent an unknown caller from controlling the evidence, timing, and payment route.

Questions taxpayers commonly ask
Is every unexpected IRS call a scam?
No. The IRS normally starts with mail, but an agent may call after a notice to confirm an appointment or discuss a scheduled audit. A contracted private collection agency may also call about certain inactive liabilities after written notice goes to you and your representative. Verify the specific matter independently instead of judging only by the fact that the call was unexpected.
Can I trust the number displayed on my phone?
No. Caller ID can be spoofed. Obtain contact information from an IRS notice, your independently accessed IRS Online Account, or IRS customer service reached without using the caller’s instructions.
Will the IRS demand a gift card or prepaid card?
A demand for immediate payment by gift card or prepaid card is a strong scam indicator. End the call, verify any alleged balance through official channels, and use only payment options confirmed through the IRS.

Where should I report an impersonation call?
Report it to TIGTA. IRS guidance also directs taxpayers to report the caller ID and callback number to the IRS. Keep the voicemail, messages, numbers, dates, requested payment method, and other details for the report.
